FOREWORD
These Safety Rules, which supersede the 1995 Edition Dated 6 June 1995, have been approved by
the Operational Safety Committee and are mandatory.
They are written to ensure that persons carrying out work or testing on Plant or Apparatus to
which these Rules apply, are safeguarded from hazards arising from the generation, transmission
and distribution of electrical power.
These Safety Rules are supported by Codes of Practice and other mandatory and guidance
documents and are listed in the Index.
It is the duty of all persons who control, supervise and carry out work on the System to make
themselves thoroughly familiar with these Safety Rules and their supporting documents.
POLICY
The design of the Company’s power System and associated Plant and Apparatus for the
generation, transmission and distribution of electrical energy is such that they may be operated
safely when Approved operational procedures are correctly followed.
When however, it is required to take Plant or Apparatus temporarily out of normal operational
service in order to carry our work or testing, it is necessary for the CLP Safety Rules and related
documents to be applied so as to ensure the health and safety of all personnel involved.
a) All persons in charge of the various stages of the work or testing shall clearly
understand these Safety Rules, related documents, Codes of Practice and Work
Procedures. Such persons shall be fully aware of the Dangers that might arise and
the precautions to be taken over the whole of the work or testing period.
b) All persons who operate or work on the System are adequately trained and instructed
such that they are competent to avoid Danger with respect to the work they are
doing.
c) All the relevant legal requirements of these Safety Rules and other required Health
and Safety precautions are observed at all times.
The Safety Rules are for the protection of Company employees, contractors and
others who may work on the Systems, Plant or Apparatus under the control of the
Company.
Plant or Apparatus shall be added to and removed from the System in accordance
with an Approved Procedure which will also determine when these Safety Rules
shall apply.
Where the Company’s employees are required to work on or near Systems, Plant
or Apparatus not owned or controlled by the Company, the Company and the
owner or controller of the other Systems, Plant or Apparatus shall agree on which
rules, documents and procedures shall be applied. Such agreement shall be made
known in writing to the staff concerned. Where no other rules, documents and
procedures are applicable, then these Safety Rules and related documents and
procedures shall be used as a guide to safe working.
A copy of these Safety Rules shall be issued to such employees of the Company
and other persons as determined by the Chief Operating Officer. Such employees
and other persons shall sign a receipt for a copy of these Safety Rules and shall
keep them in good condition and have them available for reference when required.
The Safety Rules are for the application to the System, Plant or Apparatus under
the control of the Company and the circulation of such Rules are restricted to
Company employees, contractors and authorised recipients. Non-CLP employees
and unauthorised recipients should not refer this document to use on other System.
Work on or testing of Apparatus, conductors or Plant to which these Rules cannot be applied,
or for special reasons should not be applied, shall be carried out in accordance with an
Approved Safety Rules Code of Practice. The Code of Practice shall ensure that the safety
requirements of these Safety Rules are satisfied in some other way.
G1.6 OBJECTIONS
When any person receives instructions regarding the operation of, or work on, the Company’s
Systems, Plant or Apparatus covered by these Safety Rules he shall report any objections on
safety grounds to the person issuing them, who shall then have the matter investigated. If
necessary, the matter shall be referred to higher authority for a decision before proceeding.
Accidents and dangerous occurrences involving the Company’s Systems, Plant or Apparatus
shall be reported immediately to the Control Engineer.
G1.8 DUTIES
The Company has a duty to comply with the Factories and Industrial Undertakings Ordinance
and its subsidiary Regulations for securing health and safety at work, the Electricity
Ordinance and subsidiary regulations, and the Construction Sites (Safety) Regulations.
Company employees and contractors engaged by the Company also have a duty to comply
with the Factories and Industrial Undertakings Ordinance, and with the other relevant statutory
provisions.
In addition to these statutory duties, all persons who may be concerned with the operation of,
or work on the Company’s Systems, Plant or Apparatus shall be conversant with, and
comply with, those Safety Rules and related documents or procedures relevant to their duties.
Ignorance of legal requirements, or of Safety Rules and related documents and procedures,
shall not be accepted as an excuse for neglect of duty.
If any person has any doubt about any of these duties he shall report the matter to his
supervisor for advice before proceeding with work.
A failure of supply, from whatever cause, to or from part of the High Voltage
Systems shall be reported immediately to the Control Engineer.
Where any work under these Safety Rules takes place, appropriate safety
equipment and protective clothing shall be issued and use in accordance with
Company policy. At all times employees shall wear clothing and footwear
appropriate to the work being carried out.
All persons who may be concerned with the operation of, or work on, the
Company’s Systems, and associated Plant or Apparatus, shall be trained in and
be conversant with the treatment of electric shock. They shall practice such
treatment at regular intervals with a skilled instructor. Information regarding such
treatment is given in Appendix No.A3.
G2.0 DEFINITIONS
NOTE Each word defined will be highlighted in bold type and headed by a capital letter when
used within the Safety Rules.
D.3 Caution Notice - A notice of the form illustrated in Appendix No. A2.1
reading “CAUTION DO NOT INTERFERE” fixed at
a point of Isolation and to a Circuit Main Earth prior to
the issue of a Safety Document. The notice shall not be
used for any other purpose.
D.4 Confined Space - Confined space means any place in which, by virtue of its
enclosed nature, there arises a reasonably foreseeable
specified risk, and without limiting the generality of the
foregoing, includes any chamber, tank, vat, pit, well,
sewer, tunnel, pipe, flue, boiler, pressure receiver, hatch,
caisson, shaft or silo in which such risk arises.
D.7 Danger Notice - A notice of the form illustrated in Appendix No. A2.2
reading “DANGER LIVE” calling attention to the
Danger of Approach to or interference with
Apparatus or conductors which are Live.
D.12 Circuit Main - An Earthing Device which is applied before the issue
Earth of, and at a position recorded in, a Safety Document
D.13 Additional Earth - An Earthing Device which is applied after the issue of
a Safety Document
D.23 Natural Gas - A designated area in which natural gas may present
Control Area and within which special precautions must be
adopted.

exposed conductor not Earthed, or from an
insulator supporting a High Voltage conductor,
which must be maintained to avoid Danger.
Safety Document of the form illustrated in Appendix No. A1.1(a), issued with the
joint agreement of a Senior Authorised Person and an authorised representative
of a customer before the issue of customer’s safety documents (which is equivalent
to a Permit to Work) by the customer for work on the Apparatus which can be
made Live from both the CLP System and the customer’s High Voltage system.
It defines the Apparatus and the actions which have been taken to achieve safety
from the CLP System for work.
Safety Document of the form illustrated in Appendix No. A1.1(b), issued with the
joint agreement of a Senior Authorised Person and an authorised representative
of a customer before the issue of Safety Documents by CLP for work on or
testing of the Apparatus which can be made Live from both the CLP System and
the customer’s High Voltage System. It defines the Apparatus and the actions
which have been taken to achieve safety from the customer’s system for work or
for testing.
A Safety Document of the form illustrated in Appendix No.A1.4(a and b), issued
with the joint agreement of the Control Engineers of two Systems, specifying the
interconnecting circuit which has been made safe for work and confirming the
actions which have been taken to achieve safety for work from both Systems,
allowing either party to issue Permits to Work on that circuit without further
reference to the other.

