National Institute of Rural Development and Panchayati Raj (NIRDPR) an autonomous


organization under the Ministry of Rural Development, Govt. of India proposes to engage the
services of suitable candidates, to be placed at Ministry of Rural Development (MoRD), Govt. of
India, New Delhi on contract basis for “Impact Evaluation Study of Pradhan Mantri Gram
Sadak Yojana (PMGSY) through World Bank”. NIRDPR invites online applications for below
mentioned contractual positions:

institution. A conversant of construction of road works.
6 Experience The Project Officer should have a minimum of 5 years’
experience in Civil Engineer works related to the field
of activity in road construction. Conversant with
Project appraisals, Monitoring and evaluation of
projects, technical specifications etc in road
construction in any Central/State Govt. Should have
exposure to PMGSY scheme/construction of rural
roads.

III. Project Officer (Data Analyst)

General terms & conditions governing the selection process:

1. An application fee of Rs.300/- plus applicable taxes should be paid by General/OBC/EWS


candidates through Pay Fee (SB Collect). No application fee for SC/ST/PWD candidates.

2. Candidate seeking exemption of application fee under SC/ST/PWD category shall require
to upload the necessary Caste/PWD category certificate. Otherwise the application is
liable to be rejected.

3. The candidates should apply through online registration available on the website

4. Age, experience and qualification will be reckoned as on the date of this notification i.e,
31.07.2024. Clear quality attested photostats copies of all important certificates and
documents must be uploaded with the online application.

5. The candidate should upload valid experience certificates in proper format only. It must
have details of the employer, duration of employment (including date of joining &
relieving, and breaks if any), the position/s held, nature of appointment
(regular/contractual/part-time/internship), name, designation and seal of issuing authority,
and any other relevant information. No other documents, such as Offer letters, pay slips,
contract extension letters, etc., will be treated as experience letter.

6. The Institute reserves the right to relax any of the requirements i.e. age, experience etc. in
exceptional cases.

7. Date, time and venue of written test/interviews shall be communicated to shortlisted


candidates only. No TA / DA will be given for attending the written test/Interview.

8. The final results shall be communicated to the selected candidates only.

9. Last date for submission of online application is 15.08.2024.

General terms & conditions of engagement:

1. The engagement of Project Officers would be on full time basis and they would not be
permitted to take up any other assignment during the period of consultancy with MoRD.

2. The headquarters of a Project Officer will be at New Delhi. The Project Officers will
work in MoRD and perform such work as may be assigned to them from time to time.
They may also have to go for field visit on need basis, for which they would be provided
TA/DA as per rules of Govt. of India in vogue.

3. Period of engagement will be upto six months from date of joining, which may, at the
discretion of Competent Authority be either be extended or curtailed.

4. The engagement of Project Officer would be of temporary (non-official) nature and the
engagement can be cancelled at any time without assigning any reason therefore after
giving 1 month notice. A Project Officer will also be have the opportunity to resign from
MoRD after giving a month’s notice.

5. The Project Officer will be entitled to 4 days of Casual Leave (CL) during the period of
engagement of four months. For less or more period of engagement, leave will be
calculated on pro rata basis in that calendar year. However, unavailed leave cannot be
carried forward in case of extension beyond one year. Remuneration will be deducted
proportionately if the Project Officer absents himself/herself on any working day other
than entitled paid leave.

6. The Project Officer will not be entitled to any allowance/perquisite such as HRA, CCA,
DA, LTC, Residential accommodation medical facility etc.

7. No TA/DA will be admissible to them for joining the assignment or on completion of


assignment.

8. They will be required to maintain office timings, decorum, discipline as expected of a


Government employee.

9. TDS will be deducted as per prevalent rules and necessary TDS certificate will be issued.

10. MoRD will not be liable for any loss, damage, theft, burglary, robbery of any personal
belongings/equipment or vehicles of the Project Officers.

11. The Project Officer shall not claim any benefit/compensation/absorption/regularization of


service with MoRD under provisions of the ID Act, 1947 or Contract Labour Act, 1970.

12. The Project Officers may be called on Saturdays, Sundays and any other holidays, if
required, and they shall not be entitled to any compensatory leave in lieu thereof.

13. If any declaration given or information furnished by the candidate proves to be false or if
the candidate is found to have wilfully suppressed any material information, he/she will
be liable for termination of services in addition to the administrative and /or legal action
as may be deemed necessary.

14. The Project Officers will not, except with the previous sanction of the MoRD or in the
bonafide discharge of his/her duties as foresaid, publish a book himself or herself or
through a publisher or contribute an article to a book or compilation of articles or
participate in a TV telecast/Radio broadcast or contribute an article or write a letter to a
newspaper pseudonymously or in the name of any other person.

15. During the period of assignment with the MoRD, it is likely that Project Officers may
come across certain information of importance or secret nature. Project Officers will not
divulge any information gathered by him/her during the period of his/her assignment to
anyone unless authorized by competent authority/ to do so.
