1. INTRODUCTION

The Purpose of this Method statement is to define the typical sequence of works for the installation of earthing
lightning protection system. This Method Statement Provides the Controlled Sequence and methodology that will be
used for installation of earthing and lightning protection system and related associated works.

2. SCOPE OF WORK:

2.1 Scope of this method statement includes sequence of works in supply, installation, testing, and
commissioning of complete earthing and lightning protection system as per project design guidelines for the
project Wynn Marjan Island- Ras Al Khaimah and it consists of terminal networks, thermos weld joints,
exothermic welding, Arc welding, earth continuity conductors, connection to structural reinforcement and
all related accessories including bonding and terminations.

2.2 This procedure is to be read in conjunction with relevant ITP and check lists outlining the responsibility and
quality verification to be carried out by the various parties.

5. ROLE AND RESPONSIBILITIES:

Construction Manager:

The construction manager will be responsible for following activities:


• Ensure high standard of quality workmanship on site
• Ensure total Human Resource Management on site
• Contract improvement actions
• Safeguard and promote ALEC’s interests when dealing with subcontractors and suppliers:
• Ensure contract programme deadlines are met and exceeded where possible:

Quality Manager:

The quality manager will be responsible for following activities:


• Plan, Organize and Manage the QA QC team for the implementation of project quality management
system.
• Develop and implement the Project Quality Plan.
• Develop and implement Internal and External Audit schedule and conduct /organize audits as per the
schedule.
• Coordinate with third party laboratories for initial testing activities and material testing. Verify the test
reports for the compliance to specification and submit to consultant.
• Develop and establish a comprehensive schedule of all planned material submittals based on the
project schedule.
• Review and ensure the detailed material submittal schedule from subcontractor is in compliance with
project schedule.

• Coordinate with team, subcontractors, and Consultants - to ensure the progress of material submittals
is as per schedule.
• Establish and Implement the Material and work Inspection procedure for the project. Monitor
inspection status, analysis status reports and trend analysis, implement corrective actions for the
variations from plan.
• Ensure the non-conforming materials are tagged and removed from site and provide the rejected
material inspection report to commercial and procurement for corrective actions.
• Organize/Manage offsite inspections in coordination with team, Consultant, and subcontractor
/supplier / manufacturer.
• Review subcontractor’s prequalification to verify the capability/compliance to project requirements
and provide recommendation.
• Establish and Implement procedures for monitoring and controlling subcontractor’s quality of work
including site surveillance, recording the deficiencies and continuous follow up with construction tea
for closing the recorded deficiencies.
• Close Site Instructions/non-conformance reports from consultant and conduct the review of the Site
instruction/corrective action to verify the scope for a potential claim.
• Coordinate with subcontractor, team, and consultant for implementing the corrective actions and
closing the site instruction /NCR.
• Coordinate with subcontractors for the timely submission of material submittals, test reports and O &
M manual for the project.
• Prepare the closeout documentation requirements for the project and manage the
Preparation / compilation and submission of project closeout documents to consultant.
• Coordinate with consultant, and subcontractor for testing and commissioning inspections.
• Establish and implement the procedures for snagging /de-snagging at project site. Coordinate with
Consultant and subcontractor to complete the snagging and de-snagging inspections as per project
schedule.
• Provide accurate progress updates of material submittals to planning department weekly and monthly.
• Provide accurate status of material inspections to planning department weekly.
• Present weekly material submittal status, weekly look ahead, status of site instructions to
management and implement the actions decided for any variations from plan.
• Report to commercial department regarding the poor performance of subcontractor in quality or any
other concerns, which needs to be taken contractually.
• Organize trainings on special systems/new procedures introduced in the project.
• Lead, motivate, Train, and develop QA QC team.

Design Manager:

The design manager will be responsible for following activities:


• Understand the conditions of the contract with the client.
• Liaise with client to determine factors affecting planning of the MEP Services, such as budget, purpose
and function.
• Prepare detailed drawings and submit these for approval by relevant planning authorities.
• Ensure all MEP works is carried out to the specific requirements of the client.
• Coordinate with other professionals, such as contractors, architects, Engineers, and planners, to
ensure that work is completed to the highest standards and that the highest quality product is
delivered to the client.
• Oversee all the tasks of the design team and to provide motivation and support for the team.

