Purwanchal Campus, located in Dharan, Nepal, is a prominent engineering institution under
the Institute of Engineering (IOE), Tribhuvan University. Established with the vision of
providing quality engineering education, the campus has grown to become one of the leading
institutions for technical education in the eastern region of Nepal.
Purwanchal Campus offers various undergraduate and graduate programs in engineering
disciplines such as civil, mechanical, electrical, and computer engineering. With over 3,000
students and 200 dedicated faculty members, the campus continues to contribute significantly
to Nepal’s academic and industrial sectors. The institution emphasizes practical, hands-on
experience, and its curriculum is designed to meet the evolving needs of the engineering
field.
Despite its academic and professional achievements, the campus faces infrastructural
challenges, particularly in terms of its library facilities. As the number of students and faculty
continues to grow, the need for a modern, spacious, and well-equipped library has become
more urgent. Currently, the existing library is insufficient to meet the demands of the
academic community, limiting access to essential resources.
This proposal seeks to address this gap by outlining plans for the construction of a new
library building that will provide a dedicated space for academic resources, research, and
student collaboration. The new library will enhance the learning experience and support the
academic goals of Purwanchal Campus, making it a hub for innovation, research, and
knowledge sharing for students and faculty alike.
The primary objectives of constructing a new library building at Purwanchal Campus are as
follows:

o Enhance Learning Resources: To provide a modern, resource-rich


environment that supports the academic needs of engineering students and
faculty, offering access to a wide range of textbooks, journals, e-resources,
and other study materials.

o Facilitate Research and Innovation: To create a conducive space for


research, innovation, and collaboration among students and faculty members
by providing specialized resources, quiet study areas, and access to cutting-
edge technology.

o Promote Academic Excellence: To strengthen the academic environment by


offering a well-organized library system that supports coursework, research
projects, and self-learning opportunities, fostering a culture of academic
excellence at Purwanchal Campus.

o Support Technological Integration: To incorporate technology-driven


library services, such as digital catalogs, online databases, and interactive
learning tools, making it easier for students and faculty to access information
efficiently.

o Encourage Community Engagement: To create a hub for academic and


extracurricular activities by providing space for workshops, seminars, book
clubs, and other community-based events that engage students, faculty, and
the local community.

o Promote Sustainable Practices: To integrate eco-friendly and energy-

including those with disabilities, by providing appropriate infrastructure such

The scope of the library construction project at Purwanchal Campus encompasses the
planning, design, and development of a modern and functional library building. The project
will address both the physical infrastructure and the resources required to create an optimal
learning environment for students, faculty, and staff. The scope of the project is divided into
two main sub-sections:
Site Selection and Layout: Identifying a suitable location on campus for the new
library building, ensuring it is easily accessible to all students and faculty. The
building will be designed with a spacious floor plan to accommodate a growing
student body and diverse academic needs.

Building Size and Structure: The library building will include multiple floors to
house various resources, study areas, and administrative offices. The size and layout
will follow the guidelines for engineering colleges and will consider future expansion.

Architectural Design: The design will incorporate modern architecture, with


attention to functionality, aesthetics, and sustainability. The building will be designed
to optimize natural light, ventilation, and energy efficiency.

Safety and Security: The library will meet all local building codes and safety
regulations. Features such as fire exits, emergency lighting, and surveillance systems
will be integrated into the design to ensure the safety of users.

Reading Rooms and Study Areas: The library will have designated quiet study
areas, group study rooms, and open reading spaces. These areas will be equipped with
comfortable seating, study desks, and appropriate lighting.

Computer and Digital Access: The library will have computer workstations, high-
speed internet access, and digital resources such as e-books, academic journals, and
databases. A dedicated space for technology-driven research and innovation will be
included.

Bookshelves and Storage: Sufficient shelving and storage will be provided for a

construction materials to reduce its environmental impact.

Accessibility Features: The design will ensure accessibility for all users, including
those with disabilities, by incorporating ramps, elevators, and accessible restrooms.
The methodology for the construction of the library building at Purwanchal Campus will

Equipping.
