Requirements for Building Official Approvals
of
Personnel Conducting Special Inspections, Tests, and Installation of Concrete and
Related Products

Building officials are required by code to ensure the individuals are qualified for conducting tests, inspecting, or
installing concrete or products related to concrete. This guide clearly communicates the language of the
respective code provisions that charge the building official with these responsibilities and identifies acceptable
credentials for qualifying personnel. These provisions are based on the requirements of the International Code
Council International Building Code and ACI CODE 318 Building Code Requirements for Structural Concrete.
The information herein provides minimum qualifications for individuals conducting special inspections and tests
as required by the building code and/or referenced standard. These qualifications are intended to be made
applicable through:
1) adoption by reference in the building code or other regulatory or legislative documents;
2) being cited in standards governing design and construction of structural concrete;
3) being cited in the inspection services contracts of a particular project; or
4) providing the necessary guidance for approval of individuals by the building official or other authority.
Where qualifications are a part of code requirements and guides currently in use by authorities having
jurisdiction, the authorities are encouraged to update such requirements and guides to align with those provided
herein.
Only nationally available programs are included in this document. Where authorities develop requirements or
guides, consideration should be given to incorporating regionally or locally available programs that satisfy the
ACI Certification Program Policies (CPP).
The requirements are presented in the format of an Appendix to amend building codes based on the
International Building Code

statutory requirements of the professional
registration laws of the state or jurisdiction in which
the project is to be constructed.
SPECIAL INSPECTOR. A qualified person employed or
retained by an approved agency and/or approved by
the building official as having the competence
necessary to inspect a particular type of construction
requiring special inspection.

P105.1 Approved program developers. The


following organizations providing certification
programs for individuals conducting sampling testing
and inspection of structural concrete shall be deemed
approved:
ACI - American Concrete Institute

NICET - National Institute for Certification of

PCI - Precast/Prestressed Concrete Institute

P105.2 Other approved program developers. Where
individuals are qualified to sample, test, and inspect
structural concrete by other program developers, the
official shall request appropriate documentation be
presented by:
1) Individuals qualified by these program
providers demonstrating successful program
completion, and
2) Program developers demonstrating the
programs adequately address the tasks
required to properly perform the applicable
sampling, testing, or inspection services.
Where applicable, verifying agreement with
ACI Certification Program Policies identified
in Section P104 shall be deemed acceptable
documentation.

P106.1. General. Technicians sampling and testing RP106.1 General. Building codes based on the
concrete shall be qualified in accordance with this International Code Council International Building
section. Code (IBC) and containing Section 1703.1.3 Personnel

agency shall employ experienced personnel educated
in conducting, supervising and evaluating tests and

Chapter 19 of the IBC requires compliance with ACI

laboratory technicians to be certified.

Section 1704.2.1 of the IBC states: “Prior to the start
of the construction, the approved agencies shall
provide written documentation to the building
official demonstrating the competence and relevant
experience or training of the special inspectors who
will perform the special inspections and tests during
construction. Experience or training shall be
considered to be relevant where the documented
experience or training is related in complexity to the
same type of special inspection or testing activities
for projects of similar complexity and material
qualities. These qualifications are in addition to
qualifications specified in other sections of this
code.”
P107.2 Personnel Qualifications: Individuals RP107.2 Personnel Qualifications. Chapter 19 of the

Excerpts from the Georgia State Amendments to the International Building (2018 Edition)

It is not within the purview of the American Concrete Institute to develop information on the inspection and
testing personnel qualifications for materials other than concrete and masonry. These excerpts from the Georgia
State Amendments to the International Building Code (2018 Edition), last revised on January 1, 2022, are
provided solely to illustrate how the provisions of this document can be combined with requirements for other
building materials to result in a more comprehensive and complete set of requirements related to personnel
qualifications. This appendix further demonstrates that the requirements may be added as an appendix to the
building code or by integrating the requirements into the body of the code. For more information about the

CHAPTER 17
SPECIAL INSPECTIONS AND TESTS

SECTION 1704
SPECIAL INSPECTIONS AND TESTS, CONTRACTOR RESPONSIBILITY AND
STRUCTRUAL OBSERVATION

1704.2 Special inspections and tests. Where application is made to the building official for construction as
described in this section, the owner or the registered design professional in responsible charge acting as the
owner’s agent, other than the contractor, shall employ one or more approved agencies to provide special
inspections and tests during construction on the types of work specified in Section 1705. These inspections are
in addition to the inspections by the building official identified in Section 110.

Exceptions:
1. Special inspections are not required for construction of a minor nature that does not require the
practice of professional engineering or architecture, as defined by Georgia statutes and regulations
governing the professional registration and certification of engineers or architects or as warranted by
conditions in the jurisdiction as approved by the building official.
2. Unless otherwise required by the building official, special inspections and tests are not required for
Group U occupancies that are accessory to a residential occupancy including, but not limited to, those
listed in Section 312.1.
3. Special inspections and tests are not required for portions of structures designed and constructed in
accordance with the cold-formed steel light-frame construction provisions of Section 2211.1.2 or the
conventional light-frame construction provisions of Section 2308.

1704.2.1 Special inspector qualifications. The special inspector shall provide written documentation to the
building official demonstrating his or her competence and relevant experience or training. Experience or training
shall be considered relevant when the documented experience or training is related in complexity to the same
type of special inspection activities for projects of similar complexity and material qualities. The special inspector
shall be qualified in accordance with Table 1704.2. These qualifications are in addition to qualifications specified
in other sections of this code.

The registered design professional in responsible charge and engineers of record involved in the design of the
project are permitted to act as the approved agency and their personnel are permitted to act as the special
inspector for the work designed by them, provided they qualify as special inspectors.
