NOTIFICATION
1. Short title and Commencement. - (1) These Regulations may be cited as the Punjab
Enforcement and Regulatory Authority (Appointment and Conditions of Service)
Regulations, 2024.
(2) These Regulations shall come into force at once.
2. Definitions. - (1) In the Regulations, unless the context otherwise requires, the
following expressions shall have the meanings hereby respectively assigned to them,
that is to say:
(a) “Act” means the Punjab Enforcement and Regulation Act 2024 (Act
XI of 2024);
(b) “Administrative Department / AD” means the administrative
department of the Authority as reflected in the Punjab Government
Rules of Business, 2011;
(c) “Appointing Authority” means the authority as mentioned in the
column 3 of Schedule-II;
(d) “Buddy System" means a safety protocol that pairs two or more
officers/ officials during performance of their operations;
(e) “Contingent Worker /CW" means a person who is temporarily hired
for a period of maximum 89 days on latest minimum wage notified
by the Government of Punjab for temporary duties.
(f) “Contractual Employees” means an employee, staff or any other
person recruited by the authority through competitive process from
the market on contractual basis as per the terms of reference for
Service and are governed by, “The Punjab enforcement and
regulatory authority contractual employment regulation 2024” and
mentioned in these regulations to the extent of organizational
structure only.

(g) “Directorate General” means the office premises responsible for
the management and supervision of different wings of PERA under
the Director General, under the Act and as per the directions of the
Authority, issued from time to time.
(h) “Employee” means an officer, staff or any other person recruited by
the Authority under section 11 of the Act, but does not include a
person on deputation to the Service or Contingent worker;
(i) “Hiring Committee” means the Hiring Committees and shall have a
composition, and functions as defined in section 14 of these
regulations.
(j) “Initial recruitment” means the appointment made other than by
promotion or transfer of the employees; from any other service/
department;
(k) “Law Enforcement Agency /LEA” means employees of the Punjab
Police and Punjab Emergency Services (Rescue 1122) and any
other law enforcement agency approved by the authority.
(l) “Medical Board”, means a medical board as notified by the Director
General for the purposes of initial recruitment, promotion and
general medical fitness as and when needed;
(m) “Organizational Structure” means the organizational structure
given in schedule-I of these regulations and includes employees,
contractual employees and contingent staff
(n) “Recognized University” means any University incorporated by law
in Pakistan or any other University declared by Government in
consultation with the Commission to be a recognized University for
the purposes of these regulations;
(o) “Regulations” mean the Punjab Enforcement and Regulatory
Authority (Appointment and Conditions of Service) Regulations,
2024;
(p) “Service” means the service of a person serving in Punjab
Enforcement and Regulatory Authority;
(q) “Schedule” means the Schedule appended to the Regulations;
(r) “Terms of Reference for Service”, means purpose of employee,
his/her Job description, his/her area of responsibility, competence
and personal attributes and Salary and benefits.
(s) “Wing” means a group of posts in Authority pertaining to one
particular areas of work like HR, Finance or Procurement etc.
(2) A word or expression used in the Regulations but not defined shall have the same
meaning as assigned to it under the Act.

3. Conditions of Service. – Nomenclature of the post, Appointing authority,
minimum qualification, method of appointment and other terms and conditions as
specified in Schedule-II.
8. Liability to Transfer and Serve. - The employee of the service shall be liable to
be:-
(a) Transferred anywhere in Punjab; and
(b) Serve in any department of the Government or any local authority or
statutory body set up or established by the Government with the approval
of the Authority.
Provided that where a member of the Service is required to serve in a post
outside his service or cadre, His terms and conditions of service as to his pay
shall not be less favorable than those to which he would have been entitled if he
has not been so required to serve.
9. Promotion. - The employees will be promoted as per the promotion criteria
recommended by the Hiring Committees concerned and approved by the Authority.
10. Seniority. - (1) The inter se seniority of employees appointed to posts in the
same grade of Service shall be determined as follows:
a) In accordance with the date of regular appointment in the grade, those appointed
earlier to rank higher in seniority to those appointed later;
b) In accordance with merit where the date of recommendation is the same: the
higher in merit to rank higher than those lower in merit;

c) In accordance with the age of the appointee where two or more persons are
appointed on the same date or have the same merit (the older being senior to
the younger)
11. Resignation. - (1) An employee may resign from service by giving one month’s
notice in writing to Appointing Authority or one month’s pay in lieu thereof and shall leave
workplace from date of acceptance of resignation provided he has cleared all His
liabilities;
(2) Notwithstanding and without prejudice, the Appointing Authority may, if the
employee so requests, waive the notice period requirement for acceptance of
resignation, on the basis of special circumstances to be recorded in writing.
12. Retirement. - (1) An employee shall be retired from the service in accordance
with the regulations prescribed or adopted by the Authority. In case, if an employee fails
to maintain medical and physical fitness resulting in bodily or mental infirmity to perform
field duties/ Functions as described in Terms of Reference for service, he/she shall be
discharged or retired from the Service under the prescribed regulations or adopted
rules/ regulations.
13. Deputation. - The employees joining the authority on deputation will be governed
as per the deputation policy of the Government of Punjab in general. Such employees
will be screened by the hiring committees concerned to ensure that they meet the terms
of reference for service. Any exception to the deputation policy of the Government of
Punjab will be approved by the Authority.
14. Hiring Committees. -(1) The authority may hire employees of any grade as per
the conditions and terms of reference for services provided in schedules. There shall
be following hiring committees: -
a) Hiring Committee I. For hiring of employee of BS-11 and above.
i. Director General - Chairman
ii. Director Enforcement / Personnel - Member
iii. Chief Technology Officer or Rep of PLRA - Member
iv. A Rep of AD of BS-18 - Member
v. Deputy Director Admin and HR - Member/Secretary
vi. Any other Co-opted member

