INTRODUCTION

The ARC Compound in Bago Aplaya is a small yet thriving community. The population is mainly

composed of children and women. According to our initial survey. the community is seemingly well-lived

in different aspects. However, there has always been a lack of attention given to the problems existing in

the community.

According to our initial survey. the number one problem of the community is its water source. The

only water source present in the community is two (2) traditional vater sumos. Among the two, only one is

potable and drinkable. while the other has a slow water flow and is not fit for drinking. The second major

problem in the community is waste management. The residents tend to loiter garbage everywhere since

they don't have designated trash bins in the vicinity. Also, the garbage truck arrives once a week and takes

time to collect the garbage. Another minor problem in the community is the lack of livelihood among

women or mothers. Women are stuck in their houses, taking care of their children. and seemingly

undervalued. It has also come to the proponent's attention the rising number of children's population

innocently playing on the open grounds of the community.

After analyzing the data gathered in our community profile, we have deduced that there have been

a growing number of problems in the community. which may somehow be detrimental to the progress of

the community. Hence, the Class of 16-6019 proposes a project that will elevate the livelihood, raise

awareness about waste management, fixes the water source problem, and instill values of hope and love

among children in the community. With this being said, the NSTP volunteer established an initiative to

address these issues with the project entitled “Project Nurture: Gearing Towards the Revitalization of a

Sustainable Community”. The said project comprised five important parts, which acronym as SIBOL; S for

Sustainable Water Resource, for the water problem, I for the i-CLEAN Drive to address the waste

management problem in the area, B for Bahay Kubo, hoping to help in the livelihood in the community, O

for Onward, as part of the livelihood talk, and L for Laro, Likha, Linang to champion the interest of the

children in the community.

Within the timeframe allotted during the project planning, the NSTP volunteers managed to

accomplish the task. And given that the project is not a one-time stop; its progress is continuous. The

community is still monitoring the project’s progress and is still pursuing the development of the community

in Bago Aplaya despite the fact that the semester is near its end. The project further amplifies the courage

and inspiration of the NSTP students to be active in volunteering in pursuit of a transcending community.

This is much observed by the determination of the students to still continue offering a hand to the

community of Bago Aplaya despite the fact that the project time allotment is nearing its end. In conclusion,

this project further encourages the students to practice Magis and Cura personalis as an Atenean.

PROJECT HIGHLIGHTS

Conceptualization of the Project

After thoroughly examining and determining the problems found in the social analysis of the Purok

18, ARC Compound, Bago Aplaya, Davao City, different class groups have started conceptualizing what

they could do for the community. Once it was realized that all groups were aiming for the same areas of

intervention, it was decided to merge all class groups into one and pool funds as one. Project Nurture is

divided into sub-projects such as Bahay Kubo, Laro-Likha-Linang, i-Clean Drive, and Sustainable Water

Source to have the most efficient coverage in tackling community problems.

First, the community needed a livelihood source that could be maintained by the women in the

community while still being able to spend time taking care of their households and children. The group

found that planting vegetables and crops in the community's free space is a viable livelihood source that

can be well managed while attending to their household needs. The community needed seeds and an area

to house the vegetable garden; hence, Bahay Kubo was created.

Second, the group found the importance of “Ang kabataan ang pag-asa ng bayan,” a quote by Dr.

Jose Rizal, and discovered that the community could nurture its children through book drives, free tutorials,

games, and a feeding program for the children in the community. Laro, Likha, Linang is a sub-project that

invokes goals to nurture and protect the children of ARC Compound.

Third, the group was able to identify a central problem that the community is facing, which is waste

management. i-Clean Drive is a long- and short-term solution for the community. It includes a community

clean-up drive and encourages the community to manage their waste to better their community

environment.

Lastly, another central problem that the community was having was a clean water source. Water is

a vital need for everyone in the community; hence, the group formulated a project where it tackles the

solution to such a problem. In the community, there are only two water sources, and only one is potable.

Water pumps also often get broken. The group's Sustainable Water Source sub-project aims to enhance the

condition of the community's water source by providing assistance and materials to absolve the

community's water problem.

