NSTP- The Common Module

Module 1

I. INTRODUCTION: WHAT IS NSTP?


- The National Service Training Program (NSTP) is a program designed to develop the
youth’s physical, moral, spiritual, intellectual, and social well-being and promote
defense preparedness and ethics of service while undergoing training in any of its three
program components. Its various components are specially designed to enhance the
youth’s active contribution to the general welfare.

- The National Service Training Program (NSTP) Act of 2001


The National Service Training Program (NSTP) Act of 2001, RA 9163, has been
signed into law by her Excellency, President Gloria Macapagal Arroyo on January 23,
2002, in response to the public clamor for reforms in the Reserved Officers Training
Corps (ROTC) Program

- Section 11 of RA 9163 of the National Service Training Program Act of 2001, specifically
provides for the creation of a National Service reserve Corps (NSRC), composed of
graduates of the non- ROTC components: the Civic Welfare Training Service (CWTS) and
Literacy Training Service (LTS). Members of this Corps maybe tapped by the State of
literacy and civic welfare activities, through the joint efforts of DND, CHED and TESDA.

1. Mission
To provide a trained and motivated manpower pool that can be tapped by the State for
civic welfare, literacy and other similar endeavors in the service of the nation.

2. Functions
a. To assist in the disaster preparedness, mitigation, response and rehabilitation
programs;
b. To serve as an auxiliary to the Disaster Coordinating Council (DCC) response units;
c. To assist in the promotion of civic welfare activities;
d. To assist in the implementation of literacy programs;
e. To assist in socio-economic development;
f. To assist in environmental protection; and
g. To perform other similar endeavors.

3. Composition.
- The NSRC shall be composed of the graduates of the Civil Welfare Training Service (CWTS)
and Literacy Training Service (LTS) components of the NSTP.

4. Organization
- The NSRC is organized under the umbrella of the National Disaster Coordinating Council
(NDCC). It shall have a national, regional, provincial and city/ municipal level of
organization parallel to the Disaster Coordinating Council (DCC) structures at all levels.

- The DCC centers shall serve as the headquarters of the NSRC at respective level of
organization. Its National Center shall be based at the NDCC Disaster Preparedness
Center, Camp General Emilio Aguinaldo, Quezon City. A secretariat at all levels shall be
organized and composed of representatives from CHED and TESDA.

5. Inter-Agency Relationship of the NSRC Concerned Agencies

What are its three program components?

- The NSTP has three components which are as follows:


1. Reserve Officers’ Training Corps (ROTC)
A program institutionalized under Sections 38 and 39 of Republic Act No. 7077
designed to provide military training to tertiary level students in order to motivate,
train, organize and mobilize them for national defense preparedness.
2. Literacy Training Service (LTS)
A program designed to train students to become teachers of literacy and numeracy
skills to school children, out of school youth, and other segments of society in need
of their service.
3. Civic Welfare Training Service (CWTS)
It is composed of programs or activities contributory to the general
welfare and the betterment of life for the members of the community or the
enhancement of its facilities, especially those devoted to improving health,
education, environment, entrepreneurship, safety, recreation and morals of the
citizenry.

Who are required to complete the NSTP?

- Students of any baccalaureate degree course or at least two-year technical vocational


courses in public and private educational institutions shall be required to complete one
of the NSTP components as requisite for graduation.

Exemptions only apply to:

a. Students who have already taken NSTP from a prior degree completed;
b. Transferees and shiftees who have completed NSTP prior to transferring or
shifting; and
c. Foreign students or aliens

How much time is needed to complete the NSTP?

1. Each of the NSTP program components shall be undertaken for an academic


period of two semesters (NSTP 1 and 2) or an equivalent one-semester
integrated (NSTP 1-2) course. The allotted time for NSTP classes per semester is
54 – 90 hours.
2. The whole NSTP program weighs six units and should be taken for two
semesters, three units each semester.

II. BECOMING A GOOD FILIPINO


It’ All About Yourself!!!

Direction: Answer the following questions about “Becoming A Good Filipino” in a minimum of 5
sentences of essay. Keep your paper clean and readable.

1. How to become aware of yourself?


For me, the first step to becoming aware of yourself is listening to yourself. Measure
out what you really want or more importantly, what you really need. Our senses can give us a
deep understanding of our own and others' feelings, and of the situation in general. But these
feelings are often seen through the filter of our own conversation. Lastly, get in tune with our
feelings. This can be difficult if we are not the type to think too deeply about our feelings, which
is not too difficult for me since I keep track of what I feel more often than not.

2. How to become a Good Filipino Citizen?


In my opinion, a good Filipino citizen works for the people, not just a few. They have a
moral compass that does not change their values and priorities. A good Filipino citizen knows
the facts and uses reliable information to educate and disseminate information. They know how
to obey rules and regulations as well as maintain civic decency on the Internet and in real life. A
good citizen of the Philippines hates any political figure whose reputation in the public service
has been damaged by bribery and corruption. I am not politically aware, nor am I
knowledgeable in this part, but I do despise the fact that there are political figures who uses the
law as a weapon against his criticism and opposition. It is not in my favor to do bad things
against others. Justice must always prevail.