D.29 Safety Lock - A lock used for securing an Isolating Device, Earthing
Device, vent or drain, that lock being operated by a key
different from all other standard keys used at the location.
i) Supervision
No person shall, without the authority of a responsible officer, enter or have access, to any
operational premises such as any control room, generating station, substation, switching
station or underground chamber under the control of the Company.
3.2.1 GENERAL
All operational premises shall normally be kept locked. Guards preventing access
to fixed ladders shall be locked in position.
Any enclosure containing exposed Live High Voltage conductors where, upon
entering, there is a risk of infringing Safety Distances, shall be kept locked with
only an Authorised Person having access to the keys.
All spout shutters not required for immediate work or operation shall, if accessible,
be locked shut with Safety Locks and the keys shall be only available to an
Authorised Person, or be locked with other Approved locks in accordance with
local management instructions.
3.4.1 All persons having access to and at work on towers, poles and high structures over
2 metres, shall wear and make proper use of an Approved safety belt or harness.
No person shall work alone on any tower pole or high structure.
3.4.2 Any pole, the condition or stability of which is doubtful, shall not be climbed
without the permission of an Authorised Person. Any pole badly impaired by
corrosion, decay or damage shall not be climbed until it has been securely guyed
and splinted. Such a pole can only be climbed by one person under the Direct
Supervision of an Authorised Person.
3.4.3 Gates and devices to prevent climbing of towers and gantries supporting High
Voltage conductors shall always be kept locked or secured by nut and bolt. Access
shall be controlled by an Authorised Person or Competent Person in receipt of an
appropriate Safety Document.
3.5.1 No person shall enter a vessel which has recently been emptied of oil, gas, or of any
other flammable or toxic substance, until an Authorised Person is satisfied that the
requirements of the Corporate Safety, Health, Environment & Quality Instructions
– SHEQ-ITN-006, Safe Working in Confined Spaces have been complied with.
3.6.1 Barriers, doors or gates preventing access into enclosures or compounds containing
exposed Live Low Voltage conductors shall normally be kept locked.
3.6.2 Unless such Live Low Voltage conductors have been adequately screened or
guarded, to prevent Danger from accidental contact, then access shall be restricted
to Competent Persons or persons acting under the Direct Supervision of a
Competent Person.
The requirements of the Approved Safety Code of Practice, and where applicable Rule
E3.6 shall be applied to ensure the safety of all persons entering or working in areas
protected by fixed fire fighting equipment.
i) The automatic control of the fire fighting equipment shall be defeated, the
control placed on ‘Manual’ and recorded in accordance with local
management instructions.
ii) A notice indicating that the control is on manual shall be fixed to the
automatic/manual selector.
iii) The automatic control shall be restored immediately after the persons
engaged in the work or other activity have left the protected area.
ii) Wherever possible the detection circuit shall be left in service while the
discharge system is Isolated.
This Safety Rule sets down the procedures to be adopted when carrying out High Voltage
Switching on the Company’s System and deals specifically with the interface between
operational groups namely System Control, Generation, Transmission and Distribution
Operations. High Voltage Switching on Apparatus essential to and dedicated wholly to
Generating Station facilities is referred to in Rule E 1.4.
1.1.1 No High Voltage Switching shall be carried out without the instruction of the
appropriate Control Engineer except for agreed routine Switching or in cases of
emergency. ( Agreed routine Switching is that Switching carried out in accordance
with local management instructions and may include Switching by remote control by
a Control Engineer).
1.1.3 Before any High Voltage Switching is carried out, the Control Engineer shall
consult the Control Engineer(s) of any other System(s) which may be affected by
the proposed Switching. The Switching shall be agreed between them and recorded
by all Control Engineers concerned.
1.1.4 The sequence of instructions must be such that all the Switching causing the
Apparatus to be Isolated from all points of supply, (including voltage and auxiliary
transformers and common neutral earthing equipment from which the Apparatus
may become Live) is confirmed as having been completed before the Control
Engineer authorises any Earthing instructions.
1.1.5 High Voltage Switching instructions must be given direct to the person who is going
to carry out the operation, except it is under the provision of Rule E11.3. Where the
Switching is to be carried by a person under training, he must be under the Direct
Supervision of an Authorised Person. The trainee should receive the Switching
instruction direct from the Control Engineer. If the person has any objections or
queries at any stage of the instruction or operation he shall raise them with the
Control Engineer immediately. The Control Engineer shall then investigate the
matter and if necessary refer it to higher authority.
b) The formal precise instructions which should follow a standard pattern and
include :
iv) The location of the Apparatus and the circuit, Plant or Apparatus
identification
1.1.6 The Control Engineer shall also record at this stage the name of the Authorised
Person, and person under training if appropriate, who is going to carry out the
operations.
1.1.7 The Authorised Person or the trainee under the Direct Supervision of the
Authorised Person receiving the Switching instructions shall record the instructions
directly in written form, including his own name, in accordance with local
management requirements. At the termination of the message the instructions shall
be read back in full.
1.2.1 When carrying out the Switching instructions, the Authorised Person should
observe the following requirements :-
i) He should be deliberate, neither rushing nor causing under delay, and should
take nothing for granted.
ii) He should take with him the written instruction, consulting it and checking
that he is on the correct Apparatus before taking any action.
iii) After carrying out each operation, he should record the time and sequence of
each operation, and check by all means readily available that it has been
satisfactorily completed.
iv) Report back to the Control Engineer the operations carried out and the time
of completion.
1.2.2 The Control Engineer shall record the completion of Switching and giving the
Authorised Person the time of receipt which shall be recorded together with the
name of the Control Engineer. He should also acknowledge by repeating any
relevant additional information passed to him by the Authorised Person.
1.2.3 All recorded entries shall be written or typed clearly in ink, and the record, together
with copies of Switching instructions, retained in accordance with the appropriate
local management instructions.
1.2.4 If a circuit breaker, or any other Apparatus, in a normal operating mode, shows
signs of distress, immediate steps must be taken to prevent it operating. All persons
must be kept clear of such Apparatus. High Voltage Switching must be carried out
as soon as possible to remove the Apparatus from service without it being subjected
to further operations.
1.2.5 When the Control Engineer instructs action to restore a circuit which has opened
under fault conditions, the Authorised Person receiving the instructions should
ensure that all trip relays which require resetting manually, are reset before
attempting to close any circuit breaker.
High Voltage Switching which takes place under emergency conditions, without instruction
from the Control Engineer, shall be limited to an opening operation only. The Authorised
Person shall inform the Control Engineer as soon as possible after the operation. All
relevant details shall be recorded.
1.4.1 Local management instructions shall define the extent and demarcation of that
specific part of the System for which control is passed from the Control Engineer at
system control centre to the Control Engineer in the generating station.
ii) Indicate the nature and extent of agreed routine Switching which may be
undertaken by the generating station Control Engineer.
iii) Specify the manner in which all other High Voltage Switching within the
generating station shall be carried out and recorded.
1.4.2 A record of all telephone or radio messages relating to the operation of the High
Voltage System and all High Voltage Switching instructed by the Control
Engineer shall be recorded in the generating station log.
When operating fusegear mounted on a pole or other structure from ground level, the operator
shall wear rubber gloves of an Approved type and use such other Approved equipment as
may be necessary.
ii) The Control Engineer shall record the location of each Circuit Main Earth
in his log. He shall also record the time its application and removal was
confirmed, (except under the terms of a Sanction for Test).
ii) Additional Earths associated with a Sanction for Test shall be attached
and removed by, or under the Direct Supervision of, an Authorised Person.
When High Voltage Apparatus and conductors are to be discharged and Earthed, it shall be
done as follows:
2.2.1 Where practicable the High Voltage Apparatus shall be checked by means of an
Approved voltage testing device to verify that it is Dead before the Earth
connection is made. The voltage testing device shall be tested immediately before
and immediately after use.
When a circuit breaker is used, the automatic trip feature shall be made inoperative
before closing, unless this is not practicable. After closing, steps shall be taken to
lock off with a Safety Lock any means of opening the circuit breaker or Earth
switch so that it remains inoperative while it is the Circuit Main Earth.
2.2.3 Where 2.2.2 is not possible or applicable, the High Voltage Apparatus and
conductors shall be discharged and Earthed by an Approved Earthing Device or
Earth leads applied by means of an Approved earthing pole.
The general procedure to be followed when using Earth leads shall be as follows:
2.3.2 Earth leads shall be connected to Earth before being connected to the phase
conductors. They shall only be connected to the phases by means of an Approved
earthing pole or other Approved appliance. Care shall be taken to ensure that good
contact is made and that the Earth leads are clearly visible.
When multiple earthing connections are to be used in such a manner that two or more
Earth end clamps will be in close proximity to each other, the Earth end clamps of
all the earthing connections must be attached before any of the conductor end clamps
are applied.
2.3.3 All phases shall be Earthed, even if work is to be carried out on one phase only.
2.3.4 When Earth leads are being removed they shall be disconnected from all the phase
conductors first by means of an Approved earthing pole, or other Approved
appliance.
When multiple earthing connections have been used such that two or more conductor
end or Earth end clamps are in close proximity to each other, the conductor end
clamps of all of the earthing connections must be removed before any of the Earth
end clamps.
2.3.5 At no time shall the conductor end clamp of a portable Earth lead be allowed to
remain connected when its Earth end clamp has become detached. If such a
disconnected portable Earth lead is the only Earth on that conductor at that point,
an additional portable Earth lead shall be connected between Earth and that
conductor before the detached portable Earth lead’s conductor end clamp is
removed. In all cases before the Earth end clamp is re-connected, the conductor end
clamp must first be removed.
2.3.6 Earth leads shall not be applied within the Safety Distance specified in Rule E3.6.1
from any exposed Live High Voltage conductor.
2.3.7 Where bundle conductors are being Earthed each individual conductor shall be
Earthed unless they are compression bonded electrically at or near the point of
earthing.
2.4.1 Earth leads and associated clamps shall be of an Approved type and of adequate
capacity for the duty at the point of application. They shall be maintained and must
be examined immediately prior to use.
2.5.1 If the Circuit Main Earths through which the High Voltage Apparatus is Earthed
are not close to, and visible from, the point of work, the High Voltage Apparatus
shall, where practicable, be Earthed by means of Additional Earths at those point
of work.
Note : in the case of metalclad switchgear spouts, Rules E9.3 and E9.4 shall apply
and in the case of electrostatic precipitators Rule M4.0 shall apply.
2.5.2 Where either the Circuit Main Earths or Additional Earths prevent access to the
points of work, the High Voltage Apparatus on which work is to be done shall be
Earthed at the nearest points of work where access can be obtained.
Where practicable Additional Earths shall also be applied at the points of work.
These Additional Earths may be removed in turn when work is to be done, but each
Earth lead so removed shall be replaced before another Earth is removed.
2.5.3 It is not necessary to earth every part of the High Voltage Apparatus within an
Isolated zone provided that the requirements of Rule E3.1 have been met.
2.5.4 When High Voltage Apparatus has been disconnected from all supplies, and
removed from its service position in preparation for work, the use of Circuit Main
Earths on that High Voltage Apparatus is not necessary, provided that it is
electrically discharged to Earth.
2.5.5 Where portable Earth leads are to be used as Circuit Main Earths, care should be
taken to ensure that the point at which these Circuit Main Earths are to be applied,
are of adequate capacity to safely discharge the resultant fault current if the circuit is
energised by mistake.
In some substations the design of busbar and conductor sections of gas insulated switchgear
provides for any one position at which an integral Earth switch can be used to apply a
Circuit Main Earth. In such a situation it may not be practicable to fully comply with Rule
E3.1 (iii). The busbar or conductor shall however be Earthed at least at this one point to
meet the requirements of the Safety Rules.
Where an integral Earth switch is not provided on the section of busbar to be worked on,
then a section of the System, larger than the zone of Work, shall be Isolated in order to
provide the Earth, or to provide access points from which Approved Earths can be applied.
In some substations the exposed Live tank type design of busbar and conductor sections of
switchgear provides no integral Earth switch for use as Circuit Main Earth. Besides, the
physical layout of the substations lacks sufficient Safety Distances for applying portable
earth leads for use as Circuit Main Earths. In such a situation it may not be practicable to
fully comply with Rule E3.1 (iii). The busbar or conductor shall however be Earthed at
least on both sides of, and being visible from, the point(s) of work.
Apart from the exceptions stated in Rule E3.3 and those expressly permitted by individual
rules no person shall carry out any maintenance, repairs, alterations, cleaning or testing on
any part of a High Voltage System until such parts of the System are:-
ii) Isolated from all points of supply including voltage transformers, auxiliary
transformers and common neutral earthing equipment.
Safety Locks have been applied at all points of Isolation from the High Voltage
System and where practicable from the Low Voltage System.
Shutters of switchgear spouts containing Live conductors have been locked closed
with Safety Locks, and Danger Notices attached.
iii) Connected to Earth by Circuit Main Earths that have been applied at all points of
Isolation from the High Voltage System, or between such points of Isolation and
the point of work, or testing.
Switchgear used to apply Circuit Main Earths have been secured closed with Safety
Locks.
Caution Notices have been fixed to switchgear or portable Earth leads that have
been used to provide Circuit Main Earths.
iv) Made safe from Danger by ensuring that the Apparatus and associated Plant is,
where applicable, drained, Purged and Vented.
v) Make safe from Danger which could arise from the release of stored energy.
vi) Clearly identified at the point of work or testing or to the recipient of the Safety
Document the point of work or testing in case of Generation system.
vii) Released for work by the issue of a Permit to Work to a Competent Person
OR
Released for testing by the issue of a Sanction for Test to an Authorised Person.
AND UNLESS
viii) The person receiving the Permit to work or Sanction for Test is fully aware of the
nature and limits of the work or testing to be done, and understands the precautions
he and his Working Party shall take to avoid Danger.
It is the responsibility of the Senior Authorised Person issuing the Permit to Work
or Sanction for Test to ensure that all the precautions in these Rules are met.
i) All keys to Safety Locks, used to lock points of Isolation and Circuit Main Earths
shall be placed in a Key Safe or other Approved safe before a Permit to Work or
Limited Work Certificate is issued, and not released until it is cancelled.
ii) All keys to Safety Locks used to lock points of Isolation shall be placed in a Key
Safe, or other Approved safe before a Sanction for Test is issued and not released
until it is cancelled.
Keys to Safety Locks, used to lock Circuit Main Earths that may require removing
to allow testing to take place, shall be given to the recipient of the Sanction for Test.
He shall return them to the Senior Authorised Person on signing the clearance of
the Sanction for Test.
iii) A lock having a single unique key shall be used to the Key Safe. The key shall be
issued to the recipient with the Safety Document. He shall retain it in his custody
until he signs the clearance, or transfers the Safety Document.
vi) The Senior Authorised Person issuing the Safety Document shall at the same time
apply and additional lock to the Key Safe. This lock shall be of a type that can only
be opened by a key in the possession of a Senior Authorised Person.
E3.3 EXCEPTIONS
3.3.1 Exceptions are work outside of the Safety Distance such as (1) cleaning
and painting of Earthed metal enclosures; (2) work above ground level on
Earthed metal structures; (3) work from below the anti-climbing guards
on wooden poles supporting High Voltage conductors; (4) work on High
Voltage Apparatus which has been bodily removed from its service
position and discharged, and (5) replacement of Low Voltage fuses above
the anti-climbing guards on poles carrying Live High Voltage conductors.
3.3.2 The replacement of High Voltage fuses in Ring Main Units and Fuse
Switches shall be carried out by an Authorised Person under instruction
from the Control Engineer.
3.3.3 Where the design of Apparatus precludes strict compliance with all the
requirements of Rule E3.1, the work shall be carried out in accordance
with Approved procedures after agreement with the Control Engineer, to
ensure that safety is achieved in another way. Such work shall be carried
out under the Direct Supervision of a Senior Authorised Person.
3.3.4 Under the provision of Rule E9.2, for work on a totally Dead Distribution
11/33 kV switchboard, the removal of associated voltage transformer
secondary fuses, and the removal of Low Voltage fuses and/or links are
not considered a necessary Isolation but a precaution. It may be carried
out after the Earthing operation.
3.3.5 High Voltage Live Line Work (HVLLW) may be carried out with the
overhead line conductors and Apparatus Live, but only in accordance
with High Voltage Live Work Safety Rules.
When fuses or links are used as a point of Isolation, they shall be removed and
retained in a secure place.
Work or testing shall only be permitted to start on Apparatus which is readily identifiable or
has fixed to it a means of identification which will remain effective throughout the course of
work or testing.
3.5.2 Overhead line having circuit identification facilities shall be identified by a circuit
name and structure number plate. For double circuit overhead lines, additional
identification shall be provided by a circuit colour plate secured to the corresponding
circuit climbing leg of each supporting structure, together with where applicable, the
attachment of a keyed flag stick.
3.5.3 Overhead lines supported by towers or poles without circuit identification facilities
shall be identified with the aid of records/diagrams, and visual tracing. The point of
work shall be clearly identified by the attachment of green flags or markers.
3.5.5 The cable shall be marked by tape or other means which will clearly identify it
throughout the course of work or testing.
i) The Safety Distances (designated ‘X’ in Table 1 and Diagram 1 below shall be
maintained between any part of the person or object and the nearest exposed Live
High Voltage conductor.
ii) A distance of 300mm (12 inches) shall also be maintained, at all System voltages,
from the portion of insulators supporting Live High Voltage conductors which is