Planning and Visualization

After the conceptualization of the project, the team visualized how the project would be

implemented. The team consulted the community partner’s opinions and perspectives regarding the

project’s feasibility. The team underwent several preparations and measures to ensure the effective and

efficient implementation of the project. The team was divided into different departments, focusing on their

own responsibility. They utilized activities and strategies to raise funds and partner with organizations in

carrying out the project objectives. The team utilized every time schedule assigned to implement the project.

Project Implementation

Despite the time constraint of the project implementation, Silhouette Foundation was able to

successfully carry out their objectives:

1. To fix and renovate the community’s potable source of water.

2. To maintain and ensure the sustainability of good quality and convenient water source in the

community.

3. To raise awareness among the constituents regarding the importance of proper waste

management.

4. To establish a community garden that will suffice the necessities of the community, specifically

food and livelihood.

5. To provide an additional source of income for the community.

6. To train and educate the community on properly maintaining the sustainability of a vegetable

garden.

7. To enrich and foster the growth among children residing in the community.

8. To instill values of hope and love in the hearts and minds of the children.

The actual effect of the project proposal is highlighted as follows:

• February 4, 2023 – Laro, Likha, Linang & i-CLEAN Drive

Upon arrival, the team carried out a clean-up drive during the first day of

implementation as part of the i-CLEAN Drive project. Moreover, the Laro, Likha, Linang

also started during the schedule as part of enriching the children’s happiness. During the

schedule, the team also began the consultation on the feasibility of a community garden

and water pump rehabilitation.

• March 4, 2023 – Turnover Ceremony

The last Saturday was a blast for the whole team of Project Nurture. On this day,

the group was divided into different assignments to ensure fast implementation of the

project. The team was able to carry out all the tasks assigned to them and implement the

projects. Also, the materials are transported to the community partner and started the

rehabilitation of the water pump. For the Bahay Kubo, the team was able to install a

vegetable garden beneficial for the community’s livelihood and source of income.

After the completion of the Silhouette Foundation’s “Project Nurture”, several team members

were assigned to conduct an analysis and evaluation of the implementation of the project. Essentially, the

analysis and evaluation are conducted to assess the totality of the projects. Moreover, the analysis details

the strength, weaknesses, opportunities, and threats, and the evaluation gives an overview on the project’s

success.

Project Implementation Evaluation

Upon evaluation, the project has completed the majority of its objectives. We can infer that the

project was successfully implemented. Additionally, the documentation posted on the Facebook page of

the project manifested a tangible output that proves the success of the project implementation.

Community Evaluation

The community members of Purok 18, ARC Compound, Bago Aplaya actively participated in the

program prepared for them. The children showed enthusiasm by joining in the games in Laro, Likha, Linang

and engaging with the class that organized the project. The elderly also participated by lending some help

in the iCLEAN drive and the Bahay Kubo project. This participation from the community was highly

satisfactory and indeed heartwarming.

Group Evaluation

The team of Project Nurture is generally friendly and easy to work with. Everyone coordinated in

every field work and manifest the Ignatian Spirituality. We can infer from this that the implementation of

the project is successful. Moreover, the team has showed interest and passion in carrying out the project,

not only for NSTP, but in the service of our partner community.

RECOMMENDATION

Project Implementation

The Silhouette Foundation has evidently succeeded in revitalizing the community’s participation

and enthusiasm. It is highly recommended that the following group should surpass the magnitude of efforts

and willingness that the Silhouette Foundation has showcased.

The community was intensely unified when it came to the welfare of the children. The primary

target beneficiaries must be the youth. Also, the team highly recommended to the next group to focus on a

single project that may somehow cover the needs of the community. Assessment of the feasibility of the

project shall be implemented before conceptualizing the project.

Group

Given that the project is composed of a series of small projects, thus, manpower is essential. The

presence of each member is a big help, especially during the project implementation. Tasks will be done

quickly with the majority of the group members present. Punctuality is also important; group members

should arrive early to maximize the time.

As much as possible, the group must not lend personal money for the project implementation.

Therefore, it is highly recommended to search for sponsorships or conduct fund-raising activities for the

expenses of the projects.

