IV. RATIONALE:

Kutoo Festival celebration serve various important purposes in societies around the world. These
festival celebrations have deep-rooted cultural, social, and psychological significance, and their rationale can
be understood from several perspectives:

Cultural Preservation and Heritage: Festivals often have historical and cultural significance, serving
as a means to preserve and pass down traditions, rituals, and values from one generation to another. They
