1.1 Introduction
The term field is used in survey research to refer to the geographical setting where data Collection takes
place, typically this refer to in-person interviewing and thus the name Field survey. One of the key
decisions when designing a survey is the choice of the modes Of survey data collection (along with
telephone and mail). In field surveys, which are Also referred to as face-to-face or personal-visit surveys,
an interviewer visits the Respondent’s home or office and conduct the interview. This entry outlines the
major Advantage and disadvantage of field data collection and the variations that are found in Modern
survey research and concludes with a brief overview of the development of Present data field surveys.
According to ALA Glossary, “Library Survey is a systematic collection of data Concerning the
management, activities, services, programs, use and users of a library, singly or in combination and in
any or all aspects, in order to determine how well the library is meeting its objectives. A survey may be
conducted from within the library or by an outside expert or team of experts.” In the field of Library and
Information Science, field survey is heavily used in exploring the user information needs and use
patterns. In order to strengthen the information resources and services in the libraries the researchers
conduct surveys. These library surveys are attempted to gather data for investigation and to know the
characteristics of users, their needs, etc. In field survey the data is gathered by using three types of
methods: Observation, Interview and questionnaire. This study is pertaining to the “ARTS LIBRARY

1.4 Methodology
According to Balasubramanian (77-88), to examine the provision of collection Development and management in
Libraries, survey method was adopted. The data was Collected by using various techniques of survey method such
as questionnaire, interview And observation. The details of using these techniques are as under:
➢ Questionnaire Technique
Questionnaire is one among the survey methods and it is a most common and Widely used device for data collection.
It is a primary data collection method by asking questions to elicit answer from the units of study known as,
respondents. The questions should be specific and relevant to the formulated hypothesis and

Interview is one of the important and powerful tools for data collection as social Research. It is direct method of
enquiry. The person who is interviewing is called Interviewer and the person who is giving the interview is called
interviewee or Respondent or informant. The respondent is asked to provide information in the Form of facts,
opinions, attitudes and intensions. The main Objectives of
Interview are:
To collect the detailed information about the library, library staff were interviewed.
The study deals with marketing aspects of library and information services. This study may reflect professional
development aspects of librarians especially working in college libraries. This paper can be termed as concept
paper prepared with the intention to generate awareness towards professionalization of library and information
services management .The researchers have done the literature review to understand the concept of Marketing,
its application to LIS field, various observations and discussions and professional experience tried to recollectthe
concept of Marketing to develop a strategic outlook for promotion of Library services.
CHAPTER 2
Introduction
This case study aimed to explore the “ARTS LIBRARY” North Campus, DELHI UNIVERSITY
Arts Library was created under the authority of the Executive Council Resolution No. 613 in February, 1982 with
the decentralization of Delhi University Library System. It Came into being as a separate entity only 1st January,
1985 when the administrative Responsibilities of the Arts Library was vested on the Dean, Faculty of Arts from the
University Librarian. Arts Library is one of the major Divisional Libraries of Delhi University Library System. It
supports the research, academic and teaching programmers of the university with The help of books, journals and
other reading materials in the following 16 Departments of Faculty of Arts and Faculty of Social Sciences.
Arts Library has three segments located separately. The first segment is located in
The ground floor of Tutorial Building. It has big Reading Hall with 150 seats, Technical Hall, Membership/ Issue
Return Counter, Reference Department, Reading Section for Teachers And Research Scholars, Stack Halls no. 4-6
consisting of books in all the subjects and Languages. Online Public Access Catalogue is available in the Reference
Department and Technical Hall.The second segment is Text Book Unit located in the Faculty of Arts, Room No. 23-
28, along with covered area of the corridors. All the text books for postgraduates and Collection of books of African
Studies and Buddhist Studies is there. Service is provided to The students from this unit. The third segment is
Periodical Department located in the right wing of the Central Reference Library. All the journals bound and
unbound in all the subjects mentioned above Are housed here and service is provided to the readers. There is
mezzanine floor consisting Of current issues of journal and bound volumes of journals of Library & Information
Science And African Studies. It also includes reading hall for readers and photocopying unit in Ground floor.
Library Hours
Arts Library functions for nearly twelve hours round the year except on Republic Day, Holi, Independence Day and
Gandhi Jayanti.
And Holidays
Periodicals Department
Library Hours are subjected to change and all changes in timings are notified on the notice Board.
Atmosphere of Study
As the library is a place of individual study and research it is necessary to maintain. An atmosphere of quiet and
dignity inside the library. Members are therefore, reminded that conversation or consultation among Themselves
or noisy or demonstrative greetings inside the library are not permissible.
