1 . Purpose. To provide a list of aviation awards , eligibility


criteria and submission procedures for award nominations .

2. Cancellation . MCO 1650.29G.

3. Summary of Revisions. Addition of two MCAA awards, four aviation


related awards and change in eligibility and submission criteria for
several existing aviation awards has necessitated a revision to the
current order.

4. Information. Enclosures (1) through (4) provide pertinent


information on aviation awards sponsored by military and civilian
agencies, including a brief history , e ligibility criteria, nomination
dates and ·selection procedures for each award . Nominations shall be
submitted in accordance with the g uidance defined in this Order.

5. Action

a. Organ izations with personnel or units that meet the criteria


contained in e nclosures (1) through (4) are encouraged to submit
nominations.

b. Nominations, plus one copy , shall be submitted via the


endorsing chain of command to Commandant of the Marine Corps
( (CMC) (Code ASM)) .

c. Nominations must be received by CMC (ASM) on or before the due


date detailed in the relevant enclosures . Modifications to due dates ,
if required , will be indicated in the annual CMC message which solicits
award nominations . Late or incomplete nominations will not normally be
considered.

d. Individual award nomination packages shall include:

(1) a concise, comprehensive description of action(s) not to


exceed two pages;

(2) a biography of the individual;

(3) a proposed citation;

(4) two 8"x10" current color portrait photographs of the nominee


in the Service "A" uniform and three 8"x10" color or black and white
photographs of the nominee in his/her working environment; and

(5) a CD copy of each package to include photos in a high


resolution JPEG format.

e. Unit award nomination packages shall contain:

(1) a concise description of action(s) not to exceed three


pages;

(2) a unit history;

(3) a proposed citation;

(4) current photographs (including at least five 8" x 10" color


photographs appropriate to the unit's mission);

(5) supporting documentation which shall include a completed


copy of the appropriate Statistical Summary contained in enclosure (5);
and

(6) a CD copy of each package to include photos in a hi-res JPEG


format.

f. Nominations for acts of valor or notable achievements should be


submitted to the appropriate major command as soon as possible after
the event. The major command shall review the eligibility of the award
nominations from the subordinate units.

g. Each major command may submit only one nomination for each
award and must include a point of contact for each award submission.

6. Responsibilities

a. CMC. CMC (ASM) is responsible for coordinating Marine Corps


participation in all aviation award selections and those ceremonies
conducted by the Marine Corps Aviation Association (MCAA). CMC (ASM)
will publish the annual Marine Administrative Message (MARADMIN) for
MCAA awards.

b. Director of Air Warfare. The Navy's Director of Air Warfare is


responsible for the drafting of the annual message and coordinating
aviation award selections for the Association of Naval Aviation (ANA)
awards.

c. American Helicopter Society (AHs). Nominations are solicited


via AHS membership or corporate sponsors. Additional information can
be obtained via the AHS website, www.vtol.org.

d. Local Commanders

(1) Local commanders shall provide Temporary Additional Duty


(TAD) orders and travel/per diem funding for aviation individual award
recipients incidental to participation in award ceremonies. Every
effort shall be made to ensure the presence of the award recipient(s)
at those ceremonies.

(2) Local commanders shall provide TAD orders and travel/per


diem funding for the commanding officer (or his/her designated
representative) of an award winning unit.

(3) Local commanders shall provide TAD orders and travel/per


diem funding for individuals (other than CMC representatives) who
attend presentations in an official capacity; (e.g., speakers, panel
members, etc.).

(4) Individuals, other than those described in paragraphs 6/d/1


through 3 above, who desire to attend award ceremonies, must do so at
their own expense.

(5) Local commanders are encouraged to recognize individual and


unit recipients at appropriate local ceremonies.
