RESPONSIVE BARANGAYS:
MOVING FORWARD IN MEETING THE CHALLENGES OF CHANGE

RATIONALE

The Liga ng mga Barangay as the institution takes its legal mandate from the Local
Government Code of 1991 or RA 7160. The past years has brought significant change in
local governance, more so for grassroots governance where the barangay officials are the
frontline representatives of the government at the community level. Through the years, the
duties of the barangay officials have expanded significantly with the passage of various laws,
executive orders, memorandum circulars and enactment of ordinances at the local
government level. As this batch of barangay officials strive to cope with the challenges of
time, it is crucial to enhance their capabilities in discharging their responsibilities to
effectively address community needs and promote local development. By investing in
capacity development activities, they would be able to enhance governance capabilities and
innovate community-focused initiatives.

The Constitution and By-Laws of the Liga ng mga Barangay provides that each
member chapter shall hold their respective Barangay Assembly/Congress every year (Article
X, Section 1D). It is on this basis that this 2025 Provincial Convention will be conducted will
the theme “Responsive Barangays: Moving Forward in Meeting the Challenges of Change”.
The convention will empower barangay officials to navigate complex challenges, drive
progress and deliver responsive governance, ultimately improving the quality of life for local
communities.

The Province of Samar, like the rest of the Philippines, faces complex challenges that
necessitate adaptive governance and innovative solutions. Barangay officials, as frontline
leaders, play a critical role in addressing these concerns. This gathering will particularly
tackle topics on (1). Disaster Preparedness, Mitigation, Response, and Rehabilitation; (2).
Local Climate Resilience; (3). Government Procurement Reform Act (GPRA) and PhilGEPS
implementation; and (4). League of Barangays' advocacy for capacity development.

People are experiencing the significant impacts of climate change, which include
changing weather patterns, rising sea level, and more extreme weather events. Without
action, the world’s average surface temperature is projected to rise over the 21st century
and is likely to surpass 3 degrees Celsius this century—with some areas of the world
expected to warm even more. The poorest and most vulnerable people are being affected
the most. Local climate resilience should be prioritized for barangay officials, as the
province's vulnerability to climate-related disasters (typhoons, droughts, sea-level rise)
necessitates proactive adaptation and mitigation strategies to protect communities and
ensure sustainable development.

Effective Implementation of the Government Procurement Reform Act (GPRA) at the


Barangay Level" is a necessary topic to so that Barangay officials will be provided guidance

on navigating intricate procurement processes because Failure to adhere to GPRA


regulations may result in legal consequences, reputational damage, and financial losses.
This is relevant to Barangay Officials because of their direct responsibility for procurement
decisions.

By addressing these critical aspects, this 2025 Provincial Convention will empower
barangay officials to effectively respond to changing conditions.

OBJECTIVES

This activity aims to achieve the following objectives:

1. Enhance climate change resilience by equip barangay officials with knowledge on


mitigation and adaptation strategies;

2. Strengthen disaster management through sharing of best practices on


preparedness, response, and rehabilitation;

3. Ensure compliance with GPRA and effective utilization of PhilGEPS;

4. Foster collaborative governance and encourage inter-barangay cooperation and


resource sharing.

EXPECTED OUTPUTS OF THE ACTIVITY

Overall, the 2025 Provincial Convention on Climate Change Adaptation and Disaster
Management aims to contribute to building resilient communities in the face of climate
change and disasters.

The expected output for this activity can be summarized into several key areas:

1). Action Plan

Participants may develop action plans for implementing climate change


adaptation and disaster management strategies in their respective communities.

2). Partnerships

The convention may facilitate partnerships among stakeholders to support


climate change adaptation and disaster management initiatives.

3). Knowledge sharing

The convention will provide a platform for sharing knowledge, experiences,


and best practices in climate change adaptation and disaster management.

EXPECTED PARTICIPANTS

The target participants to this activity are the Punong Barangays, Barangay
Kagawads, Barangay Secretaries, Barangay Treasurers, SK Officials, and other interested
Barangay Officials, including the Liga Office staff.

METHODOLOGY

Methodologies to be employed will be anchored on adult learning principles to ensure


high levels of participation and generate the spirit of commitment through the following
activities: learning sessions consisting of lectures, discussions, multi-media presentations,
sharing of best practices, and open forum.

Technical assistance from DILG National, Regional, and Provincial Offices


particularly on the Programs and Projects of DILG to barangays will be requested.

Attendance of LnB National Officers will be encouraged to update the members on


the benefits and privileges accorded by the LIGA-National as well as on its current
programs, projects, and activities.

Coordination with the Local Government Unit who are Gawad Kalasag Awardees will
be done to source out sharers of best practices to give first-hand information on the
challenges and factors they have gone through for successfully implementing the program.

DATE AND VENUE

This activity will be conducted on March 7-9, 2025 to be held at Waterfront Hotel,
Cebu City.

BREAKDOWN OF BUDGETARY REQUIREMENT

A registration fee of Twenty-Four Thousand Pesos (Php 24,000) shall be collected


from each participant chargeable to local fund/barangay fund or BDRRM Fund for trainings
and seminars subject to the usual budgeting, accounting, and auditing rules and procedures.

SOURCE OF FUND

MONITORING AND EVALUATION

A post activity report with pictorials will be prepared and submitted to the DILG
Regional Office through its Provincial Office and to the National Liga ng mga Barangay
Office 15 days after the conduct of this activity.
