Mt SREDINA - Letter of Information

The communication addresses the rejection of a 95 RON Gasoline cargo on the MT SREDINA vessel, asserting that the cargo meets contractual Libyan Specifications. It explains that the reported 'light orange' color of the gasoline can be influenced by various factors and does not affect the quality or octane number. The sender rejects the rejection decision and holds the recipient responsible for any delays caused by this issue.

OGI Vessels Inspection

Letter of information

Good day all,

I hope this message finds you well.

With reference to your communication to reject the 95 RON Gasoline cargo loaded on board of MT
SREDINA vessel we are forced to completely reject this decision because the cargo is in the contractual
Libyan Specifications.

1. Please be informed that the gasoline color reported into the ship composite quality BV Bulgaria as
"light orange" can be influenced by the ambient conditions of sampling, transport and storage. As we
know, the samples kept in the sun led to the slight change in color to “light orange”. Gasoline is
naturally slightly yellowish. ICS surveyors reported the gasoline color as "undyed". Also the color
change might be due to the presence of gum. With the increase of colority, the contents of saturates
and olefins in gasoline decreased.

2. Considering that the gasoline is a mixture of various components (paraffins, naphthenes, isomers,
olefins, aromatics, oxygenates, etc.), the complex mixt of components that contribute to meeting all
the characteristics of the gasoline specification and certainly the low value of oxygenates and olefins
does not give an indication of the octane number value. In addition, gasoline depending on the
production circuit of the refineries and the processed crude oils, the gasoline can be prepared with a
low content of oxygenates and olefins. Looking on all analysis results it does not appear that additives
were added. Another aspect is the fact that RON was tested on a running sample, whereas the
oxygenates are tested on composite of U/M/L from each tank, sampling performed in the summer
period.

3. When the gasoline is exposed to sunlight in a closed container the pressure will increase dramatically
as the vapor pressure of the lighter molecules increased above their boiling point. The UV light might
cause some cross-linking and degradation by oxidation of organic compounds, which leads to the
formation of the gums.

Since all analyzed parameters are in the required specification, we reject your decision not to accept gasoline
and we are forced to hold you all responsibility for any further delays You may cause.