• Review and detail shop drawings for construction plans.


• Render design ideas in form of paste-ups or drawings.
• Use computer-aided drafting (CAD) and related software to produce construction documents.
• Maintain an awareness of developments in the field of architecture so that up-to-date and accurate
advice can be given to clients.
• Coordinate with the local authorities where necessary.

CRM Advisor / Safety Manager:

The CRM Manager will be responsible for the following activities:


• Will train construction personnel in safe work practices on the job site.
• Will prepare report as required by the Project Leader.
• Will monitor, inspect, and report on unusual and/or serious accidents which may occur on the job sit.
• Will submit written evaluation and recommendations direct to the Project Leader.
• Will be based on site and manage the SAFETY performance of all project team personnel and
operative.
• Will assist the managers in overseeing SAFETY related activities that are associated with any of ALEC
Sub-Contractor personnel, who are working on the project.
• Will coordinate and supervise safety advisors and site clinic.
• Will assist to prepare ‘lifting operations’ plan, ‘Fire and emergency’ plan and coordinate for its
implementation.
• Will ensure that method statement/risk assessment is carried out.
• Will ensure that ‘Emergency Evacuation’ training is carried out. Monitor for drill compliance and
recommend areas of improvement.
• Will ensure that workplace monitoring is implemented and carried out by the allocated managers.

Site Manager / Section Manager:

The Site Manager will be responsible for following activities:


• Will implement engineering systems, documentation, and controls by compliance with Healthy Safety
Environmental and Industry standards, including Temporary works.
• Will go through the project scope of work such as drawings, specification, Quality Plans, project
program
• Will check engineering drawings and specification to identify and resolve design conflicts
• Will prepare method statements, ITP’s, and risk assessments in accordance with ALEC Quality Systems
as and when required
• Will ensure all technical information is available when required for delivery of design or construction
• Will raise and process NCR immediately
• Will provide effective supervision and guidance to less experienced engineering staff
• Will actively manage safety and quality on site ensuring side wide compliance and not just their area of
operation.

Logistic Manager:

The logistic manager will be responsible for following activities:


 All aspects of the logistics supply chain
 Plan site set-up to move labour, plant, and materials around site efficiently (e.g., hoarding, gates, site
accommodation, cranes, hoists, security, temporary services, material delivery and waste management
strategy, catering).
 Plan internal and external logistics routes through the project phases
 Pre-plan the usage of key assets to meet the needs of program.
 Responsible for all traffic management internally and externally and road network cleanliness.
 Produce daily, weekly, and long-term movements plans.
 Control materials in and out of site.
 Organize resources to enable contract deadlines to be achieved.
 Ensuring the project safety policies are followed.
 Development and optimisation of site logistic solutions to meet the needs of the project.
 To manage the movement of people, good and equipment at the construction site.
 Define and organise all site signage.
 Coordination with construction team for logistic activities in support of the construction program.

Site Engineer:

The site engineer will be responsible for following activities:


• Will go through the project scope of work such as drawings, specification, Quality Plans, project
program.
• Will supervise site mobilization and demobilization for each activity under his / her control
• Will formulate work breakdown structure and document Sub-Contractor package including estimates
of man hours and cost.
• Will oversee and administer Forman’s daily report to ensure direct labour efficiency.
• Will ensure periodic reports are transmitted to Project Leader.
• Will track and report material delivery.
• Will ensure SAFETY requirements are maintained.
• Will co-ordinate with Sub-Contractor to ensure interface problem are avoided and maximum Quality
work achieved.
• Will prepare and control inspection requests, ITPs, method statements, risk assessment, check sheets
and any other quality requirements in conjunction with the project quality representative.
• Will ensure that the requirements of the ALEC Quality Procedures and followed and adhered to it
• Will raise and process NCR.
• Will help create a site culture of best practice regarding safety, housekeeping, workmanship, and
waste management.
• Will assist supervisors and managers to allocate correct resource to activities and to review and report
on the same.
• Will create an open site culture where operative and foreman can raise concerns and discuss matters
with the mangers and administer result.