outside the appropriate Safety Distance from the conductors.
No person except Authorised Person (High Voltage Live Line Work) permitted by High Voltage
Live Line Work Safety Rules shall allow any part of his body to approach exposed High Voltage
conductors, or insulators supporting such conductors, within the Safety Distances specified in
Rule E3.6.1 unless the conductors have been made safe for work, and a Safety Document issued
as required by Rule E3.1 (vii).
i) When exposed High Voltage conductors are not Isolated, the only objects which shall be
allowed to approach them, or the insulators supporting them, within the Safety Distances
specified in Rule E3.6.1 shall be Approved insulated devices (e.g. operating rods for
overhead line fuse gear or voltage testing devices).
ii) When exposed High Voltage conductors are Isolated but not proved Dead, the only
objects which shall be allowed to approach them, or the Safety Distances specified in Rule
E3.6.1 shall be Approved insulated devices. (e.g. operating rods for overhead line fuse
gear or voltage testing devices).
Taking account of the nature and location of the work, the hazards, and the presence
of persons, the Senior Authorised Person shall establish, and have demarcated,
working and access clearances from exposed Live High Voltage conductors, such as
to ensure that the Safety Distances specified in Rule E3.6.1 are maintained both, for
those persons present, and the objects being handled.
E4.1 GENERAL
4.1.1 No testing of High Voltage Apparatus or conductors shall commence until the
following safety precautions have been applied and a Sanction for Test issued by a
Senior Authorised Person.
4.1.2 The recipient of a Sanction for Test shall be a Senior Authorised Person or an
Authorised Person who has been appointed in writing to receive and clear a
Sanction for Test.
E4.2 TESTING AND WORK UNDER THE TERMS OF A SANCTION FOR TEST
4.2.1 The recipient of a Sanction for Test shall be responsible for co-ordinating all testing
operations within the Isolated zone, and for ensuring safety in compliance with these
Rules during the tests. He may, without further reference to the Control Engineer,
remove and replace Circuit Main Earths as necessary, operate switchgear, and
carry out tests including making Live the Apparatus concerned from a testing
supply. Work of a minor nature (e.g. removal of jumper connections, unplugging of
power cable termination on Distribution Gas Insulated Switchgear or other
Approved minor work) essential to the completion of testing may be carried out
under the terms of a Sanction for Test.
4.2.2 The recipient of the Sanction of Test shall either make the tests personally, or such
tests shall be carried under his Direct Supervision.
4.3.1 The Control Engineer must ensure that there is no other Safety Document in force
(except a Customer Switchgear Isolation Certificate) for the Apparatus on which
a Sanction for Test is to be issued.
4.3.2 The Apparatus on which testing is to be done must be Isolated and Earthed. The
Safety Lock keys for the points of Isolation must be locked in a Key Safe.
4.3.3 Danger Notices shall be applied to any Apparatus which may give rise to Danger,
and which will be in the vicinity of persons carrying out the testing. Where
practicable, the boundaries of the test area shall be visibly identified.
4.3.4 Where Plant or Apparatus has a remote end that could be made LIVE by the test
voltage, then the remote end shall be guarded to prevent Danger and a Danger
Notice applied at the remote end.
4.3.5 The Senior Authorised Person shall sign, and issue a Sanction for Test together
with the Key Safe key to the recipient.
4.3.6 Keys which allow operation of Apparatus within the Isolated zone defined on the
Sanction for Test, and which are required to enable testing to be carried out, shall
also be issued to the recipient.
E4.4 TESTING
4.4.1 When any High Voltage Apparatus is to be subjected to test voltage, the
Authorised Person responsible for applying the test voltage shall ensure that such
Apparatus and associated test equipment, leads and connections are adequately
guarded to prevent Danger, and that Danger Notices are attached during the period
the Apparatus may be subjected to voltage.
4.4.2 All Apparatus which is associated with a test and which may have retained an
electrical charge must be discharged to Earth before the application, and before
removal of the test connections.
4.4.3 Test connections shall not be applied where there is a Danger or risk from exposed
metal which may be Live at High Voltage (This Rule does not preclude the use of
Approved voltage testing devices for testing and phasing out circuits).
4.4.4 The connection and disconnection of Earth leads and test connections, and the
application of the test voltage must be done by under the Direct Supervision of an
Authorised Person who must be accompanied by a Competent Person.
4.5.1 The Authorised Person clearing a Sanction for Test must ensure that all changes to
conditions within the Isolated zone from those existing at the time of issue are fully
specified as “exceptions” on the Sanction for Test.
The consequences of electric shock or serious burns to persons during work on or testing of
Low Voltage Apparatus or conductors may be serious and in some cases fatal. The
precautions to be taken to avoid Danger are as important as in High Voltage work.
With the exception of some specific Low Voltage work which may be carried out under
Approved Live working procedures, work on and testing of Low Voltage Systems shall be
carried out while such System are Dead.
i) The Low Voltage Apparatus shall be made Dead, and where reasonably
practicable Isolated.
ii) Isolating Devices at all points of Isolation shall be secured in the Isolated
position by Safety Locks. If fuses, links or jumpers are removed to achieve
Isolation they shall be kept in a secure place.
5.1.2 When it is not reasonably practicable to isolate the Apparatus or conductors, work
or testing shall be carried out according to Approved procedures.
5.1.3 Before work or testing commences, the Competent Person who is to do the work or
testing shall, as far as is practicable:
ii) Check, by means of an Approved voltage testing device that the Apparatus
or conductors on which he is to work or test are Dead. The testing device
used shall where practicable be tested immediately before, and after use.
5.1.4 If work or testing is suspended, the Competent Person who is to continue the work
or testing should first carry out the procedure in Rule E5.1.3 (ii).
5.2.1 Before work or testing is commenced on exposed Low Voltage overhead conductors
which have been Isolated they must be proved Dead at the point of work by the use
of an Approved Voltage testing device. The testing device shall, where practicable,
be tested immediately before and after use. All conductors including the neutral shall
be short circuited and where practicable Earthed with Approved Equipment.
5.2.2 No uninsulated Low Voltage overhead conductor shall be run out (or removed)
under any Live overhead line without the approval of an Authorised Person. He
shall ensure that, unless adequate precautions to avoid Danger can be maintained
during the course of work, the overhead line shall be made Dead. If it is a High
Voltage overhead line which has to be made Dead a Permit to Work shall be
issued.
5.2.3 Where it is required to carry out Low Voltage work or testing on a pole supporting
High Voltage conductors, and it is necessary to Isolate and Earth the High Voltage
overhead line to ensure safety, a Permit to work shall be issued to a Competent
Person in charge of the work or testing.
5.3.1 At the point of work, the Low Voltage cable shall be identified according to
Approved procedures.
5.3.2 Each core of the cable shall be exposed in turn by stripping the cable and proved
Dead by the use of an Approved Voltage testing device. The testing device shall be
checked immediately before and after use, where practicable.
5.4.1 The High Voltage side of the transformer shall be Isolated and the Isolating
Devices secured with Safety Locks.
5.4.2 The conductors on the Low Voltage side shall be connected to Earth as near as
practicable to the point of work.
Work on Live Low Voltage Apparatus shall be carried out according to Approved Live
work procedures.
5.5.1 The work shall be carried out by a Competent Person over 18 years of age who has
completed an Approved training course and who has been authorised in writing to
carry out such work.
5.5.2 All adjacent metal which is electrically connected to Earth, or conductors, which are
at a different potential to that on which work is to be carried out shall be screened
with insulating material to avoid Danger from accidental contact.
5.5.3 Where necessary to prevent Danger, Approved insulated tools, insulating stands or
mats as appropriate shall be used.
5.6.1 Testing or adjustments, including functional testing, may be made with the Low
Voltage Apparatus Live, provided Approved insulated tools are used.
5.6.2 If the testing or adjustments required the covers to be removed, so that terminals or
connections that are Live, or can be made Live are exposed, then precautions shall
be taken to prevent unauthorised access to, or interference with, the Apparatus.
i) All persons working on towers, poles, and high structures above a height of 2
metres, must wear and make proper use of Approved safety belts and
harnesses. Belts and harnesses shall be inspected by the user before
climbing, and should there be any doubt regarding their condition they must
be prohibited from further use until examined and re-certified.
ii) Any person who climbs a tower, pole or high structure shall be accompanied
by at least one other person who may be at ground level.
iii) Any pole, the condition or stability of which is doubtful shall not be climbed
without the permission of an Authorised Person. No pole badly impaired
by corrosion, decay or damage shall be climbed until it has been securely
guyed and if necessary splinted. Such a pole shall only be climbed by one
person under the Direct Supervision of an Authorised Person.
ii) The Competent Person in charge of work at each tower or pole shall ensure
that red pennants or other Approved markers are fixed such as to prevent
any person approaching beyond a position from which it is possible for him
to bring any part of his body or working tools within the Safety Distance
specified in Rule E3.6.1.
iv) The person fixing the red pennants or other Approved markers shall be
under the observation of a Competent Person at ground level.
Painting, inspection, and work (other than Low Voltage fuse replacement) above the
anti-climbing devices, but within the defined limits of safe access, on towers or poles
supporting Live conductors, shall only be permitted under the terms of a Limited
Work Certificate.
iii) Before any work commences on a High Voltage overhead line, Additional
Earths shall be applied at or as near as practicable to the points of work in
accordance with Transmission and Distribution Approved procedures.
Any overhead line over or under which a new overhead conductor is to be run or an
existing conductor is to be removed shall either be made Dead or adequate
precautions shall be taken to prevent Danger during the lowering and removal of the
existing conductor, and the running out and permanent securing of the new
conductor. When a High voltage line has been made Dead for his purpose the
requirements of Rule E3.1 shall apply and a Permit to Work shall be issued.
In the event of the near approach of a lightning storm to an area where overhead line
work is in progress, all work shall cease immediately, and the responsible Senior
Authorised Person informed. Work may continue at his discretion and under his
Direct Supervision. He shall receive guidance from System Control regarding the
path of the storm.
Where practicable, the Auto Reclose facility shall be switched out of service before
work is permitted within defined safe limits above the anti-climbing device on poles
or towers supporting Live conductors.
i) On single circuit towers, poles, or any structure with horizontal spacing between
phases, climbing or work shall only be permitted up to the safe climbing limit defined
by the Safety Distances specified in Rule E3.6.1.
ii) On double circuit towers with vertical phase spacing and with both circuits Live,
painting, inspection and other work shall only be permitted under the following
conditions :-
(a) Work shall be carried out from within the body of the tower.
(b) No tool more than 300mm in length shall be taken up the tower.
(c) A person while working from within the body of the tower may extend his
arms and or tool through the bracings and beyond the body of the tower
subject to the requirements of Rule E3.6.
(d) A person may climb on the outside face of a tower up to the Safety Distance
marker, beyond which he must climb within the body of the tower or on the
face of the tower at right angles to the conductors.
(e) Work shall only be permitted under the terms of a Limited Work
Certificate.
ii) The Senior Authorised Person issuing the Permit to Work shall inform
and agree the circuit Identification colours with the Control Engineer.
iii) The Senior Authorised Person shall write the agreed circuit identification
colours on the Permit to Work. The Competent Person receiving the
Permit to Work shall check that they are the correct colours, and initial the
statement on the Permit to Work in the presence of the Senior Authorised
Person.
iv) The Senior Authorised Person issuing the Permit to Work must also issue
to the Competent Person receiving the Permit to Work the following items
v) The Competent Person who has received the Permit to Work must ensure
that a circuit identification flag is fitted to the appropriate socket or bracket
on each tower to be worked on, and that each person is in possession of a
circuit identification wristlet before allowing that person to climb the tower.
(b) Wear the circuit identification wristlet in such a manner that it will
at all times be readily visible to him whilst climbing and working.
(c) Ensure that the wristlet matches the circuit identification on the
circuit on which he is to work.
vii) Before any work commences on the Dead circuit, Additional Earths shall
be applied at or as near as practicable to the points of work by the Earthing
Party, and in accordance with the appropriate Earthing Schedule.
Additional Earths shall be applied to all sub-conductors of all phases of the
circuits concerned.
viii) The Earthing Party shall, before applying the portable earths, fix red
pennants to the crossarms supporting the Live conductors at the junction of
those crossarms and the tower body. The pennants must remain in position
until all the work on the tower has been completed. They shall be removed
by the Earthing Party after removal of the Additional Earths.
ix) While fixing or removing red pennants, and Additional Earths, the Earthing
Party must be under the observation of a Competent Person at ground level
who must be able to communicate with them to warn of any possible
infringement of the Safety Distance.
x) At tee-off, terminal, and large angle towers (greater than 30°) reduced
clearance to Live conductors can occur. When work is to be carried out on
such towers, the Senior Authorised Person issuing the Permit to Work
must decide what special precautions shall be taken, and whether the work
must be carried out under the Direct Supervision of an Authorised Person.
xi) Before commencing work on the Dead circuit of a double circuit Overhead
Line, the auto-reclose facility on the Live circuit must be switched out of
service. It shall remain out of service for the duration of the work.
xii) Work other than inspections, on the Earth wires and fittings, of double
circuit overhead lines is not permitted unless its associated circuit has been
made Dead and the requirements of Rule E 3.1 completed.
(b) The Senior Authorised Person issuing the Permit to Work shall
identify the line to be worked on at the point of work and where
practicable ensure that the line is proved Dead with an Approved
voltage testing device, the device itself being tested immediately
before and after use.
(c) After proving Dead and before any person is permitted to climb the
pole or tower the Competent Person shall fix the green safe access
flag in position.
Before any person is permitted to work on the conductors, insulators, fittings or pole
mounted Apparatus of a distribution overhead line the requirements of Rule E 3.1
shall be carried out with such additional precautions as follows:
i) The Senior Authorised Person issuing the Permit to Work shall identify
the line to be worked on to the Competent Person receiving the Safety
Document.
ii) If the Circuit Main Earth is not directly visible from the point of works, the
Competent Person shall where practicable prove the line Dead with an
Approved voltage testing device, the device itself being tested immediately
before and after use.
iii) Unless the Circuit Main Earth is directly visible from the point of work,
Additional Earths shall be applied at, or as near as practicable to the point
of work before work commences,
iv) Before disconnecting any conductors of a High Voltage overhead line with
transformers, either Additional Earths shall be applied on the transformer
side of the overhead line to be disconnected, or the Low Voltage fuses of all
the transformers on the disconnected section shall be removed.
If a Working Party leaves a line at any time, then before work is re-started the
Competent Person in charge of the work, shall identify the line, and verify that the
earthing conditions at the point of work remain the same, and shall re-instruct the
Working Party on the work covered by the Permit to Work.
Where fuses are removed as a means of Isolation for an overhead line, they shall be
retained in a secure location by the Competent Person in charge of the work, or the
person issuing the Safety Document.
The breaking and remaking of jumpers in order to facilitate fault location, (e.g. pole
mounted transformers, lightning arrestors, etc.) can, where practicable, be carried out
under a Sanction for Test.
7.1 Unless the work is restricted to that which can be safely carried out under:
the cable shall be made Dead, Isolated and Earthed at all points of Isolation and a
Permit to Work or Sanction for Test issued before any work or testing commences.
7.1.2 When any High Voltage cable is to be cut, or any High Voltage cable joint opened,
the Senior Authorised Person issuing the Safety Document must personally identify
the cable, or joint, as that covered by the Safety Document.
7.1.3 After positive identification the cable must be clearly marked at the point of work by
the Senior Authorised Person issuing the Safety Document.
7.2.1 No person shall commence work, or in any way interfere with High Voltage
transmission cable unless personally instructed at the point of work by a Senior
Authorised Person.
7.2.2 All tests carried out in order to identify a particular cable must be witnessed by the
person issuing the Safety Document.
7.2.3 Any work involving the cutting into, the disconnection, or repair of a cable which
cannot be Earthed at the point of cut, or disconnection, and which it is not desirable
to spike, should be done in accordance with the Approved method defined in the
Transmission Safety Rules Operational Instruction.
7.2.4 When work is to be carried out on cable circuits which are in proximity to other Live
circuits, and on cables with fully insulated metallic sheaths, special precautions in
accordance with the Transmission Safety Rules Operational Instruction should be
taken to avoid Danger from induced voltages.
7.2.5 When work involving access to the conductors is to be carried out on cables directly
connected to overhead lines, Additional Earths shall be connected to each phase of
the cable sealing end to overhead line connections, in order to protect against Danger
from induced voltages.
7.3.1 All High Voltage distribution cables should normally be spiked with an Approved
spiking device prior to being cut
7.3.2 In situations where it is considered essential not to spike the cable, identification shall
be carried out in accordance with Distribution Department Approved procedures.
7.3.3 Spiking, cutting and core identification shall be carried out under a Sanction for Test
issued by the Senior Authorised Person in charge of the work. The work shall be
carried out in accordance with the procedure specified in Distribution Safety Rules
Operational Instruction
7.4.1 Before work involving cutting or jointing is carried out on a pilot cable, the cable
must be positively identified by the Authorised Person in charge of the work.
7.4.2 After positive identification the cable should be clearly marked at the point of work.
7.4.3 When work is to be carried out on pilot cables, use shall be made of an effective
combination of the following Approved items :-
i) Insulating mat,
ii) Insulating boots,
iii) Insulating gloves,
iv) Insulating tools.
Where there is a Danger of induced voltage on the pilot cores all cores shall, where
practicable, be : -
ii) If the tunnel or joint chamber is considered to be a Confined Space then the
requirements of Corporate Safety, Health, Environment & Quality
Instructions – SHEQ-ITN-006 Safe Working in Confined Spaces shall apply.

