1. GENERAL

1.1 SCOPE

This functional specification defines fencing standard types, and consequent relevant materials, and
their working procedures.
Therefore this specification defines the following types of fences and gates:

• Wire Mesh Fencing

• Metallic Mesh Fencing

• Prefabricated Concrete Fencing

• Gate Mesh Fencing

1.2.4 Legislation
The execution of the fencing works shall comply with the regulations in force in the country where the
works are carried out and such regulations shall prevail over the specifications of this present
document.

2. FUNCTIONAL NORMATIVE REQUIREMENTS

2.1 OPERATING ENVIRONMENT


The works subject to this specification are those destined for the fabrication and installation of fencing
for the building of refineries and industrial plants, camps, residential and office complexes and other
typical works of an oil company.

2.2 FUNCTIONAL REQUIREMENTS

2.2.1 Standard types

2.2.1.1 Chain link wire mesh fencing


Wire mesh fencing shall consist of:

- posts and struts made of hot-dip galvanised T steel sections, anchored in concrete
bases
- chain link wire mesh
- three parallel barbed galvanised steel wires placed above the wire mesh.

The total height of the fencing, measured from the final ground level to the highest barbed wire, shall
not be less than:

- 2.50 m for the light type


- 3.00 m for the heavy type.

2.2.1.2 Precast reinforced concrete fencing


It shall consist of precast reinforced concrete posts fixed on foundations which shall be made either of
cast-in-place reinforced concrete or of precast bases placed over a blinding layer of lean concrete.
Precast reinforced concrete panels shall be inserted and anchored between the posts.
The total height of the exposed part of the fencing, measured from the finished ground level to the
upper edge of the last panel, shall not be less than 2.50 m.

2.2.1.3 Gates made with chain link wire mesh panels


Gates, both for pedestrians and for vehicles, shall consist of side posts made of hot galvanised steel
circular hollow section and of doors made of galvanised steel circular hollow section and wire mesh
duly fixed.

2.2.2 Alternative types of fences and gates


Alternative fence and gate types, having characteristics equivalent to those specified in this document
or in any case suitable for the project, can be required by the design or suggested; therefore in any
case the type of fence and gate as furnished shall be subject to prior approval.

2.2.3 Materials

2.2.3.1 General provisions


Dimensions, thicknesses and shapes of the fencing works shall be those established by the valid for
construction drawings.
Each material shall comply with the characteristics established by this specification, standards and
regulations in force in the matter.

2.2.3.2 Blinding concrete


The blinding concrete shall be mixed with 150 kg of normal Portland cement per m³ of mixture.

2.2.3.3 Concrete for foundations


Foundations shall be carried out with concrete having a characteristic compressive strength (Rck) of 25
N/mm².

2.2.3.4 Precast reinforced concrete posts and panels


Posts and panels shall be made of concrete having a characteristic compressive strength (Rck) of 30
N/mm².
All elements shall be vibrated during the placement using the most suitable equipment.
Surfaces shall be smooth and homogeneous as to granulometry and colour.
Elements shall be unbroken, without fractures and broken edges, cracks and deformations.
The mixture shall be of appropriate granulometry for the thickness of the panel and of the post, and
quite compact.
Continuous grooves duly sized and shaped shall be provided in the post body, on two opposite sides,
to house the panels.
Panels shall be either completely flat or made with ribbings or ridges for reinforcement; they shall in
any case be duly shaped along their perimeter to ensure the reciprocal joint and the joint with the
posts.

2.2.3.5 Steel profiles posts and struts


Supports and struts shall be made of hot galvanised EU 55 steel profiles T 50 x 50, for fencing of light
type, and T 60 x 60 for fencing of heavy type, or alternatively of hot galvanised steel circular hollow
sections, minimum outside diameter 60 mm and thickness not less than 4 mm, with the upper part
capped.
Each single piece shall not be jointed.
The average mass of the galvanising coat per surface unit shall not be less than 500 g/m² for profiles
and 400 g/m² for hollow circular sections.

2.2.3.6 Chain link wire mesh


One of the following types of chain link wire mesh shall be chosen, in accordance with the fencing type
adopted:

1) For light type


The wire mesh shall be at least 2.00 m high, and shall have square mesh, sizes 40 x
40 mm, or rhomboidal equivalent, wire thickness not less than 2 mm, average mass of
the galvanising coat not less than 205 g/m².

2) For heavy type


The wire mesh shall be at least 2.50 m high, and shall have square mesh, sizes 50 x
50 mm, or rhomboidal equivalent, wire thickness not less than 3.4 mm, average mass
of the galvanising coat not less than 250 g/m².

In addition the square wire mesh shall comply with the requirements of UNI 3996 standard while the
rhomboid wire mesh shall comply with UNI 3996 standard.
If required, wire meshes can be also covered with plastic (PVC).

