I humbly submit the following points for kind consideration of honorable CGDA
and a favorable order.

2. I am K.V. Seshadri retired ACDA. I was appointed as Auditor(A/c no8318790) in


this department on 14-10-1980. After successive promotions to grade of senior auditor,
SO(A), AAO, AO, SAO I was promoted to post ACDA in JTS on 1-08-2013 and retired as ACDA
on 30-4-2016.

3. I have learnt that a sizable number of pre and post sixth CPC retired JTS/STS
officers have approached their respective jurisdictional CATs for grant of STS scale of pay
with grade pay Rs. 6600 on their date of promotion to JTS and consequential enhanced
financial pension benefits through CAT judgement favorable to them. It is also observed that
SLPs filed by Hqtrs against these CAT judgement were dismissed.

4. In this connection I wish to submit to Honorable CGDA that my case is also like
the litigants referred to in the CAT/Court orders cited above under reference and the
benefits of the judgements ordered in these judgements need to be extended to me as well
even though I am a non-litigant in these cases,

5. I request Honorable CGDA that in consideration of CAT/Court judgements cited


above my pay may please be refixed in STS scale of pay under 5th CPC subsequently revised
under PB of 15600-39100 with Grade pay of Rs6600/- under 6 th CPC and placed in pay matrix
level under 7th CPC on my date of promotion as ACDA.

6. Of late it is observed that similarly affected non-litigants are denied above said
benefits on the ground that it is applicable only to litigants. As such I humbly request
Honorable CGDA to kindly confirm me as to whether the above said benefits in CAT/Court
orders are applicable to me being a non-litigant but like litigants within a reasonable time
before 30-9-2024 so that I can also approach CAT/Court for said benefits being one of the
affected persons if I am denied benefits of litigants though I am similarly placed.
