NSS 67 th Round
The work done by the supervisors and field staff who worked
tirelessly to make the survey a success, the devoted services of the report
writers and all other who may have contributed in diverse ways to the
success of the survey and the subsequent production of the report are

Highlights
A stratified multi-stage design has been used in 67th round survey. The
first stage units (FSU) were the census villages in the rural sector and
urban frame survey (UFS) blocks in urban sector. The ultimate stage
units were enterprises in both the sectors.
The survey in Karnataka was conducted in 336 villages and in 326 urban
frame survey blocks by the Directorate of Economics and Statistics. The
same number of samples were surveyed by Field Operation Division of
National Sample Survey Office.
Information was collected from about 13479 enterprises by DES and
13640 enterprises by NSSO. In total information was collected from
about 27119 enterprises engaged in the manufacturing, trade and other
services activities in Karnataka by both the agencies.
Out of these enterprises, 11844 were in rural areas and 15275 were in
urban areas. i.e., 44 percent of the enterprises surveyed were in rural
areas and the rest 56 percent were in urban areas.
66% of the surveyed enterprises by both the agencies were Own Account
Enterprises (OAEs) and 34% were Establishments.
Out of the surveyed enterprises 7925 were manufacturing, 8986 were
trade and 10208 were other services enterprises.
Using the pooled samples 27.24 lakhs unincorporated non-agricultural
enterprises excluding construction were estimated at the state level. Out
of which 31% enterprises were engaged in manufacturing, 35%
enterprises were engaged in trade and 34% enterprises were in other
service sector.
Of the total number of unincorporated non-agricultural enterprises
estimated, about 48% were located in rural areas and 52% were located in
urban areas.
Of the 27.24 lakhs unincorporated non-agricultural enterprises estimated
at the state level, 21.86 lakhs were OAEs and 5.38 lakhs were
establishments.
At the state level OAEs had the dominant share (80%) of unincorporated
non-agricultural enterprises under survey coverage and OAEs outnumber
establishments in all the three broad activity category namely
‘Manufacturing’, ‘Trade’ and ‘Other Services’.

The survey revealed that, Bangalore urban district had the highest share
(22.32%) in total number of unincorporated non-agricultural enterprises
followed by Dakshina Kannada district (8.37%), Belgaum district
(5.97%), Mysore district (5.47%) and Tumkur district (3.97%). These
five districts together accounted for 46.10% of total enterprises at state
level.
Using the pooled samples 49.12 lakhs workers were engaged in
unincorporated non-agricultural enterprises activities excluding
construction during 2010-11 at the state level. Out of which 40% were
located in rural areas and 60% were located in urban areas.
The share of workers in broad activity category ‘Manufacturing’, ‘Trade’
and ‘Other Services’ are 29%, 32% and 39% respectively.
OAEs had dominant share of workers under survey coverage in rural
Karnataka. In rural Karnataka, workers engaged in OAEs outnumber
those engaged in establishments in all the three broad activity category
i.e., manufacturing (76%), trade (84%) and other service (75%). But in
urban areas establishments has recorded more share of workers over
OAEs in trade (52%) and services (66%), whereas in manufacturing the
share of workers is almost same in both OAEs and establishments.
At the state level, workers engaged in OAEs outnumber those engaged in
establishments in broad activity category manufacturing(64%) and
trade(60%), whereas workers engaged in establishments outnumber
those engaged in OAEs in broad activity category other service(52%).
Bangalore urban district had the highest share (26.6%) to the total number
of workers at the state level followed by Dakshina Kannada district
(7.4%), Mysore district (5.8%), Belgaum district (5.7%) and Tumkur
district (4.0%). These five districts together accounted for 49.5% of total
workers at state level of non-agricultural enterprises excluding
construction.
Proprietary enterprises (i.e. enterprises owned by a single household) had
the highest share (95.7%) of unincorporated non-agricultural enterprises,
out of which only 20.4 percent of the owner proprietors were female and
the rest were males. Only 1.6 percent of enterprises were operated on a
partnership basis. Share of self-help groups, trusts and others in the total
number of enterprises were 2.3%, 0.3% and 0.1% respectively.

About 98.7% of the total unincorporated non-agricultural enterprises
were perennial while the seasonal and casual enterprises were about 1.0%
and 0.3% respectively.
About 90.1% enterprises run the business at fixed location either within
the household premises or outside and about 9.9% operated their business
without any fixed location.The percentage of enterprises operating
outside household premises without fixed location is 11.7 in case of
OAEs and 2.5 in case of establishments. i.e., About 97.5 percent of
establishments had fixed location as compared to 88.3 percent in case of
OAEs.
Aggregate annual gross value added of unincorporated non-agricultural
enterprises located in Karnataka was estimated as Rs.40,049 crores. At
the state level, the contribution of gross value added from OAEs is
Rs.15,246 crores (38.1%) and that from establishments is Rs.24,803
crores (61.9%).
The contribution of gross value added from rural Karnataka is Rs.8,778
crores (21.9%) and that from urban Karnataka is Rs.31,271
crores(78.1%). Enterprises engaged in Other services (42.6%) had
contributed maximum to overall GVA followed by trade (37.6%) and
Manufacturing (19.8%).
Bangalore urban district had the highest share (39.7%) in the gross value
added followed by Dakshina Kannada district(10.3%), Mysore district
(5.6%), Belgaum district (2.9%) and Davanagere district (2.7%). These
five districts together accounted for 61.2% of gross value added of the
state.
At the state level, annual gross value added per enterprise in the
unincorporated non-agricultural sector was estimated at Rs.1,47,008. The
gross value added per enterprise for enterprises type OAEs and
Establishments are Rs.69,731 and Rs.4,61,194 respectively.
At the state level, annual gross value added per worker in the
unincorporated non-agricultural sector was estimated at Rs.81,538. The
annual gross value added per worker for enterprises type OAEs and
Establishments are Rs.54,562 and Rs.1,17,139 respectively.

functions, both in rural and urban areas. This has enhanced the demand for local
level statistics. 13th Finance Commission, in Para 12.99 of its report, noted that
“Comparable estimates of district income are extremely relevant for measuring
intra-state income disparities. This will enable State Governments to effectively
plan policy and programme interventions. They could also be used as a
parameter for horizontal distribution of fiscal transfers”. The Commission also
recommended for granting finance to State Governments, which should be
utilized by them for strengthening statistical infrastructure at the district level.
These requirements are subsequently brought in institutional framework in the
implementation of the 13th Finance Commission.
1.4 State’s participation in NSS Surveys
Due to small sample size of central samples, reliable estimates cannot be
obtained at sub-state level using central samples alone. The state governments
were invited to participate with matching samples so as to enable the
preparation of estimates at sub-state level. Accordingly, Directorate of
Economics and Statistics, Government of Karnataka, has been participating on
equal matching basis (state sample size is equal to that of central sample size)
on these socio-economic surveys since 18th round onwards. The state has
adopted the same concepts, definitions, procedures and sample design based on
independently drawn sample as that of NSSO called as state samples. The state
sample will be drawn and supplied by the NSSO. In the present 67th round,
state sample size was 664 FSU’s. District wise sample size is given in
APPENDIX-A.
Two alternate methods are used in pooling the central and state sample data.

2.1 Though the central sample and state sample are drawn independently
following identical sampling design with same concepts, definitions and
instructions to collect the state sample data unit level data in some cases are not
properly validated. There is also expected agency bias in the two sets of data
generated by different agencies. As such they cannot be merged for generating
pooled estimate without testing that the samples are realized from identical
distribution function. Since the parametric distribution of the sample mean is
unknown one may adopt non-parametric tests such Run test, Median test, chi-
square test etc to test that the samples are coming from identical distribution
function.
2.2.1 In statistics, the median test is a special case of Pearson's Chi-square test.
It tests the null hypothesis that the medians of the populations from which two
samples are drawn, are identical. Observations in each sample are assigned to
two groups, one consisting of data whose values are higher than the median
value in the two groups combined, and the other consisting of data whose values
are at the median or below. A Pearson's Chi-square test is then used to
determine whether the observed frequencies in each group differ from expected
frequencies derived from a distribution combining the two groups.

The statistical power of this test may sometimes be improved by using a value
other than the median to define the groups say quintile classes– that is, by using
a value which divides the groups into more nearly equal groups than the median
would.

After normalizing the variable U one may use one sided z-test for testing the
Null hypothesis. In extreme case the value of U will be 2 meaning by observed
characteristic of all the observation of one sample is less than the other samples.
2.4.2 One of the limitations of this test is when there is a tie between two
samples in the observed value. One has to resolve ties in usual manner.
However if there is large number of ties which is bound to occur specially for
qualitative attributes like education level, activity status etc, this test is not
recommended. This test can be well applied for a continuous variable such as
MPCE which are less prone to ties. For discrete variable chi-square test is
recommended.
2.5.1 Aggregate estimate: Let tyc and tys be the estimate of Y at domain level
of pooling based on central and state sample respectively with corresponding

2.6.1.4 Method laid down in para 2.6.1.1 and 2.6.1.2 requires calculation of
estimate of variance of the estimates before pooling them. Reliability of
estimate of variance should be ascertained with due consideration of sample
size. Besides the complex calculations of variances and covariances for each
cell of the table, one needs to address the issue of non-additivity of the
component estimates with the estimate of marginal total. For e.g. pooled
estimate of MPCE of FOOD and NON-FOOD may not add up to MPCE of
TOTAL. To obviate this problem one may generate the pooled estimates of
components first and then derive the estimate of total as sum of estimates of
components.
2.6.2 Pooling by simple average of the estimates
2.6.2.1 Many of the States are not fully equipped with complex calculation of
estimate of variance especially when cells of the table contains ratio of two

characteristics which is usually presented in the NSS reports. When the State’s
participation is equal matching of central samples, the simple average of two
estimates may be a way of combining the estimates considering central and state
samples as independent samples. The pooled estimate will always lie between
the estimates based on central and state sample separately.
2.6.2.2 When the State’s participation is of unequal matching of central
samples, the weighted average of two estimates with weights being matching
ratio of central and state sample may be a better way of combining the estimates
considering central and state samples as independent samples. For any
characteristic, consider the state sample [s] in the form of two independent sub-
sample s1 and s2 and the central sample[c] in the form of two independent sub-
sample c1 and c2. Let matching ratio of state and central sample be m : n. Based
on this, the respective estimates for state and central can be computed as:

2.7 Summing up: For those characteristics which are known to be distributed
as Normal, poolability of the two sets of central and state data may be tested by
standard parametric tests such as Z-test. For those characteristics for which
transformation makes them Normal, such methodology may be adopted. In most
of the situations where the distribution is non-normal and unknown, the two sets
of data may be tested through various non-parametric tests such as those laid
down in para 1 of above. For discrete data, Standard tests of equality of
proportions based on binomial distribution may be used and for multinomial
distributions relevant chi-square tests may be used.

Summary Findings
3.1 Results of Poolability Test:
District wise Wald-Wolfowitz run test for GVA per worker by BAC for OAE
and EST [non parametric Z-test], District wise divergence test (mean test) for
GVA per worker by BAC for OAE and EST (Establishments) between central
and state sample [parametric Z-test] were undertaken. Number of districts for
which poolability was rejected by the above mentioned tests are given in
Statement-3 below;

It can be seen from the above statement that run test at 1% critical error the null
hypothesis is rejected for 1, 3 and 1 rural districts for OAE and rejection is 0, 1
and 1 rural districts in case of Establishments for Broad Activity Category
Manufacturing, Trade and Other Services respectively. Similarly rejection is
for 2, 4 and 1 urban districts for OAE and 2, 1 and 1 urban districts for
Establishments for Broad Activity Category Manufacturing, Trade and Other
Services respectively.
In the mean test at 0.5% critical error the null hypothesis is rejected for 1, 8 and
2 rural districts for OAE and rejection is 5, 7 and 8 rural districts in case of
Establishments for Broad Activity Category Manufacturing, Trade and Other
Services respectively. Similarly rejection is for 8, 8 and 6 urban districts for
OAE and 3, 3 and 3 urban districts for Establishments for Broad Activity
Category Manufacturing, Trade and Other Services respectively. District wise
poolability test results are given in Chapter-4.

As per central, state and pooled samples (matching ratio), the estimated number
of unincorporated non-agricultural enterprises excluding construction was 28.11
lakhs, 26.36 lakhs and 27.24 lakhs respectively. As per the pooled sample
estimates, 31% enterprises were engaged in manufacturing, 35% enterprises
were in trading and 34% enterprises were in other service Broad Activity
Category. It can also be seen from the pooled estimates that, about 48 per cent
of enterprises were located in rural areas and 52 per cent were located in urban
areas. The sector wise, enterprises type wise and broad activity category wise
break-up of these estimates are shown in Statement-7 below.