2.2.3.7 Barbed wire


One of the following types of barbed wire shall be chosen, in accordance with the fencing type
adopted:

1) For light type


Three galvanised steel wires, barbs with 4 points at 100 mm centres, mass not less
than 98 g/m, average mass of the galvanising coat not less than 205 g/m².

2) For heavy type


Three galvanised steel wires, barbs with 4 points at 100 mm centres, mass not less
than 160 g/m, average mass of the galvanising coat not less than 250 g/m².

If required, wires can be also covered with plastic (PVC).

2.2.3.8 Line and stirrup wire


One of the following types of line wire shall be chosen, in accordance with the fencing type adopted:

1) For light type


Mild galvanised steel, diameter not less than 3 mm, average mass of the galvanising
coat not less than 205 g/m².

2) For heavy type


Mild galvanised steel, diameter not less than 3.5 mm, average mass of the galvanising
coat not less than 250 g/m².

If required, wires can be also covered with plastic (PVC).

2.2.3.9 Turnbuckles
Line wires for mesh shall be equipped with turnbuckles of suitable type; they shall be screw or winding
type, with average mass of the galvanising coat not less than 375 g/m².
Turnbuckles shall be installed at 15 m apart and, if necessary, also at lower distances.

2.2.3.10 Tying wire


It shall be of annealed galvanised steel, diameter not less than 0.8 mm, average mass of the
galvanising coat not less than 205 g/m² and, if required, covered with plastic (PVC).

2.2.3.11 Gate posts


The posts for the various gate types shall be made of hot galvanised steel circular hollow sections with
minimum outside diameter of 75 mm and minimum thickness of 5 mm for the pedestrian gates and
165 mm and 7 mm, respectively for the vehicular gates.
The average mass of the galvanising coat shall not be less than 400 g/m².

2.2.3.12 Gate doors


Gate doors shall consist of a framework of hot galvanised steel circular hollow sections and wire mesh
of the same type and characteristics as the relevant fencing.
As regards the pedestrian gates, the framework shall consist of a circular hollow section with minimum
outside diameter of 45 mm and minimum thickness of 3.5 mm, with diagonal brace of hollow sections
having a minimum outside diameter of 15 mm and a minimum thickness of 2.0 mm.
As regards the vehicular gates, the framework shall consist of a circular hollow section with minimum
outside diameter of 75 mm and minimum thickness of 5.0 mm, with diagonal brace of circular hollow
sections having a minimum outside diameter of 25 mm and a minimum thickness of 2.0 mm.
The average mass of the galvanising coat shall not be less than 400 g/m².
Hinges of appropriate section shall be made of a material not subject to corrosion.
All gates shall be equipped with latching and locking devices (the latter by means of locking bar having
seats for fitting a padlock).

2.2.3.13 Motor-driven gates


Motor-driven gates shall be fitted with electric gate opening device with possibility of release for
manual operation. The set shall be equipped with monorail and rack bar (or other opening mechanism
as manoeuvre arms pivoted to the gate, etc.), electric eye, electric connections, manoeuvre switch,
and all is required for the installation and the sound operation of the gate.
The motor shall have a power that is adequate to the gate mass and shall be positioned so as to be
protected from weather attack. Adequate shock absorbers shall be provided to prevent the violent
slamming of the opening element(s).
The sliding (when a monorail is provided) shall be ensured by ball bearings with the sliding surface
suitable to the monorail contour.
Construction criteria and protection devices against accidents shall conform to EN 12453 standards.

2.2.3.14 Metal materials in general


The materials shall be free of drosses, gas holes, burns and any other visible or latent defect of
melting, drawing, extrusion and similar, impurities and foreign substances.

No broken edges, dents, cuts and other visible defects shall be allowed due to substandard
workmanship and not conforming to the standard tolerances.
Zinc coating shall be performed in accordance with UNI SS E.14.07.000.0 standard (for hollow circular
sections in accordance with EN 10240 standard).

2.2.3.15 Hardware
Hardware in general shall be of high quality and finish.
The hardware shall conform to the technical requirements suitable for each type of fitting and have the
dimensions and strength appropriate to the use it is intended for, and made in such a way that the
maximum functionality and long reliability can be guaranteed.
All hardware shall conform to the samples approved and be of uniform type throughout the supply.
Screws, bolts, etc. shall have the suitable strength, type and metal for the particular use and for the
chosen hardware.

2.2.4 Working procedures

2.2.4.1 General requirements


Along the fencing outline and for at least one meter astride the fencing, the ground shall be levelled
following its elevation contours to allow an easy mesh installation and stretching or the positioning of
the precast concrete slabs.
Steel and concrete posts shall be installed perfectly perpendicular and aligned. The upper and lower
lines shall be continuous, with the exception of the parts with steps, perfectly aligned and levelled.
Steel and concrete posts shall be equally spaced.

