1.0 INTRODUCTION

1.1 PURPOSE

This report outlines the design considerations for the 'Mechanical and Electrical
Services' for the 2B+G+1+R Medical Centre @ Al Hebiah First, Dubai based on
the architectural drawings made available to us with M/s Al Saraya Engineering
Consultants.

1.2 PROJECT DESCRIPTION

The project consists of 2B+G+1+R Medical Centre with approximate built-up


area of 6111 sq.m. The approximate areas for each floor are as follows:
Basement level 2 = 1,858 sq. m.
Basement level 1 = 1,858 sq. m.
Ground floor = 1,013 sq. m.
First floor = 1,150 sq. m.
Roof = 232 sq. m.

Basement level 2
It consists of car park, storage area, lift lobby, as well as the services area i.e.
water tanks, pump room, electric room and telephone cabinet.

Basement level 1
It consists of car park, generator room, UPS Room, GSM Room, Service/ Control
Room, Main telephone room, vacuum compressor room, Medical Gas Storage
room, Male Prayer Room, Female Prayer Room, Female Lockers, Male Lockers,
ETS Room, Medical Waste room, storage area and lift lobby.

Ground Floor
Ground floor consist of Pharmacy, Laboratory, Micro Lab, Vital Signs, Patient
Reports, Medical Reports, Storage Rooms, Coffee Shop, Phlebotomy, General
Surgery, Orthopedic Clinic, Gynecology Clinic, Dermatology Clinic, Plastic Clinic,
Nursing Station, Laser Rooms, LPG Room, Cardiology/I.M. Clinic, ENT Clinic, LV
Room, Garbage Room, Treatment Room, Pediatric Clinic, Family Practice, Winc/
General Practitioner, Registration/ Check out area and, male & female waiting
areas and lobby area.

3.1 DESIGN PARAMETERS FOR HVAC SYSTEM


Design shall be based on ASHRAE recommendations, Building materials,
insulation, glazing and other parameters shall comply with the latest Dubai
Municipality regulation. The following particular parameters shall be considered.

3.1.1 Summer Design Conditions as per DM Decree 66:


Outdoor (Design Cooling) : 46°C DB, 29 °C WB
Outdoor (Dehumidification) : 33.2 °C DB, 30.02 °C WB

3.1.2 Heat Transfer Co-efficient as per DM Decree 66:

U-value For Wall:- 0.57 W/m².K.


U-value For Roof:- 0.3 W/m².K,
U-value For Glass:- 3.1 W/m².K., Shading Coefficient:-0.4 (Based on
Glass to wall ratio less than 40%).

3.1.3 Design parameters for Hospital department.

Table format below indicates the following parameters as per 2007 ASHRAE
Handbook-HVAC Applications. Relevant pages of standard are attach for
reference in Annexure -M1.
1. Design temperature & Relative Humidity.
As per 2007 ASHRAE Handbook –HVAC applications
2. Minimum total air changes per hr.
As per 2007 ASHRAE Handbook –HVAC applications
3. Minimum fresh air changes per hour.
As per 2007 ASHRAE Handbook –HVAC applications
4. Air flow in relation to adjacent area.
Pressure relationship, air movement will be from clean area to less
clean area.
5. Filtration levels at different areas.
Two types of filtration efficiencies have been considered depending on
the requirements which are identified in the following table.
These are as follows:
a) Three stages of filtration consisting of Pre-Filter, Bag-Filter & HEPA
Filters up to 0.3 micron particle size (OT’s). The AHU serving operation
theatre, shall have built –in HEPA filters in AHU.
b) One stage of filtration consisting of pre filters and up to 10 micron
particle size (For all other areas)

3.2 SYSTEM DESCRIPTION - HVAC SYSTEM

1. Chilled .
2. Variable secondary chilled water pumping system.
3. AHU’s with air plate to plate heat exchangers with 3 stage filtration system,
built in electrical heaters, shall be used for operation theatres.
4. FAHU’s with double heat recovery wheel shall be used for mechanical
ventilation.
5. FCU’s with single stage filtration shall be used to serve for all the areas
except O.T’s.
6. Heating element and humidifier arrangement shall be proposed as per client
requirements.
7. Car park ventilation & Smoke extract system

3.2.1 CHILLER SELECTION


Based on area statement preliminary cooling load is estimated approx 470 TR.
However, the capacity of Central Cooling plant shall be finalized as per actual
load calculations during detailed design stage.
The system shall consist of two parallel variable speed, air cooled electric
screw chillers (235 TR EACH) (two in duty). The plant shall be designed to
produce chilled water with a delta T of 7ºC (Ent-12 Leaving- 5ºC from chiller)

3.2.2 CHILLED WATER PUMP SELECTION


All chilled water pumps shall be horizontal end suction top discharge centrifugal
pump with mechanical seal.

