EXECUTIVE ORDER No. 2024-011

“AN EXECUTIVE ORDER CREATING THE PUBLIC SERVICE CONTINUITY


CORE TEAM (PSCCT) OF THE MUNICIPALITY OF
DIMATALING, ZAMBOANGA DEL SUR”

WHEREAS, the Office of the President released Cabinet Action/Decision File No. 381-
120517-34 directing all government entities on the formulation of Public Service Continuity
Plan;

WHEREAS, in compliance with National Disaster Risk Reduction and Management


Council (NDRRMC) Memorandum No. 33 series 2018, the Municipality of Dimataling adheres on
the formulation of Public Service Continuity Plan (PSCP) which will serve as a guidebook for
every office in the continuity of operations and delivery of public service during times of
disruptive circumstances and emergencies;

WHEREAS, the National Disaster Risk Reduction and Management Council (NDRRMC)
issued Memorandum Order No. 57 Series 2020, enjoining all DRRMCs to update existing Public
Service Continuity Plan (PSCP), and Contingency Plans;

WHEREAS, there is a need to create a Public Service Continuity Core Team (PSCCT) to
spearhead the formulation of the Public Service Continuity Plan (PSCP) for the Municipality of
Dimataling, Zamboanga del Sur;

NOW THEREFORE, I, AVELINO J.L YRAUDA, Municipal Mayor of Dimataling, Zamboanga


del Sur, by virtue of the power vested in me by the law and the sovereign will of the people,
do hereby order:

Section 1. CREATION. The Public Service Continuity Core Team (PSCCT) of the
Municipality of Dimataling, Zamboanga del Sur is hereby CREATED.

Section 2. COMPOSITION. The Public Service Continuity Core Team (PSCCT) of the
Municipality of Dimataling, Zamboanga del Sur shall be composed of:

Head of the Agency: Local Chief Executive: HON. AVELINO J. YRAUDA


Senior Leadeship: Municipal Administrator: FRESH MARTIN JOSEPH E. MONCANO
Continuity Manager: HRMO Officer: DARWIN M. SAAGUNDO
Continuity Coordinator: MDRRMO Officer: KEENPEE DAREWIN A. YRAUDA
Continuity Planning Team: All Department Heads

Section 3. FUNCTIONS

3.1 The PUBLIC SERVICE CONTINUITY CORE TEAM (PSCCT) shall perform the following
functions:
 Formulate PSCP in accordance with the Office of the Civil Defense’s (OCD)
guidelines
 Ensure the continual improvement of the PSCP
3.2 Head of Agency/Local Chief Executive
 Ensure the establishment of the PSCP and its periodic monitoring and evaluation
 Approve resource allocation for the implementation of the PSCP
 Responsible for the resumption of essential functions during disruptive events
 Supervise the implementation of PSCP
 Ensure the continual improvement of the PSCP

3.3 Municipal Administrator’s Office


 Establish the guidelines and standards in compliance with the PSCP
 Ensure implementation of the PSCP by all offices

3.4 Municipal Disaster Risk Reduction and Management Office


 Serve as the principal continuity coordinating office

3.5 Human Resource and Management Office


 Consolidate and evaluate personnel needs required to ensure the continuity of
service delivery of every office
 Monitor office compliance to the PSCP

3.6 Municipal Treasury, Budget, and Accounting Offices


 Allocate funds for the activation and implementation of the PSCP
 Monitor financial matters related to PSCP
 Resolves issues in the procurement of resources for PSCP implementation

3.7 General Services Office


 Take custody of, be accountable for, and maintain an accurate inventory of all
properties, real or personal, owned by agency and those granted to it.
 Establish and maintain archival and record management in terms of records of all
offices.
 Protect agency properties and records – paper-based or electronic – before,
during and after incidents.

3.8 All Office and Division Heads


 Orient the staff to the PSCP
 Develop an Implementation Plan based on the PSCP
 Identify specific personnel needs according to their duties and responsibilities
 Ensure compliance to PSCP guidelines
 Ensure quick resumption of essential functions
3.9 All other LGU Dimataling Employees, including Casual, Job Order and Contract of
Services
 Comply with the PSCP

Section 4. REPEALING CLAUSE. All orders, memoranda, rules and regulations or any
part/s thereof, inconsistent with the provision of this order are hereby revoked or
modified accordingly.

Section 5. SEPARABILITY CLAUSE. If any provision thereof is held invalid or


unconstitutional, the remainder of this Order not otherwise affected shall remain in full
force and effect.

Section 6. EFFECTIVITY. This order shall take effect immediately.
