Subject: Update on the new USG System

As you have been informed, I have been working to analyze the Division and Distribution of Powers
between the three levels of Student Government keeping in mind the primary priority: an effective student
government while its transactions be as fast as possible. Their interaction with one another as well as with
the University Administration is a highly looked into matter as the decisive nature with the new Student
Government may at one point or another find at odds with the stalwart stance of the Administration if left
unlooked.

I have begun my work first starting with the program councils, from the bottom up. My reason for this is
in the belief that should the bottom or the grassroots be strong, the very top of the government will be
stable.
The foundations must be made strong for the entire student government to function and that relies heavily
on the program councils to the college governments.

The data I have obtained from the program councils are good since they wholeheartedly support and had
honestly pointed out to me, if not bluntly, the problems they recognize with the upcoming system. So far I
have been unable to introduce something new for the transaction within the program councils that are not
mentioned by the USG Constitution. For this to happen, I need to gather data from the co-curricular
organizations, the program councils’ sister, as to how they transact among themselves and with the
University. The College Councils should then follow.

Overall, my work continues smoothly, and I will be ready to present my initial draft in a meeting that will
be scheduled by the council within next month.