Community

The community should be able to continue their warm accommodation to every group responding

to their needs. They are expected to monitor the progress even if the group is no longer tied with their

community. The community, as beneficiary of this project, shall be able to sustain their commitment to

those projects and programs

PROJECT RATIONALE

In the Jesuits' context, Cura personalis is a hallmark of Ignatian spirituality, commonly used as a

motto of several Jesuit colleges and universities. The Latin phrase translates as “care for the entire person”,

which suggests being a person for others. The proponents of this project aim to integrate this spirituality in

implementing their crafted proposal.

The ARC Compound in Bago Aplaya is a small yet thriving community. The population is mainly

composed of children and women. According to our initial survey, the community is seemingly well-lived

in different aspects. However, there has always been a lack of attention given to the problems existing in

the community.

According to the residents, the number one problem of the community is its water source. The only

water source present in the community is two (2) traditional water pumps. Among the two, only one is

potable and drinkable, while the other has a slow water flow and is not fit for drinking. The second major

Fortunately, the Philippine Congress passed a law establishing the National Service Training

Program (NSTP) for tertiary-level students. It is known as the Republic Act No. 9163 or the National

Service Training Program of 2002. In the Ateneo de Davao University context, the student’s curriculum

offers Civic Welfare Training Service (CWTS), a component of NSTP. The focus of the curriculum is to

help students develop a sense of volunteerism and integrate the importance of putting a value on their

nationality in the form of service to their community.

The project entitled "Project Nurture: Gearing Towards the Revitalization of a Sustainable

Community" comprised five important parts, which acronym as SIBOL; S for Sustainable Water

of the people that allows progress. Project Nurture aims to inspire and help the community revitalize its

sustainability. The project will pitch in assistance and awareness to various communities. With the

ACTIVITIES AND STRATEGIES

To realize the project objectives, the proponents will utilize the following activities and strategies:

● Raise money by sending out solicitation letters asking for donations, which will be reviewed and

approved by the Arrupe office. Team members are prepared to make financial contributions toward

the project's completion if the funds gathered are insufficient to cover its costs.

● Implement a donation drive. The funds that will be accumulated will be used to carry out the

project. In line with this, each team member will have a quota that must be achieved before the

project implementation is done. Also, social media will be utilized to spread awareness about our

project.

● Coordinate with Mr. Raymond F. Sintos, DBM, Department Chair of Bachelor of Science in

Entrepreneurship, Major in Agribusiness, for assistance and advice in installing and maintaining

the sustainability of the vegetable garden.

● Ask for the assistance of Mr. Crisman Dazo, Purok Leader, in providing manpower for the

rehabilitation of the water pump system, clean-up drive, and installation of a vegetable garden.

● Coordinate with the City Social Welfare and Development Office (CSWDO), a local social

welfare arm of the City Government of Davao, in empowering women through help assistance for

their welfare and livelihood programs and intensifying the roles of children in society.

● Coordinate with the faculty of R.C. Quimpo Elementary School and Erico T. Nograles High

School in enriching and fostering growth among the children in the partner community.

● Sort the members into smaller subgroups that will be responsible for different responsibilities and

tasks throughout the project.

● Coordinate with the barangay officials concerning the activities that will be carried out.

● Send out approved letters for sponsorships.

The core officers will be the official head officers of the project. They will be navigating and

facilitating the general needs of the project. The group will be divided into four (4) departments: the

Department of Internal Affairs, the Department of External Affairs, the Department of Finance, and the

Department of Public Relations.

The Department of Internal Affairs will be headed by the Director of Internal Affairs, assisted by

the Secretary-General. Their task is to delegate project heads to ensure that each sub-project is properly and

efficiently implemented. Under the Office of the Secretary-General, all the important documents will be

kept and secured.

The Department of External Affairs will be headed by the Director of External Affairs. The task

of this department is to secure sponsorships and partnerships with organizations and small businesses.

Under this department, there will be a Partner and Linkages Committee that will ensure the letters to be

sent out.

The Department of Finance will be headed by the Chief Financial Officer. The role of the CFO

will be to monitor and strategize the financial management of the project. The treasurer will be assigned to

collect and disburse money. They will ensure that the collection and disbursement of the money are properly

accounted for. The auditor will be assigned to verify the accuracy of financial records. They will ensure

that the money is properly spent.

