This data sheet has been prepared specifically in respect of goods (imported, traded and locally manufactured)
to the United Arab Emirates

1. PRODUCT CONFORMITY ASSESSMENT (PCA) MANDATE


PROGRAM NAME ECAS & EQM
PROGRAM MANDATED BY Ministry Of Industry and Advanced Technology (MoIAT)
Assess and verify the compliance of regulated products that will
be imported, traded & manufactured in United Arab Emirates, in
PROGRAM OBJECTIVES
accordance with the regulations, rules, specifications and
conditions approved by MoIAT.
• Emirates conformity assessment scheme (ECAS)
- Documents required to be submitted for Registration of
Products is stated in the request for certification (RFC)
or in relevant technical requirements (service card,
applicable standards, regulations, cabinet decisions, etc)
as deemed necessary to ascertain the compliance of the
product with the applicable standard.
- Upon acceptance of the request for certification and all
the necessary documents, SGS shall carry out a
conformity assessment based on the identified scheme
for a product.
- Assessment and Evaluation of product shall be
conducted by SGS.
VERIFICATION PROCESS - When the results of conformity assessment demonstrate
that the relevant requirements are met, SGS shall issue
an ECAS Certificate of Conformity for the product.
- The ECAS Certificate of Conformity shall serve as an
approval for the product and can be used by the trader /
manufacturer / importer in marketing their registered
product.
- Certificate of Conformity is not transferable and is valid
only for the product being evaluated and manufactured
in a particular facility.
- The ECAS Certificate shall be valid for 1 year subject to
renewal.

• EQM (Emirates Quality Mark)


- Documents required to be submitted for Registration of
Products is stated in the request for certification (RFC)
or in relevant technical requirements as deemed
necessary to ascertain the compliance of the product
with the applicable standard.
- Upon acceptance of the request for certification and all
the necessary documents, SGS shall carry out a
conformity assessment (evaluation and onsite audit)
based on the identified scheme for a particular product.
- Assessment and onsite verification of the product and
organisation shall be conducted by SGS.
- SGS shall issue an EQM Certificate upon successful
completion of documents evaluation and onsite
assessment.
- The EQM Certificate of Conformity shall serve as an
approval for the product and can be used by the trader /
manufacturer / importer in marketing their registered
product.
- EQM certificate is voluntary certificate (Except bottled
drinking water, ice for human consumption, juice, milk,
dairy and beverages) valid for 3 years and compensate
of ECAS certificate.

• Documents for (ECAS) CoC issuance:
- Filled request for certification (RFC).
- Valid UAE trade / Industrial license
- Test reports from accredited* / Manufacturer** lab.
Note: *IEC CB for Low voltage equipment, ISO 17025 for non-
electrical products.** Performance report only)
- Declaration of conformity (on applicant’s letterhead with
DOCUMENTATION sign and stamp)
- Product identity declaration (If model / brand is different
from test report, on Manufacturer’s letterhead)
- Instruction manual in English and Arabic
- Rating Label / Product marking labels
- Copies of current ECAS CoC & SOC (If renewal)
- Other technical documents as per product / scope
requirements.

• Documents for (EQM) issuance:


- Filled online application form (RFC)
- Valid UAE trade / Industrial license
- Test reports from accredited* / Manufacturer** lab.
Note: *IEC CB for Low voltage equipment, ISO 17025 for non-
electrical products. ** Performance report only.
- Declaration of conformity (on applicant’s letter head with
sign and stamp)
- Product identity declaration (If model / brand are
deferent from test report, on Manufacturer’s letter head)
- Instruction manual in English and Arabic
- Rating Label / Product marking labels
- Accreditation certificates of factory (ISO 9001..etc)
- QMS / IMS manual of factory
- Quality plan of factory
- Copies of old EQM CoC & SOC (If renewal)
- Vicinity map & Plant layout of factory
- Technical documents as per products / scope
requirements.
• ECAS
- A Certificate of Conformity (CoC) and certificate of
schedule (SoC) are issued to evidence the compliance
of the regulation.
CERTIFICATE • EQM
- For the quality mark application, a Licence of using
EQM, Certificate of Conformity (CoC), Certificate of
Schedule (SoC) and agreement are issued to evidence
the compliance of the regulation.