Primary pumps shall be used to circulate constant chilled water in chillers and
secondary pumps are used to circulate chilled water to all the air side cooling
equipment.

3.2.3 OPERATION THEATER HVAC DESIGN & AIR HANDLING UNIT SELECTION
Modern hospital hygiene focuses its interest in air-conditioning on a limited
protection zone, in which air-borne germs must be excluded rigorously from
operation wounds and in which patients may pose concrete dangers (as sources
of the spread of infections to the surroundings). For this OT area, it is required
that the entire aseptic environment of surgery in operating rooms, including the
tables for materials and instruments, a free zone for clean room hand-overs of
sterilized materials and of the OT team in sterilized garb be shielded securely
from the surroundings by a sufficiently large low-turbulence displacement air
flow (laminar flow).

Low-turbulence Displacement Flow


New guidelines emphasized the importance of low turbulence in this respect.
In order to ensure the necessary air purity in operating theatres or other surgery
rooms with strict hygienic requirements (air-borne particles and germs), very
high volume flows of air with the necessary degree of purity are required.

Ultra clean canopies feature full-surface HEPA filters installed horizontally at the
ends, which are located directly ahead of the fabric diffusers (single-layer or
differential flow). The horizontal HEPA filter area and the fabric provide a uniform
diffusion of the air.
The resistance of the HEPA filters in the filter area canopies is considerably less
than that of end-mounted channel filters, and averages 60 Pa at an outflow

velocity of 0.24 m/s.

Schematic diagram of the mode of operation of an ultra-clean-air canopy in an


OT. The protection zone (the entire aseptic surroundings of a surgical operation,
including the materials and instruments tables, a free zone for clean room hand-
over of sterilized material and the surgical team in sterile garb) is shielded by a
sufficiently large low-turbulence displacement air flow.

Air handling units for operation theatre shall have the following features:
1. 3 stage filtration system (Pre filter, Bag filter, HEPA filter)
2. Air plate to plate heat exchanger for heat recovery purpose.
3. Cooling coil designed to meet the latent load.
4. Standby by motor in case of emergency breakdown.
5. 2 Speed motors for AHU, High speed during operation mode and
low speed during non-operating hours.
6. Built in electric heater (modulating type).

3.2.4 FRESH AIR HANDLING UNIT – SELECTION


In order to provide fresh air to the facility, fresh air handling unit with double
energy recovery wheels shall be utilized, Treated fresh air shall be provided via
Fresh air handling unit, located at roof level, delivering treated fresh air close to
every FCU.

The use of central fresh air and exhaust system will minimize the energy
use while controlling odor and building pressure.

The use of double heat recovery fresh air and exhaust heat recovery units
reduce the cooling capacity and annual energy demand by 60-70 %.

3.2.5 AIR SIDE COOLING – FCU SELECTION


Ceiling mounted ducted fan coil units shall provide cooling to the facility the
units shall be selected at lowest possible external static pressure to minimize the
fans electrical consumption.
The fan coil units can be controlled via a standalone wall mounted controller that
controls a two way control valve on each FCU having its own user interface

(thermostat) with which to select the preferred comfort level.

The SCADA system controls, the comfort level in each zone and gives instant
reaction to system, AHU’s & FCU’s receive inputs to achieve optimum energy
usage without disturbing individual comfort level selection.

Fan Coil Unit

3.2.6 CAR PARK VENTILATION & SMOKE EXTRACT SYSTEM

The car park ventilation system shall be provided with duct less jet fans and
axial fans system.

All passages, lobbies shall be provided with smoke management system (i.e.
pressurization and smoke extract) to extract Smoke in case of fire via smoke
duct riser connected to smoke fans at roof. Motorized Smoke and Fire dampers
shall be provided in smoke extract ducts at each level.

Jet Fan arrangement in basement carpark. Axial Fan

Fire dampers shall be positioned in all air ductwork crossing fire walls/slabs.
They shall be triggered from a fusible link.

The operation of each and every motorized smoke and fire damper shall be
controlled and monitored by a dedicated smoke control system.

4.0 PLUMBING AND DRAINAGE SERVICES:

4.1 PLUMBING DESIGN PARAMETERS

System design shall be in accordance with recommendation of CIBSE (Charted


Institute of Building Service Engineers) and to the requirements of Dubai
Electricity and Water Authority.