iv Will also function as Promotion committee and define criteria
for promotion apart from what is given in these regulations and present its
recommendations for promotion to the Authority for approval.
v Will also work as Deputationist Screening Panel in line with
the Terms of Reference for service.
vi Decide upon the charges for the applicants on actual cost
basis.
(2) The Director General may hire the services of a consultant for purposes of
facilitation and scrutiny to support the hiring process, as per relevant clauses of Punjab
Procurement Rules 2014.
15. Service after Disability. - If an employee is injured, leading to permanent
disability or medically or physically unfit for enforcement operations confirmed by the
medical board, such employee may be adjusted against any other suitable post of less
laborious character if any, in accordance with recommendation of the Medical Board or
may be retired from service with such benefits as the Authority may decide. In such
cases the Director General shall present the case with his/her recommendations or the
recommendation by the concerned District board within three months of the medical
board report or Authorities meeting whichever is earlier.
16. Exemptions and Relaxations. For the sake of effective administration, the
Authority may give necessary exemptions and relaxations in these regulations on the
recommendation by the Director General.
17. General Rules. In all matters not expressly provided for in these regulations
related to service, members of the Service may be governed by such rules as have
been or may hereafter be prescribed by the Government and made applicable to them
by the Authority. Rules / Regulations adopted by the Authority till the time it prescribes
its own rules/ regulations for the purpose of regulating services of the employees are
given in Schedule-IV.

given in schedule-V.

Position Title: Director General PERA
Reports To: Authority
He will be responsible for assisting the Authority in performing its functions and exercising its powers as
mentioned in the Act. He will carry out overall supervision of operations of the Directorate General and
Enforcement Stations on behalf of the Authority. He will be responsible for providing all kinds of administrative,
logistics and other support to the Authority. He will perform the duties as assigned or delegated to him by the
Authority and will monitor the implementation of directions of the Authority and the scheduled laws across the
province.

Position Title: Director Administration
Reports To: Director General, (PERA)
Director Administration is responsible for managing all the activities of Administration, HR, Procurement &
Logistics as per the desired standards, policies, rules & regulations. The person assists the Director General
(PERA) in management and service delivery of administration, facilities, procurement, logistics and human
resource management.
Areas of Responsibilities:
Administration related Responsibilities:
• Will oversee and supervise matters related to performance appraisal system of employees, pay plan,
benefits program, training needs and orientation sessions etc.
• To report to management and provide decision support through HR metrics.
• Assist the working of relevant recruitment/ selection committees.
• Development and monitoring of HRMIS in coordination with Director I,T related to HQ and Enforcement
stations.
• Overall monitoring and supervision of recruitment / hiring / transfer posting of establishment of PERA
(except for salary matters) in accordance with the service regulations.
• Ensure complete record keeping of all employees of PERA.
• Monitoring development and implementation of hiring regulations and terms and condition of services
for employees of PERA.
Procurement & Logistics related Responsibilities:
• Ensure execution of procurement plans, request for proposals (RFPs) / Terms of Reference (TORs) in
accordance with the PPRA Rules.
• Supervision of bidding process and RFPs by reviewing specifications and scheduling.
• Overall supervision of procurement process and coordination with the relevant directors and
Enforcement Stations.

Reports To: Director General, (PERA)
Director Finance is responsible for managing all the activities of Finance as per the desired standards of
governance and management of funds in accordance with policies, rules & regulations. The person assists the
Director General (PERA) in management of Budgets, Forecasting needs, risk management and the internal
control system.
Areas of Responsibilities:
• Ensure financial prudence / propriety through impartiality, openness and competitive environment.
• Closely Monitor flow of expenditure as per prevailing law / rules / regulations / policies.
• Manage updating of files / records for proper conduct of Audit in a transparent Manner.
• Assist DG in formulation of Budget proposals and Schedule of New Expenditure proposals.
• Recommend priorities to the DG in allocation of funds.
• Allocate Head, sub-head wise budget for smooth and transparent financial management.
• To Supervise matters related to salaries/payroll of staff at Headquarter and Enforcement Stations of
PERA.
• Supervision of Authority’s Accounts.
• Will be responsible for supervision of the process of development and updating of financial regulations
of PERA.
• Will be responsible for all kinds of financial reporting.
• Will be responsible for overall supervision, monitoring and operation of financial matters of PERA.

