OPEN LETTER
Today, Haiti is held hostage by heavily armed groups, organized in coalitions whose methods
resemble those of terrorist organizations. These individuals have deliberately established a climate of
terror, paralyzed our institutions, and plunged an entire population into fear and insecurity. Whether
driven by personal ambition or manipulated by economic or foreign forces, the result remains the
same: the gradual collapse of our society.
Under these circumstances, the idea of holding a constitutional referendum in the absence of a
functioning judiciary, without a Parliament, and above all, without a minimum level of security across
the national territory, is a dangerous illusion. Likewise, claiming to organize general elections in the
near future, while insecurity hinders any form of stable governance, would only deepen the chaos and
further discredit our already weakened institutions. Until these essential conditions are reestablished,
any attempt in this direction is likely to fail and plunge the country into even deeper instability.
The Court of Cassation, although symbolically significant, can no longer fully perform its role as
defined by Article 149 of the Constitution, which is, de facto, suspended. However, it is still possible
to hope that this institution remains a moral reference, provided it is embodied by a magistrate of
unquestionable integrity.
In light of this reality, I respectfully urge you to consider an urgent internal restructuring of the CPT,
based on self-transcendence. Reducing its current composition to three members, capable of working
coherently and effectively, could bring about a new dynamic and genuine commitment to serving the
nation. At the same time, appointing a Prime Minister with a clear mandate focused on restoring
security, protecting the population, and progressively rebuilding the State, is an absolute necessity.
Furthermore, I draw your attention to a peaceful citizen demonstration scheduled for this week. It
is essential to adopt a measured and respectful approach toward a population that, with calm and
dignity, is exercising its fundamental right to speak out, to make demands, and to seek protection.
These citizens are your fellow countrymen, your voters, your families, they are not the armed groups
that threaten their daily lives. Any confusion, whether intentional or not, on the part of the Haitian
National Police (PNH) between these two realities would not only undermine the people's trust in their
institutions but could also negatively impact the international perception of the current situation. A
prudent and balanced response is therefore crucial to preserve stability, national credibility, and
ongoing cooperation with the international community.
We are at a crossroads. Either we demonstrate courage, clarity, and patriotism, or we will stand by
helplessly as the Haitian State collapses for good, handed over to the darkest of interests, while our
people, once again, are abandoned and betrayed.
History will remember the decisions made at these decisive moments. There is still time to guide this
transition toward a true national rebirth. I urge you to act with wisdom, integrity, and vision.
