he is sworn to apply.

intrinsically wrong. They are self-defeating if they instill in the public mind.
Definition of a Professional
The police service is a noble profession which demands from its members
specialized knowledge and skills, as well as high standards of ethics and morality.
Hence, the members of the PNP must adhere to and internalize the enduring core
values of love of God, respect for authority, selfless love and service for people,
sanctity of marriage, and family life, responsible dominion and stewardship over
material things, and truthfulness.
The deployment and employment of PNP personnel require the organization and
its members to bare their stand on the following basic issues:
3.5 Delicadeza
THEIR MEANINGS:
- The image of any organization affects the esprit d’ corps, morale and welfare of
the members, and sense of pride to the organization . Thus, all members of the
PNP should act in a manner that would reflect best on the PNP and live by the
PNP’s core values.
- The PNP shall formulate a stringent policy and strictly implement the human
resources development system, compatible with the equitable distribution of
procurement, fair promotion, rationalized approach in assignment, skill
development, immediate grant of reward and award, and decent living upon
retirement.
3.5 Delicadeza
- In consonance with the requirements of honor and integrity in the PNP, all
members must have the moral courage to sacrifice self-interest in keeping with
the time-honored principle of delicadeza.
- The PNP shall promote and maintain a lifestyle for its members which the public
will find credible and respectable. The public expects a police officer to live a
simple and dignified life. They must be free from greed, corruption and
exploitation.
Backer system
- All PNP members shall set a good example to their subordinates and follow good
example from the superiors.
1. COMMITMENT TO DEMOCRACY
- Police officers must never forget that they are public servants and they must
at all times uphold the Constitution and be loyal to the country the people
and the PNP organization
2. COMMITMENT TO PUBLIC
INTEREST
- Police officers must uphold public interest over and above personal
interests.
- They shall use public resources and properties economically and judiciously
to avoid wastage of funds.
3. NON-PARTISANSHIP
- Police officers must not be identified with any political party or figure. They
must extend their assistance to all regardless of political affiliation.
5. SECRECY DISCIPLINE
- Police officers must guard the confidentiality of all official information and all
matters relating to the official function of the police organization.
6. SOCIAL AWARENESS
- All PNP members and their immediate family members shall encouraged to
actively involve in religious, social and civic activities to enhance the image
of the organization but without affecting their official duty.
8. NON-SOLICITATION OF PATRONAGE
- All PNP members seeking for improvement thru career development should
not directly or indirectly solicit influence or recommendation from politician,
high ranking government, officials etc.
12. DISCIPLINE
- Police officers must act and behave according to the rules and regulations
of the organization at all times
13. LOYALTY
- Police officers must be loyal to the constitution and to the police service as
manifested by their loyalty to their superiors, peers and subordinates
1. MORALITY
All PNP members shall adhere to high standards of morality and decency and
shall set good example for others to follow;
c. Nor shall they patronize such places unless onofficial duty, and not tolerate
operations of such establishment in their respective areas of responsibility.
2. INTEGRITY
- Policemen shall not allow themselves to be victim of corruption and dishonest
practices in accordance with the provisions of Republic Act No. 6713 and
other applicable laws.
3. HUMILITY
a. All PNP members shall recognize the fact that they are public servants
and not the master of the people and toward this end; they should
perform their duties without arrogance.
b. They should also recognize their own inadequacies, inabilities and
limitations as individuals and perform their duties without attracting
attention or expecting the applause of others.
5. PERSEVERANCE
- Once a decision is made, all PNP members shall take legitimate means to
achieve the goal even in the face of internal or external difficulties, and
despite of anything which might weaken their resolve in the course of time.
The five categories of officers who could possibly exist in a corrupt police unit.
1. WHITE KNIGHTS
-These policemen are straightforward fellow.
2. STRAIGHT SHOOTERS
- These are honest policemen who are ready to hide the corrupt practices of
their comrades as part of camaraderie.
5. ROGUES
- are policemen who are considered having all the deviant behaviors of a
corrupt policemen.
1. CUSTOMS
- are accepted practices realized through continued usage that takes the
force and effects of the Common Law.
2. TRADITION
-are accumulated experiences and deeds
passed on from generation to generation
both in memory and reality.
3. COURTESY
- is a manifestation or expression of consideration and respect for others.
4. CEREMONY
- a formal acts established by customs or authority as proper to special
occasions.
5. SOCIAL DECORUM
- is a set of norms and standards practiced by members during socials and
other functions.
6. SALUTE
- It is the usual greeting rendered by uniformed members upon and
recognizing person entitled to salute.
- PNP members stand at attention and salute the national color and standard
as it pass by them or when the national color is raised or lowered during
ceremony.
7. ADDRESS/ TITLE
- junior in rank address senior members who are entitled to salute with the word
“Sir”/"Mam"
9. CHRISTMAS CALL
- PNP members pay a Christmas call on their local executives in their respective
area of responsibility.
17. HALF-MAST
- The flag is raised at half – mast in difference to deceased uniform / civilian
member of the command.
18. FUNERAL SERVICE AND HONOR
- Departed uniformed members, retires, war veterans are given vigil,
necrological services and graveside honor as a gesture of farewell.
23. ANNIVERSARY
- The birth or institutional establishment of a command or unit is commemorated
in a
Anniversary Ceremony
26. ATHLETICS
- All PNP members must undergo in physical fitness activities to insure their proper
physical appearance and bearing are maintain with the waistline
measurement always smaller than the size of his chest and in conformity with
the standard set forth by the organization.
28. TRADITION
- is a body of belief, stories, customs and usages handed down from
generation to generation with the effect of an unwritten law.
30. VALOR
- History attests that Filipino law-enforcers have exemplified the tradition of
valor in defending the country from aggression and oppression. They
sacrifice their limbs and lives for their countrymen they are pledged to
serve.
31. DISCIPLINE
- The discipline of PNP members manifested by instinctive obedience to lawful
orders and through and spontaneous actions within the bounds of ethical
and legal norms.
32. GENTLEMAN
- PNP members are upright in character, polite in manners, dignified in
appearance, and sincere in their concern or their fellow men.
34. LOYALTY
- Police are traditionally loyal to the organization country people as borne out by
history and practice.
35. CAMARADERIE
- The binding spirit that enhance teamwork and cooperation in the police
organization, extending to the people they serve, is manifested by the PNP
members’ deep commitment and concern for one another.