QA/QC Engineer:

The QA/QC Engineer will be responsible for the following activities:


• Review the ITPs for each activity along with method statement from, ALEC direct works and sub-
contractors works, to verify the compliance to Project requirements. Ensure the subcontractors are
adhering to their ITP and inspections are raised accordingly.
• Conduct day to day site surveillance, identify, record, and communicate the deficiencies to team to
avoid reoccurrence
• Conduct work inspections in co-ordination with subcontractor, ALEC team and consultant to verify the
compliance to drawings and specifications, Ensure the records are maintained
• Coordinate and Conduct Material inspections with subcontractors and Consultant to verify the
compliance to the specifications. Ensure all rejected materials from internal and consultant inspections
are tagged and removed from the site.
• Conduct subcontractor/supplier factory/fabrication yard inspections as per QA QC Manager Instruction
to verify the compliance with project requirements and communicate the observations to project
team.
• Coordinate with subcontractor, ALEC Team and Consultant and ensure all the inspections are
conducted as per approved ITP and ensure the records are maintained
• Coordinate with subcontractor, third-party laboratories, and consultants for various field tests as per
approved ITP and ensure the test reports/records are submitted/maintained
• Conduct internal verification/inspections for the implementation of corrective and preventive actions
for the site NCRs and deficiencies identified by the QA QC Team. Verify the effectiveness of corrective
and preventive actions.
• Analyse the status of QA QC activities, prepare the trends including submittals, inspections, tests,
deficiencies identified & NCRs and communicate to QA QC Manager/Project team
• Conduct snagging – De-snagging inspections coordinating with subcontractors, ALEC execution Team
and Consultants.
• Lead and guide the inspection team to achieve the project Goals.

Site Surveyor:

The Site Surveyor will be responsible for the following activities:


• Topographic and as built survey on site
• Compute the area and volume for cut and fill
• To setting out points of foundations, columns, beam lines, etc. before casting
• To setting out the base plates, points for block works and slab edges.
• To prepare sketches and written reports following the surveying of an area
• To prepare contour plans and compile data from survey findings
• Solve practical problems and deal with the variables in situations where limited standardisation exists
• To input and prepare coordinates using Auto Cad
• To check the dimensions on drawings and ensure this reflects what is built on site
• Update drawings to ensure any changes during construction are accounted for
• To calculate distances, angles, area, and volume on site using surveying methods
• To manage the surveying equipment, monitoring accuracy and ensuring it is calibrated
• To assist the ALEC related businesses and Sub Contractors in location of points and updating of
drawings
• Cooperate with the façade team in marking the accurate
• Observe the displacement of structure for deflection

• Take the as built for all construction items after casting concrete

Responsible persons for each stage of work are marked against each phase of work in work sequence section.

6. WORKING ACCESS:

The access / egress for the construction vehicles for the installation of activities shall be as per the logistic Plan.
Ensure Proper coordination with all interfacing contractors for Logistics, access prior to commencement of all
activities.
All Access routes through the site to be properly maintained to minimize interference with adjoining roads.
Minimize interference with adjoining roads, streets, walks, and other adjacent occupied or used facilities during
operations. Flagman will be provided at critical locations.

7. LIGHTING:

i. Safety Lighting:
The minimum safety lighting as per general requirements (Minimum 50 lux) will be provided.

ii. Task Lighting:


Task lighting shall be provided in addition to the safety lighting to undertake the task with the proper level of
lighting to meet acceptable safety and quality of workmanship standards.

8. PLANT & EQUIPMENT:

i. General:
 Appropriate plants and equipment shall be used for the execution of the activity. The plant, tools and
equipment shall be checked visually prior to use.
 Only authorized applicator approved and trained by the manufacturer to install manufacturer's
products.
 All Operators shall be trained and certified by the 3rd party where required.
 No defective plant and equipment shall be allowed to use on site.

