CODE OF CONDUCT

PREAMBLE
Whereas the vision of Phaneroo Ministries International is “to transform nations and
the entire world with the Word of God”.
Cognizant that to attain this set vision, Phaneroo Ministries International is managed
on the basis of Christian values premised on the Word of God. The Ministry therefore
promotes and observes the following organizational core values; 1) Prioritizing God (2)
Integrity (3) Spiritual Growth (4) Excellence (5) Team Development, (6) Non-
discrimination and (7) Impacting our Communities.
With full recognition that God as the ultimate leader and upon whose standard all true
ministers must be guided and endeavor to measure up to.
And acknowledging that the volunteers have a duty to the Ministry members, their
colleagues and to the community to behave responsibly, ethically and in a manner
that reflects well on Christ and His Church.
The Members agree to adhere to the Code of Conduct as a guide to appropriate
conduct while part of the ministry departments, leadership, management and or
committees.

1. Adherence to the Code


Being determined to ensure the achievement of the Ministry’s vision and labouring
together as God’s fellow workers, the Members undertake to be guided by and adhere
to this Code.
It is the responsibility of all Members, whether on volunteer or paid basis, to uphold
this commitment and abide by the requirements set out in the Code.
The Code is positively stated with the expectation of positive response. However, a
serious breach of the Code of Conduct may give rise to the need for disciplinary action
by the Ministry administration. This may include requiring an apology from the
offending Member, temporary withdrawal from active ministry and such other
disciplinary action deemed appropriate in the circumstances.
2. Application
This Code of Conduct shall apply to all serving as; employees, volunteers and
committee members of Phaneroo Ministries International, including Manifest
Fellowships and Phaneroo Global. Any reference to Minister in this Code shall include
persons in the afore mentioned service categories.
3. Cultivating a Personal Relationship with God
Members shall make every effort to maintain a strong personal relationship with God
because this is the basis upon which they draw to minister to others and provide
spiritual guidance.

The Members shall be committed to their spiritual development and shall endeavour
to attend all ministry meetings when called upon to attend any such meetings.
Absence from three (3) consecutive meetings shall lead to disciplinary action as
determined by the Ministry’s administration.
4. Exclusive Service and Submission to the Ministry
Every Member is expected to render service and be submitted exclusively to Phaneroo
Ministries International. For the avoidance of doubt, no Member is expected to serve in
another ministry unless this has been sanctioned by the Ministry’s Administration.

5. Mutual Respect
There should be mutual respect at all times between all committee members and each
should endeavor to treat all members with courtesy, fairness and equality.
Insubordination, and disrespect for one's immediate supervisor, department head,
administrative and pastoral leadership is prohibited and may lead to disciplinary
action.

6. Best Interests of the Ministry


Members must take due care that their actions and words, both within the Ministry
environment and elsewhere, are without reproach so that no fault may be found with,
or the Ministry be blamed or discredited.
Particularly, each Member shall:
i) Serve in accordance with the Ministry’s statement of faith and follow
directions given by the Vision Bearer/ General Overseer;
ii) Carry out the responsibilities of their roles with integrity and initiative;
iii) Endeavour to live a life of good character, being faithful in marriage and
living free of substance abuse;
iv) Be faithful to ministry commitments, training requirements, team meetings
and other policy requirements;
v) Conduct himself/herself in a way that sets a good example for others and
represents the Ministry and Christ both inside and outside ministry
programs and environment;
vi) Refrain from engaging in public debate or discussions as a representative of
the Ministry unless this has been sanctioned by the Vision Bearer/Over
Seer.
vii) Not carry out any Pastoral duties without the express instruction of the
Vision Bearer or Pastoral Team Coordinator.
Each Member shall be responsible for any privately organized activities or interactions
that may be perceived as organized or supported by the Ministry. The Member shall be
required to obtain prior approval from the Overseer for such activity or event.

7. Procedures and Systems:


The organizational overall leader of PMI is the GO/Vision Bearer supported by the
Secretariat and administration team headed by the Chief Operations Officer (COO).
Ministry Leaders are appointed by the GO through the PMI secretariat.

Each Member is expected to adhere to the formal systems and structures established
by the Ministry. Decisions should be made through the approved channels.
Leaders/Committee members should at all times avoid making critical ministry
decisions 1 without the necessary authorization.
8. Confidentiality
Each Member acknowledges that information disclosed to him/her relating to the
Ministry, its members and any ministry documentation availed to such Members by
their position is the confidential information of the Ministry.
Each Member shall endeavour to maintain confidentiality of such information at all
times, (even after cessation of membership to the Ministry), except where such
disclosure is required by compulsion of law or is made with the express permission of
the Ministry Administration.
9. Conflict of Interest
While executing their duties and responsibilities, Members shall take all necessary
measures to avoid any situations that may give rise to potential or actual conflicts of
interest.
In instances where there is a potential or actual conflict of interest, the Member shall
declare such conflict and not participate in the decision-making process with respect
to such matter or issue.
For purposes of this Code, "conflict of interest" refers to a situation where a Member is
required to make a decision in the interest of the ministry in respect to which he or
she has or may have a personal interest.

10. Stewardship of Ministry Property


Each Member shall act with good stewardship over ministry property and resources
used within their area of ministry. These include real property, equipment, vehicles,
financial resources, intellectual property, documents, records and any other property.
Members further undertake to use ministry property for the purpose of service, except
where express permission to employ such property for personal use has been obtained
from the Ministry Administration.
Members shall disclose any donations, gifts or other monetary offers received on
behalf of the Ministry to the overall Ministry Administration.

Such decisions on behalf of the ministry shall include but not limited to; procurements, expenditures,
receiving monies or fundraising, issuance of public statements, announcements or press/media
engagements, publication or printing of materials (including dissemination on world wide web
platforms), outward letters, signing contracts/agreements, opening or operating bank accounts,
appointment of personnel, creating and operating websites, Emails accounts, applications and/ social
media accounts or platforms, movement, lending out or rental of ministry facilities, equipment and or
vehicles, engaging other external ministries/churches, organizing events, sharing of internal data or
reports etc.

11. Ministry Discipline and Restoration
Where a Member is persistently in breach of this Code of Conduct, the Ministry shall
take appropriate action for discipline and restoration of such. The Member found in
breach of the Code may be subject to such disciplinary measure as is deemed
appropriate by the Ministry Administration.
In undertaking ministry discipline the Ministry shall have due regard to the following
principles:
i) Interpersonal conflict: In matters involving interpersonal conflict, the
Member(s) involved shall be required to engage in-person, the other
aggrieved person before involving other persons. Where the parties are
unable to resolve the dispute by person to person engagement, the Member
involved shall refer such dispute to the immediate leader responsible for the
service unit or Committee for resolution.
ii) Restoration: Restoration of any leader, volunteer or committee member must
be done in a spirit of meekness with the ultimate goal of setting him or her
right and without being critical.
iii) Fairness: In conducting Ministry discipline, the Ministry shall ensure
fairness and probity throughout the process. The Member shall be allowed
an opportunity to voluntarily submit to ministry discipline. The Member
shall be allowed to offer an explanation of any misconduct or wrongful
actions. No act of misconduct or breach of this Code shall be established
except by the testimony of two credible witnesses.

12. Escalation Matrix


Where there is a need to address any issue or misconduct by a leader, volunteer or
committee member, the process outlined below shall be followed. The issue shall
only be escalated to the next level where resolution has been unsuccessful at the
previous level.

Level 2 Administrator and/ Pastoral leader

•Discussion between Pastoral leader, Ministry COO and the


Level 3 GO/Vision bearer.
