CHAPTER 1

INTRODUCTION TO COMPANY BACKGROUND

1.1 BACKGROUND OF COMPANY OR INDUSTRY

Established in 1991 and headquartered in Malaysia, Top


Glove Corporation Bhd is the world’s largest
manufacturer of gloves. What started as only a local
business enterprise with 1 factory and 1 glove production
line, has today captured 26% of the world market share
for rubber gloves. The company has manufacturing
operations in Malaysia, Thailand, Vietnam and China. It
also has marketing offices in these countries as well as
USA, Germany and Brazil and exports to over 2,000
customers in 195 countries worldwide.

Top Glove is a Malaysian rubber glove manufacturer who


also offers a comprehensive product range, which now
includes a non-glove segment comprising condoms, face
mask, dental dams, exercise bands and household
products, fulfilling demand in both the healthcare and
non-healthcare segment. As for GMP Medicare Sdn Bhd
operated 24 hours per day and it is nitrile glove
manufacturing as consist of chlorine.

GMP Medicare Sdn Bhd not entitled yet for EMS
certificate (ISO14001:2015) but here got R&D Centre
which certified by ISO17025. Below shows certificate
from R&D Centre (F25) and company plant layout.

Emergency response plan shall include but not limited to the
following:

i. Fire Response
ii. Emergency Evacuation Plan
iii. First Aid Response Plan

ERT shall communicate with basic safety rules and


regulations for emergency response to all workers
when in emergency (e.g. fire and chemical spillage). If
there has emergency situations occur, witness shall
inform the personnel on site immediately. Then,
personnel on-site must immediately contact person in
charge as listed in emergency contact list or the
authorities such as Bomba, Hospital or Police.
Appendix A-1 shows the chlorine leak incident
contingency description and flowchart. Meanwhile, the
ERT and the team members shown in Appendix A-2.
For Appendix A-3 shows emergency contact list or the
authorities.

1.2 SITUATION BEFORE COURSE ATTENDANCE

Before attend the Certified Environmental Professional in


Scheduled Waste Management, there are many
weakness in packaging, labelling, record keeping,
storage area and staff and workers awareness in
scheduled waste management.

2.1 ORGANIZATION’S ENVIRONMENTAL COMMITMENT

2.1.1 Environmental Policy (EP)

The environmental policy of GMP Medicare Sdn Bhd is


standardize with all Top Glove factory as shown below.

Budget given to the IETS for monthly spent around


RM40, 000. For scheduled waste will be using for about
RM20, 000.

2.1.3 Environmental Competency (EC)

GMP Medicare Sdn Bhd had a competent person in


wastewater and in scheduled waste management. The
competent person will ensure our company comply with
the law and regulation requirements and provide job
training to ensure staffs aware with the environment.

joining the schedule waste management.

2.2 OPERATIONAL ENVIRONMENTAL COMMITMENT

2.2.1 Environmental Facility (EF)

a) Industrial Effluent Treatment System (IETS)


GMP Medicare Sdn Bhd had implement
wastewater treatment plant continuous onsite
facility for the treatment of wastewater from
glove manufacturing process.

GMP Medicare Sdn Bhd had implement
scrubber in the production for treatment of air
pollution.

c) Best Management Practices (BMP)
GMP Medicare Sdn Bhd do enforce 5’S where
all staffs will practice in their department. The 5’S
concept used in our company are sort, set in
order, shine, standardized and sustain which will
ensure the cleanliness of working area and void
any injury or accident.

d) Scheduled Waste Management Infrastructure (SWMI)


Scheduled waste storage area is located onsite
GMP Medicare Sdn Bhd where the area is
designated to only scheduled waste area.
Monitoring and inspection of scheduled waste
area including documentation, record keeping,
notification, inventory, consignment note,
storage, transportation and etc. Training for staff
awareness will provide to ensure the awareness
about scheduled waste.

e) Laboratory Facilities (LABF)


GMP Medicare Sdn Bhd had a laboratory facility,
which used for laboratory purpose such as R&D
development.

f) Performance Monitoring Instruments (PMI)


Performance monitoring instruments that had
installed in our company are pH meter, oven, jar
test machine, spectrophotometer and incubator

were used for wastewater analysis.