All operatives involved in the activity shall be provided with Job specific Personal Protective equipment
which are and but not limited as mentioned below.

iv. Power:
The electric supply used on site for power tools shall be 110/230 volts as per voltage rating of the
equipment. Higher voltage power shall be provided to site welfare areas if necessity arises.

v. Working Platforms:
 The working platforms for the task shall be firm and stable.
 The elevated working platforms for the activity (if used) shall be provided by means of cup lock
scaffold system.
 The scaffolds for the activity shall be built by competitive scaffolders trained by third party.
 The built scaffolds shall be inspected and signed off by a third party trained inspectors / supervisors.
 Were necessary access shall be provided by means of scaffold.
 The working platforms shall be used as only platforms for working and shall not be used for loading
heavy material or equipment on to it.

10.3 CONSTRUCTION ACTIVITIES: guideline

10.3.1 Installation of Earthing system (Pile Earthing)

 The whole of the earthing and bonding shall be installed and tested in
accordance with the requirements of BS 7430, FEWA/EWE regulations, IEE wiring
regulations and specifications.
 The earthing system for the project is considered pile earthing as per the design
drawings.
 Installation of earthing system works carried out as per approved shop drawings
and manufacturer recommendation.
 Identify the pile rebar used for earthing system as per the drawing and necessary
coordination with structural team.
 The cross section of all earthing conductors shall be maintained as per design
drawing and authority requirement.
 Earthing network classified into group of piles dedicated for
 TX/HT/RMU body (Normal, Emergency and Business critical)
 TX Neutral (Normal, Emergency and Business critical)

 Bare copper conductor shall be installed embedded in raft concrete to make
earthing network as per approved shop drawing.
 The looping between the piles will be done through bare copper conductor and
the connection between rebar to cable shall be done with exothermic welding as
per approved shop drawing and manufacturer recommendation.
 The cable from pile cap to earth bar (test point) shall be installed as PVC
insulated cable directly embedded screed and the connection between rebar to
cable will be done with exothermic welding.
 The location earth bar test point will be in basement 2 as per the approved shop
drawing.
 Continuity of earth connections shall be checked for every link in the network.
 On completion of pile earthing, resistance and continuity shall be checked and
ensured to be in limits as per standards. The reports shall be submitted for
approval.
 The earthing system shall be efficiently bonded back to all main switchboards by
using approved materials.
 Protect all exposed grounding conductors from mechanical damage.

 Earth bar shall be installed in substation, electrical room, telephone room,


datacenter, and plant rooms as per the approved shop drawing.
 Raise ITR for installation and testing for earthing system as per approved
drawing, by engineer.

10.3.2 Installation of pile earthing for Lightning protection system

 Installation work shall be carried out as per approved shop drawings and in
compliance with project specification.
 Installation of lightning protection and Bonding system to be coordinated with
installation of other building systems and components, including electrical
wiring, supporting structures, metal bodies requiring bonding to lightning
protection system, facades, curtain, and structural pile cabs and building
finishes.
 Identify and ensure the pile rebars used for lightning protection as per the
approved shop drawing and necessary coordination required with structural
team for the location of structural piles dedicated for lightning protection
system.
 From the identified pile select two resistant rebars as per the approved shop
drawings and these two rebars to be used to connect with 2 dedicated rebar on
structural column as lightning protection system down conductor as shown in
approved shop drawing.
 Mark the two rebars used for lightning protection down conductor from pile to
roof.
 Ensure the connection between the pile rebar to test point shall be carried out
as per manufacturer recommendation such as
 Exothermic welding to be carried out between the rebar and cables
shall be as per approved shop drawing detail / manufacturer
recommendation in pile rebar.
 The exothermic welded cables from pile dedicated rebar shall be
connected to the test point @ 1000mm above the FFL as shown in
approved shop drawing.
 Looping between the piles to be carried out with rebar welding between the
piles through arc welding.
 All earthing connections shall be made after cleaning the surface thoroughly
tightness checks for each connection shall be performed.
 Continuity of earth connections shall be checked for every link in the network.
 On completion of pile earthing, resistance and continuity shall be checked and

ensured to be in limits as per standards. The reports shall be submitted for


approval.