iii) Before work starts in tunnels, or joint chambers, the Competent Person in
charge of the work must ensure that all emergency means of escape such as
doors, or where practicable, manhole covers, are free to open, and that the
lighting is functional.
iv) The Competent Person in charge of work shall ensure that any hinged
covers are prevented from closing whilst persons are inside the tunnel or joint
chamber.
ii) If emergency evacuation procedures are necessary, they are fully understood
by all persons concerned.
iii) All reasonable practical steps are taken to keep access ways clear.
iv) Precautions are taken to avoid the possibility of persons being trapped by
fire.
vi) Gas cylinders, hoses and equipment are checked for leaks before being taken
into the tunnel, or joint chamber. When not in use, they shall be turned off at
the cylinder valve, and where practicable removed from the tunnel, or joint
chamber.
vii) Smoking inside the tunnel, or joint chamber shall be prohibited and notices
placed to this effect.
Following completion of the work, the Competent Person in charge of the work must
ensure that : -
i) All persons are warned not to re-enter the tunnel or joint chamber after they
have been withdrawn.

iii) If it is necessary to make a final check, all access points except one are
locked closed. A guard is posted at the remaining access point to ensure that
no person re-enters during the check.
iv) After the final check has been made, the closure of the final access point is
made under his Direct Supervision.
E8.2 ISOLATION
In addition to the Isolation requirements stated in Rule E 3.1 the following shall be carried
out:-
8.2.1 Associated voltage transformers shall be Isolated, and all Low Voltage fuses and
links withdrawn to prevent the transformer being made Live by backfeed.
8.2.2 Where the nature of work is such that Danger could arise from the inadvertent
operation of ancillary Apparatus (e.g. tap change mechanisms, oil cooler fans, oil
pumps) such Apparatus shall be Isolated, and where practicable locked off with
Safety Locks.
8.2.3 Where the transformer or reactor is protected by fixed fire protection systems, the
systems must be Isolated or otherwise prevented from inadvertent discharge during
the course of the work.
8.2.4 Caution Notices shall be attached at all points of Isolation including those of Low
Voltage.
E8.3 EARTHING
8.3.1 Circuit Main Earths shall be connected at all points of High Voltage Isolation,
including points of Isolation from common neutral earthing equipment where
applicable, or between such points and the points of work.
8.3.2 Unless the Circuit Main Earths are close to, and visible from the point of work, the
transformer or reactor shall, where practicable, be connected to Earth by means of
Additional Earths at the point of work.
E8.4 IDENTIFICATION
Before a Permit to Work, or Sanction for Test is issued the Senior Authorised Person
shall ensure that the transformer or reactor to be worked on is clearly identified.
8.5.2 Work on the tapchanger mechanisms, cooling fans, pumps and any other auxiliary
apparatus associated with a High Voltage transformer or reactor shall be carried out
under the terms of a Limited Work Certificate, unless such work is covered by other
Safety Documents.
Apart from exceptions quoted in Rule E9.6 and such work that can be safely carried out
under a Limited Work Certificate, all work on High Voltage switchgear shall be carried out
in strict accordance with the requirements of Rule E3.1.
All circuits connected to the switchboard shall be Isolated and locked off, at the ends remote
from the switchboard. Circuit Main Earths shall be applied at the remote points of Isolation
or between such points and the switchboard. The associated voltage transformer secondary
fuses, Low Voltage fuses and/or links shall be removed as an additional precaution. Circuit
Main Earth on circuits connected to an overhead line shall be applied at the nearest location
to the point of work where access to the conductors can be safely obtained. Work on the
totally Dead switchboard shall proceed according to Approved procedures.
9.3.1 ISOLATION
When work is to be carried out on busbar spouts, busbars and busbar connections,
the following Isolation procedures shall be carried out in strict sequence
ii) The Isolation arrangements shall be locked using Safety Locks where
practicable, so they cannot be operated, and Caution Notices fixed at all
points of Isolation.
iii) The shutters of spouts which are, or may become, Live shall be locked shut
with Safety Locks.
iv) Danger Notices shall be attached where applicable on, or adjacent to,
Apparatus containing Live conductors at the limits of the zone in which
work may be carried out.
9.3.2 EARTHING
The checking with the voltage testing device shall be done on the panel at
which the Circuit Main Earth is to be applied.
ii) Circuit Main Earths shall be applied at a panel or panels other than that at
which work is to be carried out, on the Isolated section of busbars. The
insertion of the hand or any tool into contact spouts for this purpose is
forbidden.
iii) Where practicable, all Circuit Main Earths must be locked in the Earthed
position.
9.3.3 WORK
ii) The Senior Authorised Person shall identify the busbar spouts to be worked
on and where necessary provide access by removing any locks applied to
such spout shutters.
iii) In both i) and ii) above, the Senior Authorised Person, before allowing
work to proceed, shall prove that each spout or busbar connection is Dead by
means of an Approved voltage testing device. The device shall be tested
immediately before and immediately after use. Work on the spouts shall only
proceed under the Direct Supervision of the Senior Authorised Person.
iv) If it is required to carry out work on the spouts at which the Circuit Main
Earths have been applied, the Permit to Work shall be cancelled, and the
Circuit Main Earths transferred to the busbar spouts of a panel on the same
Isolated section of busbar.
A new Permit to Work shall be issued, and the procedures described in Rule
E9.3.3 i), ii) and iii) carried out.
9.4.1 ISOLATION
When work is to be carried out on feeder and voltage transformer spouts or on the
spouts of a single and separate panel, the following procedures shall be carried out in
strict sequence : -
ii) The Isolation arrangements shall be locked so they cannot be operated and
Caution Notices fixed at all points of Isolation.
iii) The shutters of spouts which are, or may become Live, shall be locked shut
with Safety Locks.
iv) Danger Notices shall be attached where applicable on, or adjacent to,
Apparatus containing Live conductors at the limits of the zone in which
work may be carried out

9.4.2 EARTHING
ii) The circuit shall be Earthed with an Approved Earthing Device at the
point(s) of work and where practicable at all points of Isolation from the
supply.
iii) Where the spouts are connected to an overhead circuit, Circuit Main Earths
or Additional Earths shall be applied at a point nearest to the point of work
where access to the conductors can safely be obtained.
9.4.3 WORK
i) Before obtaining the signature of the recipient of the Permit to Work, the
Senior Authorised Person issuing the Permit to Work shall, at the point of
work, satisfy himself that the recipient is aware of the location of adjacent
High Voltage Apparatus and of the safety precautions to be taken by the
recipient.
ii) Work on the spouts or connections shall be done under the Direct
Supervision of a Senior Authorised Person who may, with the consent of
the Control Engineer, remove the Circuit Main Earths at the point of
work, and prove each spout Dead with an Approved voltage testing device,
before it is worked on. The device shall be tested immediately before and
immediately after use.
iii) On completion of the work, the Circuit Main Earths shall be reapplied
before the Permit to Work is cancelled.
iv) If the only Earthing Devices that can be applied to the circuit are those
applied in the spouts, and these are Circuit Main Earths, then while this
work is in progress, no other work shall be carried out to the circuit
connected to these spouts.
Approved protective clothing, respirators, eye shields and safe handling equipment shall be
provided and used in accordance with the Safety Rules Code of Practice.
Before work involving access to Apparatus which contains, or has contained SF6
gas the following procedures shall be followed
ii) A Permit to Work for access and specifying the work to be carried out shall
be issued.
iii) The gas zones which include the Apparatus to be worked on shall be
Isolated from all sources of gas supply, and where practicable, the
control/supply valves locked closed. Caution Notices shall be applied at all
points of Isolation.
iv) The gas zones to which access is required shall then be drained, and Purged
of SF6 Gas using Approved methods and equipment. The drain valves shall,
where practicable be locked open with Safety Locks, and Caution Notices
applied.
i) FUNCTIONAL CHECKS
9.5.3 PROCEDURES FOR ACCESS TO, AND WORK IN, GAS ZONES OF GAS
INSULATED SWITCHGEAR
i) ISOLATION
ii) EARTHING
a) The section of busbars and Apparatus which has been Isolated shall
be Earthed by closing the Earth switch provided at the point(s) of
Isolation. These Earths shall be designated Circuit Main Earths.
iii) The Senior Authorised Person shall positively identify the point(s) of access
and issue a Permit to Work for access and the subsequent work.
If the nature of the work dictates that the Earth switches cannot be used as
Circuit Main Earths throughout the duration of the work, Portable
Maintenance Earthing Devices shall be used for this purpose as follows : -
a) Under the Permit to Work issued in Rule E9.5.3 iii) provision must
be made for the removal of the necessary PMED access cover(s) and
for fitting the PMED mounting plate(s).
e) A Permit to Work shall then be issued for the work specifying the
PMED(s) applied as Circuit Main Earths. If required, the integral
Earth Switches may be opened with the consent of the Control
Engineer.
v) COMPLETION OF WORK
9.6.1 When withdrawable High Voltage Apparatus has been disconnected from all
supplies and removed from its service position, its conductors shall be discharged to
Earth, but need not remain connected to Earth.
9.6.2 All spout shutters not required to be opened for immediate work, test, or operation
shall be locked shut with Safety Locks.
9.6.3 Work on withdrawable High Voltage switchgear, which has been disconnected in
accordance with Rule E9.6. 1, but remains on site, shall be carried out under the
terms of a Limited Work Certificate.
Before work involving access to Apparatus which contains, or has contained SF6
gas the following procedures shall be followed:-
ii) Permit to Work for access and specifying the work to be carried out shall be
issued.
9.7.2 PROCEDURES FOR ACCESS TO, AND WORK IN, GAS ZONES OF GAS
INSULATED SWITCHGEAR
i) ISOLATION
ii) EARTHING
a) The Apparatus which has been Isolated shall be Earthed by using the
circuit breaker or closing an Earth switch or Earthing Devices at the
point(s) of Isolation. These Earths shall be designated Circuit Main
Earths.
b) The Circuit Main Earths shall be locked in the Earthed position with
Safety Locks and Caution Notices applied.
iii) The Senior Authorised Person shall positively identify the point(s) of
access and issue a Permit to Work for access and the subsequent work.
i) FUNCTIONAL CHECKS
10.1.1 ISOLATION
When any work, other than operating adjustments, is to be carried out on High
Voltage Apparatus or associated Plant operated by compressed air, the following
precautions shall be taken
i) The work zone shall be Isolated from all sources of air supply and the
supply valves locked closed. Caution Notices shall be attached at each
point of Isolation.
ii) If the work zone includes the compressor Plant then the supply to the prime
mover shall be Isolated and locked with a Safety Lock. and a Caution
Notice attached at the point of Isolation.
iii) Before work is permitted receivers, actuators and pipework shall be drained,
and the drain valves locked open.
v) Where necessary any spring charged mechanism shall be released and the
charging mechanism locked in the Isolated position with a Safety Lock.
10.1.2 The above safety measures required for work on the associated High Voltage
Apparatus shall be detailed on the Permit to Work.
10.2.1 ISOLATION
When any work, other than operating adjustments, is to be carried out on the
hydraulic system or hydraulically operated mechanisms of High Voltage
Apparatus, the following precautions shall be taken : -
i) The supplies to the prime mover of the hydraulic oil pump shall be Isolated
and locked off with a Safety Lock. A Caution Notice shall be attached at
the point of Isolation.
ii) Stored energy in the hydraulic System shall be released by opening, and
where practicable locking off, the equalising valve.
iii) Any spring charged mechanism shall be released, and the charging
mechanism locked in the Isolated position with a Safety Lock.

10.2.2 The above additional precautions required for work on the associated High Voltage
Apparatus shall be detailed on the Permit to Work issued in accordance with Rule
E3.1.
11.1.1 Before work is carried out on Plant or Apparatus such as circuit breakers,
isolators, tap changing gear, or air compressors that can be controlled from a
position other than at the point of work, all local, remote and automatic control
devices shall be rendered inoperative, and where practicable, locked with a Safety
Lock and a Caution Notice attached.
11.1.2 No work shall be carried out on the controlling equipment, and associated wiring and
relays if such work could restore the operational status of the control functions.
11.3.1 Work on and testing of controlling equipment, relays or associated wiring of pilot
wire differential protection on in service High Voltage Apparatus shall be carried
out by an Authorised Person who shall receive instruction direct from the Control
Engineer. The Authorised Person shall then coordinate the whole process
including the removal and replacement of trip links and/or fuses. In this case, the
Authorised Person may instruct another Authorised Person at the remote end
substation to remove and replace trip links and/or fuses.
12.1.1 When work is to be carried out in an area in which there are Live High Voltage
conductors, and there is a risk of Safety Distances being infringed, the zone of work
shall be identified by a Senior Authorised Person. The zone shall then be defined as
far as possible by the use of barriers or ropes arranged so that the specified Safety
Distances, from the nearest exposed Live conductor or supporting insulator to
ground level, platform, or access way, which may be required to be used, are
established.
12.1.2 The barriers or ropes shall be clearly visible, and shall not be attached to any
structure supporting electrical Apparatus which is Live. At ground level the area so
defined shall be clearly distinguished by green flags by day, and if not otherwise
adequately illuminated, by green lights at night, Lights shall be mounted on separate
supports, and suitably spaced within the safety boundary.
12.1.3 Safety Distances must be maintained at all times from exposed conductors that are,
or may become Live.
12.1.4 Danger Notices shall be attached to, or fixed adjacent to, adjoining Plant and
Apparatus that is, or may become Live.
12.1.5 If the work cannot be carried out without leaving ground level or a platform or
access way, the Safety Distances shall also be obtained from the nearest exposed
Live High Voltage conductor to the points from which work is actually carried out.
In such cases access shall only be by means of an Approved ladder or other
Approved means in accordance with Rules E12.4 and E12.5. The climbing of
structures to gain access is forbidden.
Where necessary to prevent Danger the access ways to and from the zone of work shall be
clearly marked by the Senior Authorised Person.
12.3.1 Portable ladders shall be of an Approved type and of no greater length than that is
required for the work involved.
12.3.2 Portable ladders and other long objects shall not be used without the permission of a
Senior Authorised Person, who shall define the conditions of use to the person in
charge of the work. The movement and erection of such ladders and objects shall
then be carried out only under the Direct Supervision of an Authorised Person.
When moved at ground level they shall be carried in a horizontal position, and as
near the ground as is practicable.
12.3.3 Portable ladders provided for giving access to fixed ladders which terminate above
ground level shall be padlocked in position by an Authorised Person. They shall
remain padlocked during the period that the ladders are in use.
12.3.4 All portable ladders within substations or switching station shall be securely locked
to a suitable anchorage when not in use.
12.4.1 When cranes, scaffolds and other equipment are taken into or out of a substation the
route to be followed shall be agreed, and defined on site by a Senior Authorised
Person.
12.4.2 The limits of operation of such equipment shall be defined by a Senior Authorised
Person to an Authorised Person in charge of the work. Thereafter the equipment
shall only be erected or moved within these limits under the Direct Supervision of
the Authorised Person.
12.4.3 Cranes or other equipment shall be connected to the substations earthing system on
reaching the work area.
Danger Notices, barriers and screens shall be fixed or moved only by, or under the Direct
Supervision of an Authorised Person.
In the event of the near approach of a lightning storm, work on exposed conductors in
outdoor substations or switching stations, or Apparatus connected to exposed conductors
shall cease, and the responsible Senior Authorised Person informed. Work may continue at
his discretion and under his Direct Supervision.
13.1.1 The capacitors shall be Isolated from all Live conductors, locked-off and Caution
Notices fixed in accordance with Rule E3. 1.
13.1.2 Where practicable an integral Earth switch shall be used to initially discharge the
capacitor units.
13.1.3 Where integral Earth switches are not provided, the initial discharge of the capacitor
units shall only be carried out through a circuit breaker or other switching device.
13.1.4 Circuit Main Earths shall be applied to the instructions of the Control Engineer
and under the Direct Supervision of a Senior Authorised Person, in the following
sequence: -
iii) Apply Approved Earth leads to the neutral connections of each group of
capacitors, if the neutral point is not directly connected to Earth.
A Permit to Work or Sanction for Test shall then be issued in accordance with Rule E3.1.
13.3.1 Before any disconnection is carried out, an Additional Earth shall, where
practicable, be applied on both sides of, and in close proximity to the point of
disconnection. These Additional Earths shall be applied or removed by, or under
the Direct Supervision of an Authorised Person.
13.3.2 Capacitor units shall be short-circuited and remain short circuited on removal of the
units from the capacitor group.
E14.1 ISOLATION
14.1.1 Work or testing on the connections to the windings of a generator, or the windings of
associated generator or unit transformers, shall be carried out in accordance with
Rule E3. 1.
14.1.2 To prevent the possibility of the windings being made Live by backfeed, all
associated voltage transformers shall be Isolated.
14.1.3 The excitation supplies shall be Isolated, and where practicable locked off, and a
Safety Lock applied.
14.1.4 Energy supplies to the prime mover shall be Isolated to ensure the machine remains
at standstill.
E14.2 EARTHING
ii) At a point common to the generator, unit transformer, and generator transformer
windings if a direct electrical connection exist, or
iii) At a point on the generator side of circuit breaker, if a circuit breaker exists and
if work is to be carried out on the High Voltage connection to generator
windings and/or on the windings themselves.
A Permit to Work or Sanction for Test shall be issued in accordance with Rule E3.1.
E14.4 WORK
14.4.1 Before any work is commenced which involves opening up any part of a generator
casing normally containing hydrogen the additional procedures of Rule M8.0, "Work
on Hydrogen Filled Plant or Apparatus", must be observed.
14.4.2 The machine shall be at rest, unless permission has been given, by the Senior
Authorised Person issuing the Safety Document, for the work to be carried out
while the machine is turning on barring gear.
Apart from the exceptions stated in Rule M1.2 and those expressly permitted by individual
Rules, no person shall undertake any repair, maintenance, cleaning or alteration on
mechanical Plant unless the Plant has been,
ii) Isolated and all practicable steps taken to lock off from all sources of Danger, and,
Caution Notices fixed at all points of Isolation.
iii) Immobilised by the Isolation of power supplies and, where necessary, by taking
precautions to prevent rotation or movement.
iv) Freed from Danger within the Plant itself. This shall include as applicable making
sure the Plant has been : -
- Vented, where Danger could arise from pressurisation. Where vents could
give rise to Danger they shall be locked with Safety Locks in the
appropriate position.
- Cooled to a temperature which will not cause Danger during the work or
internal access.
- Made safe from the Danger which could arise from the release of stored
energy, by taking action to contain or dissipate this energy safely.
vi) Released for work by the issue of a Permit to Work which shall not be issued
unless the recipient is fully aware of the Plant to be worked on, the nature and the
extent of the work to be done and the safety precautions to be taken.
It is the duty of the person issuing the appropriate Safety Document to ensure compliance
with the provisions of Rules M1. 1 i) - M1. 1 vi),
M 1.2 EXCEPTIONS
1.2.1 Where work is of such a nature that the Plant must be operated to enable
adjustments to be made, action shall be taken to ensure that safe working conditions
are maintained before and after restoration of motive power. The relevant Isolation
keys may be held by the person in charge of the work, who shall in this case be
issued with a Permit to Work with Restoration of Motive Power, which must
describe what safety precautions are necessary to avoid Danger.
1.2.2 Floating of boiler safety valves, chemical cleaning and on-load leak repairs shall be
carried out by Approved procedures in accordance with Rule M2.2
i) Lock shut the busbar and circuit shutters, off all means of Isolating the
supplies to motor-driven Plant, and to lock off and prevent the operation of
valves, dampers, actuators and similar devices Isolating the Plant from all
sources of Danger. The keys for such locks shall be kept in a Key Safe.
ii) Isolation details, and the deposit of Safety Lock keys shall be recorded on
the Safety Document.
When the electrical Apparatus associated with the Isolation of mechanical Plant
on which work is to be carried out is controlled only by fuses or links, the fuses or
links shall be removed and kept in a safe custody.
Depending on the scope of the work, maintenance on boiler or steam generator pressure
parts, pressure vessels and associated pipework may be carried out under one of the
following conditions :
2.1.1 The Plant must be Isolated from all external sources of energy. Vented, and where
necessary the contents adjusted to a level which will avoid Danger.
2.1.2 Where reasonably practicable, a double shut-off shall be carried out to achieve
Isolation. A non return valve shall not be considered as a point of Isolation unless
it is capable of being locked in the closed position.
2.1.3 Actuators of control valves shall be locked off in the appropriate position.
2.1.5 Steam/Water drums, receivers and pressure vessels shall be regarded as Confined
Spaces and when access is necessary the requirements of Corporate Safety, Health,
Environment & Quality Instructions – SHEQ-ITN-006 Safe Working in Confined
Spaces shall apply.
2.2.1 The following work can be carried out with the vessels in a fully
operational or partly operational mode, subject to the issue of a Safety
Document:
2.2.2 The following activities may be carried out without the issue of a Safety
Document, but subject to the agreement of a Senior Authorised Person :
- Floating of safety valves, provided that this is done in accordance with the
Approved Station Procedure under the Direct Supervision of a
Competent Person nominated in writing to perform this duty.

