I. About Barangay San Pedro, Mulanay, Quezon

Barangay San Pedro is a rural community located in Mulanay, Quezon. The


population consists of primarily farming households. The community is
composed of diverse age groups, with a significant number of children and
elderly individuals.

Location: Barangay San Pedro is situated on the Mountain of Mulanay in


the province of Quezon, which is part of the CALABARZON (Region IV-A)
region in Luzon, Philippines. San Pedro is situated at approximately
13.5172, 122.4892, in the island of Luzon. Elevation at these coordinates
is estimated at 76.2 meters or 250.0 feet above mean sea level.

Population: The population of San Pedro grew from 762 in 1990 to 981 in
2020, an increase of 219 people over the course of 30 years. The latest
census figures in 2020 denote a negative growth rate of 2.00%, or a
decrease of 99 people, from the previous population of 1,080 in 2015.

Household and Average Household Size: The household population of


San Pedro in the 2015 Census was 1,080 broken down into 278 households
or an average of 3.88 members per household.

Age Distribution: According to the 2015 Census, the age group with the
highest population in San Pedro is 5 to 9, with 135 individuals. Conversely,
the age group with the lowest population is 80 and over, with 6
individuals.he population of San Pedro grew from 762 in 1990 to 981 in
2020, an increase of 219 people over the course of 30 years. The latest
census figures in 2020 denote a negative growth rate of 2.00%, or a
decrease of 99 people, from the previous population of 1,080 in 2015.

Dependency Ratios: The computed Age Dependency Ratios mean that


among the population of San Pedro, there are 52 youth dependents to
every 100 of the working age population; there are 8 aged/senior citizens
to every 100 of the working population; and overall, there are 59
dependents (young and old-age) to every 100 of the working
population.The median age of 24 indicates that half of the entire
population of San Pedro are aged less than 24 and the other half are over
the age of 24.

Historical Population: The population of San Pedro grew from 762 in


1990 to 981 in 2020, an increase of 219 people over the course of 30
years. The latest census figures in 2020 denote a negative growth rate of
2.00%, or a decrease of 99 people, from the previous population of 1,080
in 2015.

II. Situational Analysis of Barangay San Pedro, Mulanay, Quezon

As a rural and cleared barangay from decades of armed conflict, Barangay


San Pedro has its own set of social and economic issues and concerns that
require immediate attention to ensure inclusive and sustainable peace.

To achieve inclusive and sustainable peace, Barangay San Pedro


prioritizes the delivery of basic services and social development packages
to its various development sectors. These sectors include:

Social Sector:

- Lack of potable water and toilets in households leading to poor


compliance with sanitation standards and a high number of sickness
cases.
- Increasing levels of malnutrition among community members.
- Insufficient support to farmers, affecting their productivity and livelihood
opportunities.

Environmental Sector:

- Vulnerability to property and life due to continuous threats from natural


hazards, such as storms.

Economic Sector:

- Absence of an irrigation system, leading to low crop production.


- Limited channels and transportation options for selling produce,
impacting income generation.

Infrastructure Sector:

- Lack of a reliable potable water system, causing difficulties in accessing


clean and safe water.
- Insufficient electrification, hindering access to electricity.
- Poor road conditions, and foot bridge affecting transportation and
connectivity within the barangay.
- Limited means of communication, hampering efficient information
dissemination.

Institutional Sector:

- Insufficient barangay funds, limiting the capacity to implement necessary


projects and programs.
Primary Issue:

The primary issue faced by Barangay San Pedro is Poor road


conditions, and foot bridge affecting transportation and connectivity within
the barangay. This issue hinders social and economic development,
affecting the community's access to basic services and impeding
progress in various sectors.

To create an inclusive and sustainable environment that nurtures peace,


stability, and overall well-being for its residents, Barangay San Pedro will
undertake the following steps:

Social Sector:
1. Ensure equitable access to quality education and healthcare services
for all community members through improved infrastructure and facilities.
2. Implement programs targeting issues of malnutrition, focusing on
children and pregnant women, by providing nutritional support, education,
and access to healthcare services.
3. Enhance social welfare and protection services to support vulnerable
individuals and marginalized groups within the barangay, providing them
with necessary assistance and resources.

Economic Sector:
1. Promote the creation of livelihood opportunities and income-generating
activities by facilitating access to resources, training programs, and
market linkages.
2. Support farmers through the provision of necessary resources, training,
and market opportunities to enhance their productivity and income.
3. Foster entrepreneurship and facilitate the development of micro, small,
and medium enterprises (MSMEs) by providing business support services,
access to financing, and capacity-building programs.

Environmental Sector:
1. Advocate for sustainable environmental practices and conservation
efforts within the barangay, raising awareness about the importance of
preserving natural resources and biodiversity.
2. Implement waste management initiatives to address solid waste
concerns and establish an efficient waste disposal system.
3. Conduct awareness campaigns and educational programs to promote
environmental stewardship and sustainable practices among residents.

Infrastructure Sector:
1. Enhance the road networks and transportation infrastructure to improve
connectivity within the barangay and with neighboring areas, promoting
economic development and access to services.
2. Ensure reliable access to electricity, potable water, and other essential
utilities by improving infrastructure and maintenance systems.
3. Construct and maintain community facilities such as multipurpose
centers and health stations to cater to the needs of residents, providing
spaces for gatherings, meetings, and essential services.