Meanwhile, portable flowmeter, pH probe,
manometer, rotameter, digital temperature
transmitter, pressure gauge and transmitter are
monitoring instruments for scrubber. All of the
performance monitoring will be monitor and
record.

Appendix A-6 shows one of performance


monitoring of scrubber on December 2020.

2.2.2 Environmental Reporting and Communication (ERC)

As for meeting and management review will be


conducted every bimonthly. This meeting
involve environment department, which include
IETS team, Chlorine team and Boiler team. Our
chairperson will chair this Grand Department
Meeting (GDM), which is Tan Sri Lim Wee Chai.
Any improvements, issues, projects will be
discussed through this meeting. Below showed
GDM minutes on February and April 2021.

2.2.3 Environmental Transparency (ET)

In our organization, we will allocate a billboard and add-


in environmental awareness through the email. Any
changes in regulations and company will be update in
the email and message to all staffs. Furthermore, we
had the grievance scan code as complaint that is raise
by an employee or resident surrounding the factory.

CHAPTER 3

THE MANAGEMENT OF SCHEDULED WASTES

3.1 DESCRIPTION OF SCHEDULED WASTES

3.1.1 Identification and Classification of SW

i. SW204, IETS Sludge

The IETS sludge generated from filter press. Incoming, which


is from production and compounding waste, will be treat into
IETS. The wastewater will undergo primary and tertiary
treatment. For primary treatment by using chemical treatment,
meanwhile, tertiary treatment by using activated carbon. After
undergo chemical treatment, floc formation will be produce
and will become sludge. Hence, this sludge will be pump into
sludge holding tank. Lastly, the sludge will transfer to filter
press for sludge dewatering system and will become sludge
cake (SW204). This dried sludge will be collect for disposal
purpose according to the DOE rules and regulations.

ii. SW206, Spend Inorganic Acid

This scheduled waste mostly generated from R&D


department. After finished the experiment, these spent
inorganic acid will be collect and dispose as SW206.

iii. SW321, Rubber Waste

During cleaning tank purpose from production and


compounding, they generate dilution of latex that already mix
with the water. After done cleaning, worker will add calcium
nitrate into polytank to make the latex become solid form. After
already, dried, latex lump will be collect for disposal purpose
according to the DOE rules and regulations.

iv. SW408, Contaminated Soil/Spill of Chemical

The contaminated soil will be generate during the spillage of


chemical happened. Any chemical spillage will be cover by
using sand, and then the contaminated sand will be disposed
as SW408.

v. SW411, Carbon Filter Media

This media will become as scheduled waste when doing the


service of carbon filter at IETS. Usually, the carbon filter will
be service every 7 months. During servicing, they will change
media of activated carbon and sand inside the carbon filter.
These scheduled wastes will be collected into jumbo bag and
send for disposal.

3.1.2 Packaging and Labelling of SW

All the scheduled waste generated by GMP Medicare Sdn.


Bhd. are packed and labelled properly according to their
physical and chemical properties in appropriate containers. In
doing so, we ensure that the containers used are compatible
with scheduled wastes as well as the compatibility between
different types of scheduled wastes. By following the Fourth
Scheduled (Regulation 2) of EQSWR 2005, page 281, all of
the five scheduled waste are compatible with each other and
can be stored in designated scheduled waste storage area.
On the other hand, according Regulation 9 (1) of EQSWR
2005, page 267, the containers being select for each
scheduled wastes has to be compatible, durable and able to
prevent spillage or leaking to the environment. Therefore, for
waste code of SW204, SW321, SW408 and SW411 jumbo bag
are use as the wastes are dry and compatible with the
container. Other than that, waste code for SW206 is stored in
containers 200L plastic drum. In addition, each of the
containers were label with appropriate label based on the
Third Scheduled (Regulation 10) of EQSWR 2005 of labelling
requirements.

The five (5) scheduled wastes which I am in charge of are


packed and labelled as follows:

a. SW204, IETS Sludge

IETS Sludge packed into jumbo bag and secured with


wrapping film. The date of waste been generated, name
of the generator, address and telephone number clearly
labelled on the jumbo bag with warning sign of the
following label:

3.1.3 Storage of SW

GMP Medicare Sdn Bhd had allocated certain areas in premise


for storage of scheduled waste that is away from production
activities. The storage by using container with dimension of 40’
x 8’ x 8.5’. The storage of scheduled waste is fenced in
transparent and roof condition.