Statement-8 below gives the district wise estimated number of total enterprises
Broad Activity Category wise considering the pooled samples (matching ratio).
Districts have been ranked by the percentage share of enterprises to total
number of enterprises. It can be seen that Bangalore urban district had the
highest share (22.32%) in total number of enterprises followed by Dakshina
Kannada district(8.37%), Belgaum district (5.97%), Mysore district (5.47%)
and Tumkur district (3.97%). These five districts together accounted for
46.10% of total enterprises at state level.

3.5 Estimated number of workers: As per central, state and pooled samples
(matching ratio), the estimated number of workers engaged in unincorporated
non-agricultural enterprises activities excluding construction in Karnataka was
53.90 lakhs, 44.16 lakhs and 49.12 lakhs respectively. As per the pooled
sample estimates, 40 percent of workers were located in rural areas and 60

percent of them were located in urban areas. It can be seen from the statement-9
for pooled samples that OAEs had dominant share of workers under survey
coverage in rural Karnataka. In rural Karnataka, workers engaged in OAEs
outnumber those engaged in establishments in all the three broad activity
category i.e., manufacturing(76%), trade(84%) and other service(75%). But in
urban areas establishments has recorded more share of workers over OAEs in
trade(52%) and other services(66%), whereas in manufacturing the share of
workers is almost same in both OAEs and establishments. At the state level,
workers engaged in OAEs outnumber those engaged in establishments in broad
activity category manufacturing(64%) and trade(60%), whereas workers
engaged in establishments outnumber those engaged in OAEs in broad activity
category other service(52%).

and broad activity category wise for central, state and pooled samples are given
in statement-9 below;

3.10 Gross value added (GVA): Estimates of aggregate annual gross value
added (Rs. in crores) by enterprise type, sector and broad activity category is
shown in statement-15. Aggregates shown against col. ‘All’ in both the sectors
and combined may differ from the total figures shown against each broad
activity category and combined due to rounding off. Aggregate annual gross
value added by unincorporated non-agricultural enterprises excluding
construction was estimated as Rs.40,049 crores. At the state level, the
contribution of gross value added from OAEs is Rs.15,246 crores (38.1%) and
that from establishments is Rs.24,803 crores (61.9%). The contribution of
gross value added from rural sector is Rs.8,778 crores (21.9%) and that from
urban sector is Rs.31,271 crores(78.1%). Enterprises engaged in Other
services(42.6%) had contributed maximum to overall GVA followed by trade
(37.6%) and Manufacturing (19.8%).

3.11 GVA per enterprise: Statement-17 gives the estimated annual gross
value added per enterprise (GVAPE) categorized by type of enterprise
separately for rural, urban and combined sector for each broad activity category
for central, state and pooled samples. Considering the pooled sample estimates
the GVAPE was substantially high for establishments for both rural and urban
sector and for all the broad activity category. At the state level, annual GVAPE
in the unincorporated non-agricultural sector was estimated at Rs.1,47,008. The
GVAPE for enterprises type OAEs and Establishments are Rs.69,731 and
Rs.4,61,194 respectively. The GVAPE for enterprises type OAEs and
Establishments for rural Karnataka are Rs.48,475 and Rs.2,48,106 respectively.
The corresponding estimates for urban Karnataka are Rs.94,603 and
Rs.5,24,683 respectively. At the state level highest GVAPE was for enterprise
engaged in Other Service estimated as Rs.1,86,624 followed by Trade at
Rs.1,57,446 and Manufacturing at Rs.92,893. Chart C4 below shows GVA per
enterprises by broad activity category.