Members can consult the books in Main Reading Hall. Teachers and Research Scholars can use Research Area in
Reference Department and Mezzanine Floor near the Stack No. 4-6 for reading. There are approximately 300 seats
in Arts Library in all Reading Areas.
Books on the shelves of stack halls are arranged by subject according to scheme of Colon Classification. All the
members have the privilege of Open Access in the stack halls. It is important That the arrangement of books be
maintained on the shelves for the convenience of members Themselves. While books can be freely taken out, on
no account should they be re-shelved by The members because of the danger of their misplacement.
Periodicals (both bound and loose) will be available for consultation only within the Periodicals Section against
Identity Card/Consultation Ticket/Reader’s Ticket.
Computerization
Arts Library is using TROODON 3.0 Library Software for record keeping of its Documents.
English Language Books and Hindi Language Books in all the subjects prior 1999 Have been entered in computers
from the Public Catalogue Onwards data is prepared from the books after books are processed. All the books are
Marked computerized. Data entry of Punjabi Languages books has been started recently from the books. These are
being Bar Coded also. Efforts are being made to procure the software for other languages. Catalogue cards Are
provided from the computer on the basis of AACR II. OPAC is available in the Reference Department
Loss of Library Books/ Library Tickets
Members are responsible for the books borrowed on their library tickets. Neither the Books nor the tickets be lent
to anyone else. Loss of library books is immediately reported in prescribed form obtainable from the Circulation
Section of the Library.
Members shall replace or deposit the cost (along with binding charges) of the book Lost or returned in a damaged
condition. When a library ticket is lost, the member shall deposit a library security of Rs. 500
Which shall be refunded to him/her on the expiry of the validity of the lost ticket. Duplicate Ticket shall be issued
on the payment of Rs 5/- per ticket. The member shall, however Continue to be responsible for any loss that the
library may suffer through the Loss/misuse of the lost ticket.
On each occasion the book is borrowed, a library ticket is to be given at the Issue Counter and the Identity Card
shown. The library ticket shall be restored to the member When the book is returned but the library ticket may be
retained by the library staff if any Problem is detected at the time of return of the book to be discharged when the
case is Settled. An overdue charge of Rs 1 per volume per day is charged for the books returned After due date.
This provision is for general books only. Overdue charges shall be collected Through the ‘Conscience Box’ method
and receipt is not issued for it.
Membership
As approved by EC Membership of all the members is valid for Academic Year and To be renewed yearly.
Library tickets are not transferable as they are tokens of privilege which only the Member to whom they are issued
to. Sub-lending of books is misuse of this privilege and May lead to the withdrawal of membership.Books should
not be kept beyond the date marked on the date slip pasted inside the Book. Members should keep library
informed of any change of address, change of college, Change of subject etc. during the period of their
membership. Members must satisfy themselves about the physical condition of the books before Borrowing them.
They shall be held responsible for any damage noticed/ reported later or at The time of returning. Members shall
be required to replace/ to deposit the cost (along Binding charges) of the book reported lost or found damaged
defected by marking. Defaulters may be suspended from the use of the library by the Librarian I/c of Arts Library

Infrastructure and facilities
In the growth of the institution, the backbone is its infrastructure. This year college is on a run to enhance its
infrastructural capacity for the students, faculty and non-faculty staffs. From the building of eight classrooms
(Porta Cabins) to the development of Creche; executing electrical in the campus; installing Solar Panel of 76.8W to
the opening of Open Gym are among the major developments. Apart from this, the foremost progresses for the
year in infrastructure include fully furnished Waiting Shed near parking, construction of Admin Block (SPS), ground
plus two Storey structure coming up behind Library, development of Outdoor Canteen Area with boundary and
pavement, construction of boundary wall of the Sports Ground and a Toilet Block, construction of Open Stage and
pavements for Cultural Programme, aluminum partition in Courtyard area and at other places creating Medical
Room, Girls Common Room and five other rooms to be used for different purposes, installation of RFID Entry
Recording System at the Library Gate, whitewash of the College Building, aluminum Partition for the Library
Acquisition Office Space, purchase of new furniture for the Classrooms, Girls Common Room and Library,
construction work initiated to cover the Courtyard with transparent roof and installation of Rain Water Harvesting
System.