2.3.1 Hydraulic testing must be carried out in accordance with the Approved Station
Procedure.
2.3.2 For the hydraulic testing of boilers, all persons must be excluded from the gas
passes, furnace and dead spaces during the pressure raising period.
2.3.3 Only those persons directly involved with the inspection or test shall be allowed to
enter the gas passes, furnace or dead spaces whilst any boiler is undergoing a
hydraulic test.
M3.1 ISOLATION
Before any person is allowed access to any boiler combustion chamber, gas/air pass or
dead space the following precautions shall be taken as appropriate :
3.1.1 All means of firing the boiler shall be Isolated and Safety Locks applied.
3.1.2 All supplies, which enable the operation of sootblowers, thermoprobes, and the
movement of oil burners, and Plant associated with ash or dust removal shall be
Isolated and Safety Locks applied.
3.1.3 The steam or compressed air supply to the sootblowers shall be Isolated and Safety
Locks applied.
3.1.4 All sources of draught to the boiler shall be Isolated and locked with Safety Locks
with the exception that, with the permission of the Senior Authorised Person, such
fans as are necessary to assist in cooling or ventilation of the spaces may be kept in
service.
3.1.5 All supplies which enable the movement of dampers and vanes, with the exception
of those required to control cooling and ventilation, shall Isolated and the dampers
fixed in the appropriate position.
3.1.6 Where necessary to avoid Danger, fan impellers shall be physically prevented from
rotating.
Before full access for work on any boiler, the requirements of Corporate Safety, Health,
Environment & Quality Instructions – SHEQ-ITN-006 Safe Working in Confined Spaces
shall apply.
3.3.1 Following completion of work, the Competent Person in charge of the work shall
ensure that :-
(i) All persons are warned not to re-enter the gas pass or dead space after they
have been withdrawn.
(iii) If it is necessary to make a final check , all access points except one are
locked closed. A guard is posted at the remaining access point to ensure
that no person re-enters during the check.

(iv) After the check, he personally supervises the closure of the final access
point.

3.3.2 Before he cancels the Permit to Work the Senior Authorised Person shall ensure
that all access points are securely closed. If any access point is found open, or not
securely closed, he shall refer the matter to the Competent Person in charge of the
work and the action stated in Rule M3.3.1 shall be repeated.
Before access to the gas pass of a precipitator is allowed the following requirements must
be met :
4.1.1 The electrical supply to all zones of electrodes shall be Isolated, locked with Safety
Locks, and Caution Notices attached to each point of Isolation.
4.1.2 Circuit Main Earth shall be applied to the High Voltage Apparatus of each zone
at the point of Isolation from supply.
4.1.3 All means of firing the boiler shall be Isolated and locked using Safety Locks, and,
all sources of draught to the boiler Isolated and locked with the exception that at
the discretion of the Senior Authorised Person, such fans as are necessary to
assist in cooling and ventilation may be kept in service.
4.1.4 All sources of gas treatment shall be Isolated and locked off.
4.1.5 The rapping gear shall be Isolated and secured with Safety Locks.
4.1.6 Approved portable Earth leads shall be applied to the High Voltage electrodes
frame of each zone at the points of entry into the precipitator gas pass. These earths
shall be applied by, or under the Direct Supervision of, an Authorised Person and
where practicable shall be applied from a position outside the gas pass.
4.1.7 Where access is required to the lower walkways the dust hoppers shall be cleared of
dust as far as practicable by the normal operational means.
4.1.8 Before allowing access to and work in a gas pass, a Permit to Work shall be
issued and the requirements of Corporate Safety, Health, Environment Instruction –
SHEQ-ITN-006 Safe Working in Confined Spaces shall apply.
4.1.9 Where work is to be done on or near rapping gear of the 'tumbling hammer' type,
the Competent Person in charge of the work shall ensure that all hammers which
are in an unstable condition are manually lowered before work starts. Alternatively
the hammers should be secured to prevent them falling.
M4.2 WORK IN THE HIGH VOLTAGE ROOF HOUSINGS EXTERNAL TO THE GAS
PASS
4.2.1 When work is to be done external to the gas pass in an enclosure containing
exposed Isolated High Voltage conductors or on other Isolated Apparatus any of
which may become Live due to faults in their gas pass, then a Circuit Main Earth
shall be applied between the point of work and the Isolated zone to which the
conductor or other Isolated Apparatus is connected.

4.3.1 All persons in charge of work shall ensure that, when persons under their charge
are withdrawn, they are personally warned not to re-enter the precipitator gas
passes, or High Voltage enclosures.
4.3.2 Before he clears the Permit to Work, the Competent Person in charge of closing
the access doors must ensure that no person or equipment remains inside. Where
considered necessary, all access points except one should be closed and secured,
and that one point of access guarded so as to ensure that no person re-enters the
space while the check is being made.
4.3.3 The Senior Authorised Person shall make a final check that no person remains
inside. He shall then ensure that all access points are closed and secured before he
cancels the Permit to Work.
M5.1 ISOLATION AND PREPARATION FOR ACCESS INTO PULVERISED FUEL MILLS
Before carrying out work on coal pulverising Plant, the following precautions shall be taken
:
5.1.1 Where practicable all coal shall be run off and the mill shall be Purged.
5.1.2 All electrical supplies to the mill group shall be Isolated and where practicable
locked off with Safety Locks.
5.1.3 Plant shall be Isolated from the furnace, air, gas (including fire fighting
equipment) and fuel supplies by dampers, blanks or other suitable means.
5.1.4 The mill system shall be cooled and where practicable, a check for the presence of
fire within the mill shall be made.
5.1.5 Coal and pulverised fuel surrounding the mill shall be removed.
5.1.6 A Permit to Work shall be issued for the removal of covers to permit testing of the
mill atmosphere.
5.1.7 For access to the mill, the requirements of Corporate Safety, Health, Environment
& Quality Instructions – SHEQ-ITN-006 Safe Working in Confined Spaces shall
apply.
5.2.1 For external work on pulverised fuel pipework, the associated mill group shall be
Isolated, locked off, and a Permit to Work issued.
5.2.2 For work that involves the dismantling of pulverised fuel pipework, the section to
be dismantled shall where practicable be Isolated from the furnace by means of a
blank.

6.1.1 The feeder chute shall be Isolated from the bunker and where practicable the coal
in the feeder, chute and mill run off.
6.1.3 A Permit to Work shall be issued, and if internal feeder access is required, the
requirements of Corporate Safety, Health, Environment & Quality Instructions –
SHEQ-ITN-006 Safe Working in Confined Spaces shall apply.
6.2.1 Entry into bunkers or silos for the purpose of trimming of coal or ash is forbidden.
6.2.2 Entry into bunkers or silos for the purpose of maintenance or final cleaning shall be
carried out under the following conditions :
6.2.3 Arrangements shall be made to ensure as far as is practicable that material cannot
be fed into the bunkers or silos during the period of work.
6.2.4 The bunker or silo shall be ventilated and all associated Plant Isolated.
6.2.5 A Permit to Work shall be issued and the requirements of Corporate Safety,
Health, Environment & Quality Instructions – SHEQ-ITN-006 Safe Working in
Confined Spaces shall apply.
6.2.6 The final cleaning out of material from the bunker or silo shall be carried out by
persons either :
ii) working inside the bunker or silo using Approved safety belts or harnesses
with the life lines properly secured and kept taut during the whole of the
time the person is in the bunker or silo, by two persons remaining outside
the bunker or silo. These persons shall be able to warn of Danger and
render assistance if required.

7.1.4 No person shall step onto, or cross a conveyor belt except by walkways, unless the
conveyor is Isolated and a Permit to Work issued.
M7.2 WORK
7.2.1 Work on conveyor Plant and Apparatus such as mechanical and electrical repairs
or replacement of motors, gearboxes belts, chutes, crushers, guards etc. shall be
carried out in accordance with the following conditions : -
i) The conveyor belt(s) and associated Plant and Apparatus on which work
is to be done shall be Isolated, and where practicable, Safety Locks shall
be applied at all points of Isolation.
ii) Other conveyor belts and/or equipment which normally feed into an area of
work shall either be Isolated or prevented from feeding into the area by
Approved means.
iv) The work area should be cleared of excessive spillage before work
commence.
v) The Competent Person in charge of the work must ensure that Danger
cannot arise from the release of stored energy. This may require the belt to
be clamped, and special arrangements made to secure any gravity take-up
pulleys and weights.
7.3.1 The tracking of belts which requires the restoration of power supplies shall be
carried out under a Permit to Work with Restoration of Motive Power.
7.4.1 The cleaning of idlers or pulleys shall not be permitted with the conveyor belt in
motion.
7.4.2 If it is necessary to remove guards for cleaning, a Permit to Work shall be issued
to cover the work.
7.4.3 If cleaning is to be carried out without taking off the guards it shall be done under
the Direct Supervision of a trained supervisor and :
i) The trip wire switch on the conveyor being cleaned shall be in the tripped
position with Caution Notices displayed.
ii) Where practicable the trip switches shall be locked and Safety Locks
applied.
Persons must not smoke or use any exposed flame or welding equipment in or near
hydrogen filled Plant or Apparatus, or associated equipment which may contain hydrogen,
unless the appropriate safety precautions stated in Rules M8.2 and M8.3 have been taken.
If the work or testing involves access to parts normally containing hydrogen, the
following procedures shall also be observed :
iii) The carbon dioxide in the casing shall then be replaced by air.
8.3.1 Before work or testing is commenced on any other Plant or Apparatus which may
contain hydrogen the following procedure must be observed:
iii) A Permit to Work shall then be issued stating the precautions taken to
clear the Plant or Apparatus of hydrogen.