The Department of Public Relations will be headed by the Social Media Director. Their job is to

ensure those clear and accurate announcements are posted on social media and ensure proper

communication within the group. Also, it is their job to inform the public about the project and strategize

its boosting. This department will have three committees: Documentation Committee, Creatives

Committee, and Communications Committee. The job of the Documentation Committee is to ensure that

all the activities implemented by the group are properly documented. The Creatives Committee will be

assigned to create graphical representations and editing skills for publication materials. The publication

materials will be posted on social media accounts. Finally, the Communications Committee will ensure the

proper dissemination of information and announcements in group chats, captioning, etc.

MONITORING AND EVALUATION

The team will monitor the progress of the project by maintaining a feedback system where each

member has to report to the team leader, the overseer, the progress of their specific tasks. The team leader

is then obligated to report to the members the general progress of their project. To establish this feedback

system, the group shall have a short meeting every after NSTP class to give inputs on the development or

implementation of the project. The meeting will serve as an avenue for the group to wrap things up

regarding the tasks that have been accomplished and what is yet to be accomplished in the next session.

During the meeting, the Weekly Activity Report shall be filled out with the Action Plan for the

following session. Communication with the project partner is also vital in monitoring the work done. The

team leaders or the assigned members shall constantly communicate with the GKK leader before leaving

the community to update him on progress and discuss problems if there are any. There shall also be

documentation of the chapel before, during, and after the project was worked in the allotted five Saturdays.

This shall be taken care of by the assigned member. The documentation will aid in the assessment during

the weekly meeting to be done every after NSTP class.

Community Background/History

The community of ARC Compound, located in Bago Aplaya, was once a rice field, according to

Crisman Dazo, one of our interviewees. However, as time passed, the area was developed into a residential

one, given the financial support of the local government. Given the data and information we gathered, we

can infer that the Bartolini Family established the community according to the Dazo Family we interviewed.

Additionally, the community has access to basic needs and resources such as electricity and potable water

sources. The residents of the ARC Compound community comprised merely seven families whose ethnic

backgrounds were not entirely disclosed. However, the community's residents fluently speak Bisaya, their

native dialect.

Community Description

The adopted community is relatively underdeveloped and in stagnation of progress. The latter are

subject to extreme poverty, while on the contrary, the standard of living in other communities is

economically advanced. Although the community has access to essential human needs, the absence of

organizations may inflict misconduct and imbalance.

The geographical location of the community resides near the coastline. The soil of the land is

suitable for the plantation of crops and vegetation, as the soil is fertile and loamy. However, the availability

of vegetation and crops proposes a dilemma. Despite the lack of the community's capacity to allocate

plantations and gardens, its inhabitants survive through their primary source of livelihood of construction

and sari-sari stores.

Moreover, as far as one can see, the community of ARC Compound suffers from social imbalances

and glaring economic growth challenges. With hopes of immense progression and development, the

adopted community seems to have been left behind by the different local communities in Davao.

Sources of Information

The residents of ARC Compound, Bogo Aplaya, rely on television, radio, and the internet as their

primary sources of information on current events, both nationally and locally. The information individuals

obtain from these sources relates to political, health, environmental, and governmental matters.

Furthermore, they also use phone calls and text messages to keep in touch.

Utilities

The people of the community struggle to provide for their water, pumps, and well are present

within the specific barangay. However, the population of the families in each barangay outweighs the

number of pumps. In addition, the family in the community also suffers from the absence of toilet

facilities. Most houses do not have indoor comfort rooms or bathrooms, some people tend to look for

rivers or visit neighboring houses to launder and do sanitizing needs.

The transportation in reaching the community creates a gap between the inhabitants and their

errands. Most people tend to walk or need help traveling with vehicles due to the location and status of

the barangay. Regardless of the lacking essential factors in each family, the inhabitants possess good

access to telecommunication within the community.

Educational Facilities

According to the interview, there are limited nearby options for educational facilities in the

community. There is only one (1) elementary school and one (1) high school institution, namely R.C.

