Community Networks
Community networks are a unique approach towards bridging the gap of internet for the
undeserved communities. Central to any community initiative are the principles of
cooperation, collective ownership, open design and active participation. Ordinarily these
networks are facilitated under through organized groups of community members in
partnership with cooperative or a community based or non-for-profit organization. These
networks seek to address digital exclusion barriers such as access to information availability,
affordability, and access to connectivity.
In the African context the community network should serve to build upon and preserve
existing traditional and cultural practices along with maintaining social cohesion. Th benefits

Executive Summary
[1] Technological development has implicated every institution of importance — from capital
markets, banking, and business, through research, education, and the media, to medicine,
policing, jurisprudence, and the future of the democratic process itself.
[2] The World Ethical Data Forum has been created to bring together experts from around
the world to bear upon the whole range of interrelated issues around data and knowledge
technologies.
[3 - Timeline] Initially conceived in light of the Cambridge Analytica scandal, the first WEDF
was launched In 2018 in Barcelona and was covered globally by the Daily Mail, The
Guardian, Business Insider, CNN, Wall Street Journal and many more.
We appeared when data ethics concerns were a niche interest and since then were central
in shaping this discussion. We are regularly taking part in global events around the world
(AfricaCom, London Tech Week, King's College London Tech Festival, GMIS, World AI
Summit and multiple United Nations panels) and since 2020 have been central in UN
working groups on issues from industrial safety and critical infrastructure, to sustainability
and cybersecurity and now are working on UK data reform.
Given the urgency of the issues around data and technology, especially in light of rapid
digitalization resulting from the Covid-19 Pandemic, we have complemented the conceptual
tools offered by the Forum with the development of practical solutions through the work of
the World Ethical Data Foundation.
In 2021, we ran our flagship event digitally with over 75 sessions and 80+ highly influential
experts of the likes of UN, UNICEF, the Law Society, EFF, GNOME, IBM, Twitter, PwC,
Kaspersky, ProtonMail and many more.
WEDF 2022 will continue to stand at the forefront of data ethics in the digital age. Building
upon past insights, next year’s Forum will expand and continue the ongoing discussion, with
an agenda which is reflective of the latest cultural, conceptual, and technological
developments.
Our Cases
Leading working groups for the largest policymakers - United Nations and UNIDO
From 2020 onward we are leading UN working groups on industrial safety, critical
infrastructure, sustainability and cybersecurity. WEDF is leading two projects — the
“Inclusive & Sustainable Industrial Performance Index” and the “Global Initiative for Future
Industrial Safety” — as a result of which we are now working together with leading experts
from UNIDO, the International Organization for Standardization, the European Commission's
Joint Research Centre, academics from the Innovation and Sustainable Development
Institute at Maastricht University, Kaspersky, BSI, and Lloyd's Register Foundation to
develop a dynamic index architecture to measure industrial, environmental, social and
corporate governance performance.
Our work with the UK Government as the Steering Group for UK data regulatory reform will
tackle the opportunities and problems that data reforms of such scale, covering every sector,
present. Designing policy in this space, balancing everything from government
communications strategy to data adequacy, privacy, data supply chains and federated
models, is a fascinating and historic opportunity.

ethical COVID tracing systems, conducting technical and ethical audits and assisting with
their anonymity and cryptography solutions and general architecture, giving policy and
regulatory insight, and identifying where these technologies could be unambiguously used
for good.