Facilities provided by :
Books—in the General and Text Book sections—are issued for one week only. Books—in The Reserve Section—are
issued with advance reservation and prior permission of the Librarian. Reference books and periodicals are
available for consultation only. The College Library has been fully automate and uses Software. Approximately
87,134 books have Been put into the Automation process. The Library subscribes to a total of 45 newspapers And
magazine and has a rich collection of various reference sources such as encyclopedias, Dictionaries, atlas and
yearbooks etc. The Library also provides access to about 500 e-Journals and 75000 e-books through a host of high
quality electronic databases subscribed By Delhi University System (DULS) to its users. The Library has one air
conditioned reading Hall and it also houses 20 computers for the users. For visually impaired students, 225 Braille
Books & other facilities are available in the library. Library Tickets and Library-I Cards have Been computer
generated for staff and students. OPAC (On-Line Public Access Catalogue) Facility has also been provided for users.
The Library also has a Scanner Gun for greater Efficiency on the Issue/Return counter. The Library is also in process
to provide the E-Resources through N-List programme of INFLIBNET.

➢ Three books—for Honors’ (II and III Year) students and two for B.A. (Prog. II and III
➢ Students will be required to bring one passport size photograph for the library form.
➢ Students will be fined at the rate of Re 1.00 per day for late return of books & Rs. 2.00
for late return of reference books.
➢ Students will be fined for damage of library books and may even be deprived of library
facilities.
➢ Loss of books must be immediately reported to the Librarian in writing, failing which
the student will be liable to pay a heavy fine including one and a half times the cost of
the book. Tearing pages from any library book/magazine will be fined heavily.
➢ Students are required to look up the Library notice-board from time to time for library
rules and regulations and any other information concerning the Library.
Chapter 3
Introduction
This chapter deals with the analysis and interpretation of data, which have been collected through a Questionnaire
from the “ARTS LIBRARY” North Campus, DELHI UNIVERSITY under a field survey entitled “Collection Development
and Management in Library. With a view to optimizing the Effectiveness of the college libraries, a field survey was
carried out to ascertain the existing Information resources and their management, the financial aspects, existing
infrastructural facilities In Library. For this purpose a questionnaire for librarian was designed. Information was
collected through questionnaire as well as observation. The collected data is Organized and tabulated by using
simple statistical methods. Data was recorded in MS-Excel for Analysis along the presentation of data into the
following tables and charts with their interpretations. The questionnaire was distributed to the librarian and the
collected data has been analyzed and Organized in this chapter.

The above Table 3.1 shows the strength of the library staff of the library. The table shows that total
staff strength of Library is 15, out of which 2 are professionals, 3 are semi-professional, 2 are library assistants and
8 are attendants.
Library Budget
A library budget is a financial statement of the estimated revenues and expenditure of the library for A definite
period of time. The library budget is a tool of developing a library. The budget determines The services that will be
offered by the library and the resources devoted to each library program. Budget estimates for (i) staff salaries, (ii)
purchase of books and monographs, (iii) periodical Subscription, (iv) electronic resources, (v) newspaper and (vi)
miscellaneous should be prepared Carefully.
The Table reveals the annual total budget of the Library. The library gets Budget from the Institute. The central
government provides financial support to the institute. Besides, The Institute receives fees from under-graduate
and post-graduate students according to prescribed Schedules. The annual budget allocated for the library during
2021-2022 is 3 lakhs, for the purchase of Books/monographs and subscription to periodicals. There is no separate
budget for staff and for Purchasing library equipment etc. All these are included in the Institute’s budget.
Application of ICT has made resource sharing possible. Libraries now find it easy to engage in
various kinds of cooperative possibilities using OPACs and the development of digital library
software like Greenstone, CDs ware, and the CERN document server software. Also, web 2.0 toolslike blogs, instant
messenger, online communities, video sharing, web conferencing,
Wikis, podcasts, and flicker have been identified as facilitating resource sharing electronically.

Introduction
This chapter deals with the findings, suggestions and conclusion, which is the backbone of Every project. The
chapter provides with the findings that the researcher had find out as the Problems and analysis in the study area,
the researcher’s suggestion for the findings and the Conclusion of the library survey. As we can see in the earlier
chapters the main objective of the “ARTS LIBRARY” North Campus, DELHI UNIVERSITY Is to acquire relevant
literature or information resources and process, arrange and retrieve the Needed information resources for timely
utilization by different users. Although the objective Of the college library has remained unchanged, significant
changes in both the user’s Participation and means of access have taken place in past few years. The present study
Deals with the acquisition and selection of information resources and their management, the Financial aspects,
existing infrastructure facilities in “ARTS LIBRARY” North Campus, DELHI UNIVERSITY
Summary of findings
Based on the data presented and analysed, the findings could be summarized as follows:
• Though library has strong collection in print as well as electronic form but it is clear from
survey that mostly users in the library bring their own books and only using the reading room
• In addition to have open access system; the library should adopt aggressive promotional
activities and innovative services in Order to bring the library resources closer to their users.
