Sub: APSHCL - Release of additional financial assistance over and above

the unit cost to SCs, STs & all BCs whose houses are under-
construction under PMAY 1.O - Operational Guidelines to Districts
- Issued - Reg.
Ref: 1. GO Rt No.9 Housing (R&UH.A2) Department, dt.10.03.2025

In the reference cited above, the Government have accorded permission

to provide Additional frnancial assistance over and above the unit cost to SC, ST,
BC benefrciaries, who were sanctioned houses under PMAY Urban BLC 1.O,
PMAY Gramin 1.O arrd PMJANMAN schemes to a tune of Rs.5O,00O/- to SCs and
all BCs, Rs.75,O00/- to STs and Rs.1,0O,0O0/- to PVTGs in order to complete
the under-construction houses.
To implement t}le Government orders and to release of additional
financial assistance to the SC/ST / PI/-TG I BC beneficiaries, the following
Operational Guidelines are issued:
I. Eltgible beneflciarles for Provldlag Addtttonal Flnanclal Asslstaace:
1. SC, ST including PVTG, BC benefrciaries, who were sanctioned houses
under PMAY Urban BLC l.O (2016-17 to 2023-24l., PMAY Grarnin 1.O
(2016-17 to 2O2l-22) and PMJANMAN (2023-24 to 2025-261 schemes and
the houses are in-progress as on 10.12.2024.
2. Fund Transfer Order (FTO) for Completion bill should have rrot been
generated as on 10.12.2024.

3. Before release of the additional financial assistance, the caste details of

the beneficiary (captured in the Housing website while sanctioning the
House) will be cross verified with GSWS data base.

II. Sclrarate oallne nodule for release of Additloaal Finaaclal Asslstence

1. Separate online module will be placed in APSHCL website in the name of
'Additional Financial Assistance to PMAY 1.O'.
 2. Additional Login Service will be provided to Engineering Assistant/ Ward
Amenities Secretary (EA/WAS), Assistant Engineer Housing (AE),
Dy. Executive Engineer Housing (DEE) and Executive Engineer Housing
(EE) for release of pa5rment.

3. The eligible list of benefrciaries will be displayed in the EA/WAS login for
FTO generation. FTO will be checked by AE, DEE and it qdll forwarded to
EE for final approval of FTO.

4. The Additional Financial Assistance is released in 4 stages i.e at Basement

Level (BL), Roof Level (RL), Roof Cast (RC) and Completion stage by
generating Special F-IOS without allecting the present stage payment of
the Unit Cost. However, cumulative FTOs will be generated based on the
present stage of construction.

IU. Coalirmation of Caste for release of Additional Iinancial assistance :

1. The Managing Director, APSHCL will send the eligible Beneficiaries list to
GSWS Department for confirmation of caste basing on the Aadhaar
number of the Housing beneficiary.
2. The details of caste and sub caste provided by GSWS Department will be
displayed in the EA/ WAS logins.

3. In case, the beneficiary is not having caste details in ttre GSWS data base,
the following action shall tre taken:
a. The list of beneficiaries whose caste details are not available in GSWS
Department will also be displayed in the EA/ WAS login.

b. The EA/WAS shall inform such beneliciaries to apply Digital Caste

Certificate in the Village/ Ward Secretariats and obtain the Digital Caste
certificate as per the procedure in the vogue.
c. The copy of the caste certilicate issued by the Village / Ward Secretariat
Department shall be collected by the EA/WAS and enter the caste
certificate number duly uploading the soft copy of the caste certificate
in his/her login.
d. The details for which caste cerLiflcate number is entered newly will be
sent to GSWS Department from time to time to get re-confirmation of
the caste with their data base.
4. If the caste as per t1e data provided by GSWS Department and caste
details ah'eady captured in the Housing website is differing, such data will
be placed in EA/WAS logins for cross checking the details in the freld and
confirm the correctness of the certifrcate. The recommendations of the
EA/WAS will be sent to AE login for re-checking in the freld. Ttre
recommendations of the AE will be forwarded to DEE for cross checking
and for final confrrmation of the caste details.

3. In respect of houses for which FTOs generated for completion stage from
10.12.2024 to till date, the Spl. FTOs shall be generated only after
completion of Outside plastering, inside plastering, Flooring, Completion
of toilet including 2 Soak pits, frxing of doors& window shutters
Electrifrcation, White washing outside & inside and painting. Provision
will be made to upload completed house photo outside and inside in the
EA/WAS login. Only after uploading of photos, Spl. FTOs will be
generated.
4. Option-III Mode of execution: Operational Guidelines will be issued
separately.
v Role and rerponslbilltles of Hourlng Qfftsiare;
a. The following ollicers are primarily responsible for completion of
houses by utilizing the Additional Financial Assistance released:

b. The primary responsible ollicers shall personally visit all the houses
at ttre respective stage before generating the FTOs. They shall
interact with the beneficiary and ascertain that, the benefrciar5r is
interested to complete the house from the present stage by availing
the additional frnancial assistance.
c. The primary responsible ollicers shall facilitate Labour & Material
required by the beneficiar5r to start the construction immediately
and to complete the house.
d. Primary responsible oflicers will be held responsible if the houses
for which additional financial assistance is released but not
completed by March, 2O26.
e. The District Head Housing shall closely supervise and monitor the
release of additional frnancial assistance to avoid mis-utilisation of
IV. Stage wise release of additional llaanclal assistance:

1. Pre-requisites for generation of FTO:

o The EA/WAS, AE, DEE and EE has to conduct lield visit and ascertain
themselves that the benefrciary will take up the further construction of
stage & complete the house. Accordingly, certifrcation is to be given by
the officers in tJ.e respective logins. In case of any mis-utilization of
Additional financial assistance released, the above said oflicers will be
held responsible.
o The generation of Spl. FTO shall be recorded, check measured as per
the procedure in tJre vogue for the stage updation of the house.
2. Option-I&ll mode of execution:

a. Due to providing of additional frnancial assistance, the overall unit

cost will be as follows:
