1 Questionnaire
The primary data collection tool for this study will be a structured questionnaire designed to align with
the research objectives. It will incorporate both closed-ended and open-ended questions to allow for the
collection of both quantitative and qualitative data. Closed-ended questions, including Likert scale items,
will provide standardized responses for statistical analysis, while open-ended questions will offer deeper
insights into respondents’ perspectives.

The questionnaire will be structured according to the study's objectives. The first objective aims to
examine the relationship between ex-ante evaluation and the implementation of mega construction
projects in Kenya. Questions in this section will focus on key elements of ex-ante evaluation, including
feasibility analysis, risk assessment, and cost-benefit analysis. Respondents will be asked to evaluate the
comprehensiveness of feasibility studies and the effectiveness of risk assessments. An example of a
question in this section would be: "On a scale of 1–5, how comprehensive do you find feasibility studies
conducted for mega projects?"

The second objective seeks to assess the moderating role of stakeholder engagement in the relationship
between ex-ante evaluation and project implementation. This section will explore the extent of
stakeholder participation, including community involvement, government agency engagement, and