10.3.3 Lightning protection system down conductors

 The steel reinforcement (dedicated Lightning Protection Re-Bar) in structural


column as indicated in the approved drawings will be used as down-conductors.
Minimum 2 nos. of Rebar used as down conductor.
 The dedicated lightning protection rebar will be welded together 20 times to the
diameter of the rebar to ensure electrical continuity right through to the pile cap
which will be adequately earthed. The welding of the dedicated re-bar will be
carried out by a competent welder (certificated).
 Lightning protection system shall be installed as per approved shop drawing and
manufacturer Recommendation.
 Earth bonding (test clamp) placed in an enclosed GI Boxes shall be installed flush
with the column height as per approved shop drawing. Earth cables shall be
terminated to earth point for the continuity between dedicated rebar in the pile
cap and dedicated rebar in the column (Allowing for periodic testing).
 Ensure continuity of rebars as the work progresses before casting.
 Ensure to highlight the rebars used for lightning protection to further ensure
continuity.
 Continuity of earth connections shall be checked for every link in the network.
 At the roof level, connections from the rebars shall be taken to the test point on
column with cable/ Cu Tape by using exothermic welding as approved shop
drawing.
 Test the down conductor resistance on its entire length and ensure the same is
below 0.2 ohms. The report shall be submitted for approval.
 Ring conductors to be installed in the tower @ dedicated level as per the
approved shop drawing and manufacturer recommendation.
 The ring conductor connection shall be coordinated with aluminum façade
contractor and the lightning protection manufacturer.

10.3.4 Lightning arrestor network

 The Lightning arrestor network consists of copper tape (25x3) installed on the
roof in a mesh. The size of the mesh (5m x 5m) depends on the level of
protection obtained from risk analysis carried out by specialist and approved by
consultant (Level I protection obtained from Risk Analysis as per BSEN62305-II).

 The connection from each down conductor to the copper tape on the parapet is
made as per approved shop drawing.
 Fix the proprietary clips and clamps conforming to BSEN50164 to firmly fix the
air termination network of copper tapes on the roof.
 The network of approved size tapes shall be installed across the roof area and
interconnected with the down conductors placed at appropriate intervals as per
BSEN62305.
 Lightning arrestor shall be installed as per details shown in the approved
drawing.
 A visual inspection of the installation shall be conducted in the presence of the
specialist.
 All enclosures equipment exposed conductive parts, extraneous conductive
parts, metallic trunking conduits, metallic cable trays and other metals work,
other than any live part, forming protection to or part of the electrical
installation, including apparatus and appliances to be effectively bonded to
earth.
 Wherever protection of internal system against over voltages caused by lightning
discharges requires SPD’s (surge protection devices) these shall be conform to
BSEN 62305-part 4
 All the main panel boards must have a service entry current surge protection
device of type 1 fitted in, as per the BSEN62305.

10.3.5 Testing

 The resistance of each of the earthing systems on its own, to the mass of the
earth will not exceed the following values measured with an approved and
calibrated Earth Reading instrument.
 General electrical earthing : less than 1 ohm
 Lightning protection earthing : less than or equal to 10 ohms
 Instrument clean earth : less than 1 ohm
 Stick the auxiliary earth spikes P and C in to ground deeply or use a rebar of
nearby pile and they should have aligned at the interval of 5-10 M from the
rebar under test E. Connect the green lead wire to the rebar under test, the
yellow wire to the auxiliary earth rebar P and red wire to the auxiliary earth
rebar C from terminals E, P and C of the Instrument.
 Pile Rebar is used as an earth electrode for both earthing & Lightning protection
system. If the earth resistance Value is not satisfactory, the process of adding
further earth electrodes shall be continued till the expected resistance value of

less than 1 ohm is achieved or general electrical earthling & 10 ohms for
lightning protection.
 Calibrated instruments shall be used for testing of earthing and lightning
protection.
 Grounding conductor continuity and all bonding connection shall be tested and
recorded.
 All Piles shall be tested by using an earth tester and records shall be maintained
and submitted to the consultant for approval.
 Clean all the unwanted construction debris / materials after the installation.

