STANDARD PRACTICE (L3)
1. INTRODUCTION
At the time it was created its key role was the regulation of the communications
and multimedia industry based on the powers provided for in the Malaysian
Communications and Multimedia Commission Act (1998) and the
Communications and Multimedia Act (1998). Pursuant to these Acts the role of
the Malaysian Communications and Multimedia Commission is to implement and
promote the Government's national policy objectives for the communications
and multimedia sector. The Malaysian Communications and Multimedia
Commission are also charged with overseeing the new regulatory framework for
the converging industries of telecommunications, broadcasting and on-line
activities.
The experts in this field can also pursue careers in other industries in Malaysia or
internationally. They also can be exported to the international market due to the
increasing need of experts in this field. Hence, the development of this NOSS is

essential for the industry to have certain guidelines and standards based on the
level of competencies that have been set by the industrial experts in this field.
The entry level for Wired Transmission Infrastructure Installation & Maintenance
personnel career is at Level 3. The justification is based on the nature of work
that requires competency in performing in a variety of contexts, most of which
are complex and non-routine. There is considerable responsibility and autonomy
and control or guidance of others is often required. Generally they work
following instructions and project schedule that has been prepared on project
basis as per term of reference.
This NOSS provides first hand information to the workers regarding the
telecommunication industry working environment. This NOSS also provides a
career path and employment development for those involved in this industry.

2. OCCUPATIONAL AREA ANALYSIS
The Occupational Area Analysis is the initial phase in the development of the
NOSS. It is done so that the current job titles in the industry are translated into
the job areas required of the personnel. In doing so, candidates will have better
employment prospects as there will be no mismatch of job titles to expected job
competencies. This is because different organisations use different job titles.
Certification will also be able to reflect the job competencies correctly and avoid
confusion of job scope based on job titles.
For the Wired Transmission Infrastructure Installation & Maintenance job area, it
has been analysed by expert panel members that it consists of competencies
such as Low End Equipment Material Installation and Maintenance, Low End In-
stallation Material’s Installation and Maintenance, Fibre Optic Cable Splicing,
Wired Transmission Site Survey, Frequency Scanning and Antenna Installation
and Maintenance.
The Occupational Area Analysis in Figure 1.2 shows that this NOSS focuses on
Wired Transmission Infrastructure Installation & Maintenance competencies at
Level 3.

3. DEFINITION OF COMPETENCY LEVEL
The NOSS is developed for various occupational areas. Candidates for certification
must be assessed and trained at certain levels to substantiate competencies. Below
is a guideline of each NOSS Level as defined by the Department of Skills
Development, Ministry of Human Resources, Malaysia.

4. MALAYSIAN SKILLS CERTIFICATION
This particular course can be enrolled by anybody who possesses high analytical
thinking and has a very strong base in Mathematic and English. The justifications of
the respective pre-requisites are based on the scope of work that requires a certain
level of logical thinking, in order to fulfill the job scope requirement.
Candidates after being assessed, verified and having fulfilled Malaysian Skills
Certification requirements shall be awarded with the a Malaysian Skills Certificate at
Level 3.
