Subject: Response to letter of observation and justification for delay in work.

Mr. Director, we are writing to acknowledge receipt of your letter of observation following the
slowdown in work to install the school fence, which has a major impact not only on the quality of
teaching but also on the safety of the school infrastructure.

First of all, we agree with you that the speed of the work has slowed down compared with the
momentum we had at the outset, and we regret this. But it should also be noted that this is partly due
to several problems encountered during implementation.

Section 1

Firstly, with regard to the work schedule, it should be noted that although the contract was signed on
December 07, 2024 for a period of 04 months (120 days), it was not until December 26 that we received
a visit from the EMRE engineer from Turkey, who had clarified the extent of the work to be done.
Following his visit, a WhatsApp group was set up to facilitate the exchange of information on the
progress of the work. In view of the information exchanged on this WhatsApp platform, it was on
December 27 that we actually received the exact data for the project, namely the topographical survey
plan, the 2D plans for the barrier and the reinforcement plans for the various sections of the barrier.
After receiving these documents, we once again reviewed the project, and on 03 D

After work began on the first section on January 06, the bottom of the excavation was dug to a depth of
50 cm, as initially stipulated in the contract, but on January 15, after assessment by the monitoring
engineer, we were instructed to switch to a 70 cm bottom. This change not only had a negative impact
on the cost of the project, but also on the time required to complete the work.

It should also be noted that the acceptance of the reinforcement plan for the retaining wall on the first
section took some time, due to the unavailability of the monitoring engineer, and all this had an impact
on the implementation schedule, which will also have to be taken into account.

Finally, the suspension of work on this first section by the direct neighbor, who felt not only that the
footings of the wall were in his private domain, but also that the earth excavated during the work had
obstructed the passage around his house. The negotiation and resolution of this situation took around
a week, a period which must be taken into account when calculating deadlines.

Section 2

Now for the section behind the canteen. After excavation of this second section, we have assessed the
risk of collapse of the canteen building, and are taking steps to accelerate work in this area. It should be

Section 2

Now for the section behind the canteen. Following excavation of this second section, we have assessed
the risk of collapse to the canteen building and are taking steps to accelerate work in this area. It should
be noted that the area has been covered with wastewater from the septic tank after the earth was
excavated. Given that this waste water could have an impact on workers' health, under your diligence,
Mr. Director, we proceeded to empty the septic tank and the PUISARD. Although this operation has
reduced the flow of contaminated water onto the worksite, the use of the toilets and canteen means
that water continues to flow onto the worksite, and this is having an impact on the speed of work in the
area. However, despite the inconvenience caused by this contaminated water, our teams are working
hard to keep the work progressing according to schedule.

All the above-mentioned events have taken up a great deal of time and greatly affected the completion
deadlines for the various works. We kindly ask you to take these points into consideration in order to
meet our deadlines.
