Eligibility Criteria
Technical Capacity
For demonstrating its technical capacity and experience (the “Technical Capacity”), the
Bidder shall have carried out, for itself or as a contractor or sub-contractor, ‘excavation
and transportation’ of Overburden by mechanized means and/or ‘excavation and
transportation’ of coal/ lignite/ iron ore/ bauxite/ manganese ore/ copper ore by
mechanized means during the past 7 (seven) years ending on the last day of the August
2022, such that the total composite volume of such ‘excavation and transportation’ during
any period of 1 (one) year (consecutive 365 days) (the “qualifying period”) during the
aforesaid period of 7 (seven) years is more than 25 million cubic meter (the “qualifying
quantity”), from maximum 5 (five) opencast mines of coal/ lignite/ iron/ bauxite/
manganese/ copper; provided that the quantity handled in at least one mine should not
be less than 10 million cubic meter.
For the purpose of the Bid, the specific gravity of coal, lignite, iron ore, bauxite, manganese
ore and copper ore shall be considered as [1.6], [1.15], [4.0], [2.4], [3.7] and [3.0],
respectively. 19
Financial Capacity
1) The Bidder shall have a minimum average Total Income during
the 3 (three) financial years as chosen by the Bidder from the 4
(four) immediately preceding completed consecutive financial
years as on date of invitation of Bids, of Rs. 1147.804 crores
(Rupees one thousand one hundred forty seven crores and eighty
lakh forty thousand) and
2) a minimum Net Worth of Rs. 382.601 crores (Rupees three
hundred eighty two crores and sixty lakh ten thousand) at the close
of the latest financial year among the 3 (three) financial years
chosen by the Bidder (the “Financial Capacity”). 20
Brief description of the Bidding Process
❑ The Authority has adopted a single stage two-part process (referred to as the “Bidding Process”)
for award of the Project to the Successful Bidder.
❑ All the Bids are to be submitted online and on the website [http://www.coalindiatenders.nic.in].
❑ The Bidders are to submit offers in 2 (two) parts in the links “Part-I/ Cover I” and “Part-II/ Cover II”

i. Guaranteed coal production at designated grade and size and OB removal as per the Mining Schedule.
ii. Undertake the activity for physical possession of land for achieving coal production as per Article 21.
iii. Preparation and approval of Rehabilitation & Resettlement Plan.
iv. Execute Rehabilitation & Resettlement of Project Affected persons as Pure Agent.
v. Carry out drilling and blasting operations as approved from DGMS and adhering to all statutory guidelines.
Supply of explosive as per the requirement.
vi. Deployment of statutory and supervisory manpower.
vii. Procurement, operation & maintenance of equipment required for target coal production and OB removal.

existing 33 KV Substation located at Bhubaneswari OCP. The length of Power transmission line from Nandira
Substation to Bhubaneswari Expansion Project (located near Railway line bulb of Lingaraj OCP) is
approximately 16 KM.

x. Drawing of power at 6.6 KV from existing & new substation (to be constructed by MDO) through 6.6 KV
OHTL to mine & CHP operations with proper metering arrangement.
xi. The mine operator will have to construct CHP substations and other power supply/distribution system for the
purpose of the contracted work. The mine operator will have to obtain all necessary approvals for installation,
commissioning, operation and maintenance of substations and other electrical installations from the DGMS.
The mine operator shall indicate in detail the power supply requirement with single line electrical diagram as
per contract.
xii. Design, construction, operation and maintenance of haul road, dozing & grading wherever necessary.
xiii. Installation and maintenance of pumps, pipes, fittings. Control of mine water discharge as per statute.
xiv. Effective dust suppression measures, quarry & surface lighting, pumping, stock maintenance and other
ancillary activities.
xv. Illumination of quarry, stock yard, roads and other places of work as per statute to be ensured at all
operational sites. Illumination for security of the mines and installations.
xvi. Reclamation along with Environmental Management and monitoring as per approved Mining Plan/EMP.

xvii. Engage manpower for maintenance and operation on its own terms and conditions, with the expressed and
clear understanding that this manpower will have no legal right to employment or any other benefit/s in MCL
during or at the end of the agreement's term. Salary and wages, provident fund, gratuity, health care, and
compensation to its workforce shall be in accordance with the High Power Committee (HPC) wages, the Coal
Mines Provident Fund and Miscellaneous Provisions Act 1948 and its amendments, the Coal Mines Pension
Scheme-1998 and its amendments (CMPS), and other statutory Rules and Regulations applicable to coal
mining.
xviii. Safe conduct of mining operations including ensuring safety of the workforce deployed.
xix. Deployment of adequately qualified, skilled and trained manpower and imparting periodic training as per
statute.
xx. Financing of proposed works as per the contract.
xxi. Design, build, construction, operation and maintenance of the CHP from receiving hopper (CHP) within mine
upto SILO loading system onto railway wagons. An additional 25 Mty of coal will be transported by two
different dispatch arrangements of 15 Mty and 10 Mty, to be named Phase-III & Phase-IV respectively.

