I. About Barangay San Pedro, Mulanay, Quezon
Population: The population of San Pedro grew from 762 in 1990 to 981 in
2020, an increase of 219 people over the course of 30 years. The latest
census figures in 2020 denote a negative growth rate of 2.00%, or a
decrease of 99 people, from the previous population of 1,080 in 2015.
Age Distribution: According to the 2015 Census, the age group with the
highest population in San Pedro is 5 to 9, with 135 individuals. Conversely,
the age group with the lowest population is 80 and over, with 6

1. Ensure equitable access to quality education and healthcare services
for all community members through improved infrastructure and facilities.
2. Implement programs targeting issues of malnutrition, focusing on
children and pregnant women, by providing nutritional support, education,
and access to healthcare services.
3. Enhance social welfare and protection services to support vulnerable
individuals and marginalized groups within the barangay, providing them
with necessary assistance and resources.
Economic Sector:
1. Promote the creation of livelihood opportunities and income-generating
activities by facilitating access to resources, training programs, and
market linkages.
2. Support farmers through the provision of necessary resources, training,
and market opportunities to enhance their productivity and income.
3. Foster entrepreneurship and facilitate the development of micro, small,
and medium enterprises (MSMEs) by providing business support services,
access to financing, and capacity-building programs.
Environmental Sector:
1. Advocate for sustainable environmental practices and conservation
efforts within the barangay, raising awareness about the importance of
preserving natural resources and biodiversity.
2. Implement waste management initiatives to address solid waste
concerns and establish an efficient waste disposal system.
3. Conduct awareness campaigns and educational programs to promote
environmental stewardship and sustainable practices among residents.
Infrastructure Sector:
1. Enhance the road networks and transportation infrastructure to improve
connectivity within the barangay and with neighboring areas, promoting
economic development and access to services.
2. Ensure reliable access to electricity, potable water, and other essential
utilities by improving infrastructure and maintenance systems.
3. Construct and maintain community facilities such as multipurpose
centers and health stations to cater to the needs of residents, providing
spaces for gatherings, meetings, and essential services.
Institutional Sector:
1. Strengthen local governance by improving transparency, accountability,
and service delivery through capacity-building programs for barangay
officials and personnel.
2. Enhance the delivery of public services by providing training and skills
development opportunities to improve the efficiency and effectiveness of
service provision.
3. Promote active community participation and engagement in
decision-making processes through consultations, community assemblies,
and the establishment of feedback mechanisms to ensure inclusive
governance.
Desired State:
The community envisions a future state where the barangay site is
legalized, enabling social and economic development. They aim to address
the identified issues in the social, environmental, economic, infrastructure,
and institutional sectors to improve the overall well-being of the
community.
Based on the urgency of their needs, the top four PPAs identified by the
community are:
1. Construction of a farm-to-market road.
2. Construction of Evacuation Centers
3. Establishment of a level 1 potable water system.
4. Implementation of solar electrification.
VISION
A community led by responsible and honest people peaceful and safe home of
pious humane citizens aggressively moving towards productive organization clean
environment and proper facilities under responsible government.
MISSION
Joinful action by the people and the leadership in promoting the balanced
development of the economy the environment the physical appearance of oneself and
the community.
GOALS AND OBJECTIVES
1. Increase the level of awareness and preparedness in the barangay for
disasters.
2. The incidence of violence decreased.To maintain peace and order
situation within the barangay.
3. Increase the income of the peopleTo increase crop production to farmers
thru the purchase of certified seeds.
4. To increase income thru seminars, trainings and workshops for
livelihood projects.
5. Improved and expanded health and education services.To provide basic
medicine on demand for indigents and kids thru the purchase of
medicines
6. The welfare of the youth the elderly women and those with disabilities is
safeguarded.To foster awareness of women's rights against domestic
violence and possible trafficking.
7. Strong and active Barangay Council to acquire/enhance skills of the
newly-elected/incumbent Barangay Officials.
8. To repair Barangay Roads and canals as a preventive measure against floods
during rainy seasons.
9. To install additional street lights to prevent crimes and to lessen accidents
at night.
10. To promote an environment-friendly community.
11. To increase crop production to farmers thru the purchase of certified seeds.
12. To increase income thru seminars, trainings and workshops for
livelihood projects.
13. To promote protection of natural resources consciousness.
14. To promote cooperation among Senior citizens organizations.
15. To provide information on solid waste management.
16. To promote capacity building among the youth in different capacity
building activities such as livelihood trainings, clean and green
coordinating cases.