There are many ways to do this. One of the way is distribution of the monthly list of books added
to the library to the readers on the regular basis. This will helpful in bringing such books to the
notice of the potential users. Another innovative technique to draw the attention of the potential
users to library resources is organization of book exhibition which have a bearing on topical
themes to enhance the chances of the books finding their appropriate users.
• User orientation programme are one of the useful activities of a library as they provide ways
and means to users to consult the various health literature tools/sources and also encourage them
in utilization of existing information services. It not only gave guidance to users in finding out
the required reading material but also enhanced the utilization of library resources and services
• It is also suggested that libraries have to play their role more actively and there should be
such courses designed for students to learn searching skills for using these electronic sources.
There should also be such training session in which students are taught about bibliographic
management tools to manage electronic documents and resources because mostly students
reported that they learn to use these sources by self practice and gradually. Thus the library
• major reasons for marketing library and information services are: to enlighten the users on the relevance of
library use, to Encourages the use of library, to identify the information needs of users, to achieve the objectives of
the library, to help Users develop skills in order to acquire information from various sources, and to achieve a high
level of customer Satisfaction.
• Techniques being employed in marketing library and information services are; provision of electronic access to
Information, staff friendliness to users, exhibitions and display of new arrivals, creating a library web page.
Techniques and strategies can results into creation of New products and services and thereby lead to more
patronage.
• Major competencies required of librarians in marketing library and information services as perceived by the
respondents Are; good communication skills, information technology skills, ability to answer users’ query, ability to
sell idea/library Services, ability to question and evaluate library services as well as interpersonal skills.
• It was evidenced from the findings that the major challenges militating against effective marketing of library and
Information services are; in-adequate fund, management lack of marketing policy, lack of facilities to market
library Services, lack of media access to market academic library services, poor access to information technology,
lack of Training in marketing, and lack of effective communication between librarians and users. However,
respondents disagree
major problems hindering effective marketing of library services were inadequate fund, irregular power supply,
Conclusion
The result of the field survey indicates that the existing resources and services of the “ARTS LIBRARY” North
Campus, DELHI UNIVERSITY is almost up to requisite standard. They need improvement in terms of faculty,
Facilities and services up to a level where they can function as the active part of the network. They Will have to be
modernized in order to be able to takeout the challenge of providing effective support To fulfill the needs of its
users. Some of the recommendation proposed would not only make the Better use of existing resources but also
make available needed and relevant information at the Grassroots. The finding on the mode of providing accesses
information resources through e-resources Sharing show that the library engaged in stand-alone subscription to
electronic information resources From database producer, download resources from the websites and create
folders in library portals And through individual-orientation request.
A library must be meeting the information, research, recreational and educational needs of the users, before it
could be adjudged to be Effective. Effectiveness and efficiency of a library is not based on how large the library is
or the number of staff and information Materials available, but on the services provided. Academic libraries are at
the forefront of providing information services to their Respective communities which comprises of students,
lecturers, and researchers in order to support their teaching, learning and research Needs. Academic libraries are
now faced with the need to market their services to users, therefore they must understand clients needs, Plan
service provision, promote the available services and deliver them efficiently and effectively. To achieve this,
marketing is the Essential tool. Effective marketing provides the means by which users are made aware of the
services of the library and their value.Based on the findings of the study, the following conclusions are drawn.
Respondents opined that marketing library and information Services is necessary in order to enlighten the users on
the relevance of library use, to encourage the use of library, to identify the Information needs of users and to
achieve the objectives of the library. Librarians indicated that in order to market library services Successfully they
need to be competent in answering users query and have the ability to question and evaluate library services.
Librarians agreed that good communication skills, information technology skills, ability to answer users’ query,
ability to sell Idea/library services, ability to question and evaluate library services as well as interpersonal skills are
competences required of Librarians for effective marketing of library and information services. However,
challenges such as in-adequate fund, lack of facilities to Market library services, poor access to information
technology, lack of training in marketing, and lack of effective communication Between librarians and users are
issues that must be looked at critically for maximum tapping of the benefits that can be derived from Marketing of
library and information services.