The area of storage is clearly marked with signage of


“Scheduled Waste Storage House”, “Danger”, “No Smoking”,
“Toxic and Hazardous Waste”

Moreover, the storage of scheduled waste was stored not more
than 180 days from the date generate and does not exceed of
20 metric tons. In order to prevent any spillage, spill pallet was
use and place on top of pallet for containers and jumbo bags
of scheduled waste. This spill pallet will trap liquid waste if
there is spillage occur during filling of waste into containers or
wet sludge/lump. The containment tray will be clean regularly.

Inside the container, have spill kit and fire extinguisher if


anything emergency happen. Other than that, scheduled
waste storage house inspection checklist will be conduct for
every month.

By following the Fourth Schedule (Regulation 2) of EQSWR
2005, page 281, all of the schedule waste is compatible with
each other (can refer Waste Acceptance Criteria). Therefore,
all the scheduled waste can be stored in one area, just only do
segregation by labelling inside the container.

3.1.4 Transportation of SW

All of the five scheduled wastes are send for recovery and
disposal through licensed waste transporter. GMP Medicare
Sdn Bhd had used Nanotech Recovery Sdn Bhd as waste
transporter to collect SW204 and SW321. The Nanotech
Recovery Sdn Bhd is located at Penang where address 959,
Lorong Perindustrian Bukit Minyak 11, Kawasan Perindustrian
Bukit Minyak, 14100 Simpang Ampat, Pulau Pinang.
Meanwhile, for SW206 disposal through Green Proposal
Resources Sdn Bhd. The Green Proposal Resources Sdn Bhd
was located at Lot PT 72447, Sungai Kapar Indah Industrial
Park, Mukim Kapar, Daerah Klang, Selangor. For SW408 and
SW411 were disposed by using Tex Cycle (P2) Sdn Bhd. It is
located at Jalan Telok Gong, Kampung Telok Gong, 42000
Pelabuhan Klang, Selangor.

Once the inventory had submit through e-swis online system,


waste transporter will be inform to come and collect the
scheduled waste. Then, waste transporter sent a license lorry
driver to collect all the scheduled waste. During the collection
at our premise, two copies of each waste card will give to the
lorry driver.

Upon giving the waste cards, I will brief to the lorry driver the
use of waste card. Once they received the waste cards, they
need to sign, write name and plate number lorry in both copies
where one copy gives to them and another copy is keep by us
for reference and record.

3.1.5 Disposal of SW

Waste receiver for SW204 and SW321 is Nanotech Recovery


Sdn Bhd. SW321 reprocessed rubber lumps and turn into raw
material. Meanwhile, SW204 mixing then go into water
treatment plant. Whatever can recover will do mixing again
and if cannot, recover, will treat and residue will sent to Kualiti
Alam.

Green Proposal Resources Sdn Bhd is waste receiver for


SW206. Their process are treat and recover. If cannot recover
they will go into their water treatment plant and 5% residue will
be dispose to Kualiti Alam.

For SW411, the waste receiver is Tex Cycle Sdn Bhd. After
treating, they will mix with the other products and produce the
pallet fuel.

3.2.2 Changes Instituted

There are many benefits after done all the modification and
changes of schedule waste, which are starting from labelling,
packaging, storage, transportation and recording of scheduled
waste.

Firstly, the operation can be more orderly and organized in


arranging of scheduled waste. For labelling, follows the
guideline in Third Scheduled (Regulation 10) and for
packaging follows Regulation 9. Moreover, staffs and workers
will have knowledge regarding illegal dumping, consequences
and impact to the environment. Other than that, management
can comply by following the Environment Quality Act.

