-​ Pedestrian Standards Analysis -
1. Physical Characteristics
1.1 Sidewalks

●​ Gradient: Should not exceed 1:20 (5%)​.


●​ Cross Slope: Maximum of 1:100​.
●​ Width: Minimum of 1.20 meters​.
●​ Surface: Slip-resistant, even, and free from abrupt changes over 6.5mm​.
●​ Spacing for Wheelchairs: At least 1.5m for wheelchair users to turn, with rest areas
every 12 meters​.

1.2 Curbs and Ramps

●​ Dropped Curbs:
○​ Provided at pedestrian crossings and footpaths.
○​ Gradient should not exceed 1:12​.
○​ Width: Minimum of 0.90 meters​.
○​ Should not be placed at sidewalk corners​.
●​ Curb Cut-Outs:
○​ Minimum width: 0.90 meters.
○​ Gradient not exceeding 1:12​.
○​ Must not obstruct sidewalks​.

1.3 Crossings

●​ Zebra Crossings: Clearly marked with non-slip surfaces​.


●​ Refuge Islands: Minimum 1.5m wide (preferably 2m) if the road width exceeds 10m​.
●​ Tactile Blocks: Must be high enough to be felt but low enough to prevent tripping​.
●​ Audible and Light-Controlled Signals: Must be distinct and allow at least 6 seconds of
crossing time​.

2. Spatial Standards
2.1 Sidewalk Widths

The required sidewalk widths vary depending on the road classification:

2.2 Planting Strips

Planting strips are necessary for greenery and pedestrian safety. The required widths are:

2.3 Obstructions and Clearances

●​ No commercial signs or structures allowed on sidewalks​.


●​ No fencing of planted areas in arcades​.
●​ Driveway curbs should not exceed a 1:8 slope​.

3. Accessibility Standards
Ensuring pedestrian facilities are inclusive and accessible to persons with disabilities (PWDs).

3.1 Handrails

●​ Required Locations: Both sides of ramps, stairs, and dropped curbs​.


●​ Height:
○​ 0.90m and 1.00m-1.06m at high-risk areas​.
○​ Must extend 0.30m beyond start and end of stairs/ramps​.
●​ Grip Size: 30mm-50mm diameter​.

3.2 Signage for PWDs

●​ Signage should be located at an accessible height of 1.40m-1.60m​.


●​ Braille symbols required for public signs​.
●​ International accessibility symbols must be used​.

3.3 Lighting and Visibility

●​ Pedestrian areas must be well-lit, especially at crossings​.

2. Roadway Design Elements


2.1 Driveways and Entrances

●​ Driveway and Sidewalk Intersection:

○​ Driveway surface must be at the same level as the sidewalk​.
○​ Entry ramp slope: Between 1/3 to 1/4​.
○​ If curb height exceeds 200mm, the driveway may extend across the entire
sidewalk​.
●​ Entrance/Exit Ramps:
○​ Maximum slope of 1:10​.
○​ No part of entrance or exit ramps should extend into the sidewalk​.

2.2 Parking Standards

Parking spaces must be allocated outside the road right-of-way (RROW)​.

requirements if within 200m radius​.
●​ Traffic-generating buildings (e.g., malls) must provide parking at least 50m from an
intersection​.

2.3 Parking for Persons with Disabilities (PWDs)

Designated Parking Spaces

●​ Exclusive Use: Must be designated solely for persons with disabilities (PWDs).
●​ Proximity to Entrance: Should be located as close as possible to building entrances,
ramps, and elevators.
●​ Signage:
○​ A visible sign with the International Symbol of Access.
○​ The sign must be placed at the head of the parking space and painted on the
ground.

Dimensions of PWD Parking Spaces

●​ Minimum width: 3.7 meters per space.


●​ Minimum length: 5.0 meters.

●​ Access Aisle: An additional 1.2-meter aisle should be provided beside each space to
allow for wheelchair maneuvering.
●​ Surface: Must be flat, slip-resistant, and well-maintained.

Accessibility Features

●​ Nearby Ramps & Walkways:


○​ Parking should be directly connected to an accessible ramp leading to the
entrance.
○​ Walkways should be at least 1.2 meters wide and free of obstructions.
●​ Curb Cuts:
○​ Should be provided for smooth wheelchair movement from the parking area to
sidewalks.
●​ Covered Parking (if possible):
○​ Recommended to protect PWDs from harsh weather.

Parking Ratios (Minimum Requirements)

The number of required PWD parking spaces depends on the total number of parking slots in
the facility:

●​ 1–50 total spaces → At least one (1) PWD space.


●​ 51–200 total spaces → At least two (2) PWD spaces.
●​ 201+ total spaces → At least one (1) PWD space per 100 spaces.

Enforcement & Compliance

●​ Reserved Use: Strict enforcement is needed to prevent unauthorized use by


non-PWDs.
●​ Fines & Penalties: Local ordinances may impose penalties for illegal parking in PWD
spots.
●​ Monitoring: Regular checks by security or traffic enforcers to ensure compliance.
