1. INTRODUCTION

1.1.A simulated eruption of a volcano in the Democratic Republic of Congo called Nyiragongo
volcano will produce volcanic ash up to FL350 where it will be transported by East wind of 37
km/hr in order to impact ATS routes between FL200 and FL350 from 0930 UTC to 1500
UTC 7 December 2023.
1.2.Simulated eruption will impact ATS routes and airspace over the following FIRs/States:
Kinshasa (DR Congo); Brazzaville (Republic of Congo); Libreville (Gabon); Yaoundé
(Cameroon); Bangui (Central African Republic); Dar ES Salam (Tanzania); Entebbe
(Uganda); Kigali (Rwanda); Luanda (Angola); Bujumbura (Burundi) and Nairobi (Kenya).
1.3.The objectives to be tested are provided in section 4 of this document.
1.4.The Exercise Leader will be Mr. Jacques Buese Mavungu, ANS MET Inspector at the Civil
Aviation Authority of the Democratic Republic of Congo. The duties of the Exercise
Leader are specified in the AFI VOLCEX OPINS. There will be no operational impact in this
exercise (dedicated staff is expected to be available for the test).
1.5.The AFI volcanic ash contingency plan (AFI VCAP) will be the contingency plan to be
tested in this exercise.
1.6. Note:
a) If one or more participants consider it difficult to continue this exercise due to severe events such as
volcanic eruption or low pressure, they may advise the Exercise Leader to cancel the exercise. In
response, the Exercise Leader will announce the cancellation where appropriate.
b) For the exercise to run smoothly, the Exercise Lead must ensure that air-ground communications,
ground-ground coordination as well as Internet connectivity are good. Otherwise, he will have to
assess the situation and decide whether to continue or interrupt the exercise.
1.7.Exercise date and time (UTC): 7 December, 09:30 UTC to 15:00 UTC.
1.8.Pre-exercise Coordination Meeting: A series of pre-exercise coordination meetings will be
scheduled. Notices for the meetings will be relayed through email.

4. AIMS AND OBJECTIVES

4.1.Demonstrate coordination procedures between all participating parties (ANSPs ; ATM ;

Centres ; AIS ; VO ; VAACs ; MWOs ; SAR ; Military ; Users).

4.2.Timely distribution of messages including AIS and MET VONA; VAA/VAG; SIGMET ; NOTAM
; AIREP messages.

4.3.Ensure the operational status of telecommunications networks.

4.4.Evaluate the effectiveness of the team in managing a contingency related to volcanic ash

4.5.Check the effectiveness of agreements between neighboring States that may face issues related
to volcanic ash when relevant regarding the provision of information on the volcanic eruption.

4.6.Demonstrate information timely sharing via telecommunications network and internet-based services.

4.7.Demonstrate transmission of air-reports on volcanic ash in accordance with Annex 3 (Aircraft -> ACC -> MWO
->VAAC).

4.8.Provide, recommendations for amendment of the procedures on the asis of lessons learned and
conclusions formulated.

5. EXERCISE DURATION

5.1 The exercise will be conducted on 7 December 2023. It will take 5 hours commencing at 09:30 UTC.

5.2 The first VONA is expected to be issued at 09:40 UTC. The second VONA, is to be issued at 12:00
UTC.

7.1.The scenario as described in Section 1 of this document is illustrated in the graph

below. The vertical extension is between flight level FL200 and FL350 and horizontally, it
covers eleven (11) countries with a wind of 37 km/hr moving from east to west.

a) VO – Brief update on eruption status, latest height information, source of height

information ; duration of event, expected activity.

b) VAAC – Brief update on VAA/VAG (are observations such as aircraft reports being used
to update products).

c) MWO – Brief update on SIGMET (if different from VAA/VAG, briefly explain why).

d) NOF – Brief update on NOTAM and published reroutes.

e) ACC – Brief update on reroutes and coordination with ACCs and ATMCs.

f) ATMC – Brief update on overall strategy (coordination with other ATMCs and ACCs).

g) Airlines – Brief update on tactical reroutes, flight plan changes and satisfaction with reroutes.

h) ATMC – Response, if necessary, to airlines.

i) ACC – Response, if necessary, to ATMCs and airlines.