3.2.3 SW Record Keeping Data

1) Notification
There are five notifications of scheduled waste GMP Medicare
Sdn Bhd that had been declare in ESWIS system

2) Inventory

The inventory submitted by using e-swis online system. The


inventory of all the scheduled waste were submitted monthly to
the DOE through e-swis online system for collection of scheduled
waste by waste transporter. All the five scheduled waste
generated by the GMP Medicare Sdn Bhd were recorded in both
manual logbook and computerized logbook system. In keeping
the inventory up to date, date and quantity of all scheduled waste
generated were recorded in both manual log book weekly where
the form used, follow the form in Fifth Scheduled of EQSWR,
2005, page 283. Therefore, the date, quantity generated and
outgoing quantity can be monitoring not exceed 180 days and 20
metric tonne of storage the scheduled waste.

This inventory shows from June 2020 until November 2020 (6


months data)

3.3 IMPROVEMENT

3.3.1 Area of Improvement

 Staffs Awareness of Scheduled Waste

As previously, there are lack of awareness among worker


and staffs regarding scheduled waste management.
Therefore, initiative of awareness of scheduled waste
management had been conduct on August 2020. The
briefing involved overview of scheduled waste
management, identification and properties of hazardous
waste, environmental quality of regulation and legislation
and how to handle the scheduled waste.

Appendix B-3 shown the photo of session during staff


awareness of scheduled waste management.

 Training and Development

Training and development had conducted by me on


August 2020 at GMP Medicare Sdn. Bhd to staffs that
involved in Scheduled Waste of management including
following topics:

 Overall awareness on scheduled waste


management

 Scheduled waste storage area, handling,


packaging, labelling, transportation and disposal

 Packaging and Labelling of Scheduled Waste

Before this, the scheduled waste not labelled properly


according to guidelines in EQWSR 2005. There is less
label specification of scheduled waste and information of
date and company address on the label packaging.
Therefore, I had made alteration to the labelling on
scheduled waste packaging following the guideline in
Third Scheduled (Regulation 10), page 276, labelling of
scheduled waste. The following information shows one

Appendix B-5 shows label of scheduled waste SW321.

 Identify and Notify Scheduled Waste SW204

Before this, there is four waste of scheduled waste


generated by GMP Medicare Sdn Bhd. However, after
attended the CePSWAM training, I found out that waste
code of SW204 was namely same as SW321. The
difference is due as found inside the SW204 contain
metals materials and not detected rubber content. Thus,
I had notified the scheduled waste for waste code
SW204 on August 2020 through e-swis.

Appendix B-6 shows the copy of notification of scheduled


waste SW204.

3.3.2 Future Efforts

 Environmental Management System (EMS) Certification

There are only a few Top Glove company had been


certified with EMS certificate. For GMP Medicare Sdn Bhd
also towards EMS certification. We have to proactively
prevent environmental pollution by establishing EMS,
which can promote continual improvement in process,
technology and digitalization. By following the objectives
and performance target must efficient usage of raw
materials, natural resources and energy, dedicated of 5R’s
programs (Refuse, Reduce, Repair, Reuse and Recycle)
and proper waste management practices.

 Staffs Awareness of Scheduled Waste

Continuous overall awareness of scheduled waste to


staff about the scheduled waste. Make a briefing, attach
information on board and also training to new staff
especially production and R&D staff about the scheduled
waste including of what is scheduled waste, scheduled
waste generated by company, how to handle the
scheduled waste, packaging, labelling and storage of
scheduled waste. This is to ensure all staff fully aware
regarding the scheduled waste.

Appendix B-7 shows briefing to the new staffs regarding


IETS and scheduled waste management.

CHAPTER 4

CONCLUSIONS

After attending the CePSWaM course, there are


improvements had been made in scheduled waste
managements during the field training within 12 months
at GMP Medicare Sdn Bhd. Improvements had been
made including in storage area scheduled waste where
has ventilation and also segregation of the scheduled
waste. Labelling for scheduled waste also had been
standardize by followed the guidelines in Third
Scheduled of EQSWR 2005. Furthermore, staffs more
aware and know the types of scheduled waste generated
by company, training, briefing and take precautions when
handling and transportation of scheduled waste to the
storage area.

In addition, currently, record keeping for the scheduled


waste management had been keep updated in record and
filing for more standardize and systematic which records
of scheduled wastes for three years. To ensure the
scheduled waste management effectiveness, continuous
meeting, training and updated information are done to the
staff so that they are more aware and had knowledge
about the scheduled waste management. Suggest as well
to enlarge the capacity of storage area as waste
generated keep increasing by year.