Institutional Sector:
1. Strengthen local governance by improving transparency, accountability,
and service delivery through capacity-building programs for barangay
officials and personnel.
2. Enhance the delivery of public services by providing training and skills
development opportunities to improve the efficiency and effectiveness of
service provision.
3. Promote active community participation and engagement in
decision-making processes through consultations, community assemblies,
and the establishment of feedback mechanisms to ensure inclusive
governance.

By implementing these steps, Barangay San Pedro is dedicated to creating


an inclusive and sustainable environment that fosters the well-being and
prosperity of its residents. The goal is to bring the barangay to its desired
state.

Desired State:
The community envisions a future state where the barangay site is
legalized, enabling social and economic development. They aim to address
the identified issues in the social, environmental, economic, infrastructure,
and institutional sectors to improve the overall well-being of the
community.

Priority Programs, Projects, and Activities (PPAs)

Based on the urgency of their needs, the top four PPAs identified by the
community are:
1. Construction of a farm-to-market road.
2. Construction of Evacuation Centers
3. Establishment of a level 1 potable water system.
4. Implementation of solar electrification.

It is crucial to address these issues and implement the identified PPAs in a


coordinated and comprehensive manner to bring about positive change
and development in Barangay San Pedro.
III. Organisational Philosophy

VISION
A community led by responsible and honest people peaceful and safe home of
pious humane citizens aggressively moving towards productive organization clean
environment and proper facilities under responsible government.

MISSION
Joinful action by the people and the leadership in promoting the balanced
development of the economy the environment the physical appearance of oneself and
the community.
GOALS AND OBJECTIVES
1. Increase the level of awareness and preparedness in the barangay for
disasters.
2. The incidence of violence decreased.To maintain peace and order
situation within the barangay.
3. Increase the income of the peopleTo increase crop production to farmers
thru the purchase of certified seeds.
4. To increase income thru seminars, trainings and workshops for
livelihood projects.
5. Improved and expanded health and education services.To provide basic
medicine on demand for indigents and kids thru the purchase of
medicines
6. The welfare of the youth the elderly women and those with disabilities is
safeguarded.To foster awareness of women's rights against domestic
violence and possible trafficking.
7. Strong and active Barangay Council to acquire/enhance skills of the
newly-elected/incumbent Barangay Officials.
8. To repair Barangay Roads and canals as a preventive measure against floods
during rainy seasons.
9. To install additional street lights to prevent crimes and to lessen accidents
at night.
10. To promote an environment-friendly community.
11. To increase crop production to farmers thru the purchase of certified seeds.
12. To increase income thru seminars, trainings and workshops for
livelihood projects.
13. To promote protection of natural resources consciousness.
14. To promote cooperation among Senior citizens organizations.
15. To provide information on solid waste management.
16. To promote capacity building among the youth in different capacity
building activities such as livelihood trainings, clean and green
coordinating cases.

A RESOLUTION ENDORSING THE APPROVED THREE (3) YEAR BARANGAY


DEVELOPMENT PLAN ( 2024-2026) OF BARANGAY SAN PEDRO,
MUNICIPALITY OF MULANAY TO THE SANGGUNIANG BARANGAY OF SAN
PEDRO

WHEREAS, the Barangay Development Council has conducted focused group


discussion with the Sectoral Committees of the Barangay Development Council on
June 17, 2024 in order to identify the primary and secondary issues of the barangay;

WHEREAS, after series of planning process, the attached Barangay Development


Plan contains all the list of Programs, Projects and Activities of the barangay as
response to the identified primary and secondary issues;

WHEREAS, the Barangay Development Council approved the three-year Barangay


Development Plan of Barangay San Pedro on July 15, 2024 in a meeting called for
that purpose;

WHEREAS, the Barangay Development unanimously decided to endorse the


Barangay Development Plan of Barangay San Pedro, Mulanay, Quezon for adoption;

NOW THEREFORE, on motion of Nestor P. Rabe, member of the Barangay


Development Council, duly seconded by all members present.

BE IT RESOLVED, AS IT IS HEREBY RESOLVED, to approve and endorse the


Barangay Development Plan 2025-2027 of this Barangay and to endorse this Plan to
the Sangguniang Barangay for adoption;

RESOLVED FURTHER, the copies of this Resolution be forwarded to all concerned


for their information and consideration.

WHEREAS, the Barangay Development Council has endorsed for approval and
adoption by the Sangguniang Barangay the three (3) year Barangay Development
Plan (2024-2026) Barangay San Pedro, Mulanay, Quezon.

WHEREAS, after review, the said Barangay Development Plan, as attached, is found
to be aligned with the development policies of the Barangay Government and the
City/Municipal Development Council;

NOW THEREFORE, on motion of Sangguniang Barangay Member


Nestor P. Rabe duly seconded by Sangguniang Barangay Member
Aileen L. Rodelas.

BE IT RESOLVED, by the Sangguniang Barangay of Barangay San Pedro, Mulanay,


Quezon, in session duly assembled, as it is hereby resolved to approve and adopt
the Barangay Development Plan (2024 - 2026) as endorsed by the Barangay
Development Council;
