 AMPHEX 2023
• The biennial Tri-Services
Amphibious Exercise, AMPHEX
2023 was conducted at Kakinada,
Andhra Pradesh from 17 to 22
January 23.
• AMPHEX 23 is the first time that
the exercise was undertaken at
Kakinada, and was the largest ever
AMPHEX conducted till date.
• The exercise was conducted to
review the preparedness of the
Indian Navy and the Army during
the war, natural calamities and
coastal security enforcement.

• CM YS Jagan Mohan Reddy flagged off 165
veterinary ambulances
• Cost - ₹111.62 crore ( second phase ) of
Dr YSR Mobile Veterinary Clinic services at
his Tadepalli camp office on Wednesday.
• The veterinary ambulances that would serve
the livestock in distress similar to the 108
ambulances serving humans .
• Total number of ambulances - 340 .
• In the first phase, the government introduced
175 veterinary ambulances at a cost of 129.07
crore which benefitted 1,26,559 cattle herders
by saving the lives of 1,81,791 cattle.
• The total amount spent on the ambulance
services has so far reached 240.69 crore .
• Toll free number 1962.
• Ambulance has equipment to conduct 20
types of manure tests, 15 types of blood tests,
vaccines and medicines, besides a hydraulic
facility to load the cattle.
He said the CM is fulfilling his
promise of increasing the
pension to Rs 3,000 in a phased
manner." In the coming days,
the presently hiked pension of
Rs 2,750 will touch Rs 3,000,"
he said.

• Andhra Pradesh’s Chief Minister Y S Jagan Mohan

Reddy announced on Tuesday (January 31, 2023) that
Visakhapatnam would serve as the state’s new capital
of Andhra Pradesh.

• What is Andhra Pradesh's three-capital plan?

Andhra Pradesh's three-capital plan involves dividing
the state capital into three parts:
• a legislative capital in Amaravati,
• an executive capital in Visakhapatnam, and
• a judicial capital in Kurnool.

up equipment to predict rip
currents at sea :

• Indian Space and Research Organization, National

Centre for Earth Sciences (NCES), and the Andhra
University (AU) have researched and concluded that
constant rip current zones at Rushikonda beach and
RK Beach have become a danger to the beach visitors.
• They have set up equipment to identify Rip
currents to warn marines and local police.
• Rip currents are common at all beaches across the
globe.
• People can enter the waters in rip current zones up
to knee-deep levels.
 Indian Skimmer
(Rynchops albicollis) :
• The Godavari estuary in Andhra Pradesh has become a
prime and safe habitat for the Indian Skimmer (Rynchops
albicollis), according to the Bombay Natural History Society
(BNHS).
• Another common name for Indian skimmers is Indian
scissors bill.
• They are more widespread in winter; the Indian skimmer is
found in the coastal estuaries of western and eastern
India.
• IUCN Red List Status: Endangered
• Coringa Wildlife Sanctuary ( Kakinada ):
• The Government declared a part of the Godavari mangrove
system asCoringa Wildlife Sanctuary in 1978 to rehabilitate
the salt water crocodile and to protect the other
endangered species, such as Olive Ridley turtles and Indian
Otter.
• About 120 species of resident and migratory birds depend
on this area for breeding and nesting.
• The Central Government has notified the appointment of
two additional judges of the High Court of Andhra Pradesh for a period of
two years from the date when they assume charge. They are :
• Smt. P. Venkata Jyothirmai
• Shri V. Gopalakrishna Rao

Sharing the official notification on Twitter, Law Minister Kiren Rijiju said,
”Extending my best wishes to them”.
• Additional Judges can be appointed by the President under clause (1) of Article
224 of the Constitution. When the need for this arises, the State Government
should first obtain the sanction of the Central Government for the creation of
such additional posts. The correspondence relating to this should be in the
normal official form. After the post is sanctioned the procedure to be followed
for making the appointment will be same as given in paragraphs 12 to 18 for
the appointment of a permanent Judge, except that a medical certificate will
not be necessary from the person being appointed as an Additional Judge.
• When an Additional Judge is being considered for confirmation as an Additional
Judge for a fresh term, the relevant documents as mentioned in para 13 above
also must be sent by the Chief Justice of the High Court concerned along with
such recommendation.
• The Chief Justice of the High Court, however, should not make a
recommendation for appointment of an Additional Judge when a vacancy of a
permanent Judge is available in that High Court.

‘Green Railway Station'
Certification with highest
Platinum rating
• Visakhapatnam railway station 0has been awarded the ‘Green Railway Station
Certification with highest rating of Platinum' by the Indian Green Building
Council (IGBC) for adopting green concepts thereby reducing the adverse
environmental impact. DRM/ Waltair, Anup Satpathy received the certification from
Dr S Vijayakumar, Chairman, IGBC Visakhapatnam Chapter at a function organised
at Visakhapatnam on 24.01.23.
• Visakhapatnam is one of the few railway stations to get this prestigious certificate.
• Visakhapatnam secured 82 out of 100 points in six environmental categories
(sustainable facilities, health, hygiene, energy and water efficiency, smart green
initiatives, innovation and development )
• The Environment Directorate of Indian Railways, with the support of the IGBC, has
developed the Green Railway Station rating system. It addresses national priorities
such as water conservation, handling of waste, energy efficiency, reduced use of
fossil fuel, lesser dependence on usage of virgin materials and health and well-being
of occupants.

Former Supreme Court
judge S Abdul Nazeer
appointed new Andhra
Pradesh governor :
• Justice Nazeer was elevated as Supreme Court judge in 2017.
• Justice Nazeer was also on the constitutional bench that delivered verdict on
triple talaq controversy.
• Although, justice Nazeer was in favour of the triple talaq practice, the 5-judge
bench barred the practice 3-2 majority.
• Interestingly, justice Nazeer also gave judgement in favour of Ram Mandir
to end the decades-long litigation with 5-0 majority in 2019. SC gave the
verdict based on the ASI report.
• The incumbent governor of AP, Biswa Bhushan Harichandan, has been
shifted to Chhattisgarh Raj Bhavan.
Harichandan has completed three and half years term in AP Raj Bhavan.
Harichandan assumed charge as governor of AP in July, 2019,

• Justice Abdul Nazeer was
appointed as Governor of Andhra
Pradesh on February 12.
• Born on January 5, 1958, in
Beluvai, Karnataka, he completed law
at Sri Dharmasthala
Manjunatheshwara Law College,
Mangalore, and practiced in
Karnataka High Court and other
courts for about 20 years.
• On February 17, 2017, Justice
Abdul Nazeer was elevated to the
Supreme Court.
• After serving for almost six years in
the Apex Court, he got retired on
January 4, this year.