4.2 SYSTEM DESCRIPTION - COLD WATER SYSTEM:

From the external water mains, an incoming water line shall be connected to
underground RCC water tank for Domestic use plus adequate storage for fire
reserve.

Water from Underground tank shall be transferred to overhead water tank via
transfer pump set and the tank shall be located in the roof.

It’s recommended to have Roof water tank with one day storage for domestic
use.

Cold water supply to all the facility shall be through a booster pump set to
maintain 1.5 bar at each level and fixture.

Main water meter shall be provided on the main incoming water line.

All piping for cold water distribution shall be Polypropylene (PPR). All piping
exposed to sun shall be provided with proper insulation and cladding to avoid
damage.

4.2.1 SYSTEM DESCRIPTION - HOT WATER SYSTEM:

Solar hot water system with drain back shall be proposed to provide hot water to
the hospital in order to save energy.

Unvented drain back systems have less maintenance than pressurized glycol
systems and NO SCHEDULED MAINTENANCE.

The absorbers in the collector will last three times longer than in any other
system, because the HTF fluid is unpressurized and is never stagnant in the
collector

Hot water recirculating pump shall be proposed to provide instant hot water at
all the fixtures

Hot water shall be provided only to common toilets and all laboratories
All hot water supply and return piping shall be with Polypropylene (PPR) piping
with proper insulation, suitable for 16 bar pressure rating.

4.2.2 External area Water Supply:

3-4 Nos. taps with hose connectors shall be provided in the parking area.
Bib taps shall be provided in external area to every 30 m.

4.2.3 Condensate Drain Piping:

Condensate drain water to be connected to nearest floor drain.

4.2.4 Landscaping / Irrigation:

Provision for the supply pipes with isolation valve is provided as per architectural
requirement, detailed design to be handled by the specialist.

4.2.5 Swimming pool (Future):

Make up water provision shall be provided for swimming pool. Provision of


electrical power requirements for heating/cooling shall be provided. However,
the heating/cooling system for the swimming pool shall be by specialist.

4.3 DRAINAGE SERVICES

4.3.1 System Design

This shall be double stack gravity drainage system (soil and waste) with
separate vent pipe designed in accordance with the recommendations of the
Chartered Institution of Building Services Engineers and to the requirements of
the Dubai Municipality Drainage Department.

4.3.2 System Description

Drainage network shall be connected to the Dubai Municipality Sewerage


Network or an Underground holding tank with cleaning time of every 7 days if the
Municipality Sewerage Network connection is not available. Final decision to be
taken based on the DM drainage NOC & client’s confirmation.
Floor drains shall be proposed in each toilet / kitchen and all wet areas.

 All Water Closets and Urinals shall be connected to Soil piping with suitable “S”
or “P” trap based on the selection of the fixture.

 All other fixtures i.e. Wash Basins, Bath Tub, Showers, sinks shall be provided
with the waste water piping through the floor trap.

 Sizing for all waste piping connection shall be as clarified below:

 Wash Basin - 32 mm
 Kitchen Sink - 40 mm
 Shower - 40 mm
 Floor Trap - 80 mm

 All Soil pipes shall be of dia 110 mm.

 Proper cleanouts shall be provided to all waste water piping at each change of
direction.

 All soil and waste water risers shall be dia 110 mm and vent piping shall be of
80mm.

 All vent pipes shall be taken to the roof and shall be terminated at minimum 1.5
m above the habitable space with proper vent cowl.

 All undergoing piping shall be at least 900 mm below the compacted paved
surface. Concrete encasing shall be ensured in areas, where heavy traffic is
envisaged.

 Drainage network shall be connected to the Underground holding tank if the


Municipality Sewerage Network connection is not available.

 All work shall be installed and tested in accordance with BS 5572 code of practice
for sanitary works.

 Manholes for external drainage shall be provided at distance of 15 m. Depth of


the first manhole shall be minimum 450 mm.

 All piping connecting to the manholes shall be of dia 160 mm.

 All underground drainage piping shall be in accordance with EN5221


specifications.

4.3.3 Rain water drain

A separate Rain water system shall be designed to discharge rain water freely at
ground floor level and to be discharged outside the plot with natural slope.

4.3.4 Medical waste drainage system

Suitable treatment is required for the waste generated from the following
sections:
 CSSD Central Sterilized service department Area
 Laboratory Area
 Operation Theatre scrub sinks
 Mortuary

CEC recommends that the waste water from the above sections will be collected
in a storage tank, neutralized before disposing off to the sewer drain.
The maximum temperature of the waste water will be 70 deg C (From CSSD
Boiler drain) and the average water temperature will be 40 deg C. The design
water temperature will be 45 deg C.

4.3.4.1 HDPE pipe shall be used for above said areas.

4.3.5 Capacity of the medical waste treatment plant:

The size of neutralization plant shall be based on the number of fixtures used
and their disposal capacity on daily basis.

4.3.6 Operating Philosophy

The waste water from the washer, Auto Clave, Laboratory sinks, mortuary area
and Operation theatre scrubs will be collected through the dedicate discharge
header prior to collection.

Duty on line strainer will retain suspended particles, plastics etc which may be
unintentional components of the waste water coming from the hospital. These
strainers are to be manually isolated and cleaned regularly.

The waste water free from suspended particles will be collected in a waste water
collection tank.

The circulation pumps will be circulating the waste water for on line PH
monitoring and treatment for PH neutralization.

The circulating header will have solenoid valves on the recycle line and also on
the disposal header as shown in the drawing. A sample will be continuously
tapped for the PH monitoring which will be set between 7.0 & 8.5 PH. Whenever
the PH is below 7.0, the On line monitor will give command for the alkaline
dosing pump to add alkaline solution in the waste water. The dosing will
continue till the PH reaches 8.5 and stops automatically.

When the PH of the waste water reaches within the range of 7 & 8.5, the
discharge solenoid valve opens and the return solenoid valve closes

5.0 FIRE DETECTION AND PROTECTION SERVICES

5.1 SYSTEM DESIGN

The fire detection and protection system shall be designed in accordance with
requirement of the regulations issued by NFPA and the requirement of the Local
Civil Defence Authority
The Following services shall be provided:

 Automatic fire hose Reels.


 Automatic Water sprinkler systems.
 Wet Riser landing valves.

Apart from the water system, FM200 system, Foam systems as well as dry
powder and CO2 extinguishers shall be used in the project as per the
requirement of Authority and NFPA codes.

5.2 SYSTEM DESCRIPTION:

The fire pump capacity has been evaluated as 1000 USgpm. Water reserve of 60
minutes of pump operation has been considered for the tank, resulting in
capacity of 60,000 US gallons (227.12 Cu. Mtr).

5.2.1 AUTOMATIC FIRE HOSE REELS:

The Fire Hose Reels shall primarily be for use by the


occupants as first aid means of fighting a fire whilst awaiting
the arrival of the Local Fire Brigade.

Hose reel cabinets shall be provided for entire building at


different locations, and covering all areas within the
maximum length of fire hose (30m).

This system shall be provided solely for use by the fire brigade personnel and
shall consist of main risers with landing valves located at each floor level in the
fire cabinet, to cover all areas.

5.2.2 AUTOMATIC SPRINKLER SYSTEM:

Automatic sprinkler system shall be provided in all


areas of the building including car parks in line with
NFPA 13.

Car park area shall be provided with upright sprinkler. Pendant type sprinkler
shall be provided wherever false ceiling available.

If void space is more than 900 mm; upright sprinkler shall be provided above
ceiling void.

5.2.3 BREECHING INLET:

Breeching inlet at ground level shall be provided for


Fire Brigade at the compound wall approachable
from main road to pump water into the wet riser.

5.3 PORTABLE FIRE EXTINGUISHERS:

These shall be CO2 and dry powder portable fire


extinguishers located
in fire cabinets and in
service rooms / electric
rooms.

Dry powder fire extinguishers shall also be provided for the Electrical room,
Pump room.

5.4 FIRE PUMPS:

The pumps used shall be of three types as follows:

 Jockey Pump.
 Electric Pump.
 Diesel Pump.

5.4.1 JOCKEY PUMP:

A jockey pump is a small pump


connected to a fire sprinkler system
and is intended to maintain pressure in
a fire protection piping system to an
artificially high level so that the
operation of a single fire sprinkler will
cause a pressure drop which will be
sensed by the fire pump automatic
controller, causing the fire pump to
start. The jockey pump is essentially a
portion of the fire pump's control system.

5.4.2 ELECTRIC PUMP:

Electric pump shall be actuated automatically in case when the fire spreads in
the large area and when jockey pump is inefficient to supply water with the
required amount of pressure.

5.4.3 DIESEL PUMP:

Diesel pump is the backup pump for the Electric pump and will be actuated
automatically in case there is a power failure to the Electric pump due to cable
burns, short circuit etc.

As this is a diesel powered pump enough diesels should be stored in diesel tank
to run the pump.

6.0 FIRE ALARM & EXIT/EMERGENCY SYSTEM WITH CENTRAL BATTERY :

Analogue addressable Fire Alarm shall be


provided as per Civil Defence regulation and
requirements.
An analogue addressable fire alarm system
consist of smoke and heat sensors, break glass
units, fire proof flashers, sounders and
addressable analogue fire alarm panel. The
system shall be supplied and installed as per
NFPA-72 / 101 standards and Civil Defence
authority requirement.

The system shall protect the entire Medical


centre. The system shall be based on Micro
Processor based intelligent, addressable type
fire detectors and heat detectors.

The main Fire Alarm Control panel with battery


shall be located in the Reception area of
Medical centre and Fire Alarm Repeater panel
shall be located in Security Room.
Approximately 20% spare capacity for future
devices will be allowed within each loop for
future expansion/modifications.

The fire detectors shall be provided below the false ceiling as well as above false
ceiling if the ceiling void height is equal or above 800mm . For detectors

mounted above false ceiling, response indicator shall be installed on false ceiling
with LED light.

Sounder with flasher will be provided for proper evacuation from habitable area
such as corridors, lobby, reception area, parking and external area to the
building etc.

For wards and critical areas, only flasher indicator shall


be provided, where as for other general areas sounder
with flasher shall be provided to achieve 50 dbA sound
level.

Heat detectors shall be provided in the kitchen, pantry,


garbage area, Laboratory, plant room etc.

Manual Break Glass shall be provided in every main exit and sub exit from the
compartment areas like OT, lift lobby, corridor at the interval of every 30mtr.The
Break glass with emergency key to mute the alarm shall be located near the
nurse stations.

Smoke detectors shall be provided in Reception, lobby, storages, lift pit, corridor,
UPS room, Patient rooms, nurse stations, laser, consult,OT (subjected to
specialist consultant),LV room, Electrical room, Telephone room etc.

All the fresh air handling units, lifts, telephone


system, parking extraction fans, smoke extract
fans, staircase & Lobby pressurisation fans fire
/jock pumps Access control operated doors, Exit
gate barriers shall be interfaced with fire alarm
control panel via. Interfacing unit. Also the entire
fire alarm control panels shall be integrated with
BMS system also. All exit routes shall be provided
with manual call point, in order to notify
manually if the auto system does not detect the
fire.

All external areas shall be covered with weather proof loop sounders with
flasher at regular intervals as per Civil Defence requirements.

The fire alarm system shall be interfaced with Civil Defence network / central
monitoring station via. 24x7 system.
The patient and non patient access areas shall be separated in different zones,
such a way that each patient access areas(wards) shall have separate detction
and alarm zone. And the nonpatient access areas with multiple detection and
alarms.

Following actions are anticipated on receipt of fire signal:

1. Detect & display the initiating devices.


2. Activate indicating LED associated with location.
3. Activate indicating lamp and alarm.
4. Sound an audible alarm and illuminate flashers.
5. Initiate HVAC shutdown sequence, lift shall come down to ground floor; gate
barrier shall be kept open. Voice evacuation system shall be operational etc.
6. Fire alarm system fault condition shall be annunciating to Civil Defence
Central Monitoring System.

6.2 EXIT/EMERGENCY LIGHTING SYSTEM WITH CENTRAL BATTERY :

Central battery emergency lighting system


shall be provided in the all areas & the
luminaries shall be located in such a way so
as to maintain the average illumination lux
level to 10.8 lux in every place and for
staircases 15 lux as per Civil Defence
requirements.

All areas with 3 hours back


up shall be proposed for emergency lighting/Exit such as
basement car parking, Pump rooms, Electrical rooms,
telephone rooms, lift lobby, corridors, Patient rooms, Consult,
waiting areas , cash counter etc. The location of the central
battery control panel and the battery rack shall be either at
UPS/Server room or at its dedicated room subjected to client

requirement. All escape route, corridors, staircases shall be provided with the
directional fitting.

All the luminaries shall be wired separately


through fire proof cable.

Exit emergency light shall be located in such a


way to address people for easy evacuation in
emergency. Directional exit signs shall be
provided at each change of direction.

System shall be complying with NFPA- 72, 101


and Local Authority rules and regulations.

7.0 ELECTRICAL INSTALLATION:

The installation requires 1no.x1500 kVA transformers and 1 no.s LV panel


to feed Lighting, Power and HVAC loads of the proposed medical centre. Details
of load break up are enclosed as Annexure E-1 for your ready reference. The
transformer rooms & LV rooms shall be located in the Ground floor respectively.

The main power Cables from LV room located in the ground floor of the medical
centre shall be routed through cable trays, to the Electrical rooms located in
Basement floor, Ground floor, First floor, and Roof floor.

Manual (Electro-mechanical Interlock) Hook up provision in LV panel shall be


considered for mobile generator, in case of power failure, subjected to the
consent from the owner/client.

UPS shall be considered for 30 mins. battery back-up for Critical Load such as
power outlets for CCTV system, Data/Voice racks and Fire Detection/Alarm
system,and light fittings of OPT, , Computer work stations etc. UPS shall be
located in the dedicated UPS room located at the basement 1.

Manual (Electro-Mechanical Interlock) hook up provision in LV panel shall be


considered for mobile generator, in case of power failure, subjected to the
consent of the client.

Standby DG shall be considered with ATS for secondary power source for
ventilation/extract fans, lift, lifesaving equipment’s and Nurse station, CSSD,
Labs, OT, main reception, UPS etc. The space provision for the stand by DG set
is already shown in the Drawings.

In case mobile generator back up provision is not required in the project,


undertaking rom client to be obtained accordingly.

7.1 HIGH VOLTAGE SYSTEM:

The high voltage system consisting of HV Ring Main Units (RMUs), Transformers
and underground cabling to the RMUs and Transformers, which shall be

Energy meters shall be provided at Main LV panels incomer


side as per DEWA requirements.

In addition to above to comply with mandatory


requirement of DM/Civil defence regulations, separate
Energy Meters shall be provided to monitor consumption of
electrical power if required.

7.5 EARTHING SYSTEM:

The LV system earthing arrangement will be in


accordance with DEWA regulations & BS 7430. The
Protection by Earthed Equipotential bonding and
Automatic disconnection of the supply (EEBADS) is the
most commonly applied measure to provide the
necessary protection against indirect contact.

The complete electrical installation shall be mechanically and electrically


continuous throughout and shall be bonded to the main earth.

The earthing system shall be connected to the Main Earthing


Terminal (MET) in the main electrical room. The main earthing
conductor will connect the MET in the building with the earth
electrodes, the size of the main protective earth conductors
shall be  ½ the size of the main cable’s phase conductor.
The resistance of the earthing system should not exceed (2) ohms.

All mechanical equipment and metallic installations inside and outside the
building (water pipelines, A/C ducts, heating pipes…etc.) will be connected to the
MET by equipotential bonding conductors.

Clean earthing system will be provided for Telephone, specialized IT racks, and
patch panels. Dedicated earth pits shall be provided for UPS and DG set. A
separate Clean Earthing system shall be provided for the Telephone and
Electronic devices installed at the medical centre including OT equipment’s etc.

The low Current System and the Telecommunication System will be connected to
the Main Earth Terminals (MET). Clean earthing system will be provided for
telecom / GSM / data equipment.

7.6 LIGHTNING PROTECTION SYSTEM:

A lightning protection system shall be designed to protect the project from


lightning strikes.

Complete metallic structure of the building to be bonded with the lighting


protection system.

The system will be a faraday cage system. The lightning system shall consist of

7.9.1 CORRIDORS:

Ceiling mounted Motion sensors shall be provided for lights in Corridors, Lift

7.9.2 PARKING & ROOF:

The Lighting of The Parking area and Roof shall be controlled by Timer and
Manual Override switch.

Lighting Control Panel shall be provided near DB for lighting circuits. Manual
override switches for all above lighting control shall be provided at one common
easily accessible location.

7.9 WIRING ACCESSORIES & CABLE CONTAINMENT:

All wiring accessories (boxes, conduits) in the Exposed &


External areas shall be Galvanised Iron.

The Rest of the place (Inside the Building) shall be PVC


conduits and GI Metal Back Box. The trunking above the false
ceiling and the cable trays shall be Metal and HDGI
respectively.

7.9.1 GENERAL PURPOSE SOCKET OUTLET:

Sockets shall comply with BS 1363 and BS 546 as appropriate and shall be
provided as below:

 For the purpose of small utility power requirement, twin 13A switched
socket shall be provided.
 For corridors and general purpose, minimum 1 no. 13A single switched
socket shall be provided.
 For table tops, computer workstations, small equipment, TV etc. Twin
13A switch socket shall be provided.

