1 Introduction
The purpose of this Method Statement is to identify the methods, procedures,
resources, plant, equipment, quality control and HSE measures to be planned, prepared
and implemented for the Scope of work to be carried out for ‘LAYDOWN WORK’ activity
at Zuluf Water Treatment Plant.

2 Scope of Work
The purpose of this method statement is to describe the detailed procedure for the safe and
efficient methodology to be applied for installation of 3-D printed concrete segments for site
offices.
• Site Cleaning and Preparation
• Levelling, Grading and Compaction
• Installation of Fence.

5 Roles and Responsibilities


5.1 Project Manager.
• Assemble and lead the project team, assigning tasks and responsibilities.
• Foster a collaborative and productive team environment, ensuring clear
communication and coordination among team members.
• Define project objectives, goals, deliverables, and milestones.
• Create and maintain the project schedule, setting deadlines and milestones.
• Monitor progress and make adjustments to the schedule as needed to keep the project
on track.

5.2 Construction Manager


• Develop detailed project plans, including timelines, budgets, and resource allocation.
• Define project scope, objectives, and deliverables.
• Ensure that high standards and required levels of housekeeping is maintained.
• Allocate and manage construction resources, including labor, materials, and
equipment.
• Ensure resources are used efficiently to meet project objectives.
• Create and maintain the construction schedule, setting deadlines and milestones.
• Monitor progress and make necessary adjustments to keep the project on track.

5.3 QA/QC Engineer


• QA/QC Engineer will manage and coordinate the Inspection and Testing in accordance
with the requirement of the Inspection & Test Plan and responsible for ensuring all the
activities are carried out as per the approved method statement, project specification
and approved quality control procedures.
• He shall ensure the approved & controlled copies of the drawings only using at site,
which are issued to the site supervising team.
• He is responsible for reviewing IRs for all the related day to day activities at site as per
the approved ITP and attending all the required day to day inspection along with Site
Engineer and the Consultant for approvals.
• Conduct surveillance & monitoring activity from time to time on a daily basis while work
is in progress as per approved drawings and project specification.
• Setting out inspection: Obtain approval from Engineer for setting out prior to commence
with installation
• QC inspector will ensure the material shall conform to project specification and
approved samples.
• Work should be carried out as per latest approved drawings.

• QC inspector will confirm the storage and place of the material on site as per project
requirements.
• Ensure MEP clearance & signed off by concerned site engineer (if any) prior to proceed
with installation.
• Prior to final inspection request for consultant, check and ensure required work is
completed.
• He will keep records of all inspections and testing related to the activities.

5.4 Site Engineer


• Organize the project activities so that work is carried out as required in compliance with
standards, specifications and approved RAMS, with minimal risk to men, existing
facilities, equipment, materials or the environment.
• Ensure subordinates are instructed on the requirements of the Job Hazard Analysis,
Safe Work Procedures / Instructions, HSE Procedures and RAMS.
• Ensure that the identified HSE measures for specific tasks are in place prior to activity
commencement, and that corrective action has been taken to eliminate or control any
potential hazard or environmental impact
• Ensure that personnel are adequately trained and competent to complete their
assigned tasks in a safe and efficient manner.
• Monitor and check that subcontractors are working in accordance with the
requirements and approved RAMS.
• Ensure that daily Pre-Start Meetings and weekly Toolbox Talks, are conducted and
recorded.
• Give specific instructions, in consultation with Project HSE / Engineer / Officer, for safe
and correct work method for critical work areas such as working at elevated positions.
• Ensure that all “No Objection” Certificates and Work Permits are obtained and all
preventive measures mentioned in the permits have been taken prior to
commencement of the work.
• Ensure that required work permits are issued to the Foreman / Site Supervisor before
allowing them to proceed with any related works
• Ensure that all your personnel have received HSE orientation training about site HSE
requirement and other related HSE training before assigning them to work
• Ensure that good housekeeping is maintained at your work site at all times
• Responsible to co-ordinate with sub-contractors (if any) and other contractors in the
work area to avoid any confusion about areas of responsibility.
• Ensure that equipment, both power and hand tools are safe and maintained in good
operating condition and is suitable and safe to do the assigned job;
• Ensure that his Personnel does not leave their work area unless permitted by you in
writing;
• To ensure that all visitors visiting your area of responsibility, comply to the set HSE
requirements and standards as specified in the minimum requirements;

• Assign a competent guide to assist drivers delivering materials to the site and lay down
areas;
• Ensure that NO work requiring permit approval is permitted, unless proper permit
approval is obtained.
• Raising the IR/MIR according to nature of job or specific site requirements

