DRAFT RESOLUTION ON CONSULTATIONS ON THE ISRAEL-

PALESTINE CONFLICT

The Security Council,


Guided by the Charter of the United Nations,
Reaffirming the commitment to the principles of sovereignty, territorial integrity, and the
right to self-determination of all peoples,
Recalling previous resolutions, including Resolution 1373 (2001) and Resolution 1540
(2004), Resolution 1701 (2006) which emphasize the need for a just and lasting peace in the
Israel-Palestine conflict by tackling terrorism, halting illicit arm flows, and restoring order
in conflict zones,
Expressing grave concern over the continuing violence and the humanitarian crisis affecting
both Israelis and Palestinians,
Acknowledging the responsibility of all states to prevent the flow of weapons and resources
to unauthorized armed actors, as outlined in the UN Charter,

Emphasizing the importance of direct negotiations between Israel and Palestine to achieve a
solution that ensures lasting peace, security, and prosperity for both peoples,

1. Demands an immediate and unconditional ceasefire between Israel and Palestine


to halt all hostilities and prevent further loss of life, by holding all the non state
armed groups that operate outside government control, which threaten the
security, peace, and sovereignty of nations in the region,
a) Urges parties to refrain from provocative actions and work toward de-escalation to
facilitate peace negotiations,
b) Calls for swift delivery of humanitarian aid, including the relaxation of checks and
access restrictions, to ensure the unhindered delivery of medical supplies, food,
and other essential assistance to affected populations,
c) Requests the United Nations Office for the Coordination of Humanitarian Affairs
(OCHA) to monitor and report on the delivery of humanitarian aid to ensure
transparency and efficiency;
2. Calls for the establishment of Jerusalem as an international city, governed by a
local administration with hn representation from Israel and Palestine, under the
direct oversight of the UN Security Council:
a) Requests the development of a governance framework for Jerusalem within
one year, ensuring freedom of access to religious sites for all communities and
protecting its neutrality,
b) Encourages regular monitoring by the UNSC to ensure that the city’s
governance reflects the principles of neutrality and inclusivity;
3. Calls on all nations to take necessary measures, in accordance with international
law, to stop:
-The flow of money, weapons, and logistical support to any unauthorized
armed actors;
- The use of their territories as staging grounds for armed groups to plan or
execute destabilizing action;
4. Demands the immediate and safe return of all hostages being unlawfully held by
armed groups, with full respect for international humanitarian law;

5. Urges countries in the region to strengthen their border controls and work closely with
international agencies to identify and stop the flow of illegal arms and funding;

6. Encourages regular peace talks between Israel and Palestine, facilitated by the United
Nations, to address key issues such as borders, security, and governance:
a) Recommends the inclusion of neighboring countries in multilateral discussions
to foster regional support for the peace process;
7. Establishes an independent verification mechanism under the UN Security Council to
fact-check claims of military actions under Article 51 (self-defense) within 48 hours:
a) Condemns strongly any false claims used to justify military aggression, with
sanctions or military intervention imposed upon states.