 For computers work stations, standard twin 13A socket shall be


provided.
 For UPS supply, other than computers, standard Twin 13A switch
socket shall be provided. For OT areas sockets shall be provided as per
specialist requirement.
 All sockets shall conform to BS 1363.
 For the purpose of load calculation, 200 watts for single socket and
400watts per twin socket shall be considered, except in cooking areas
and pantries where electrical load of equipment to be connected to
such sockets are defined.

 For ventilation extract fans, hand drier, water cooler, geysers, split A/C
units etc. 20A DP switch with neon type indicator shall be provided.

 Fused Spur outlet without switch shall be provided for important areas
like fire alarm, laser, magnetic door holder, all interfacing units for fire
alarms, med.gas etc.
 For air curtain DP switch with control panel and door interphase unit
shall be provided so that it is switched on only when required.

 For toilet extract fan, fan failure indicator shall be provided outside the
toilet door.

 For equipment, local isolator shall be provided for maintenance safety.


These shall be of weather proof type for indoor wet areas and metal
clad type for outdoor.
 All sockets shall be provided at 450mm from the finished floor level or
150mm above work top splash back.

 All switches for heater, hand drier, water cooler, UPS socket shall be
suitable engraved.

 Sockets for power to VAV or split AC shall be 13A or 20A depending on


its rating

7.9.2 LOCAL SWITCHES:

10A, 230V Single/Multi Gang, Multi way switches shall be provided, slow break
type specially designed for AC circuit to BS 367 and all the Switches shall be
Modular type.

The Switch shall be of the same manufacturer for a particular type of switch
throughout the installation as per specialist/Architect.

7.10 BACK UP GENERATOR:

A stand by backup Generator shall be proposed for the facility with the capacity
of accommodating the life saving equipment. Generally stand by generator to
feed power for life saving equipment i.e. ventilation/extract fans, lift, fire pump,
etc. as per the latest DCD regulations.

The Generator shall supply all life safety equipment and power for operational
purposes to the following: •Fire Telephone and fire alarm systems • Back-up to
emergency lighting systems • Security and access control system • FBMS
systems • Mechanical ventilation • Smoke management system • Staircase & lift
pit pressurization.

The generator shall be rated to operate continuously at 46 ◦C at full load. It shall


be complete with acoustic louvers on the inlet and outlets, residential silencer/
exhaust system, skid mounted fuel storage tank generally comes along with
generator set, transfer pumps, piping, fill points shall be provided to fill the fuel
tank. The total capacity of the storage tank shall be adequate for minimum 8
Hours continuous operation at full load. The unit shall be monitored by the FBMS.

It is proposed to feed equipment for medical centre like OT, CSSD and specialist
requirement for medical equipment’s.

DG sets shall be radiator cooled and located in the generator room which need
to be located & finalised along with Architect. DG system shall be provided with
DG exhaust pipes to discharge exhaust gases at acceptable locations to operator
and architect.

DG room shall be provided with wire fusible link connected to the fuel solenoid
valve for automatic stopping of the fuel to DG set in the event of the DG room
temperature shooting up. Emergency stop push button near DG entrance door
shall also be provided to stop the fuel to DG set in case of any emergency.

7.8 UPS SYSTEM

Independent UPS systems shall be


provided for the medical centre. One for
each Operation Theatre (OT) area, for
computer workstations and for medical
equipment in CSSD, laser and other
similar areas.

The battery backup for the UPS shall be


30 minutes with Ni-Cd SMF batteries.
UPS system shall confirm to BS 6290:
Part 4. The radio frequency interference
level (RFI) generated by UPS system
shall comply with the requirements of
BS 800.

1. Administration UPS system shall feed to computer station, fire alarm panel,
gas detection panel, access door system, patch panels, PA racks, nurse call
system, BMS work station, security cameras, security work station,
electromagnetic doors, CCTV, DECT (Wi-Fi) system and Data racks.

2. Medical UPS system shall feed to bed head units for all wards in IP, medial
equipment’s etc.

Inverter based battery system is proposed for emergency lighting, suitable


size inverter with 3hrs. Battery back is considered.

8.0 LOW CURRENT SYSTEMS

The following low current systems are proposed:

8.1 VOICE / DATA /TV SYSTEM/EPABX SYSTEM

Complete design shall be carried out in accordance with the local


telecommunication provider Etisalat.

The MDF (Main Distribution Frame) shall be provided in


the main Telephone room at Ground floor Level, with
incoming Optical fibre cable from local service provider.
Each Floor Telephone room shall have IDF (Intermediate
Distribution frame). The Optic Fibre cable from the IDF

shall be connected with the RJ-45 outlets.

