Module 3: Steps in Facilitating Competency Standard Development

Module Overview

This module explores the steps involved in facilitating the development of competency standards.
The aim is to provide a structured approach to developing competency standards that align with
industry needs, ensuring that workers are equipped with the necessary skills, knowledge, and
behaviors. Through this session, students will understand the critical role of competency standards
in workforce development and the practical steps required to facilitate their creation.

By the end of the module, students will be able to:

• Describe the key steps involved in facilitating the development of competency standards.

• Apply these steps to facilitate the creation of a competency standard for a chosen work
role.

• Value the importance of structured processes in developing competency standards to


ensure alignment with industry requirements.

Activity:
Ask the students to reflect on their future careers and consider the skills they would need to
succeed in those roles. Prompt a few students to share:

• "What specific skills do you think are necessary for the career you want?"

• "How do you think competency standards are created to ensure that workers are equipped
with these skills?"

Steps in Facilitating Competency Standard Development (30 minutes)

1. Step 1: Analyze the Work Role/Function

o Objective: To clearly define the roles and responsibilities associated with a


specific work function.

o Activity: Identify the tasks that are performed in the role, breaking them down
into key actions.

o Tools: Job descriptions, task analysis, interviews with industry experts.

2. Step 2: Identify Required Competencies

o Objective: To determine the skills, knowledge, and abilities (KSAs) necessary to


perform each identified task.

o Activity: Map the required competencies to each task or function in the role.

o Tools: Skill matrices, consultations with industry professionals, and job role
profiles.

4. Step 4: Develop the Competency Standards Document

o Objective: To formalize the competencies and performance standards into a


structured document.

o Activity: Compile a clear and concise document that outlines competencies,


performance criteria, and required outcomes.

o Tools: Templates, competency standard guidelines, and standard operating


procedures (SOPs).

5. Step 5: Validate and Review the Competency Standards

o Objective: To ensure the competency standards are accurate and relevant by

Objective: To apply the steps of competency standard development to a real-world scenario.

Divide the students into small groups and assign each group a different industry or work role
(e.g., healthcare, IT, hospitality, or construction). Ask the groups to:

• Analyze the key tasks or work functions for the assigned role.

• Identify the required competencies and performance standards for that role.
