Chapter-7 Assignment and Case Study: IT Policy 2072 B.S.


An IT policy is a formal document that outlines rules, guidelines, and procedures for using, managing, and
securing information technology within an organization or institution. It is designed to ensure that IT
resources, such as hardware, software, networks, and data, are used effectively, securely, and in compliance
with legal and organizational requirements. IT Policy 2057 BS (2000 AD) is Nepal's first comprehensive policy
framework to promote the development and use of information technology in the country. It was introduced
by the Government of Nepal to encourage IT development, boost economic growth, and establish Nepal as a
significant player in the global IT sector. It laid the groundwork for subsequent policies and strategies aimed
at leveraging technology for economic development and digital transformation. IT Policy had an amendment
policy within 2 years but due to the Government’s poor supervision, it was amended in 2072 B.S.
Challenges in Implementation:
• Limited infrastructure in rural areas.
• Insufficient funding and investment in IT projects.
• Lack of skilled human resources in the IT sector.
• Slow adoption of IT in government and private sectors.

The IT Policy 2072 BS (2015 AD) of Nepal is an updated framework introduced to address the evolving needs
of the information technology sector, building upon the foundation laid by the earlier IT Policy 2057 BS. It
reflects Nepal’s commitment to leveraging IT for national development, bridging the digital divide, and
adapting to the rapid technological advancements globally. The IT Policy 2072 BS laid the groundwork for
Nepal's digital transformation initiatives, paving the way for subsequent policies like the Digital Nepal
Framework 2019. It remains a critical reference for understanding Nepal's ambitions to integrate IT into its
developmental roadmap.

management approach in computer systems and its advantages over the traditional file system. Also, explain
about data warehousing and data mining.

retention in business. Such relations are maintained with the help of CRM. Explain.

Computer Software in Nepal (Article: Computer Software in Nepal By N.P. Bhusal:2073)
The history of computer software in Nepal is not old since the Nepal government has not given any
contribution in the development of the evolution of computers and their software. The development of
computer software continued with the development of computers and devices. Nepal hired some types of
calculators and computers for census calculation. In 2018 BS electronic calculator “Facit” and the 2028 BS
“IBM 1401” computer was brought in Nepal by His Majesty's Government (HMG) for Census purposes.
The name of Muni Bahadur Sakya comes at top level for the pioneers of Information Technology developers in
Nepal. In 2035 BS Muni Bahadur Shakya developed the first Microcomputer in Nepal. In 2040BS he did his
first demonstration of computing in the Nepali language on a microcomputer with the display of the Nepalese
National Anthem in Devanagari script on a CP/M-based computer. He established High Tech Pioneer Pvt. Ltd
Company. He also developed Voice Recognition system, Voice Dictionary, Computer-aided Education, Nepali
dictionary, Radiation Monitor, Nepalese Subtitle Display, Nepali Multimedia, and Telemedicine types of Nepali
software.

Sanjeev Rajbhandari, a pioneer of IT development has established a company to provide Internet service first
time in Nepal as a Mercantile Office System in 2041 BS. This company is known as Internet Service Provider
Company in MOS and also started to develop Mercantile Brand computers in 2057 BS. Nepal News.com,
Pumari Banking software etc. are worldwide famous software of MOS. Mahavir Pune is another name of the
top pioneers of IT development in Nepal. He established the Himanchal Education Foundation in 2059 to
provide computer education and Internet service to rural students in Magdi and surrounding villages. In 2065
B.S. semi-visually impaired Civil Engineer Him Prasad Gautam has developed software “Dristibachak” for
visually challenged people that converts Nepali texts into audio file to help people with acute vision
impairment listen to the texts and acquire knowledge.

World-level mobile applications like Cash On Ad, AppliKali, Panic SMS types of many more applications are
also developing in Nepal. Chitwanix OS is an Ubuntu-based Free Open Source Software developed in Nepal .
Nepal government is also making it compulsory to use the software in various fields like Schools and colleges
to prepare documents, Public Service Commission Registration, Teacher Service Commission Registration,
Vehicle Taxation System etc. At present Computer Association of Nepal (CAN) is the governing body of Nepal
for Information Technology services. Nepal is also stepping up the development of various software and
applications to compete in the global market.