Cat - 6 structured cabling systems and Single & Dual RJ-45


sockets shall be provided for the distribution of Voice/Data
services in the medical centre from Telecom service provider.

Location of sockets shall be provided


as per furniture layout/specialist requirement. Finishes
of sockets shall be White Plastic matching with other
Wiring accessories subjected to the approval of the
architect/Interior designer.

TV points shall be provided in Reception, waiting area


and Ip room of the medical centre.

Intercom Facility for each Rooms in all the floors connected with
reception/administration, BMS rooms, IP room, nursing stations, consult rooms,
Lab, Pharmacy etc. and security if required, shall be provided, along with
Telephone Network with the support of EPABX system, which shall be mounted
either in the reception or Telephone room in the Ground floor.

8.2 CONTAINMENT FOR SMATV SYSTEM

Containment for RG11 outlets for SMATV system shall be provided in the

8.3 CONTAINMENT FOR CCTV SYSTEM:

CCTV system shall be proposed with Network Video


Recorders (NVRs).CCTV NVR from a central part of CCTV
monitoring system that captures and also records high
quality videos both in day and also night. Colour
cameras, Database, monitors, junction boxes, conduits,
wiring etc. and all parts necessary to install a complete
closed circuit television system.

room, pump room areas and other strategic locations as per Client’s/specialist
requirements.

The system shall provide a bright, clear, highly-defined image on the monitor,
with minimum manual readjustments to maintain a suitably high image quality
without eye fatigue at normal room illumination level. Monitor shall be of 19 inch
(diagonal) screen and shall be built in sturdy frame.

Cameras installed at outdoors shall be suitable for outdoor operation at zero lux
level. Outdoor cameras must be contained in IP66 enclosure. Number of
Monitors shall be decided by number of Cameras.

Monitoring of CCTV shall be through a server room as per Client requirement.


Additional monitoring provision shall be considered in server room to get
connected with CCTV System as per client’s requirement in future. Hard Disk
capacity shall be considered for storage of 6 months NVR recording as per client
requirement.

8.4 CONTAINMENT FOR GSM SYSTEM:

Containment for GSM Dual Antenna System Network shall be proposed for the
Building as per Etisalt Regulations. All the GSM Equipment’s shall be installed in
the Dedicated GSM room at Roof Level’s. Antennas were located in the Corridors,
Lift Lobby, Lift Pit, Car parking Area, etc. subjected to the strength of the signal.
GSM equipment and cables shall be supplied and install by Etisalt.

8.3 CONTAINMENT FOR PUBLIC ADDRESS SYSTEM:

Localized Public address system comprising of Amplifiers & loudspeakers is


proposed. The public address system shall be proposed in coordination with local
civil defence.

The amplifiers and associated


equipment shall be housed in a
standard 19" rack floor or wall
mounted with plexus-glass door,
located in security room.
Ventilation panels shall be
provided for proper air circulation
and cooling.

Volume control shall be provided


and stepped, continuously
rotating group volume controls with 9dB voltage steps and for control of loads
between 2 and 30 watts. The unit shall be mounted on a double gang back box
with cover plate finish same as that of adjacent electrical accessories.

Loudspeakers shall be installed in the areas to achieve a uniform sound pressure


level. The loudspeakers shall be mounted on walls, ceiling or in ground to meet
the site requirements. All external area loudspeakers shall be weatherproof type.

Public address system shall be provided in Reception, laboratory, Pharmacy,

9.0 ENERGY SAVING SYSTEMS:

9.1 ELECTRICAL

The following techniques been proposed to save energy & reduce operating cost
in line with Green Building Requirement

1. Compact fluorescent lamps and LEDs will be used instead of incandescent


lamps wherever possible.
2. Occupancy sensors / Photo cell /daylight senses, Timers shall be used for
controlling lights to save energy automatically, when the office is not
occupied/Parking timers or motion sensors.
3. Electronic ballast shall be used instead of magnetic ballast.
4. Power factor correction capacitors shall be used to increase the power factor
of the system from 0.8 to 0.9.
5. Solar power for Domestic Water Heaters.
6. Energy efficient AC units also can be proposed.

9.2 MECHANICAL

7. The use of double heat recovery units in FAHU will reduce the cooling
capacity and annual energy demand by 60-70 %.
8. Constant primary/variable secondary pumping system will reduce the
pumping cost.
9. 100 % fresh air AHU will have plate heat exchangers to reduce the capacity
of cooling coil.

10. AHU’s shall be equipped with VFD to save the fan energy consumption.
11. BMS controlling across dead zone for minimized reheat/cooling energy input.
