ABSTRACT

This project is to address the problems encountered by the staff

of custom and their customers. In view of this problems, the

manual process involved in the handling and management of

goods in custom office were critically studied and the problems

noted. This project went further to treat the different

techniques used in implementing the newly designed software.

This work is conducted towards the computerization of the

existing system of processing data in order to identify some

various problems that is being encountered in mechanical

aspect of it and the manual method of data processing in the

billing of imported and exported customer goods and thereby

recommending first class solution to the problem of information

system in the organization.

This theory also compares the existing system with the new

system which is exact and a faster way of processing data and

the problem that is faced by customers when they are clearing

their goods from the wharf. This theory includes with the

implementation, programming, test run, change over the


process of the new system. The software is designed using

visual basic 6.0 language. This language was chosen as a result

of its easy syntax and structure for developing windows-based

applications.

CHAPTER ONE

INTRODUCTION

1.1 BACKGROUND OF THE STUDY

Warehouse is where goods and commodities are kept for

further clearance. Narrowing it to Nigeria Ports Authority, there

are many warehouses where imported consignment and goods

are stored. This is cleared by carrying the billing papers from

post to post, waiting and wasting much time in seeing who is in

charge. Goods that takes about two weeks to berth into the

country takes another two weeks to get cleared. This makes

the importers and the clearing agents to run from port to port,

in search of where the goods were kept.

The introduction of computer in warehousing will enable

importers know which and where their goods are kept, as it will

always be stipulates on the bill of laden papers. Computer is

hereby seen as a way of handling, by systematically organizing

them, recording or making notations on them, following up with

the appropriate action or the like.


1.2 STATEMENT OF THE PROBLEM

The processing of billing papers for clearance of goods, with

manual method has led to omission of many records that ought

to be included. This is caused by inaccuracy of the manual

billing process.

Due to the inefficiency in manual billing process, billing papers

are carried from post to post, waiting for who is in charge,

thereby delaying the goods that suppose to be delivered.

More so, goods are not delivered on time, due to the fact, that

goods that takes about two weeks to get into the country, still

takes another two weeks to be cleared.

1.3 PURPOSE OF STUDY

The purpose of this is study is to

1. Identify those problems caused by using manual billing

clearance

2. Finding out the effect of this in Nigeria Ports Authority

3. Create computer awareness

4. Identify prospects for solution of problems.

This research, base on the problem and prospect of using

computer in Nigeria Ports Authority, will help to develop

interest towards computer.

The findings of this research will also help the management to

increase the income generation of Nigeria Ports Authority and

smooth running of the warehouse in general.

1.5 SCOPE OF THE STUDY

The researcher will identify all the problems, including the

financial constraints of the problems, encounter with the use of

manual billing clearance in warehousing.

1.6 LIMITATIONS OF THE STUDY

Due to the financial constraints of the researcher and lack of

time, the researcher is concentrating the study in only Nigeria

Ports Authority Lagos.

1.7 DEFINITION OF TERMS

GOOD- Goods carried in a ship


TONNAGE- A measure of the capacity of a ship (1 ton = 100

cubic feet)

PORT- A place where ship load and unload goods shattered

form storms.

VESSEL- A ship for transport by water

BILL OF LOADING- A list giving details of a ships goods

CONSIGNCE- A person or company to whom goods are sent

form the counting of export and who receives them.

MANIFEST- A list of all goods on the ship

WHARF- This is a landing stage built along the shares for

loading or unloading vessels.

LABOUR- An area of water protected from the open sea by

land or walls in which ships can shelter.

BERTH- This is a place in the wharf where a ship can be died

up or swing at anchor.

PORT OF LOADING- A place where ships load goods and leave

for the definition.

PORT OF DISCHARGE- A place where unload goods from poof

of loading.

OCEAN FREIGHT- This is an amount charged by the carrier by

the carrier for transportation of goods by sea.

VOYAGE- A journey by water mostly a long one in a ship.

SHIPPING- This is the process of pulling things on in a ship or

transportation goods by ship

WAREHOUSE- This is a store house

TRASNPORT- This is carriage of goods from one place to

another

SAILING- This is the movement of ship on a sea from one place

to another

CUSTOM- This are the people that are in charge of checking

the vessel if it contains any contraband items and the paper

that contains the particulars of the container in the vessels.

ROTATION NUMBER- A number allocated by the department

of customs and exercise to every ship entering into future use.

COMPUTER- This is an electronic machine that accepts data as

input, process it using a set of instructions and given out result

as output. It also stores information which could be received for

future use.

DATA- This are raw fact that have not been processed.

DISK- It is a storage device that stores data or information.