3.12 GVA per worker: Statement 18 gives the estimated annual gross value
added per worker (GVAPW) estimated using central, state and pooled sample
for rural, urban and combined sector for each broad activity category and for
OAEs and Establishments. Considering the pooled sample estimates the
GVAPW was substantially high for establishments for both rural and urban
sector and for all the broad activity category. At the state level, annual GVAPW
in the unincorporated non-agricultural sector was estimated at Rs.81,538. The
GVAPW for enterprises type OAEs and Establishments are Rs.54,562 and
Rs.1,17,139 respectively. The GVAPW for enterprises type OAEs,
Establishments and combined for rural Karnataka are Rs.36,958, Rs.69,570 and
Rs.44,185 respectively. The corresponding estimates for urban Karnataka are
Rs.76,376, Rs.1,29,627 and Rs.1,06,908 respectively. At the state level highest
GVAPW was for enterprise engaged in Trade estimated as Rs.94,259 followed
by Other Services at Rs.90,043 and Manufacturing at Rs.55,877. Chart C5
below shows GVA per worker by broad activity category.

APPENDIX-B
Introduction:
The National Sample Survey Office (NSSO), Ministry of Statistics and Programme
Implementation (MOSPI), Government of India, since its inception in1950 has been
conducting nationwide integrated large scale sample surveys, employing scientific sampling
methods, to generate data and statistical indicators on diverse socio-economic aspects.
1.0.2 The sixty-seventh round of NSS is devoted exclusively for collection of data on
economic and operational characteristics of unincorporated non-agricultural enterprises in
manufacturing, trade and other service sector (excluding construction). The field operations
of the survey commenced on 1st July 2010 and will continue up to 30th June 2011.
1.0.3 Last surveys of enterprises on trade, unorganised manufacturing and service sectors
(excluding trade and construction) were conducted during 53rd round (January – December
1997) , 62nd round (July 2005 – June 2006) and 63rd round of NSS (July 2006 – June 2007)
respectively. Other enterprise surveys carried out in between were 55th round (informal
sector enterprises, 1999-2000), 56th round (unorganised manufacturing, 2000-2001) and 57th
round (unorganised service sector excluding trade, finance and construction, 2001 –2002).
2.2 Geographical coverage: The coverage of the survey is the whole of the Indian Union
except (i) interior villages of Nagaland situated beyond five kilometres of the bus route and
(ii) villages in Andaman and Nicobar Islands which remain inaccessible throughout the year.

Leh (Ladakh) and Kargil districts of Jammu & Kashmir do not have any separate
sample first-stage units (FSUs) for ‘central sample’. For these two districts, sample FSUs
drawn as ‘state sample’ are also treated as central sample. The state directorate of economics
and statistics (DES) will provide a copy of the filled-in schedules to Data Processing
Division of NSSO for processing.
2.3 Period of survey and work programme: The period of survey is of one year duration
starting on 1st July 2010 and ending on 30th June 2011. The survey period of this round is
divided into four sub-rounds of three months’ duration each as follows:
sub-round 1 : July - September 2010
sub-round 2 : October - December 2010
sub-round 3 : January - March 2011
sub-round 4 : April - June 2011
In each of these four sub-rounds equal number of sample first stage units (FSUs) i.e.
villages/ blocks are allotted for survey with a view to ensuring uniform spread of sample
FSUs over the entire survey period. Because of the arduous field conditions, this restriction
is not be strictly enforced in Andaman and Nicobar Islands, Lakshadweep and rural areas
of Arunachal Pradesh and Nagaland.
2.4 Schedules of enquiry: During this round, the following schedules of enquiry are being
canvassed:
Schedule 0.0 : list of households and non-agricultural enterprises
Schedule 2.34 : unincorporated non-agricultural enterprises
(excluding construction )
3 Sample Design
3.1 Outline of sample design: A stratified multi-stage design has been adopted for the 67th
round survey. The first stage units (FSU) are the census villages (Panchayat wards in case of
Kerala) in the rural sector and Urban Frame Survey (UFS) blocks in the urban sector. The
ultimate stage units (USU) are enterprises in both the sectors. In case of large FSUs, one
intermediate stage of sampling is the selection of three hamlet-groups (hgs)/ sub-blocks
(sbs) from each large rural/ urban FSU.
3.2 Sampling frame to be used for selection of first stage units
Census 2001 list of villages has been used as the sampling frame for rural areas. Auxiliary
information such as number of enterprises, number of workers, type of enterprises, activities
of enterprises, etc. available from EC-2005 frame were used for stratification, sub-
stratification and selection of enterprises.
In Kerala, list of panchayat wards as per Census 2001 was used as frame since list of such
wards is not available as per EC 2005 frame.
In the urban sector, EC-2005 frame was used for 26 cities with population more than a
million as per census 2001. Although Mumbai is a million plus city, EC-2005 frame could

