Ch. 3 How the State Government Works

Q 1 Who is an MLA and how is the person elected?

Ans. Members of the Legislative Assembly (MLA) are elected by the


people. They then become members of the Legislative
Assembly and also form the government. In this way, the MLAs
represent people.

Every state in India has a Legislative Assembly. Each state is


divided into different areas or constituencies. From each
constituency, the people elect one representative who then
becomes the MLA.

Q2 How do some MLAs become ministers?

Ans. After the elections, the MLAs belonging to the ruling party elect
their leader, who becomes the Chief Minister. The Chief
Minister then selects some MLAs from the ruling party who
become ministers in the state government.

The Governor of the state formally appoints the Chief Minister


and his council of ministers.
Q 3 What are the functions of the Chief Minister?

Ans. The Chief Minister performs the following functions in a state


government:

• He/she is responsible for the working of the government in the


state.
• He/she is also the leader of the council of ministers.
• He/she selects other ministers of the state and allocates their
portfolios/departments.
• He/she coordinates the working of various ministries.
• He/she supervises the overall administration of the state.

Q 4 Why the decisions taken by the council of ministers


should be debated in the Legislative Assembly?

Ans. The decisions taken by the council of ministers and the Chief
Minister should be debated in the Legislative Assembly
because the MLAs are together responsible for the work of the
government. As the state legislature, the MLAs have to
authorize and supervise the work of the ministers i.e. executive.

Q 5 Explain the working of the state government in detail.

Ans. The state government functions mainly through two of its


organs- legislature and executive.

• The government can decide to make new laws for the state
regarding health and education. Laws for the state are made in
the Legislative Assembly.
• The MLAs also ask questions to different ministers and raise
issues to be discussed in the Assembly.
• The executive i.e. the Chief Minister and the council of ministers
take action and assist the working of the government.
• This is done through various departments like the Public Works
Department, the Health Department, the Agriculture
Department and so on.

Q6 Write a note on the role of the Governor in a state.

Ans. The Governor is said to be the head of a state. Although the real
power rests with the Chief Minister, the Governor is the
constitutional head.

To become the Governor of a state, a person needs to be 35


years of age and a citizen of India. He/she should not hold any
office of profit under the Government of India.

The Governor performs the following functions:

• Appoints the Chief Minister and the council of ministers.


• Appoints the judges of the district courts.
• Nominates members to the Legislative Council in bicameral
states.
• Summons and ends the sessions of the Legislative Assembly.
• Gives approval to bills, without which no law can be made.