2.2.4.2 Wire mesh fencing


The blinding concrete and the foundation bases shall be cast in accordance with the methods
specified in the Functional Specification 27552.VAR.CIV.FUN "Concrete, plain and reinforced -
Production and placement".
The dimensions of the foundation bases surrounding the posts and struts shall be 0.40 x 0.40 x 0.40
m for the light type and 0.40 x 0.40 x 0.60 m for the heavy type, or equivalent size.
Said bases shall laid on a blinding concrete layer with their upper surfaces placed at an elevation 0.10
m lower than the finished ground level.
Posts shall be positioned at 2 m centres and struts at 10 m centres as to the fencing of the light type,
and 3 m and 15 m, respectively as to the fencing of the heavy type.
Struts shall be also positioned at each corner and at each gate post.
The part of posts and struts embedded in the concrete base, for a length of 0.30 m or 0.50 m
according to the fencing type (light or heavy respectively), shall be cut and dovetail shaped.
The upper end of posts shall be bent with an angle of 45° toward the outside part of the area to be
fenced, for a 0.40 m outrigger.
Electric welding shall be performed with regular seams duly ground.
Holes shall be made in the posts to reeve the horizontal wires.
Three galvanised line wires shall be horizontally stretched, one of which in the middle and the others
at the top and bottom of the mesh.
Wires shall be stretched so as to ensure the secure fastening of the mesh.
Wire mesh shall be installed with the lower edge at a distance of 50 mm from the final ground level,
and stretched without interruptions so as to avoid subsequent bulging out.
Wire mesh shall be fastened with galvanised wire at intervals of 1 m (also staggered) on each of the
three horizontal wires.
The three parallel barbed wires shall be stretched over the net up to a minimum height of 2.50 m (light
type) and 3.00 m (heavy type) from the finished ground level.
The barbed wire shall be stretched so as to remain straight.

2.2.4.3 Precast reinforced concrete fencing


The blinding concrete and foundation bases shall be cast in accordance with the methods specified in
the Functional Specification 27552.VAR.CIV.FUN "Concrete, plain and reinforced - Production and
placement".
The post foundation can also consist of precast bases placed on blinding concrete.
The dimensions of the foundation bases shall be 0.60 x 0.60 x 0.60 m, or equivalent size.

Said bases shall laid on a blinding concrete layer with their upper surfaces placed at an elevation 0.10
m lower than the finished ground level.
Posts shall be embedded in the pockets provided in the foundation bases, using concrete of suitable
granulometry for the opening size and taking care to get a perfect filling.
Posts can be positioned with a centre interval of 2.00 - 2.50 m depending on the wind load, foundation
soil characteristics and constructive characteristics of the panels.
Panels shall be inserted in the special grooves of the posts. The lowest panel shall rest on the upper
surface of the post foundation (0.10 m under the final ground level as said above).
Panels shall fit properly the respective joints. The joints between panel and post and between the
panels shall be sealed with cement mortar.

2.2.4.4 Gates
Gates shall be installed in such a way as to obtain perfect functionality of the opening parts and
correct manoeuvring of the locks and the other block and closing mechanisms. Particular care shall be
taken in matching locks, clicks and bolts to the corresponding parts of jambs, countershutters, sill,
pavements.

2.2.4.5 Metal works in general


The dimensions of each elements shall be complied with and the required shapes maintained.
Welds shall be carefully cleaned and levelled on the face parts; each joint shall be accurately
machined and finished.
The works shall be executed according to the drawings and to the samples approved.
Zinc-coated elements that require cutting, welding or other adjustments that can cause removal or
damage of the zinc coat, shall be touched up with a synthetic rust preventive product made of zinc or
lead chromate on the damaged parts, after cleaning and removal of any slags or fragments from the
surfaces to prevent any further corrosion.
All products shall be accurately cleaned to remove traces of any kind.

2.3 BOUNDARIES, LIMITS AND EXCLUSIONS


Boundaries, limits and exclusions shall be defined and checked from time to time, taking into account
the location where the works are to be performed.

2.4 SAFETY
As regards safety, the works shall be carried out in accordance with the legislation of the country
where the works are performed.
Furthermore, the regulations, as defined in the contractual documents, for safe working conditions in
the presence of works and/or plants already built, shall be complied with.

2.5 REQUIREMENTS FOR QUALITY MANAGEMENT AND ASSURANCE


The additional requirements of Quality Management and/or Assurance, if any, are contained in the
applicable management specification attached to the bid request.

2.6 DOCUMENTATION
The following documentation shall be produced before works start:

- certificates that prove the supply complies with the required material characteristics or
that prove their equivalence
- Manufacturer's documentation, with indication of the types selected, of the material
and resistance characteristics, and of the installation procedures
- results of the laboratory tests for the control of zinc coat thickness
- material samples.

All documentation shall be drawn up using the SI units of measurement as defined by the ISO 1000
standard.