xxii. Phase-III: 15 Mty of coal will be dispatched through CHP with Silo-III located near existing Lingaraj Silo
with a new rail loop within the existing loop. 12 Mty will be dispatched by silo onto rail wagons and 3 Mty by
hoppers onto trucks for local sale.
xxiii. Phase-IV: CHP with in-pit receiving arrangement and dispatch the balance 10 Mty coal through Silo-IV,
located in between quarry IV & VII of Jagannath OCP, near existing spur sidings IV & V.
xxiv. Phase-I & II CHP & silo loading arrangement for 25 Mty is under construction by MCL. The same will be
operated and maintained by MCL through outsourced agencies/turnkey contractors till Sep-2028. From Oct-
2028, the Coal Handling Plant will be handed over to MDO on As is where is basis.
From October-2028 Operation & maintenance of Silo/RLS Phase-I/II including maintenance of railway
infrastructure (track, OHE and S&T) will be responsibility of Mine Operator.
Maintenance cost towards rail infrastructure (track, OHE and S&T) shall be borne by the Mine Operator and
will not be reimbursed to the Mine Operator.
xxv. Construction of additional railway connectivity & associated infrastructure for Phase-III/IV CHP/Silo/RLS
for loading arrangement.
The tentative route length for Phase-III Silo (15 Mty) near existing Lingaraj Silo is 2.5 Km and track length is
approx. 8 Km.

The tentative route length for Phase-IV Silo (10 Mty) located in between quarry IV & VII of Jagannath
OCP, near existing spur sidings IV & V is 3 Km and track length is approximately 12 KM.
Maintenance cost towards rail infrastructure (track, OHE and S&T) shall be borne by the Mine Operator
from the date of commissioning of Silo/RLS Phase-III/IV and will not be reimbursed to the Mine Operator.
xxvi. Diversion of village road with all the allied activities.
xxvii. Embankment with a height of 3 m above HFL along Bangaru Jhor.
xxviii. Garland drain along periphery of the work areas.
xxix. Ensuring safety due to fire and provisions of firefighting at all places of the mine including stock railway
siding, CHP, Silo, RLS etc.
xxx. Water supply arrangement for industrial and domestic use for both MCL & MDO including residential
complex.
xxxi. Effective dust suppression arrangement using all modern and state of art technologies to comply with the
statutory Air pollution norms at all points of production, transportation and dispatch proper lighting and
illumination as per statute to be ensured at all operational sites.
xxxii. Arrangement of digital surveillance system like OITDS, CCTV camera, PTZ camera with centralized

xxxiii. Arrangement of proper security system for ensuring no pilferage/theft of coal from any point.
xxxiv. Design, construction, and maintenance of service building and residential building for both MDO and
MCL.
xxxv. All mine developmental works including construction of road and culverts, bridges etc.
xxxvi. Preparation of Wildlife Conservation Plan.
xxxvii. Socio-economic Survey of affected villages.
xxxviii. Obtaining CTE and CTO from SPCB
xxxix. Any other study required by MoEF, SPCB, CPCB and other statutory body in connection with EC & FC.
xl. Procurement of Environment clearance including public hearing and all other activities including various
studies, survey, scientific investigation, SIA, EIA, EMP, preparation of various plans/reports or any
assessment for fulfilling the requirements of any statutory authority for compliance of terms of reference
(“ToR”), Public consultation etc. for procurement of Environmental Clearance and subsequent amendment
& enhancement of EC.
xli. Procurement of Forest clearance (Stage-I and Stage-II) including tree enumeration, pallisabha for obtaining
NoC from Collector under FRA-2006 and all other activities including DGPS survey of CA land, including

submission of online applications with the MoEF, Govt of India from grass root level to ministry.

xlii. Diversion of NH-149 passing through the northeast corner of the project area. The same is to be diverted
along the north-eastern boundary of the block. The surface boundary of the quarry will be kept at a safe
distance from the highway as per the latest guidelines of the Statutory Authority.
xliii. Installation of weighbridges matching with coal transportation fleet for 100% weighment at incoming and
outgoing ends of coal stockyard(s) and incoming ends of railway siding(s) and TRH of RLS/CHP of Silos.
xliv. Execution of work at existing patch of Bhubaneswari OCP by the successful bidder at Agreed Rate as per the
Part-I Agreement and the same is not covered under Mining Charge as per clause 28.1.1 of MCA. The work at
existing patch of Bhubaneswari OCP shall commence as per Part-I agreement. Cancellation or delay in
executing the work at existing patch of Bhubaneswari OCP due to fault attributable to the successful bidder
may attract cancellation of whole Contract i.e., Contract under Part-I Agreement and Contract under MCA.
All terms & conditions, quantities, rate and Contract value applicable only for existing patch of Bhubaneswari
OCP shall be as per Part-I Agreement
xlv. The successful bidder shall execute the part-I Agreement for working at the existing patch of Bhubaneswari
OCP. Part-I Agreement shall have effect until execution of Contract Agreement and execution of subsequent
supplementary Agreement with SPV in respect to the Part-I Agreement, if the successful bidder and the
Authority has entered into any Agreement prior to the formation of SPV.

Present Status
1. EC available 30 MTY. EC granted on 25.07.2022 for increase in production capacity from 28 MTPA
to 30 MTPA in the existing patch consisting land area of 638.341 Ha.
2. FC for 20.38 Ha - online application done 30.04.22, hard copy submitted to DFO, Angul on 22.08.22
with all compliances.
3. Present status of land acquisition-
❑ Total Land requirement - 1682.16 Ha.
❑ Land Acquired as on 01.04.2022 - 952.32 Ha.
❑ Notifications under CBA- u/s 4(1) issued for 729.84 Ha. land on 17.06.2022.
❑ DGPS survey of block boundary under progress for application u/s 7(1) and finalization of
requirement of land.
4. The Mining Plan & Mine Closure Plan for Bhubaneswari Expansion OCP (50 MTY) is under