10.3.6 Testing procedure

10.3.6.1 PILE REBAR TESTING for Earthing and Lightning protection system

 Structural Pile rebar proposed as LPS and Earthing Electrode. The location of the
proposed piles and the test link locations are shown in the approved earthing
and LPS Layout. Earth resistance measurement for the reinforced concrete piles
used as earth electrodes shall be tested & recorded.
 Minimum permissible earth resistance value for lightning protection is to <10
ohms for LPS and less than 1 ohm for earthing system.

 A proprietary earth electrode test device should be used as per regulation.


 Auxiliary earth spikes/nearby pile rebar should be used at least 5 m apart and 5
m distant from the electrode/pile under test.
 Rotate the knob to Earth Tester (Fall of Potential mode) and measure the
resistance by pressing the START button.
 Record the readings in the tabulation sheet.

10.3.6.2 DOWN CONDUCTOR TESTING

 On completion of the installation the following isolated and combined


measurement and / or checks must be made with the results recorded on the
lightning protection system checklist.
 Clean the Down conductor Rebar at Roof and GF test links with a flat file.
 Arrange a 1C x 2.5 Sqmm cable, remove the insulation at both ends to measure
the resistance with Continuity Tester with 0.00 precision and record the
resistance in tabulation sheet. Length of the wire should be a minimum of 10 %
greater than the total height of the building.
 Remove the lightning arrestor network from the roof test link, tightly connect
the single core wire to the rebar.
 Measure the resistance from the GF test link (resistance between single core
wire and the test link (Refer the below diagram)
 Deduct the wire resistance from the total resistance, that will be resistance of
the Down Conductor.
 Continuity should be measured on each down conductor with an instrument
suitable for this purpose (Continuity Tester with 0.00 precision). Resistance of
each DC from roof till GF /BF shall be less than 0.2 Ohm as per BS EN 62305 Part
3 standards.
 Results shall be recorded and kept the same for approval & future reference.

Quality Control
 Site Management and QAQC personnel should monitor the installation to ensure
it is done according to the approved drawings.

In addition to the requirements indicated in the guidelines, drawings, schedules, the work will be in accordance with

14. EMERGENCY ARRANGEMENTS

i. General

 The Site HSE department shall be responsible to arrange and coordinate with site execution teams in
arranging Day & Night emergency procedures.
 In case of any emergency the CRM will be informed about the emergency

 Emergency assembly point shall be allotted and communicated to all the operatives in involved in the job
 Ensure clear access to the emergency assembly area with signage’s in place.
 No construction activity shall block the access leading to the emergency assembly point. In case of any
deviation the access has to divert and the same shall be communicated to all the operatives on site.

ii. Fire Precautions

 Fire extinguishers shall be put in place in each working zone and a clear access shall be provided to the
location.
 All the operatives shall be trained for fire precautions on site.
 A fire warden is appointed and trained from each team of operatives.

iii. Communication
The communication on site shall be through mobile provided by the contractor or by two-way wireless radio
systems.

15. TRAINING

 Necessary safety or operational training shall be provided to the operatives involved in the activities.

16. SUPERVISION

 Adequate supervision shall be provided for the executing each activity.


 Project QAQC Engineers shall monitor the workmanship and quality of the works.

17. WORKING HOURS

Site working hours as below:


 Day shift - 7:00am to 6:00pm (Break 12:00 pm to 01:00 pm)
 Night shift - 6:00pm to 5:00am (Break 11:00 pm to 12:00 am)
 Summer working hours as below:
 Day shift - 2:00am to 12:30pm
 Night shift - 3:30pm to 2:00am

 Authority regulations for the working hours will be followed.

18. HOUSEKEEPING

 The work areas shall be clean and tidy.


 No debris from construction activities is allowed to accumulate in the work area.
 Work areas shall be cleaned on daily basis at the end of the shift or on completion of the activity.
 Sufficient Waste collection bins shall be provided at each working zone
 Waste segregation area (where recyclable / landfill materials are segregated, usually as Steel, Wood,
Plastic, Concrete and Debris) shall be established to control the waste generated on site due to
construction.