not be used for Mumbai because of identification problem for IV unit/blocks in the EC for
the city. For other cities/towns (including Mumbai), UFS frame (2002-07 phase or latest
available phase prior to 2002-07 if it is not available) was used.
3.3 Stratification: Each district is a basic stratum in both rural and urban areas. However, in
case of urban, each city with population of 1 million or more as per Census 2001 forms a
separate stratum and all other cities/towns of a district are grouped to form another stratum.
3.4 Sub-stratification:
(i) Rural: There are three sub-strata in the rural sector:
(1) Villages with at least 5 establishments (NDE/DE) under coverage in the
manufacturing sector as per EC-2005 information;
(2) Remaining villages having at least 5 NDE/DE under coverage in the services
sector including trade as per EC-2005 information;
(3) Remaining villages of the stratum.
For the State(s) where EC-2005 information cannot be used as auxiliary information for
stratification/sub-stratification due to limitations of EC 2005 frame, each district is sub-
stratified into ‘r/4’ sub-strata with a sample allocation of 4 per sub-stratum where ‘r’ is the
sample allocation for the district/stratum. The sub-strata is formed by arranging the villages
in terms of population so that total population of each sub-stratum is approximately the
same.
(ii) Urban, Million plus cities (excluding Mumbai) :
For each stratum / million plus city, 20 sub-strata are formed as under:
Sub-stratum 1: Blocks with one or more establishment in insurance & pension
funding;
Sub-stratum 2: Remaining blocks with one or more establishment in storage &
warehousing;
Sub-stratum 3: Remaining blocks with one or more establishment in
accommodation;
Sub-strata 4-8: Remaining blocks with one or more establishment in broad
activities of manufacturing (as per SSS formation discussed
subsequently under para 3.9);
Sub-strata 9-12: Remaining blocks with one or more establishment in broad
activities of trade (as per SSS formation in para 3.9);
Sub-strata 13-19: Remaining blocks with one or more establishment in broad
activities of other services (as per SSS formation in para 3.9)
excluding the activities covered under sub-strata 1-3.
Sub-strata 20: All remaining blocks of the stratum.

(iii) Urban, Other cities and towns (including Mumbai): Two sub-strata are formed:
Sub-stratum 1: UFS block types: Bazaar area (BA)/ Industrial area (IA)/
Hospital area/ (HA)/ Slum area (SA) which are likely to
contain relatively higher number of enterprises;
Sub-stratum 2: Remaining UFS blocks of the stratum.
If the number of FSUs in the frame of a rural or urban sub-stratum was found to be less than
8, then separate sub-stratum was not formed and it was merged with the adjacent sub-
stratum.
There is only one town (Leh) in Leh district and one town (Kargil) in Kargil district of J &
K. These two towns are out of UFS coverage. These are treated as sub-stratum 2 and the
entire town is treated as one FSU.
3.5 Total Sample size (FSUs):
A sample of 16000 FSUs for central sample and 18248 FSUs for state sample have been
allocated at all-India level. Allocations for the State/UTs and sectors for central and state
samples are given in Table 1 of the Appendices.
3.6 Allocation of total sample FSUs:
(i) All-India allocation over States:
All-India sample size (FSUs) have been allocated to different State/UTs taking
into account the minimum allocations required for a State/UT and the proportion
of non-agricultural workers as per EC-2005 in the State/UT.
(ii) State/UT allocation over rural/urban sectors: State/UT sample sizes have been
allocated to rural and urban sectors of the State/UT in proportion to number of
non-agricultural workers as per EC-2005 with the constraint that urban
allocation should not be too high compared to rural allocation and both rural and
urban allocations were in multiples of 8.
(iii) State × sector allocation over strata: Stratum allocations of State/UT sample
sizes for each sector have been made in proportion to number of non-agricultural
workers as per EC-2005. For the States/UTs where census 2001 frame was used
in the rural sector, allocations to strata was made in proportion to population as
per census.
(iv) Stratum allocation over sub-strata: Allocations to sub-strata was made:
(a) In proportion to number of non-agricultural workers under coverage as per
EC-2005 in rural sector as well as in million plus cities (after assuming the
number as 1 for those villages/blocks where number of non-agricultural
workers is 0);
(b) In proportion to number of blocks with a double weight to sub-stratum 1
for other than million plus cities.