Quimpo Elementary School and Erico T. Nograles High School, respectively. With the information that we

have gathered, it is said that all children in the community attend school.

Environmental Appraisal

The people from the neighborhood still practice a manner of living different from city life. This is

probably because they live just around the shore, and the community is located in an area several kilometers

away from the heart of Davao. In addition, the locality may have been known for its rice fields a few years

back, but its agricultural resolutions did not flourish and progress as they seemed. Hence, the absence of

farming and the reliance on Sari-Sari stores and labor work for its socio-economic livelihood. This could

be a problem for its environmental concerns due to rural-like communities that need more agricultural drive.

When it comes to more environmental concerns, waste management has been a problem. This is

probably because, since the neighborhood is far from the city's heart, the trucks that collect the weekly

garbage (note: only one truck collects every week) from the community can only cater to some waste at a

time. Organizations have also been known to be passive and only active during Christmas, thus the

inefficient effort to provide hands-on solutions to this particular problem.

Health Information

According to the respondent, the community has been known to be prone to flu, Dengue, and

stomach problems. This may be because the neighborhood has been having problems collecting garbage

weekly, hence, Dengue. In addition, the stomach problems could also be due to the scarcity of clean

drinking water and the poor and slow progress of the infrastructure for water since the only source the

community has is from water pumps.

As a response to the health issues of the neighborhood, the community is catered to by its barangay

health workers from the area's barangay hall. Therefore, illnesses such as flu, Dengue, and stomach

problems, as well as vaccinations and check-ups, can be offered with the medicines and health services

provided by the authorities located just two kilometers from the interviewee's household.

Socio-Cultural Information

During the assessment period, most interviewees belong to the Bisaya ethnicity. The residents of

the ARC Compound community comprised merely seven families whose ethnic backgrounds were not

entirely disclosed. However, the community's residents fluently speak Bisaya, their native dialect.

Socio-Economic Information

The residents of ARC Compound reportedly worked as construction workers and put up sari-sari

stores as their main livelihood. However, some stopped selling due to the lack of financial resources or

difficulty in finding stable employment. It is the most pressing problem in the community. They don't

have enough resources and alternative sources of income.

Political Information

According to the interviewee, the politics in the vicinity is peaceful. There are no conflicts between

neighbors regarding politics. On the other hand, the acquisition of information about politics is mainly

spread through gossip, radio, and TV news. This led to the influence of their political views and stand at

the moment.

Religious Information

In our interview with the respondent, it was reported that most of the community is identified as

Christian, and mostly, they church Roman Catholic. Despite the fact that this religious demographic,

visible church infrastructure was scarce within the community. The closest location for religious worship

and prayer was identified as the GKK Mara Santisima and Immaculate Conception Chapel, located in

proximity to the Day Care Center in Brgy. Balie, Talomo, Davao City.

From our interview, we haven't heard any forms of celebration in relation to churches within the

community. Based on these, we can infer that the community is not solely active and participative

regarding church-related activities

Records of Past Interventions

One of the projects made for the ARC Compound is the installation of water well pumps. This

project carried out by the barangay has served the community well, as the pumps are treated as their primary

water source. The well pumps provide enough clean water for people to use for their daily needs. This has

significantly helped them reduce the cost of their monthly bills. However, maintenance problems arise

every month, which require costly repairs. In addition, there is slow progress in resolving this problem,

which significantly affects the water consumption of the community.

Perceived Needs of the Community

The community needs a new, sturdy water source. The water source in the area usually gets broken

every after month. There is a problem with that since it's the only potable water source they have in the

vicinity. The situation with their water source may have also caused the sanitation and health problem in

the community. Moreover, there is also a need for the community to resolve the garbage disposal issue,

which we have figured out to be one of the main problems of the community.

The areas of intervention for this project will primarily focus on livelihood training. However, we

integrated sustainability and waste management since most materials used will be recycled. There is a

widespread lack of employment opportunities in the community. They only rely on Sari-Sari stores and

construction work for their livelihood.

Moreover, the problem with waste has been stressing the community. Thus, this project will provide

community training for start-up businesses and livelihood programs and assistance while resolving the

community's problem with waste. The project aims to revitalize the community's health, wellness, and

livelihood.
