AN EXECUTIVE ORDER DESIGNATING MX. JEMUEL E. FORTES, LGBTQIA+


MEMBER, AS THE BARANGAY GENDER AND DEVELOPMENT (GAD) FOCAL
PERSON OF BARANGAY CARRIEDO, IROSIN, SORSOGON

WHEREAS, Republic Act No. 9710, otherwise known as the Magna Carta of Women,
mandates all government agencies, including local government units, to pursue gender
mainstreaming as a strategy for promoting gender equality and women empowerment;

WHEREAS, the Barangay Gender and Development (GAD) Focal Person plays a vital
role in ensuring the effective implementation of gender-responsive policies, programs,
and activities within the barangay;

WHEREAS, there is a need to designate a Barangay GAD Focal Person to lead and
coordinate gender mainstreaming efforts and ensure compliance with national and local
gender-related policies;

NOW, THEREFORE, I, ROBERTO G. FORTES, Punong Barangay of Carriedo, Irosin,


Sorsogon, by virtue of the powers vested in me by law, do hereby order the following:

SECTION 1. DESIGNATION OF THE BARANGAY GAD FOCAL PERSON

Mx. Jemuel E. Fortes, an active member of the LGBTQIA+ community, is hereby


designated as the Barangay Gender and Development (GAD) Focal Person of
Barangay Carriedo, Irosin, Sorsogon.

SECTION 2. DUTIES AND RESPONSIBILITIES

As the designated Barangay GAD Focal Person, Mx. Jemuel E. Fortes shall have the
following duties and responsibilities:

1. Lead the implementation of gender mainstreaming initiatives in the


barangay;
2. Assist in the formulation, planning, and monitoring of the Barangay GAD
Plan and Budget;
3. Ensure that gender-responsive programs, projects, and activities are
integrated into barangay development plans;
4. Coordinate with the Municipal GAD Focal Point System (GFPS) and other
agencies for capacity-building activities and resource mobilization;
5. Advocate for gender-responsive policies and ordinances in the barangay;
and
6. Perform other tasks as may be assigned by the Punong Barangay in
relation to GAD concerns.
SECTION 3. COORDINATION AND SUPPORT

The Barangay Council and all concerned barangay personnel shall extend full support
and cooperation to the Barangay GAD Focal Person in the performance of their duties.

SECTION 4. EFFECTIVITY

This Executive Order shall take effect immediately and shall remain in force unless
revoked or amended accordingly.