9.1.1 Persons who need to get on or off overhead travelling cranes and similar machines
whilst they are operational shall first inform the driver, by signals or other suitable
means of communication, that they wish to do so. When the driver has given
permission, the driver must not operate or move the crane until the person has got
on or off the crane and contacted the driver.
9.1.2 A person or persons gaining access to a crane must make the driver fully aware of
their proposed activities and establish effective communication with the driver so
that both parties may be alerted to any Danger.
9.2.2 All persons who may have to work in the vicinity of exposed overhead conductors
must be aware of the Danger of handling long conducting objects in the vicinity of
such conductors.
When persons are to work on or near the wheeltracks of overhead travelling cranes or
similar machines, the following precautions shall be taken.
9.3.1 Where reasonably practicable, the machines shall be Isolated and a Permit to
Work issued.
9.3.2 Where Isolation of the machines is not reasonably practicable for operational reasons,
a Limited Work Certificate shall be issued after:
i) The driver of the machine at the time of issue has been warned that persons
are to work in a position where they could be struck by the machine or its
load and that he must not let his machine approach within 6.1m (20 ft) of
such persons.
ii) In addition to the warning given to the driver, wherever practicable, the 6.1
m (20 ft) approach limit has been indicated by an Approved notice or other
effective means, such as the use of track clamps.
9.3.3 The Senior Authorised Person who issues a Limited Work Certificate shall
ensure that the conditions of Rule M9.3.2 are met, and will continue to be met,
whilst the Limited Work Certificate is in force. He must also warn the
Competent Person who receives the document that the overhead conductors are
Live and the machine operational. He will record this warning on the Limited
Work Certificate. If the Limited Work Certificate is transferred, the transfer
must be under the Direct Supervision of a Senior Authorised Person.
9.3.4 A copy of the Limited Work Certificate shall be displayed in the cab of the
machine.
Persons working near operating overhead travelling cranes or similar machines, are exposed
to the Danger of being struck by the machines or their loads. This could be particularly
harmful if the persons are above floor level, and fall as a result of being struck. Supervisors
of all who work in such situations shall warn their staff of this Danger.

For work and testing in culverts, the provisions of Corporate Safety, Health, Environment
& Quality Instructions – SHEQ-ITN-006 Safe Working in Confined Spaces shall apply.
In addition, the following Rules shall be observed.
M11.1 ISOLATION
The Isolation of the culvert shall include any chemical injection points into the system.
M11.2 DIVING
11.2.1 Plant associated with the culvert which could cause excessive water flow must
be Isolated and Safety Locks applied to prevent operation.
11.2.2 Diving operations must comply with the relevant statutory regulations and any
local management instructions and be carried out under a Limited Work
Certificate.
Culverts must be drained and Vented as far as is practicable. When draining, vents
should where practicable be opened in order to draw clean air into the culvert. To prevent
access during draining, barriers and suitable notices must be applied at all points of
access.
During work or testing, a person or persons must be stationed outside the access points(s)
being used, and shall maintain a register of all persons entering and leaving the culvert,
together with the times of these movements.
The Competent Person in charge of the work or testing shall ensure that :
i) All persons who enter the culvert have a headlamp or torch, and where necessary,
protective clothing.
ii) Communication is maintained and regularly tested between the persons inside the
culvert and the person(s) stationed outside the access point(s).

These Safety Rules are intended to focus attention on the identification of Natural Gas
Control Areas and Zones, the requirements for safe access to areas where natural gas
may be present, and, to provide for safe work on natural gas pipelines and plant within
these areas. Attention is drawn to special hazards and their elimination.
For specific procedures and detailed precautions, reference must be made to Safety Rules
Operational Instructions and/or Safety Codes of Practice.
12.1.1 An area in which natural gas may be present and in which special care must be
taken will be defined as a Natural Gas Control Area. Within the Natural Gas
Control Area, hazardous area Zones will be identified in order to control the
design and operation of electrical equipment.
In order to simplify the control and operations within Zones, the Natural Gas
Control Area will be designated as an area requiring a special system of
control for all types of activities. Where appropriate the activity e.g. the
introduction of an ignition source such as welding etc., will be covered by a
Hot Work Permit.
12.1.2 Zones will be shown using a drawing displayed at strategic points around the
Natural Gas Control Area. Where practicable Zones may also be indicated
on-site for ease of identification.
The use of any exposed flame or welding equipment within any Natural Gas Control
Area is forbidden, unless the safety precautions stated in Rules M12.4, M12.5, M12.8
have been taken.

Only Approved non-spark hand tools and only intrinsically safe or flame proof
equipment shall be used within Zone I or Zone 0 unless the plant which may contain
natural gas is fully Isolated and has then been scavenged with carbon dioxide or nitrogen.
The use of pagers, torches, portable telephones, portable electrical equipment, cameras,
etc. is not allowed in a designated Zone. Where it is necessary to use an item which could
be an ignition source, its use shall be confined to Zones which have been proved safe by
the appropriate test procedure/equipment.
Always use appropriate Approved portable test equipment to monitor the atmosphere
within a Natural Gas Control Area.
Before work or testing which involves opening up any part of a natural gas
pipeline is commenced the following procedures must be observed :
i) The pipeline shall be Isolated from all sources of natural gas supply
using the double block and bleed method where possible, and all
isolation valves locked shut with Safety Locks, and Caution Notices
attached.
12.4.2 Before any physical break is made in a section of pipeline by either cutting or
the removal of a component, a temporary electrical continuity bond must be
provided across the proposed break. The bond should consist of a copper cored
insulated cable of not less than 6 square mm cross section. The cable should be
temporarily but firmly attached to areas which are clear and free from paint or
other insulating coating, and should remain connected until the component or
pipeline is replaced in accordance with Approved procedures.
12.4.3 Where impressed current cathodic protection is used, the cathodic protection
system shall be Isolated prior to removal of the component and switched on
again as soon as possible after replacement of the component.

Before natural gas readmitted the following operations shall be carried out in
accordance with Approved procedures:
i) The pipeline must first be scavenged with nitrogen to displace any air.
ii) Natural gas may then be admitted to the pipeline to displace the
nitrogen.
12.4.5 All pipework must be slowly pressurised and joints and flanges checked for gas
tightness at intervals.
12.5.1 Before work or testing which involves opening up any part of a natural gas
Plant is commenced the following procedures shall be observed : -
i) The Plant shall be Isolated from all sources of natural gas supply
using the double block and bleed method where possible and all
relevant isolation valves locked shut with Safety Locks and Caution
Notices attached.
ii) If the work involves the removal of any equipment or pipework, the
Plant shall, wherever practicable, be Purged in accordance with the
appropriate procedures.
iii) A Permit to Work shall then be issued, stating the precautions which
have been taken to clear the Plant of natural gas.
12.5.2 Where the Plant is enclosed in a housing, all doors and ventilators must be
opened fully to ensure maximum ventilation during work. If necessary provide
forced ventilation. The atmosphere shall be checked regularly for the presence
of natural gas using appropriate Approved test equipment.
12.5.3 Where practicable, Approved spark proof tools must be available and used
when working in a Zone 1 or Zone 0 unless the Plant which may contain
natural gas has then been scavenged with carbon dioxide or nitrogen.
12.5.4 The precautions listed in Rule M12.4.4 may be necessary on completion of the
work, taking into account pipe diameter, length, configuration, and automatic
purge facilities.
Any excavation work taking place in the vicinity of or over buried pipelines must conform
with the conditions set out in Safety Rules Operational Instructions and/or Safety Codes
of Practice, and where necessary a Limited Work Certificate shall be issued.
If vehicular access is required within a Natural Gas Control Area then the Zoning
drawing must be consulted and vehicles parked outside designated Zones. If this is not
practicable, the area must be confirmed to be free of gas using the appropriate Approved
test equipment. Vehicles shall not enter Zone 1 or Zone 0 areas unless the Plant which
may contain natural gas is fully Isolated and has then been scavenged with carbon
dioxide or nitrogen. Flame arrestors fitted to vehicle exhausts are desirable in this event.
12.8.1 Prior to any venting, checks must be made to ensure that no roads or access-
ways close to the site of the vent, fall within the Zone classification for this
process. Where practicable to do so, arrangements shall be made to direct the
vent pipework in such a manner that the Zone does not encroach upon public
access areas.
12.8.2 Any temporary vent pipe must be fitted so that the vent exhausts vertically, at a
height of at least 3 metres above working level.
12.8.3 The Zone surrounding the vent location must be inspected and free from any
activity which could provide a source of ignition.
12.8.4 If the Zone surrounding the vent extends over operational Plant that may
provide a source of ignition then the Plant shall be shut down prior to venting
taking place.
12.8.5 Due consideration must be taken of prevailing wind direction prior to venting
gas to the atmosphere.
M13.1 ISOLATION
Before any person is allowed access to the gas path of a Heat Recovery Steam Generator
the following precautions shall be taken as appropriate :
13.1.1 All sources of fuel supply and ignition equipment for the associated Gas
Turbine shall be Isolated, Safety Locks applied and Caution Notices
attached.
13.1.2 After the Steam Generator has been sufficiently cooled, all sources of energy
input to the prime mover shall be Isolated, Safety Locks applied, and Caution
Notices attached.
13.1.3 The Steam Generator shall be depressurised, all sources of external steam
supply to the unit shall be Isolated, Safety Locks applied and Caution Notices
attached.
13.1.4 All supplies which enable the movement of dampers shall be Isolated, Safety
Locks applied and Caution Notices attached; and the dampers fixed in the
appropriate position such as to maintain a draught which may be necessary in
cooling and ventilation of the gas path.
13.1.5 The gas path shall be regarded as a Confined Space and the requirements of
Corporate Safety, Health, Environment & Quality Instructions – SHEQ-ITN-
006 Safe Working in Confined Spaces shall apply.
13.2.1 Following completion of work, the Competent Person in charge of the work
shall ensure that:-
(i) All persons are warned not to re-enter the gas path after they have been
withdrawn.
(iii) If it is necessary to make a final check, all access points except one are
locked closed. A guard is posted at the remaining access point to
ensure that no person re-enters during the check.
(iv) After the check, he personally supervises the closure of the final access
point.
13.2.2 Before he cancels the Permit to Work, the Senior Authorised Person shall
ensure that all access points are securely closed. If any access point is found
open, or not securely closed, he shall refer the matter to the Competent Person
in charge of the work and the action stated in Rule M13.2.1 shall be repeated.

