The Superintending Engineer, Harbour Engineering Department (North Circle),

Puthiyanirath, Elathur (P.O), Kozhikode 673303, for and on behalf of the Governor of
Kerala invites Item rate bids from Registered Contractors/Firms of state PWD/Irrigation
Department, CPWD having class of registration as detailed below.

* Rs.1350/- (18% GST) + Rs.75/- (1% CESS ) shall be remitted to GST department directly
and the receipt should be submitted to Superintending Engineer, Harbour Engineering North
Circle, Kozhikde -673303 along with the tender documents
Tender documents and tender schedule may be downloaded free of cost from the
e- GPWebsite www.etenders.kerala.gov.in. A bid submission fee of Rs 8925/- (Inclusive of 18%
GST& 1% Cess) shall be remitted online vide G.O. (P)No.429/15/Fin Dated 28/09/2015.
All bid/ tender documents are to be submitted Online only and in the designated
cover(s)/envelope(s) on the e-GP website except the ones specifically noted in the following
paragraph which shall be submitted online and physically. Tenders/ bids shall be accepted only
through online mode on the e-GP website and no manual submission of the same except the
one specifically noted shall be entertained. Late tenders will not be accepted.
The registration certificate original colour scanned or copy duly attested
by a Gazetted officer, Preliminary Agreement in original, Copy of filled
Form 83_84,Copy of filled and signed declarations and nomination, EMD
exemption certificate(if any) and GST registration details has to be
uploaded; the same (except 83_84) has to be submitted physically also
before tender opening time.
The rate quoted by the bidder shall include all taxes, duties and
Construction Workers Welfare Fund, Contribution etc. except the GST(Goods and
Services Tax).
The scanned copies of the registration certificate duly attested by a Gazetted officer,
Preliminary Agreement in original, and EMD exemption certificate (if any) shall be submitted
physically also before tender opening time. More details on EMD and cost of tender
documents/bid submission fee are mentioned in the Form 83 document. Physical submission of
all the above said documents shall be made through registered post, speed post, courier
service or in person so as to reach the undersigned office on or before the time of opening of
the tender, if not, the tender will be summarily rejected. The undersigned is not-responsible for
any postal delay in this regard.
The bids shall be opened online at the office of the Superintending Engineer
Harbour Engineering North Circle on 18/05/2020 at 11.00 am by the Superintending
Engineer/competent tender opening authority in the presence of the bidders / their
representatives who wish to attend at the above address. If the tender opening date
happens to be on a holiday or non-working day due to any other valid reason, the
tender opening process will be done on the next working day at same time and place.
The firm period of the tender shall be 60 days from the date of opening of the tender containing
the price bid.
 Online Tenders/ bids are to be accompanied with a duly filled and signed preliminary
agreement executed in Kerala stamp paper worth Rs.200/-. Tenders/ bids received online
without EMD, Cost of tender documents/ bid submission fee and preliminary agreement will not
be considered and shall be summarily rejected. Further details can be had from the NIT or office
of the Superintending Engineer Harbour Engineering North Circle, Kozhikode during working
hours.
Bidders shall remit the tender fees and EMD using the online payment options of
e-Procurement system only. Bidders are advised to visit the “Downloads” section e-
Procurement website (www.etenders.kerala.gov.in) for details of instructions on making online
payment using Internet banking facility of SBT or by using NEFT/RTGS facility. Bidders opting
for NEFT/RTGS facility of online payment are advised to exercise this option at least 48 hours
before the closing of the bid to ensure that payment towards tender document fees and EMD
are credited and confirmation is reflected in the e-Procurement system. The online NEFT
remittance form provided by e-procurement system making a NEFT transaction is not a
payment confirmation. KSITM/NIC/SBT/HED shall not be responsible for any kind of delay in
payment status confirmation. For details on e-payment (online payment of EMD and cost of
tender documents, please refer to G.O. (P)No.429/15/Fin Dated 28/09/2015. All amendment(s)/
corrigendum(s) shall be published on the e-GP website and bidders are advised to check the
website regularly for the same. The department shall not be responsible for bidders negligence
in checking the website regularly for any updates on this tender.
All other existing conditions, regarding Notice Inviting Tenders in the Kerala PWD
/HED/Irrigation and all other conditions prevailing for consideration of the tenders and
allied orders will be applicable to this tender also. The Harbour Engineering Department will not
be responsible for any error like missing of schedule data while downloading by
the bidder.
G.O. (Rt) No. 255/2004/F&PD dated 29/06/2004 and allied orders will also be
applicable to this tender. The undersigned reserves all rights to reject the submitted tender
without assigning any reason. On evaluation of tenders, regard would be paid to National
defense and security considerations.
