– No Objection to Negotiated Bids for 15 Packages

Dear Mr. Junejo,

This refers to submission of the addendum to Bid Evaluation Reports (BERs) after negotiations
with lowest evaluated substantially responsive bidders of 15 Packages of the subject project
for the Asian Development Bank (ADB) approval.

Based on the information provided to ADB, we have no objection to the recommendation made
in the addendum to the BER of awarding the contracts to lowest evaluated substantially
responsive bids of 15 Packages on negotiated bid price as shown in the Attachment.

We draw your attention on the requirements to (i) in accordance with ITB 42.1, submit the
Notification of Award through issuance of Letter of Acceptance using the form included in
Section 9 to the bidders in writing; (ii) in accordance with ITB 42.4, publish the details of
contract award in an English language newspaper or widely known and freely accessible
website; (iii) in accordance with ITB 43.1, send the Contract Agreement promptly after
notification to the bidders; (iv) in accordance with ITB 44.1, seek from bidders a performance
security within 28 days of the notification; and (v) send to ADB the signed contracts with proof
of receipt of the performance securities.