Reports To: Director General (PERA)
To head the Enforcement wing of the Authority. He shall be responsible for coordination with District
Enforcement Boards & Enforcement Stations in order to fulfil their requirements for the smooth working of the
enforcement station in line with direction of DG & relevant district boards in accordance with law, policies, rules
& regulations.
Areas of Responsibilities:
• Responsible for coordinating with District Enforcement Boards and Enforcement Stations across the
Punjab.
• Liaison with district boards for their smooth functioning and implementation of guidelines, directions,
policies in enforcement stations.
• To ensure that all requirements of the enforcement stations are fulfilled promptly.
• Submit recommendations to the Authority for development of performance appraisal system and Code
of Conduct for of the force other than on deputation through DG (PERA).
• Develop models and KPIs for Performance Management of the force other than on deputation.
• Any other duties and responsibilities assigned by the Director General (PERA).

Position Title: Director Personnel
Reports To: Director General (PERA)
To head the personnel wing of the Authority. He shall be responsible for coordination with the enforcement
Stations in order to fulfil the desired standards in accordance with law, policies, rules & regulations. He will also
carry out necessary liaison with law enforcement agency/LEA for requisitioning their services and clearance from
Deputationist screening panel apart from looking after their discipline
Areas of Responsibilities:
• Responsible for coordinating with Boards across the Punjab for facilitating posting of Deputationist.
• Responsible for deputation and repatriation of Sergeants from Law enforcement agencies to PERA and
vice versa.
• Responsible for handling disciplinary matters, code of conduct for Sergeants and any other force taken
on deputation from LEA as per deputation policy and these Regulations.
• Submit recommendations to the Authority for development of performance appraisal system and Code
of Conduct for Sergeants and senior Sergeants through DG (PERA).
• Develop models and KPIs for Performance Management of Sergeants & Senior Sergeants.
• Any other duties and responsibilities assigned by the Director General (PERA).

Position Title: Deputy Director Legal & Prosecution
Purpose of Position:
To head the Legal and Prosecution wing of the Authority. He is responsible for dealing with all of the
legal matters related to Headquarter, District Enforcement Boards & Enforcement Stations located all over the
Punjab Province. The person shall assist the Director General (PERA) in drafting regulations for the authority.
He will also deal with the matters related to prosecution in courts in accordance with the law, policies, rules &
regulations.
Areas of Responsibilities:
• Responsible for Leading and supervising the legal & prosecution team of PERA.
• He will represent the authority in the courts and submit stance of the Authority in the Courts duly
approved by the DG and responsible for filing reply/para wise comments in courts.
• He shall issue guidelines for enforcement stations to enable them to resolve legal issues related to the
enforcement of scheduled laws.
• He will be responsible for supervising the process of framing/amending/updating/notification/approval
of rules and regulations for the authority.
• He will ensure the regular maintenance and updating of the record of litigation related to the Authority
and its functions at each level and at each stage.
• He shall be responsible for ensuring the implementation of an IT-based case management system in
consultation with IT wing.
• To provide legal opinion to PERA in various facets / activities conflict prevention, management and
dispute resolution for adopting course of action in legal matters within the legal and regulatory
framework.
• To prepare and file suits / writ petitions to safeguard the interests of government / PERA.
• To monitor and ensure the Authority’s adherence to legal standards and mitigate legal risks.
• Assist District Board for placement of Prosecutors at each Enforcement station and regulating their
services and conduct.
• To ensure that all the decisions and action taken by the management are inconformity with the
provisions of prevailing laws and legal instruments.
• He may issue general guidelines to the Prosecutors or officers responsible for investigation for effective
and efficient prosecution
• Any other duties and responsibilities as per the directions of the Competent Authority

Position Title: Deputy Director, Admin & HR
Reports To: Director, Administration (PERA)
To assist Director Admin in carrying out Human Resource Management at Head Quarter and Enforcement
Stations of PERA and managing activities such as recruitment, employee relations, performance management,
training & development etc.
Areas of Responsibilities:
• Responsible for carrying out the recruitment and selection process as prescribed.
• Managing the employee life cycle (i.e., recruiting, hiring, on boarding, training, transfer/posting, leave
and administering employee benefits).
• Will develop performance appraisal/management system for employees of PERA.
• Will develop pay plan and benefits program.
• Will be responsible for developing and implementation of code of conduct for staff at Headquarter and
Enforcement Stations.
• Will develop and ensure implementation of attendance management system and HRMIS
• Will assist Director Admin in Appointment, Transfer/posting and service matters of employees at Head
Quarter and Enforcement Stations of PERA.
• Will be responsible for development of training programs for employees.
• Will perform all functions related to Human Resource Management in the Organization.
• Any other task assigned by the Competent Authority.

To assist DD admin is organizing, coordinating, and managing PERA’s employees to carry out its mission, vision,
and goals through recruiting, hiring, and capacity building programs.
