Acronyms
Weekly Early Warning Data were collected from DRMO early warning expert using 28 indicators
and sent to MCS coordination office (Early warning senior officer). Similarly CBEWS data Reporte
by DA from selected pilot kebeles using 23 (newly verified indicator) through IVR and the
response has been monthly recorded on the CRS, IVR data management plat form. At the end of
every monthly OTP and SC data has been collected and sent to early warning senior officer. Those
collected data are used as an input for monthly report preparation.
CBEW Quarter review meeting has been conducted with MCS staff and Government Busa gonofa
office staff and targeting committee of Four CBEWS piloted kebele. The objective of the meeting
was to discuss with Piloted kebele DRM committee and gov. office stakeholder on reporting time,
reporting status, report inclusiveness and accuracy and updated version of CBEW data collection
indicator. Totally 28 DRM committee from four pilot kebele, two staff from MCS and Four staff
from Gov. woreda office staff have been participated on this review meeting.
Jointly with MCS staff woreda technical committee has conducted post-harvest assessment on
weather condition, crop production status and livestock in belg season. On both assessments, it has
been identified that, over all rainfall situation of belg season is below normal and as a result the belg
season production was very low. Because of absence/scarcity of pasture, livestock body condition is
highly deteriorated and especially, in rift valley kebele are large number of livestock are died due to
absence of water and pasture.
Fast onset/rapid assessment for the second round performed by woreda technical committee within
summer season in the month of August, 2022. This rapid/onset assessment is focused on total 21
kebele to identify problem occurred on summer season farming activity and on livestock.
Market Price Monitoring has been conducted on two market site for six round (twice a month) since
September 29/2022 using six commodity. Gradual price change has been seen on most of consumer
good and/or crops plant from month to month.
Section 2: OUTPUT REPORTING
2.1 JEOP EW activities
Early warning system represents the set of capacities needed to generate and disseminate timely and
meaningful warning information that enables at-risk individuals, communities and organizations to
prepare and act appropriately and in sufficient time to reduce harm or loss.
In the reporting period early warning (EW) data collected from Negele Arsi Woreda DRM office
using 28 questionnaires and submitted to EW senior officer (Coordination office). In this quarter 12
week Early warning report has planned to collected and sent to coordination Office. Hence in this
reporting period, a total of 12 week early warning report (100% of the Quarter plan) has collected
from the woreda DRMO and transferred to Coordination Office (senior early warning officer).
The report shows that the overall food security situation of Negele Arsi woredas are “critical” and
the existence food gap is necessary especially for vulnerable house hold. Especially the recent EWS
warning report indicate that over all rainfall situation for this summer season is very low. As it
indicated on the SMS report of late two month SMS report plant growth performance is very low
and HHs reported crop dying. Due to lack of animal pasture and scarcity of water anima body
condition is highly deteriorated and even above 5000 livestock death has reported from rift valley
kebele. Consecutive SMS Ew report also show that, Price of consumer good and crops is gradually
increasing in the first one month and the first two week of August month. Inversely the price of
average size shoat is below the market price of crop plants. This result in negative market term of
trade, which directly affect community coping strategies for problem of food security.
Similarly, in the reporting period monthly OTP and SC data were collected and sent to
Coordination Office via SMS. Based on the report of OTP and SC report is also high, which is an
indicator of food security problem in the woreda.
The six type of commodity selected for market price monitoring at two market site (Negele Arsi
and Shashamane) are include Soft white Wheat, Maize, field pea haricot bean sorghum and
vegetable oil by using market price monitoring tracking format. During the reporting period total 12
(100%) market price monitoring report has collected and transferred.
In general data of market price monitoring conducted on two market site during the reporting
period indicate that, there is continuous increase of market price between July and August. This
implies that there is demand and supply imbalance and instability of market when compared to
market price of Shoat decrease in price of shoat and increasing price of crop plant implies the
market term of trade still negative for both market. This is an indicator for deterioration of food
security within the woreda. Therefore:-
Government should take measure to stabilize market in order to control abnormal
market price inflation
Awareness and warning should be given to the most vulnerable community to
improve their preparedness and saving.

I. Rain Condition
At normal condition Belg rain onset was at February. But at this year rain has started on March
21/2022. i.e rain onset for belg is dikaed by more thanthree weeks

The growth stage of crop
The growth stage of plant is on flowering stage. However because long last drought/scarcity of rain specially
in Age, Shala bila and M/arjo plants are drying and dying.
In general a total livestock 5123 of total 8714 HH has affected by absence of pasture
Drinking water availability: - During this assessment although there is avialeble water point most of them
are not functional and peoples and livestock are in problem.
Human health condition:- High spread of Malaria was observed within within rift valley kebele in the form
of epidemic. Total of 490 (Male 254 and Female 245) has affected by this epidemic of Malaria
Malnutrion and deficiency disease on infant and pregnant women increasing when compared to last time
More than 36-42 OTP has recorded every week
Number of recorded Sc is also increased to 4-6 per week
MAM also incrrase from 357 to 412.

2.4 Training and Meeting/workshop
A. Woreda technical committee monthly meeting
Is monthly netting of woreda technical committee from six sector offices (agronomist from
Agri. & NR office, EW expert from busa gonofa office, water quality expert from water,
mineral and energy office, nutrition expert from Health office, and one expert from both
livestock and education office including office head from Busa gonofa and Agri. & NR total 8
participants office.woreda technical committee has been conducting two times at this quarter,
analyzed discussed on disseminated weekly EW report and assessments finding.
B. CBEW Quarter review meetings
CBEW quarter review meeting has been conducted at the end of July month to analysis and
discussed on CBEW report of third quarter from four piloted kebele.24 Male and 10 female,
total 34 persons from 4 piloted kebele, gov. woreda busa gonofa office and Nagele woreda
MCS staff has been participated on this meeting. The main objective of this meeting was,

C. CBEW workshop
Gambelto has been selected as newly piloted for CBEWS by replacing Mako oda kebele. DRM
committee at kebele level has been established and workshop has been conducted with
established Gamelto kebele DRM committee. The main objective of this work shop is to aware
committee on the concept of Community based Early warning system, Risk identification and to
discuss on CBEW reporting indicator. 7 participants from kebele, 3 from MCS and 3 from Arsi
Nagele woreda Busa gonofa office, total 13 (10 Male and 3 Female) participants has been
participated on this meeting.
D. Risk Education
This training was given for 60 community representative per each 4 piloted kebele to increase
the level of understanding of the community on hazard identification and risk awareness and
response and to improve community preparedness to identified risk of hazard. The training has
been given three identified risk titles (drought, rust pest and floods) by DA from four kebele,
EW expert from gov. office and EW officer from MCS office on

Lessons Learned
Frequent discussion made with concerned DRMO on quality of weekly early warning report
and time of reporting to decrease error in reporting and lateness of report.
Having good communication helped us to build relationships with vendors – and potentially
it leads us to remote monitoring, as feasible and necessary.
