RIGHT TO INFORMATION (RTI)

What is RTI?

Under Article 19-A of the Constitution of Islamic Republic of Pakistan, it is fundamental right of every citizen of Pakistan to have
access to information in all matters of public importance subject to regulation and reasonable restriction imposed by law. A citizen in
addition to a government department can also have access to information of a private body which is substantially financed by the
government. Right to Information Act (RTI) is based upon the principle that citizens being tax payers are owners of public information.
RTI boosts transparency, accountability, elimination of corruption and improvement of public service delivery.

How RTI can help you?

The information got through RTI enables citizens to held public officials accountable for their actions, to comment upon their
performance, to conduct survey on the basis of data received through RTI and to indicate gaps and weaknesses of public bodies.

The government also benefits from RTI by becoming aware of gaps and weaknesses of public bodies. RTI also helps public officials
by making it easier for them to carry out their duties more efficiently.

How Communication & Works (C&W) Department facilitate RTI?

a) Particulars of the public body, its Functions and duties

Particulars of the Public Body

Communication & Works Department is mainly responsible for undertaking the infrastructure development in the province of Punjab
including Govt. Buildings, Roads and Bridges etc. (Organogram at annexure-A). This department has following attached
departments.

I. Buildings Department.
This department looks after the building side of the infrastructure by three Chief Engineers based on their territorial
jurisdiction e.g. Chief Engineer North, Chief Engineer South and Chief Engineer Central. Hierarchy of this department goes
down to Sub Divisional level in the sequence of Chief Engineer (CE) - Superintending Engineer (SE) – Executive Engineer
(XEN) – Sub Divisional Officer (SDO) (Organization chart at annexure-B, C & D).
II. Highways Department
It takes care of the roads, bridges etc. This Wing is also headed by three Chief Engineers on the basis of their territorial
jurisdiction e.g. Chief Engineer North, Chief Engineer South and Chief Engineer Central. Hierarchy of this department goes
down to Sub Divisional level in the sequence of Chief Engineer (CE) - Superintending Engineer (SE) – Executive Engineer
(XEN) – Sub Divisional Officer (SDO). (Organization chart at annexure-E, F & G).
 III. Research and Design Department
Undertakes factory visits for enlistment / removal of manufacturers, Suppliers (Organization chart at annexure-H).

IV. Planning & Design Department

Looks after the structural design and drawing of buildings, Geometric & Structural Design and drawings of Highways and
Bridges etc. (Organization chart at annexure-I).

V. Punjab Architect Department

Oversees the design of architectural drawings and elevation of public buildings (Organization chart at annexure-J).

VI. Punjab Special Initiatives Department

Function of this Department is to explore the ways and look after the execution of projects in Public Private Partnership
mode. (Organization chart at annexure-K).

VII. Monitoring & Evaluation Department

Monitoring and evaluation of Public Buildings and Highway projects is carried out by this Department (Organization chart
at annexure-L).

VIII. Punjab Ring Road Authority

The Punjab Ring Road Authority has been established for Planning, Designing, Development, Management, Operation
and Management of the Ring Roads assigned by the Government of the Punjab across the province of Punjab.

Functions and Duties of the Public Body under Rule of Business 2011

a. Legislation, policy formulation and sectoral planning.

b. Administration on roads, bridges and boat bridges, toll collection, rent for use of Right of Way (ROW) and leases of land
for approaches / access roads.

c. Deposit work on behalf of other agencies / departments / Federal Government.

d. (i) Policy formulation, planning and designing, construction, equipment, maintenance and repair of government buildings
assigned to the department

(ii) Evaluation and fixation of rent of government buildings.

(iii) Water supply and sanitary work of government buildings and estates, except those assigned under main heading
S&GAD under Sr.No.23.
 e. Planning and designing road and allied works financed from Provincial / Federal funds or through other sources.

f. Preparation of architectural plans / drawings of government buildings

g. Research and material testing pertaining to roads and buildings including coordination with Federal agencies.

h. Sponsoring, Construction, maintenance, repair and improvement of roads, bridges, culverts, causeways, boat bridges,
motorized launches and ancillary bridges for the Highways Department financed from Provincial / Federal Funds or other
sources.

i. Standardization and lay down specification for roads, bridges and buildings.

j. Trainings for human resource development.

k. Budget, accounts and audit matters.

l. Procurement of works, goods and services.

m. Service matters except those entrusted to Services and General Administration department

n. Administration of the following laws and the rules framed there-under:

(i) The Punjab Highways Ordinance, 1959

(ii) The Punjab Tolls on Roads and Bridges Ordinance, 1962
(iii) The Lahore Ring Road Authority Act, 2011

o. Matters incidental and ancillary to the above subjects.

b) Powers and functions of its officers and employees
All administrative powers / functions of the employees are exercised by the Secretary to Government of the Punjab, C&W
Department
c) Norms and Criteria set by the public body for the discharge of its functions

C&W Department performs its functions in the light of “Delegation of Financial Power Rules.” PPRA Rules are followed in the
discharge of its functions. All development projects are advertised in the press and bids are processed in the light of the requirement
of PPRA Rules. While executing its functions the department focuses on the following:

a. Utilization of allocated funds during the financial year

b. Execution of work as per Government of Punjab specifications 1964
 c. For transparency, all the works advertised as per PPRA rules.
d. Monitoring and Evaluation of all the projects
e. Progress Review meeting of major / flagship projects.

departments.

consulted about decisions
Decision in service matters are taken at the level of Secretary to Government of the Punjab, C&W Department. Decision on
approval, designing, evaluation and monitoring of projects are taken by the respective heads of attached departments in the
light of Delegation of Financial Power Rules.