The development of sea port in Nigeria in the early (19 th)

nineteenth century i.e over a hundred years ago, during the

British colonial administration has not given gains to improved

processing and information systems. Although limited initially

to the opening up of the lagoon, it however resulted in the

opening of port in Apapa and Port Harcourt. Thus, this then led

to the establishment of the Nigeria customs (N.P.A) in 1955 to

maintain the ports as well as load and discharge goods

(www.customs.gov.ng).

Today, the custom is a wholly government owned organization

under the supervision of the federal ministry of transport with

the responsibility of providing specific ports and labour services

for the country’s maritime industry. The major functions of the

company are provision and operations of import handling,

pilotage and wage services, supply of water and fuel for vessel

repairs and maintenance, dredging and contra dredging of

water ways, navigational light of the ports and other ancillary

services (A.K., Ubeku, 1975).


File processing and information management handling in the

Nigerian customs systems is archaic and low graded most of

their ports and offices i.e of not Nigeria customs as a whole”

lack expertise handling and this creates to a very large extent

redundancies and inadequacies in this sector of government.

Dynamics of technology have changed the conduct and scope

of international trade. As a critical factor in the unfolding

development, customs cannot afford to be indifferent.

Information dissemination about Nigerian customs operations is

therefore considered very vital to trade facilitation in a world

that is becoming increasingly technologically driven. This, then

seem to be the cause of rapidly, increasing use of automatic

data processing equipments often in associations with

computers to accomplish routine clerical tasks. Techniques that

can be applied in sorting and augmenting records by computer

can be used in searching a collection of machine readable

records. If the machine can recognize the records its going to

be with a particular code, word, phrase or the coincidence of

two or more such key terms called for by the search command

it can seek out the pertinent records and list them, copy them,

transmitted, by this a stored information or data in the

database can be accessed and used. (Akwudike and Ugwu,

2002).

2.1 BENEFITS OF A COMPUTERIZED SYSTEM

The use of computerized systems for data processing offers a

great deal of benefits in the sense that if the Nigerian customs

service (NCS) get themselves acquainted with a computerized

type of system, they will be able to perform arithmetic check in

seconds and it can carry out procedures set by particular

software for example using software’s like sage or QuickBooks,

when a bank payment is entered, it will automatically update,

the bank account and post the entry to relevant expense ledger

specified by you. This greatly can reduced the likelihood of

errors occurring in their data processing and accuracy is

improved. With a computerized system of information handling

large amount of data compared to the manual system can be

stored and you can reuse data for one purpose for another
reason, examples data used for generating cash receipts can

be processed for marketing analysis. (Akwudoke and Ugwu,

2002). The system can also offer the user more flexible access

to the data by helping them to look at it in different ways to

output it in different forms and formats and to use it as input to

other reports, the system can keep on accurate listing of all the

actions it has performed so that they can be refined easily. This

is useful when looking to correct errors or to check if the

accounts are accurate. If the customs office needs to be

received or audited, this audit trail will be very important as an

evidence of how the data processing has been performed.

2.2 IMPORTANCE OF THIS WORK

This project is directed at reforming the customs clearance

process. It aims at speeding up customs clearance through the

introduction of computerized and simplification of procedures

and thus minimizing administration costs to the business

community and the economy of this country, Nigeria it also

aims at increasing customs revenues, which is often the major

contributor to national budgets, by ensuring that all goods are

declared that duty/tax calculations are correct and that

duty/exemptions, preference regimes etc are correctly applied

and managed. Furthermore, it aims at producing reliable and

timely trade and fiscal statistics to assist in the economic

planning process as a byproduct of the customers clearance

process.

An efficient and effective customs administration is essential to

the welfare of any country. It benefits the national economy by

collecting revenue. It assists the government to implement

national and international policy. It protects the country by

combating fraud and illegal trafficking of prohibited and

restricted goods. It provides the statistical information on

foreign trade transactions essential for economic planning and

it encourages international trade.

However, customs administrations in the different zonal

headquarters of Nigeria often fall short of being efficient and

effective. (Canterbury Accountancy). This project also aims at

adequate handling of manifests and customs declarations,


accounting procedures and warehousing manifests and

suspense procedure, it generates detailed information about

foreign trade transactions which can be used for economic

analysis and planning.

