1. Potential Challenges:
Identify two potential
challenges educators
might face when
implementing CSE
based on this bill.
1. Resistance from Parents and Communities - the opposition from the national coalition for
the family and the constitution (NCFC), which launched a petition titled "Project Dalisay"
to oppose the bill. The NCFC argues that the bill conflicts with traditional family values,
particularly those held by Christian and islamic faiths. They express concern about the
inclusion of topics like sexual orientation, gender identity, and sexual rights, fearing that
these concepts may undermine parental authority, desensitize children to sexual themes,
and promote early sexual activity.
2. Lack of Adequate Teacher Training and Resources - The Bill mandates training for
teachers, guidance counselors, and other schools on adolescent health and development,
women's and children's rights, and gender equality. Many educators may not be equipped
to handle sensitive topics like sexual health, gender identity, and sexual rights with the
level of sensitivity, professionalism, and accuracy that the bill envisions.
