MEMORANDUM

SUBJECT : Operational Directive re Security Coverage during the


Leaders Forum for Transparency, Accountability, Peace, and
Security

DATE : January 25, 2024

1. Reference: Letter of Instructions 13/11 (SANG-INGAT CHARLIE) dated


April 13, 2011.

2. This pertains to the security coverage on January 28, 2024, 9:00 AM


during the Leaders Forum for Transparency, Accountability, Peace, and Security to
be held at Grand Menseng Hotel, Magallanes Street, Davao City followed by a Mass
Launching and Prayer Rally that will commence simultaneously at 4:00 PM from
Agro-Industrial Foundation College, Tionko Football Field, Bolton Riverside, Ecoland
Drive, Matina, Davao City and Roxas Avenue, Davao City heading towards San
Pedro Square, San Pedro Street, Davao City on.

3. In this regard, the respective Offices/Units are tasked to undertake the


following:
a. DRDO
1) Overall supervisor for the implementation of this Security Plan.

b. RID
1) Provide timely intelligence monitoring to ensure the safety of the
VIPs, guests and other government officials during the said event in
coordination with other intelligence networks;

2) Monitor current plans and activities of the threat groups;

3) Conduct threat and risk assessment and inform ROD and


concerned PNP offices/units of significant reports for their
appropriate actions or reference; and

4) Perform other tasks as directed.

c. ROD/RTOC/RICC
1) OPR in the implementation of this Security Plan;

2) Monitor the itinerary of the VIPs, guests and visitors;

3) Provide zoom account for the live streaming of body worn camera
or alternative recording device;

4) C,RTOC/ RICC shall monitor the activity and inform the


Command Group of significant activities and will forward Situation
Report (SitRep) through SMS platform; and

5) Perform other tasks as directed.

d. DCPO
1) CD, DCPO, act as overall ground commander of the said event;

2) OPR for the security coverage and other public safety services
during the said event within AOR in close coordination
with the local counterparts and other concerned agencies;

3) Provide appropriate number of motorcycle cops to act as sweeper


and escort for the VIPs, guests and visitors as needed;

4) Provide appropriate number of patrol cars with one team officer led
to act as convoy security escort for the VIPs and party in all places
of engagement and until the duration of the said activity as needed;

5) Provide road/route security along the thoroughfares of VIPs,


guests and visitors within AOR;

6) Ensure the smooth flow of traffic along the route of the convoy in
coordination with the local traffic enforcers;

7) Provide appropriate number of personnel to act as venue/area


security and police visibility at Grand MenSeng Hotel, Magallanes
Street, Davao City;

8) Provide Police Assistance Desks (PADs) at the venue of


event;

9) Intensify Anti-Criminality operation in all sites of engagement in


the AOR;

10) Submit SMS situation report to reach this office (Attn: ROD-RICC)
every hour up to the termination of the activity; and

11) Perform other tasks as directed.

e. DOCPPO, DDOPPO and DOPPO


1) Provide road/route security to all VIPs, guests and visitors while
passing in respective AOR going to Grand MenSeng Hotel,
Magallanes Street, Davao City for the said event and vice versa;

2) Ensure the smooth flow of traffic along the route of the VIPs,
guests and visitors in coordination with the local traffic enforcers;

3) Conduct checkpoint in respective AOR; and

4) Perform other tasks as directed.

f. DSPPO/DNPPO
1) Provide road/route security to all VIPs, guests and visitors while
passing in respective AOR going to Grand MenSeng Hotel,
Magallanes Street, Davao City for the said event and vice versa;
2) Prepare 100 personnel for each PPO for security deployment to
DCPO;

3) Ensure the smooth flow of traffic along the route of the VIPs,
guests and visitors in coordination with the local traffic enforcers;

4) Conduct checkpoint in respective AOR; and

5) Perform other tasks as directed.

g. RPRMD
1) Detail 100 RHQ personnel to augment the security deployment of
DCPO; and

2) Perform other tasks as directed.


h. RSTU 11
1) Provide 155 Police trainees as reserve personnel just in case
DCPO still needs for more additional security for the said event; and

2) Perform other tasks as directed.

i. RLRDD
1) Provide vehicles with driver to ferry the 100 personnel from Davao
Sur PPO and another 100 personnel from Davao Norte PPO to
augment the security deployment of DCPO; and

2) Perform other tasks as directed.

j. RMFB 11
1) Provide one team led by an officer to act as standby reactionary
team ready to be deployed as necessary;

2) Provide contingency vehicles and QRT for the said event;

3) Provide appropriate number of personnel to to be augmented to


DCPO for the said event;

4) Provide one platoon to act as CDM contingent to be augmented to


DCPO; and

5) Perform other tasks as directed

k. RIU 11
1) Conduct intelligence and counter intelligence for the activity in
coordination with RID and other intelligence agencies/units;

2) Provide covert security coverage in coordination with the other intel
units;

3) Conduct disruption operations to preempt and unmask “would be”


threats to the VIPs, guests and visitors;
4) Provide other necessary support to the said activity; and

5) Perform other tasks as directed.

l. RECU 11
1) Conduct sweeping/paneling operation and its immediate
environment 2 hours before the VIPs, guests and visitors will arrive
in coordination with RID and RIU; also include route/road where
VIPs, guests and visitors will pass through; and

2) Perform other tasks as directed.

m. PSPU 11
1) Provide appropriate number of personnel as security for the VIPs,
guests and visitors at the venue; and

2) Perform other tasks as directed.

n. RMDU 11
1) Provide ambulance with medical staff to be prepositioned near the
Grand MenSeng Hotel, Magallanes Street, Davao City during the
said event;

2) Provide health safety officer and nurse station at the venue; and

3) Perform other tasks as directed.

o. RCEU 11
1) Provide handheld radios for the deployed personnel, as needed;
and

2) Perform other tasks as directed.


p. Other R-Staff and RSUs
1) Provide mission essential support to tasked units pertaining to the
areas of concern; and
2) Perform other tasks as directed.
4. Coordinating Instructions:
a. PNP Operational Procedures, PNP Responder’s Manual for the New
Normal must be strictly observed at all times;

b. Respect for human rights must be strictly observed in all police


operations;

c. Lateral coordination is highly encouraged;

d. SDO of the day on January 28, 2024 will conduct Red Team Operation
on the security deployment of DCPO;

e. All personnel deployed must wear GOA “C” with complete


paraphernalia; and

f. All tasked units to submit respective names with contact number of


detailed personnel and implementing security plan and deployment
plan to this office (Attn: ROD, RICC) NLT 8:00 AM of January 27,
2024 and submit After Activity Report after the termination of the said
security assistance thru email address at [email protected].