2.3 FILE ORGANIZATION

Files tend to be oriented or structured by physical rather than

logical factors and tend to be highly interrelated and

interdependent on the programs that process them. The

database allows one to make the data independent of the

programs that process them and to some extent the constants

of physical storage media

When computers were first applied to data processing

problems, file organization consisted little more then

contenting sequential units record files from so or 90 column

punched paper cards to magnetic tape storage media instead

of processing sequential unit record files on cards by

mechanical or electromechanically tabulating machines,

sorters, etc. The some sort of files were processed sequentially

using magnetic tape, unit records having more than 80 or 90

of organizing computer stored file the most common method of

file organization is to place the records sequentially in storage

organization is a linear sequential list structure with the records

as list entries and has all the problems of such a data structure

searching the entire file for it. An early alternative to sequential

file organization was random organization. Additions to

randomly organized file are simple, but deletions and other

access to partial elements require a full search of the file. Some

applications in which order of processing is immature and

files.

A modification of the sequential file, which improves its access

efficiency by providing rapid random, access method. Cheering

is a file organization method, which user database embedded in

a data record to locate the next logical record, which of course

linked allocation of a linear list, or a free structure whose

entries or modes are the records of the file. File designers

usually refers to chained files with a free structure as being

hierarchical and those whose elements are related by common

characteristics as being associative.

The four fundamental methods of file organization described

here appear in many diverse variations in the application but

they all share a number of common weakness, the data is

classical file and the program or program that process that file

are highly interdependent. A change in one usually produces

change in the others; files in an integrated file system tend to

be either tightly interdependent, or highly redundant if any

attempt has been made to decouple them.

3.0 SYSTEM METHODOLOGY ANALYSIS AND DESIGN

3.1 DESCRIPTION AND ANALYSIS OF THE EXISTING

SYSTEM

This deals with the critical mode of operation currently utilized

at custom and exercise office warehouse. These give an insight

at their operation and how they handle their activities on a

daily basis.

Here, every importer clearing his goods in custom and exercise

office department information about the importer, the

document contained in the file are things like the name of the

vessel importers name, port of loading, port of discharge,

rotation number quantity and description of goods, the porting

market etc every importer has unique registration file number

with which his file is identified in case he/she is needed to be

provided with necessary information cash he/she is needed to

be provided with necessary information in case of problem with


the client. After this information have been collected, then the

agency puts the data in order the coding process, the formal for

clearing goods coming into the country. Billing of a customer

starts after the customer has consulted customer officer.

However, in case of a new client, billing commence soon after

such a customer has been registered as a user of the agency

and registration file number has opened in a customer’s name,

the staff account clerk does the billing extracting details of the

services rendered by custom and exercise office from the file.

The customer is required to pay for the goods that have been

delivered to the input wave house, and he is issued a recent

after making payment.

 Interview method: Some custom staff, the operation

manager was interviewed and he through more height on

some major areas of their operation.

 Input analysis: The major source of input to the system is

the export manifest, this a document which shows relevant

information about the payload, that will be exported and the

owner of the goods, the name of the vessel, voyage number,

port of loading data of scaling port of discharge, bulk of

loading number of marks and the numbers for identifying the

3.4 PROCESS ANALYSIS

After the export of this goods from the port of trading to the

discharge, the shipping company super maritime shipping

company) takes the responsibility to ensure that the rightful

owner of the goods receives it. In order for the shipping

company to authorize the goods for delivery the importer or his

agent must produce the original copy of the bill of loading or

the indemnity which could be either personal or bank in its

absence. Also to importer or his agent copies customs bill of

entry and certificate of entry.

will be expected to settle any changes such as ocean freight,

container changes etc as the case may be.

The output of the system is the bill of loading, it is a

certification of the contents of the manifest. Its features include

3.7 PROBLEM OF THE EXISTING SYSTEM

The manual system operated by the custom consist of a the

manual files. The manual files consist of a set of records. A

record likely consists of a all the information about a good that

will be exported and terms of agreement that will enable a

particular to be exported. These files are usually stacked in

shelves according to divisions (with the file number identifying

each export good) in a room in the offices those piles of files

make the offices look unity. Also the offices are turned into

breeding grounds of rats and cockroaches. Other problems in

duplication of records in files.

3.8 JUSTIFICATION OF THE EXIST NEW SYSTEM

Despite of the problem of the existing system, the new system

can be justified by introducing the use of computer. This use of

computer will help to remove in inaccuracies that occur in data

processing which tend to suffer the control of the organizations

activities. It will also speed up the processing of the increasing

volume of data in order to produce information on time.

Against to remove unnecessary cost involved in non-computer

processing operation while the level of activity remains suitable

a computer is to be introduced.

practically all interested companies. The computer is simple, it

process numbers and words in many way, and yields output, it

stores and retrieves large amount of data in almost any form.

great distances from each other can communicate and work

together with computer by recording data once in the

computer we need not write it again. Thus with the several

problem of the manual system and the ability of the computer

to solve or minimize them, one can safety say that the
