Introduction:
MTB-MLE refers to “first-language-first” schooling which begin in the mother
tongue and transitions to additional languages particularly Filipino and English. Mother
Tongue or the First language (L1) as a subject and a language for teaching and learning
will be introduced in grade one for conceptual understanding.
This Module will inform you necessity of the mother tongue as a subject and as a
language for teaching and learning. You will explore the benefits that will derived from
doing and will enumerate the different provision of the department of Education order
74, s.2009 as a policy that institutionalizes Mother tongue Based-Multilingual Education
(MTB-MLE) in the country.
Lerning Outcomes:
At the end of the lessons the students must ;

2. Named the fundamental requirements for strong Mother Togue Based-
Multilingual Education (MTB-MLE)
Lerning Content:
UNESCO advocate the use of mother tomgue and celebrates Mother Tongue Day every
February 21 of each year. The United Nation, in its declaration of Education for all has
According to DepEd Order 74, s. 2009, MTB-MLE is the effective use more than
two languages for literary and instruction. Local and international studies have validated
the superiority of the use of the mother tongue first in improving learning outcomes and
promoting education for all.
The same order DepEd established a framework that provide curriculum
guidelines for teachers, school manager, instructional quality assurance for teachers
and other educational leaders.
In order to provide strong MTB-MLE program, there are Ten Foundation Requirements
needed according to DepEd Order 74, S. 2009.
1. A working orthography (alphabet and spelling) for the local language that is
acceptable to majority of stakeholders and promote intellectualization of that
language.
2. Development, production and distribution of inexpensive instructional materials
with special priority to beginning reading and children’s literature. As much as
possible, the materials should be original, localized in term of people, events,
realities and appropriate to language, age and culture of the learners.
3. The use of learners first language (L1) as the primary medium of instruction from
pre-school until at least Grade 3. It shall be the main vehicles to teach
understanding and mastery of the subject.