D1.0 GENERAL
All Safety Documents have a common purpose, that is to define the area of Plant or
Apparatus on which it is safe to work, to state what safety precautions have been taken to
permit such work, and to warn of possible Danger.
D1.2 LANGUAGE
D2.1 PREPARATION
The Senior Authorised Person issuing the Permit to Work shall ensure that:
ii) The appropriate Safety Lock keys have been placed in the Key Safe. He
shall then lock the Key Safe, and apply additional locks for each Permit
to Work recipient.
iii) Where safety precautions have been taken at remote locations, the
appropriate keys have been locked in a Key Safe, and the Key Safe keys
retained in the custody of an Authorised or Senior Authorised Person.
ii) The number of Additional Earths issued shall be recorded on the Permit
to Work.
iii) For work on colour coded overhead lines, the recipient shall check the
colour coding in the presence of the Senior Authorised Person and initial
the colour identification statement on the Permit to Work if confirmed
correct. The number of circuit identification flags, and wristlets issued
shall be recorded on the Permit to Work.
iv) Where more than one Working Party is involved, a Permit to Work
shall be issued to the Competent Person in charge of each Working
Party, and these shall, where necessary, be cross-referenced one with
another.
v) The Senior Authorised Person shall issue a unique Key Safe lock key to
each Permit to Work recipient, except where the Key Safe is at a remote
location.
vi) When a Permit to Work which allows the restoration of motive power
supplies is issued, those keys required to meet the terms and conditions of
the Permit to Work with Restoration of Motive Power shall be handed
over to the recipient of the document.
vii) The Competent Person receiving the Permit to Work shall take into safe
custody the appropriate items issued with, and listed on, the Permit to
Work, and shall ensure that all persons who work under it understand the
limits of work, and the requirement imposed by it before allowing work to
commence.
viii) Additional persons may work under the Permit to Work only after they
have been personally instructed by the recipient, and only when the
recipient is satisfied that they understand the limits of work and the
requirements imposed by the Permit to Work.
ix) If the nature of the work makes it necessary for the work to be carried out
by, or under the Direct Supervision of the Senior Authorised Person
himself, he shall issue the Permit to Work to himself and hold it as the
person in charge. In these circumstances it is not permissible for the
Senior Authorised Person to leave the site while work is in progress.
D2.3 TRANSFER
i) The transfer shall take place with the consent of the Control Engineer.
iii) When the transfer procedure takes place, the Senior Authorised Person
shall hand the Competent Person, who is to become the recipient of the
Permit to Work, keys and appropriate items. The Senior Authorised
Person shall then discharge the same responsibilities to the new recipient
of the Permit to Work as if the Permit to Work was being issued
initially. The new recipient shall then complete his section of Part 2 of the
Safety Document Transfer Record in the presence of the Senior
Authorised Person.
iv) The Senior Authorised Person shall complete his section of Part 2 of the
Safety Document Transfer Record confirming Direct Supervision and
completion of the Transfer.
i) The recipient shall sign the clearance only after confirming that all
persons working under the Permit to Work have been withdrawn and
warned not to work on the Plant or Apparatus described in the Permit to
Work. In all cases, the recipient shall indicate in the clearance section
whether or not the work site has been cleared of all tools and equipment.
The Permit to Work together with any keys issued shall be returned to
the Senior Authorised Person. Any circuit identification flags, wristlets
and Additional Earths issued shall be accounted for and handed over.
ii) The Senior Authorised Person shall cancel the Permit to Work with the
consent of the Control Engineer and inform him of any restrictions
imposed.
iii) Where more than one Permit to Work has been issued for work on High
Voltage Apparatus or Plant associated with the same Circuit Main
Earths, the Control Engineer shall make sure that all such Permits to
Work have been cancelled before giving instructions to remove Circuit
Main Earths.
D3.1 PREPARATION
The Senior Authorised Person issuing the Sanction for Test shall ensure
that :
ii) All safety precautions necessary in order to achieve safety from the
System have been taken.
iii) The appropriate Safety Lock Keys have been placed in the Key Safe. He
shall lock the Key Safe and apply an additional lock for the recipient of
the Sanction for Test.
iv) Where safety precautions have been taken at remote locations, the
appropriate keys have been locked in a Key Safe at the remote locations
and the Key Safe key retained in the safe custody of an Authorised or
Senior Authorised Person.
ii) Where Additional Earths are required, the number issued shall be
recorded on the Sanction for Test.
iii) The Senior Authorised Person shall issue a unique Key Safe lock key to
the recipient of the Sanction for Test. He shall also issue to him those
operational keys necessary to enable testing to be carried out.
iv) The recipient of the Sanction for Test shall retain it in his safe custody
together with any appropriate items issued with, and listed on the
Sanction for Test.
i) The recipient of the Sanction for Test shall sign the clearance only after
confirming that all persons involved in testing under the Sanction for Test
have been withdrawn and warned not to continue testing on the
Apparatus or Plant specified on the document. In all cases the recipient
shall indicate in the appropriate section whether or not the work site has
been cleared of all tools and equipment.
ii) The clearance shall be witnessed by a Competent Person who has been
involved in the testing procedure, and who shall also sign the Sanction for
Test on completion.
iii) All exceptions to the conditions existing within the Isolated zone at the
time of issue of the Sanction for Test, shall be fully specified in the
appropriate section of the Sanction for Test.
iv) The Senior Authorised Person shall cancel the Sanction for Test with the
consent of the Control Engineer and inform him of the operational status
of the Plant or Apparatus concerned.
D4.1 PREPARATION
ii) Where appropriate, Safety Lock keys have been placed in a Key Safe. He
shall then lock the Key Safe and apply additional locks for each Limited
Work Certificate recipient.
iii) If the work detailed on the Limited Work Certificate is to be carried out
in the vicinity of Live Apparatus or Plant, or could affect the status of
Apparatus or Plant in service, the agreement of the Control Engineer is
obtained and recorded on the document.
iv) If the Limited Work Certificate is to be issued for work on Live Low
Voltage Apparatus, it shall be over-stamped "LIVE".
i) The contents of the Limited Work Certificate shall be explained and the
card copy issued to the Competent Person in direct charge of the work or
testing, who after reading its contents to the person issuing the Limited
Work Certificate and confirming that he understands it and is fully
conversant with the nature and extent of the work or testing to be done,
shall sign its receipt and its duplicate.
ii) Where a Key Safe has been used to retain Safety Lock keys used to
ensure a safe working zone, a Key Safe lock key shall be issued to the
Competent Person together with the Limited Work Certificate.
iv) Where more than one Working Party is involved, a Limited Work
Certificate shall be issued to the Competent Person in charge of each
Working Party.
ii) The recipient shall sign the clearance after confirming that all persons
working under the Limited Work Certificate have been withdrawn from
and warned not to continue working or testing on the Plant or Apparatus
described in the Limited Work Certificate.
In all cases the recipient shall indicate in the clearance section whether or
not the work site has been cleared of all tools and equipment.
iii) The Limited Work Certificate together with any keys issued shall be
handed over to the Authorised Person or Senior Authorised Person
responsible for cancellation.
iv) The person responsible for cancellation shall cancel the Limited Work
Certificate by signing the appropriate section, and if necessary he shall
inform the Control Engineer of the cancellation and any restrictions
imposed.
D4.4 TRANSFER
i) The transfer shall take place with the consent of the Control Engineer, if
it was first issued with his agreement.
iii) When the transfer procedure takes place, the Authorised Person shall
hand the Competent Person, who is going to be the recipient of the
Limited Work Certificate, keys and appropriate items. The Authorised
Person shall then discharge the same responsibilities to the new recipient
of the Limited Work Certificate as if the Limited Work Certificate was
being issued initially. The new recipient shall then complete his section of
Part 2 of the Safety Document Transfer Record in the presence of the
Authorised Person.
iv) The Authorised Person shall complete his section of Part 2 of the Safety
Document Transfer Record confirming Direct Supervision and
completion of the Transfer.

D6.1 PREPARATION
When the status of the Plant or Apparatus under construction reaches a stage
whereby it could be either
ii) Considered Live by virtue of its proximity to or relation with, other Plant
and Apparatus, or
iii) Energised or pressurised from any other power source which could cause
Danger,
ii) The responsible managers shall sign the copy of the Safety Rules
Implementation Certificate master certificate acknowledging its receipt
and confirming that all employees under their control have been warned of
the date and time of implementation.
D7.1 Work or testing under the authority of a Safety Document shall be limited
to that specified in the document, and only Safety Documents as defined
in these Rules shall be used.
D7.5 A Sanction for Test shall be prepared, issued and cancelled by a Senior
Authorised Person.

R1.1 It is the duty of all persons who are involved with operation, work or testing on, or
in the vicinity of the Plant or Apparatus to which these Safety Rules apply, to
implement the rules and comply with them and any related Codes of Practice.
R 1.2 The written authorisation given to persons qualifying them to perform a specific role
in implementing the Safety Rules shall define the extent of the authorisation, and the
part of the System to which it applies.
R 1.3 Persons involved in making Plant or Apparatus safe for work or testing, and
subsequent restoration to service will be concerned in separate areas of
responsibility, they are:
iii) ‘Work or Testing’ - which includes receipt of the Safety Document carrying
out the required work or testing to its completion or termination and after
the work area has been cleared, clearance of the Safety Document.
R2.1 The responsibilities of Competent Persons include those specified below. They
must ensure that these responsibilities are implemented.
R2.2 Competent Persons shall comply with these Safety Rules when carrying out work
or testing whether instructions are given orally or in writing.
R2.3 Competent Persons shall use safe methods of work, safe means of access and the
personal protective equipment and clothing provided for their safety.
R2.4 Competent Persons when they are the recipients of a Safety Document shall:
i) Read the contents to the person issuing the Safety Document and confirm
that they are fully understood by signing the receipt
ii) Be fully conversant with the nature and extent of the work to be done.
iii) During the course of the work, ensure that they and all persons under their
charge adhere to any conditions, instructions or limits specified on the
Safety Document.
iv) Retain the Safety Document and where appropriate, keys in safe custody.
vii) If during the course of work a hazard which could result in Danger arises or
is suspected, warn all persons to withdraw from and not to work on the
Plant or Apparatus concerned until further notice. He shall report the
situation immediately to a Senior Authorised Person.
R2.5 Competent Persons shall not start or re-start work under a Safety Document
issued to another Competent Person without the permission of that other
Competent Person.
R2.6 Competent Persons clearing a Safety Document shall do so only after ensuring
that all persons working under the Safety Document have been withdrawn from and
warned not to work on the Apparatus or Plant concerned. Where appropriate, they
shall ensure that all tools, equipment and loose material have been removed, and that
guards and access doors have been replaced and the working area left tidy. Where
appropriate, they shall also account for or return the correct number of Additional
Earths, circuit identification flags, wristlets and associated keys and documents.
R2.7 Competent Persons, when participating in the procedure for the transfer of a
Permit to Work shall ensure that:
i) All persons working under the Safety Document have been withdrawn and
warned not to work on the Plant or Apparatus concerned.
ii) Any associated documents and keys are surrendered to the Senior
Authorised Person responsible for transferring the Permit to Work. He
shall also sign the appropriate section of the Safety Document Transfer
Record.
iii) As a new recipient following the transfer, he shall ensure that he is fully
conversant with the nature of the work, progress at the time of transfer, and
any limits or conditions specified on the Permit to Work. He shall sign the
appropriate section of the Safety Document Transfer Record.
R3.2 When participating in making, Plant or Apparatus safe for work, Authorised
Persons shall correctly implement specified procedures before any work
commences, these shall include:
ii) Repeating in full to the sender every instruction relating to the operation of
the High Voltage System.
iii) Carrying out operations instructed by the Control Engineer without undue
delay, and reporting back to the Control Engineer after completion.
iv) In the case of overhead lines, advising the Control Engineer of the circuit
identification.
v) Ensuring Caution and Danger Notices are correctly applied and the limits
of the safe working areas are clearly marked.
vi) Carrying out any additional safety precautions that may be required to
achieve safe working conditions.
R3.3 When Authorised Persons are the recipients of a Sanction for Test, their
responsibilities shall also include:
ii) Being present during the testing, being responsible for co-ordinating all
testing operations on the Isolated equipment, and for ensuring safety during
the tests.
iii) Carrying out or providing Direct Supervision for the removal and
reapplication of Circuit Main Earths as necessary without further reference
to the Control Engineer.
R3.4 When authorised to issue and cancel a Limited Work Certificate, Authorised
Persons shall ensure that the recipients fully understand the nature and extent of the
work to be carried out, and the safety precautions to be taken.
R3.5 For work on, or testing of LV Apparatus or Plant, Authorised Persons shall
determine whether the work or test is to be carried out by a Competent Person
under oral instructions, under a Limited Work Certificate, or under Direct
Supervision.
i) Confirming that the Plant or Apparatus is correctly identified and the safe
working area clearly demarcated.
ii) Confirming through the Control Engineer that safety precautions at all
locations are complete.
R4.3 Prior to the issue of a Safety Document, Senior Authorised Persons shall decide
where appropriate:
i) Whether Additional Earths are required, and if so, the number and points
of application.
ii) Whether Plant or Apparatus shall be Vented, Purged and any contents
adjusted to a level which avoids Danger.
v) Safety from all inherent Dangers has been, and will be maintained when the
requirements of the Safety Document are fully implemented.
vii) The confirmation of the Control Engineer has been obtained for the issue
of a Permit to Work or Sanction for Test.
R4.4 When issuing a Safety Document, or re-issuing a Permit to Work after transfer,
Senior Authorised Persons shall :
ii) Fully explain the contents of the Safety Document to the recipient and
ensure that the recipient understands the nature and extent of the work or
testing to be done and the safety precautions to be taken.
iii) Issue the Safety Document, and as appropriate any keys, circuit
identification flags, wristlets and Additional Earths.
R4.5 When providing Direct Supervision of the transfer of a Safety Document, Senior
Authorised Persons shall discharge the same responsibilities to the new recipient as
if the Safety Document was being issued for the first time.
i) Ensuring that the requirements of the clearance section have been correctly
carried out.
ii) Checking that all items issued with the Safety Document have been
returned or accounted for.
iv) Informing the Control Engineer of the cancellation of the document and
confirming the state of the Plant or Apparatus.
R4.7 When issuing Limited Work Certificates, Senior Authorised Persons shall ensure
safe working conditions are maintained in situations where other Safety Documents
are not appropriate.
The responsibilities of Control Engineers in the implementation of these Safety Rules are as
follows:
R5.2 Giving instructions for all High Voltage Switching except in cases of emergency.
R5.3 Consulting with the Control Engineers of other Systems to agree, initiate and
record those actions necessary to establish and maintain safety precautions on Plant
or Apparatus which is interconnected across control boundaries.
R5.4 Instructing the Authorised Persons to carry out Switching and any other operations
necessary to ensure safe working conditions.
R5.5 Checking with the Senior Authorised Person to confirm that the safety precautions
which are to be taken are adequate for the work to be done.
R5.6 Maintaining a record of all High Voltage Switching and the application and
removal of Circuit Main Earths.
R5.7 Confirming the issue and consenting the cancellation of Safety documents where
appropriate.
