WHEREAS, The Local Government Unit provides for the establishment of


the Barangay Grievance Committee for the implementation of the Philippine
Multisectoral Nutrition Project (PMNP);

WHEREAS, the Grievance Redress Mechanism (GRM) feature of the


Philippine Multisectoral Nutrition Project (PMNP) promotes social accountability
and provide mechanisms for the Project to be fully responsive to its stakeholders;

WHEREAS, there is a need to resolve complaints and grievances in a timely


manner, satisfying all parties involved;

WHEREAS, it aims to provide avenues for affected individuals to make


complaints or resolve disputes during the project’s implementation, ensure
mutually acceptable redress actions, and avoid judicial proceedings;

WHEREAS, it seeks to offer a platform for receiving positive feedback and


recommendations from project stakeholders;

NOW THEREFORE, on motion of Committee Chair on Health Hon.


ROWENA P. BIDUA, duly Seconded by all kagawads be it-

RESOLVED, as it is hereby resolved, to enact the following ordinance:

BARANGAY ORDINANCE NO. 01

AN ORDINANCE CREATING THE BARANGAY GRIEVANCE COMMITTEE FOR


THE PHILIPPINE MULTI-SECTORAL NUTRITION PROJECT, DEFINING ITS
FUNCTIONS AN FOR OTHER PURPOSES

Section 1. TITLE. This ordinance shall be known as “The Barangay Grievance


Committee for the Philippine Multisectoral Nutrition Project (PMNP) of
Barangay Katipunan, Sta. Fe, Leyte”

Section 2. COMPOSITION. The Barangay Grievance Committee for the
Philippine Multisectoral Nutrition Project (PMNP) shall be composed of the
following:

Section 3. DUTIES AND FUNCTIONS. The Barangay Grievance Committee for


the Philippine Multisectoral Nutrition Project (PMNP) shall have the following
functions:

1. Ensure that the Grievance Redress Mechanism is properly installed in the


barangay.
2. In cases when there is a need for fact-finding, the Barangay Grievance
Committee will assist the project staff in calling for meetings and other fact-
finding activities and in securing Means of Verification (MOV) and other
pertinent documents regarding the grievance complaint.
3. Documentation of grievances that were raised during community
assemblies/meetings or submitted through other channels such as the
grievance box.
4. Coordinate with the Barangay Council in carrying out the above-functions
and other health-related activities.
5. Submission of the required monthly consolidated grievances received to the
Municipal Grievance Committee every 5th day of the following month.

Section 4. SECRETARIAT. The Barangay Secretary shall be designated as the


Secretariat of the Barangay Grievance Committee for the Philippine Multisectoral
Nutrition Project (PMNP).

Section 5. MEETINGS. The Barangay Grievance Committee for the Philippine


Multisectoral Nutrition Project (PMNP) shall meet at least once a month or as often
as may be necessary. Majority of the members of the board constitute a quorum.

Section 6. FUNDING. The Barangay shall allocate funds to support the operation
of this ordinance.

Section 7. EFFECTIVITY. This Ordinance shall take effect upon its approval.