(b) Urban (other than million plus cities): From each sub-stratum FSUs were selected by
using Simple Random Sampling Without Replacement (SRSWOR). However, for Leh and
Kargil towns, each town was selected 4 times, once in each sub-round.
Both rural and urban samples have been drawn in the form of two independent sub-samples
and equal number of samples has been allocated among the four sub rounds.
3.8 Formation of segment 9 and selection of hamlet-groups/ sub-blocks
3.8.1 Formation of Segment 9: Having determined the boundaries of the sample FSU, all
non-agricultural enterprises having 20 or more workers in the entire FSU and having
operated at least one day during last 365 days preceding the day of survey (hereinafter to be
called as ‘big enterprises’) are listed and all the eligible units under coverage are surveyed.
All the listed big units (whether under coverage or not) constitute segment 9. All eligible
enterprises under coverage are to be surveyed in segment 9.
While considering enterprise criteria, segment 9 enterprises, if any, is excluded from the
count of ‘E’, if possible.

For rural areas of Himachal Pradesh, Sikkim, Uttarakhand (except four districts Dehradun
(P), Nainital (P), Hardwar and Udham Singh Nagar), Poonch, Rajouri, Udhampur, Doda,
Leh (Ladakh), Kargil districts of Jammu and Kashmir and Idukki district of Kerala, the
number of hamlet-groups to be formed are as follows:
3.9 Formation of Second Stage Strata and allocation of enterprises for schedule 2.34:
A maximum of nineteen (19) second-stage strata (SSS) are formed within each sample FSU.
Composition of various SSS is as under:
(i) 5 SSS considering various broad manufacturing groups are formed in each segment for
Manufacturing sector Establishments: (1) SSS 1 - Food products, Beverage and
Tobacco Products, (2) SSS 2 - Textiles, Leather, etc. and Cotton ginning, cleaning and
baling, (3) SSS 3 - Wood and wood products, paper and paper products, printing and
publishing etc & Furniture, (4) SSS 4 - Petroleum Products, chemicals, rubber, metals,
metal products, machinery and equipments, etc., and (5) SSS 5 – remaining
manufacturing activities.

(ii) 4 SSS are formed in each segment for Trade sector Establishments: SSS 6 comprises
the activities of commission agents. Excluding the activities of commission agents,
three more SSS are formed. They are as follows: SSS 7 - Trade and repair of motor
vehicles and motor cycles; SSS 8 – other wholesale trade and SSS 9 – other retail trade.
(iii) 7 SSS are formed in each segment for Service sector Establishments (other than
trade) corresponding to the following broad activities: SSS 10 – Accommodation &
food service, SSS 11 - Transport, storage, information & communication, SSS 12 -
Financial & insurance activities, SSS 13 - Real Estate and Renting and Business
Activities, SSS 14 - Education, SSS 15 – Human health & Social work, and SSS 16 -

(iv) 3 SSS are formed in each segment for own account enterprises (OAEs) as follows: SSS
17 – OAEs in Manufacturing, SSS 18 – OAEs in Trade, and SSS 19 – OAEs in Other

SRSWOR.
However, all the establishments in the frame will be selected for a broad category of
establishments (manufacturing/trade/other services) in the following situations:
(i) All the manufacturing establishments if total number of establishments in
manufacturing SSSs is less than or equal to 10 considering both the segments 1 & 2
(ii) All the trading establishments if total number of establishments in trading SSSs is
less than or equal to 8 considering both the segments 1 & 2
(iii) All the ‘other service sector’ establishments if total number of establishments in
other services SSSs is less than or equal to 14 considering both the segments 1 & 2.

Case (II): Stratum/Sub-stratum void case at second stage stratum level (i.e. all the FSUs
are casualties for a particular second stage stratum):
An FSU may be a casualty for a particular second stage stratum although survey
code is not 7. If all the FSUs of a stratum/sub-stratum become casualties in this
manner for a particular second stage stratum, the stratum/sub-stratum will become
void. In such cases, sub-strata will be merged with other sub-strata for all the second
stage strata as in Case (I) above.

(a) Values of Zst, Nst and allotted nst for the whole round are given in appendix