5.5 HSE Engineer / Officer


• Supervise on-site health & safety control and promote the safe conduct of site work
and environmental protection.
• Responsible for overseeing and ensuring the keeping of up-to-date HSE records, forms
and files in accordance to the Project H&S Plan to ensure compliance and to enable
auditing to be carried out.
• To prevent unsafe acts being undertaken by anyone on the site and to stop and prevent
work to continue / commence in prevailing unsafe conditions.
• Ensure that all employees / workers (including subcontractors) are issued with and
properly use the correct PPE and safety devices for the work being performed.
• Report any incidents, accidents or near misses immediately, as per the approved
procedure, (this may include liaison with police and / or authorities) and to secure the
area by preventing that the area be tampered with.
• Investigate incidents, accidents and near miss events to determine the root, basic and
immediate causes and ensure that correction / corrective / preventative actions are
implemented for all H&S related events.
• Ensure site welfare facilities (rest areas, water, toilets, etc.) are sufficient for the
number of personnel, and are being provided by the site supervisory staff as well as
ensuring that high standards of hygiene are maintained.
• Promote a positive HSE attitude to personnel, subcontractors, consultants and clients.
• Ensure and facilitate communication and coordination between the company and
subcontractors with respect to health & safety requirements.
• Establishing a list of hazardous tasks, requiring safe work permits, implement and
maintain the required permit systems.

8 Procedure:
8.1 Pre-Installation Checks and Site Preparation
• Review and approval of shop drawings and structural details. Permit to work shall be
obtained from FISIA Construction Department prior to start the excavation work. Before
starting of excavation work, dimension shall be marked on the ground
• Clear the site within the laydown boundary on flat and/or undulating ground surfaces.
• Verification of foundation levels and alignment points.
• Inspection of delivered precast elements for damages or defects
• Ensuring access and lifting space for installation
• Confirming availability of all required materials, tools, and equipment

8.2 Installation of Boundary Fence:


• Pre excavation checklist shall be filled and received from authorized department and
permit to work shall be obtained from FISIA Construction Department prior to start the
excavation work. Before starting of excavation work, dimension shall be marked on the
ground as shown on drawing.
• The site where the fence is to be installed shall be cleaned of any rubbish with
temporary access as required and suitably levelled wherever required along the fence
line, in order to attain a feasible profile for the proposed fence.

• The proposed fence line is to be staked out at intervals. Locations of gates, corners to
be identified and marked at site.
• A string shall be stretched and taut between these stakes.
• Measurement tape shall be laid along the string line.
• Markings to be made every required meters apart. This shall be the point for making
post holes.
• Incoming fencing material shall be inspected prior to installation at site

8.3 Installation of 3-D printed Concrete Segments


• Positioning precast elements (according to the plan) using cranes and guided support
• Alignment and temporary support to ensure precision
• Verification of proper fitment before fixation.
• Drilling holes in designated fixing points on the base slab or structural members.
• Installing expansion bolts or chemical anchors as per load requirements
• Attaching steel brackets to secure elements in place
• Tightening anchor bolts to the required torque
• Conducting pull-out and shear tests to verify fixation strength.

8.4 Final Inspection and Approval


• Structural Engineer will verify alignment and fixation.
• Quality Control Engineer will conduct final inspection.

9 QUALITY CONTROL
• Inspection: Conduct thorough inspections at each stage (Pre-installation, fence
installation, during installation and post installation) of the process to ensure
compliance with supplier’s specifications and identify any defects or areas requiring
rework.

10 Health Safety and Environment


• Follow the environmental management plan (Doc reference No.WT2201-FIT-HS-PLN-
A00-0008), waste management plan(WT2201-FIS-HS-PLN-A00-0028-02), Lifting Plan
(Document reference number: WT2201-NAB-HS-PLN-0007 ), Fall protection plan
(Document reference number: WT2201-NAB-HS-PLN-0002), Emergency Rescue
Plan (Document reference number: WT2201-NAB-HS-PLN-0003).

10.1 Monitoring and Compliance


• HSE officer will be monitoring the activity at all times.
• Start briefing will be conducted and communicated to the operative. HSE Officer will
ensure that all required documents are valid and available. 3rd party

training of employees.
• Prior to start activity work permit to issue and approved by all relevant parties.

10.2 Access and Egress


• All employees entering the site shall do so by making use of the access provided. Only
authorized employees will be allowed to gain access into the site.
• All employees will attend the health and safety induction prior to entering the area of
operation. Access permits will only be issued to employees on completion of the
induction.
• Designated working areas to be identified and barricaded. Approved signage shall be
followed in the working location.

10.3 Special Identified Hazards

10.4 Required Personal Protective Equipment (PPE)

10.5 Non-Conformance & Defects Control


• Any defects identified during execution will be clearly communicated with the
team on site. This will ensure that the works can be rectified in a timely
manner.
