As soon as you hit 90 will have access to using tier 1 end game gears.

Provided
that someone gives you these astral gears from Al Rihat or you visit Al Rihat and
buy stuff on resale. You can not buy gears in Al Rihat when you are not max level
as you dont have currency in that map to buy the gears.

Once you have regular access to Al Rihat, you can farm 109 Insignia every hour
there as it spawns 2 chest. Insignia is used to upgrade your gears from 90 to 109.
Higher insignia is looted in Heroics level 16 and above as these levels drops 112
[level : 16-20] and 115[level : 21-25]

Tier 2 gears are crafted. You need a profession in order to make Tier materials to
craft tier gears or buy these crafting materials from other people. When you have
enough resources, it is better to level up your own profession. You can have 2
profession in one character. Crafting Tier 2 gears / weapons is done via Anvil
NPC. This NPC can be found in Astral Academy or Nezebgrad Tower basement. Please
check Anvil NPC for more detailed information in crafting T2 or T3.

Tier 3 gear are crafted scrolls to upgrade the Tier 2 items. To make a T3 item you
need to have a T2 item first. Once you have T2 item can then craft a scroll
specific to the item that you want to enhance, these informations are available on
the ANVIL NPC.

We only get 14 astral keys daily and these limits us to the items that we can
upgrade weekly. So it is important to use Dominion hammer or Universal Tool [blue
hammer] to make Enchanted Material so you can get more value for your astral keys.
